2 killed in road accidents Ambala, March 24 Two persons were killed in separate road accidents in Ambala during the last 24 hours. According to information, a former police inspector of Himachal Pradesh died on the spot when a car hit him near Shahjadpur.

‘strangled’ Hisar, March 24 According to the police she was living on the ground floor of the
house alone while her son lived on the first floor. She had employed a
domestic servant from Nepal a few days ago.
Her body was found early this morning when an employee of the
family-owned petrol station came there. He found her lying on bed with
hands and feet tied. She apparently was strangled.
The Nepalese domestic hand has been missing. The employee informed
her son who lives upstairs and he called the police in. Jewellery and
cash from the petrol station sales left with the deceased on Saturday
after the bank had closed, were found missing. The police has
registered a case on the complaint of her son and investigations were
in progress. Domestic servants employed by neighbouring households
were taken into custody by the police for questioning. |

CM’s remark raises BJP leaders’ hopes Chandigarh, March 24 Similar hopes nurtured by Haryana BJP leaders at the time of the Assembly election in Uttar Pradesh, fought separately by the two parties, was dashed because the BJP’s central leadership was found unwilling to part ways with the INLD. However, this time the state BJP leaders are hopeful that the central leaders will take note of the aspirations of the state unit in the wake of the Faridabad incident when heavyweights of the Haryana BJP were allegedly assaulted by the police at Sector 29, Faridabad where they had gone to protest against the demolition drive against illegal encroachment. “We had met our central leaders, including the party President, Mr Venkaiah Naidu and Deputy Prime Minister, Mr L. K. Advani, regarding the police assault. We are expecting something to take place after the Assembly elections due in four states including Rajasthan”, stated a BJP leader who wanted to remain anonymous. Significantly, despite the continuous complaints by the BJP’s state unit to its high command about the “harsh treatment” meted out to them by the Om Prakash Chautala regime, Mr Chautala has managed to keep the party’s central leaders in good humour. Within a week of the Faridabad incident, Mr Jaswant Singh, Union Finance Minister had come to Rohtak on Friday and attended the convocation ceremony of MDU accompanied by Mr Chautala. However, at the state level the BJP is trying to turn the heat on the Chautala regime following incident at Faridabad which has brought to centrestage the antagonism between Mr Chautala and Mr Krishan Pal Gurjar, leader of the BJP legislators, besides accentuating the difference between the two NDA partners. While Dharambir Singh, an INLD functionary holding the office of the Additional Political Secretary to the Chief Minister, Mr Chautala, claimed that the demolition drive at Faridabad had been initiated as a result of a question asked by Mr Gurjar in the Assembly, Gurjar alleged that what he had asked had been misrepresented by INLD member. “I had asked whether any park or green belt were illegally occupied in Sector 28. The intention behind my question was to expose the encroachments by a minister and a retired police officer of a part of a park and a green space at Sector 28. The Town and Country Planning Minister had admitted that one park and one green space were under occupation and the process had been initiated to recover these lands”, Mr Gurjar said. Mr Gurjar also pointed out that while the question was pertaining to Sector 28 only, the demolition drive was being carried out all over Faridabad. He also added that nothing had been so far done to remove the encroachments at Sector 28 as mentioned by the Town and Country Planning Minister. The state BJP will hold a demonstration at Rewari tomorrow to protest against the police action on BJP leaders at Faridabad, Mr Gurjar said and added that Mr Rambilas Sharma, former Education Minister, would also take part in the programme at
Rewar. |

Safety award scheme modified Chandigarh, March 24 According to official sources, Chief Minister Om Prakash Chautala, who also holds the portfolio of Labour and Employment, was deeply disturbed when it was brought to his notice that though the award scheme had been in
existence since 1985, the awards had been given only on five occasions (in 1985, 1993, 1995 and 2000) The sources say the irregularity in the implementation of the scheme, which was supposed to be annual, was mainly because of the delay in the constitution of the award committee. According to the Financial Commissioner and Principal Secretary, Labour and Employment, Mr Prem Prashant, the object of the scheme is to give recognition to the achievements made in the field of accident prevention and promotion of welfare activities in the factories by the managements. Under the new scheme, the number of welfare awards has been increased from four to six. The industries have been divided into three categories — large (employing more than 500 workers),
medium (having 100 to 500 workers) and small (having less than 100 workers). Each category will be given separate awards. Under the newly notified scheme, the 10-member award committee has been permanently constituted under the chairmanship of the Labour Commissioner, who is also the President of the Haryana Safety Council and Chief Inspector of Factories. It will have five official and five non-official members. There will be two safety awards. The first award will be based on the lowest accident frequency rate. The second safety award will be based on the longest accident free period. The welfare awards will be based on the best working conditions, the best first aid arrangements, the best canteen arrangements, the best creche arrangements, the best sports facilities for workmen and the best environment in factory premises. According to the Labour Commissioner, Haryana, Mr K.K. Khandelwal, the applications for awards for 2002 will be received up to April 30, 2003. These will be scrutinised in May and claims will be evaluated in June, 2003. While the awards will be finalised and declared in July, these will be distributed on Independence Day. While the application fee for large industries is Rs 1500, for the medium and small industries the fee will be Rs 1000 and Rs 500, respectively. |
MC vice-chief resigns Ambala, March 24 It may be mentioned that 10 of the councillors had submitted a notice of no-confidence motion against Mr Dhiman on February 27 to the Deputy Commissioner, Ambala. The SDM, Naraingarh, had summoned a meeting on this issue on March 20 but the meeting was postponed. Mr Dhiman, in his resignation, stated that he had tendered his resignation due to personal reasons. |

HIGH COURT Chandigarh, March 24 Terming the appointments as illegal, counsel for the petitioner had earlier contended that several appointees were ineligible as they were having fake and bogus certificates.
Mining Acting on a petition alleging that the mining operations being carried out in the area adjoining Yamuna river bank in Haryana could destroy the greenery, besides the agricultural land, a Division Bench of the High Court on Monday fixed April 8 as the next date of hearing. In their petition, Rattan Singh and two others Yamunanagar residents had earlier sought directions to the state of Haryana and other respondents to cancel the lease for the mining of minor minerals. Directions for the registration of a criminal case against the erring government officials and contractors were also sought. |
Rs 3 crore sanctioned
for Nilokheri Karnal, March 24 Speaking in Nilokheri, near here, Mr Chautala said all chaupals and roads of the state would be repaired soon. A sum of Rs 570 crore had been earmarked for the construction and repair of roads for the year 2003-04. A sufficient number of transformers would be installed in villages. |
