New Delhi, April 17 According to the group, ageing populations and reducing birth rates in almost all developed countries and China will create a shortfall of workforce, while the needs of their populations for services will increase along with economic growth. Actions taken by developed countries, such as increase in the retirement ages, higher participation of women in the workforce, more automation and increased immigration will not be enough to bridge the shortfall, it says. Thus, the developed world will be forced to look to developing countries such as India to meet this shortfall. India is well positioned to service this demand through its large professional resource base which has been globally recognised for the quality of its managerial and technical talent, the report says. ''India can service this opportunity either remotely, or by importing customers into India and servicing them within the country,'' it says. The group, known as the High-Level Strategic Group set up by the All-India Management Association (AIMA), includes eminent corporates, economists, scholars and policy makers. The Boston Consulting Group assisted it with fact-finding and analysis. Listing the key policy issues for India, the survey says trade liberalisation, simplification of trade investment regime and further reductions in export and import restrictions are prominent in India's economic reform programmes to boost growth and domestic and foreign investment.

Govt-Bodo accord challenged in SC New Delhi, April 17 A division Bench, comprising Mr Justice Shivraj V. Patil and Mr Justice Arijit Passayat, admitted a petition by the Bodoland Autonomous Council Boundary Protection Association with the direction that the matter be listed for regular hearing. The court also issued notice to the Centre and Assam Government seeking their replies to the petition, filed by the association. The association, which claims to be a body working for the protection of the interests of Bodos, in its petition said the settlement reached by the Centre and Assam Government for the setting up of the Bodoland Autonomous Council (BAC) was not constitutionally “invalied” as it was reached with a “terrorist group” having no representative character. There was no legal force behind the agreement as it was entered into with a “small terrorist group of a few Bodos who have surrendered to the Government and have no representative character among the people of Bodoland,” the petition said. The accord, signed on February 10 provides for the repealing of the 1993 BAC Act and creation of the autonomous council for administrative and developmental purposes of the disputed Bodo area. The accord had even been opposed by some of the “terrorist groups”, the association in its petition claimed.
No passport for don’s brother The efforts by underworld don Chhota Rajan’s brother to secure a new passport on Thursday suffered a setback as the Supreme Court stayed an order passed by the Bombay High Court in this regard. The stay was granted on an appeal by the Central Government, challenging the high court order asking the Mumbai’s Regional Passport Officer (RPO) to issue a fresh passport to Rajan’s brother Deepak Sadashiv Nikhalji. While granting the stay, a Bench comprising Mr Justice Shivaraj V. Patil and Mr Justice Arijit Passayat, issued notice to Nikhalji, seeking his reply to the Special Leave Petition filed by the government. The high court had on October 18 last year ordered the RPO to issue him fresh passport while deciding his application for a direction to the RPO regarding this. He had claimed that his application has been pending with the authorities since February 1999. He had sought new passport stating that the earlier one issued by India’s Consulate-General in Dubai in November 1991 had expired. Additional Solicitor-General R.N. Trivedi told the apex court that the Mumbai police had opposed the issuance of a new passport on the grounds that he had been frequently visiting abroad to further the cause of Rajan, a known gangster. |
44 Godhra carnage accused denied bail
Ahmedabad, April 17 POTA court special judge Sonia Gokani, who had last week deferred the hearing on their bail application, gave her judgement in a packed court, denying bail to the accused. In her ruling, Judge Gokani observed that “charge sheets were not filed within the stipulated period and the case is nearing trial.” The accused, however, were not produced before the POTA court today as the trial was yet to commenced. Maya denies vendetta charge New Delhi, April 17 Arriving here a day after senior BJP leaders criticised her action as an act of political vendetta, Ms Mayawati said, “We have not acted out of political vengeance, but as per rules. When Yadav was Chief Minister before April 7, 1994, he had violated norms and rules while disbursing money from the discretionary quota.” Singling out senior BJP leader and former UP Chief Minister Rajnath Singh for his criticism of her actions, Ms Mayawati said his statement on the issue appeared to be his “personal view” and not that of his party. About BJP general secretary Pramod Mahajan’s reported criticism of her actions, she said though she was not aware of his comments, the same could have been made for lack of proper information on the issue. |
Amar Singh’s arrest stayed Lucknow, April 17 The two-member Bench, comprising Mr Justice Mateen and Mr Justice Vishnu Sahai, specified in the order that this reprieve was limited only to the petitioner — Mr Amar Singh — in this case. Mr Amar Singh had said in the petition that he feared that Ms Mayawati could arrest senior SP leaders. “We direct the state government not to arrest Amar Singh till May 16,” directed the court. The court has also asked the Principal Secretary (Home), Uttar Pradesh, the state Chief Minister, Ms Mayawati and the BSP state president, Mr K.K. Sachchan, to file their reply by May

Gopal produced in court
Coimbatore, April 17 Gopal, who was brought from Chennai this morning, submitted an eight-page statement to the magistrate and appealed through his counsel to allow him to go for medical examination, the sources said. Magistrate Sasikala posted the case for April 30 and Gopal was later taken to Chennai. CHENNAI: While Intelligence agencies maintained that the office of ‘Nakkeeran’ and the residences of its Editor and Associate Editor were raided this morning, the police as well as investigating agencies issued denials. There was also a rumour of the police having obtained permission to question former Chief Minister and DMK President M. Karunanidhi today in connection with the reported payment of ransom for the release of Kannada actor Rajkumar, held hostage by forest brigand Veerappan in 2000, when Mr Karunanidhi was Chief Minister. However, Mr Karunanidhi, who met the media soon after the rumour gained currency, said he was not approached by any agency for interrogation but was prepared to meet anyone. He was the key emissary of the Tamil Nadu and Karnataka Governments to secure the release of Rajkumar from Veerappan.

New Delhi, April 17 ICP General Secretary Pushpinder Singh said the team planned to carry with it medicines, wheat, clothes and tents for the Iraqi people. “Punjabis have always been on the forefront whenever such a human tragedy has occurred. We will not wait for any help from any outside agency in carrying out the relief work in Iraq,” Mr Pushpinder Singh told reporters. He, however, added that the visiting Punjabi industrialists, if commissioned by any foreign agency to take part in the reconstruction work, would surely accept the proposal. Also, the Sikh members of the Punjabi community had special sentimental attachment to Baghdad, which is home to one of the historic shrines to Guru Nanak, he pointed out. “We will also perform ‘seva’ at the Iraqi gurdwara commemorating the visit of Guru Nanak en route to Mecca,” Mr Pushpinder Singh added. The gurdwara was slightly damaged during the war.

India, Nepal to team up on floods Patna, April 17 At the end of his three-day visit to the state, Mr Gyawali said he was happy with his “goodwill visit” and his talks with the state leaders had been satisfactory. “We will work together for the management of water resources, Mr Gyawali told reporters. The Nepal minister had arrived here on Tuesday with an 11-member delegation to discuss the flood-related problems of the state. Mr Gyawali said as talks between Nepal and the Indian state concerned had not taken place in the past, the flood problem looked bigger than it actually was. |
19 held for landmine blast
Nawada (Bihar), April 17 The arrests took place following a raid at Karpoori Nagar village under Govindpur police station on the basis of specific information, the police sources said adding that the arrested persons were being interrogated. An FIR had been registered at Govindpur police station against “unknown persons” following the landmine blast. The MCC ultras had detonated a landmine to blow up a patrol vehicle carrying policemen who were returning to Govindpur from Kakolat, killing eight of them on the spot.

PWG blasts police station Sasaram, April 17 Immediately after the blast at the police station building late last night, 200 rounds of fire were exchanged between the police and the extremists in an encounter that lasted for over two hours. However, none was injured in the exchange of fire. The police claimed that the ultras had attacked the police station in retaliation against bringing down a statue of a PWG leader at Nawanagar village under Nauhatta police station a few days ago during a joint combing operation by the Bihar and Uttar Pradesh police with the help of paramilitary forces.

Thunderstorm
kills nine
in Bengal Kolkata, April 17 At least two lakhs people in five south Bengal districts were badly hit and their houses and properties damaged. The gale and thunderstorm uprooted trees and destroyed crops in many districts. An incessant rain followed by thunderstorm, however, continued for several hours. The State Home Secretary, Mr A.K. Deb, said they were waiting for detailed reports from the district administration. Rescue and relief operations for the affected people were being conducted by the police and the local panchayats in the affected areas. The state government already sanctioned an ad hoc amount of Rs 100 crore to the affected districts for conducting relief and rescue work. According to Alipore weather office, a sudden depression in the Bay of Bengal caused the thunderstorm followed by incessant rain in West Bengal and the adjoining peninsula. |

in Kailash yatra route Pithoragarh, April 17 “Following the long-pending demand of devotees, the return route of the yatra has been changed so that the pilgrims can have a “darshan” of Patal Bhuvneshwar in Pithorgarh,” District Magistrate Naveen Chandra Sharma, who is also the nodal officer for the yatra, told reporters here. The return route of the yatra has been diverted through Bageshwar-Almora instead of Lohaghat-Champawat, he said. The pilgrims would have to cover an additional 30 to 35 km because of the change. The Yatra would commence on June two. Mr Sharma, who attended a meeting to review the progress in the preparations for the yatra, said 720 pilgrims would be allowed for the yatra, this year. They would be flagged of in 16 batches each with 45 pilgrims from the Dharchoola base camp on June 4. The pilgrims would leave New Delhi for Dharchoola on June 2.
