INLD throttling democracy: Hooda Chandigarh, March 15 Earlier, Mr Mange Ram Gupta, MLA and a senior Congress leader, while addressing a press conference here today, said that the most effective way to put pressure on the Central Government for the completion of the SYL canal would be resignations by all the MLAs and MPs (of both Houses) of Haryana from their respective legislatures. Asked about the programme of blocking roads to Delhi from three sides announced by Mr Hooda, who is also Leader of the CLP, Mr Gupta said that such an agitation would lead to tension and violence. Mr Mange Ram, however, clarified that what he had said about the “rasta-roko” programme was his “personal view”. Mr Hooda, speaking at a “Meet-the-Press” programme at the Chandigarh Press Club here, while responding to Mr Gupta’s observation, said that he would be the first person to resign in case there was a unanimous decision to this effect by legislators cutting across party line. He added that the “rasta-roko” programme would not be needed if there was en masse resignation by MLAs and MPs on the SYL issue. He said that as Leader of the Opposition, he was competent to launch the road blockade programme, and added that precautions would be taken to keep it a violence-free agitation. Coming to the recently concluded Budget session of the state assembly, Mr Hooda said that the conduct of the Treasury Benches clearly showed that the ruling INLD was trying to throttle democracy. “We tried our best to uphold democratic norms. Even the walkouts by the Opposition were symbolic. Each time there was a walkout, we came back to the House quickly. But there was no reciprocation by the government to our gesture”, Mr Hooda said. He said that only one call-attention notice, out of the total 16 call attention and adjournment notices and cut motions brought by the Opposition, was admitted in the assembly. The pretexts for turning down these notices were also flimsy, Mr Hooda claimed. Mr Hooda said that while the practice in the Lok Sabha was to give the bills to the members five days in advance, in Haryana the bills were given to the members only the previous day as a result of which the members got very little time to study the bills. He also expressed anguish at the “foul and unparliamentary language” used by the Chief Minister inside the House. Claiming that the reply by the Finance Minister on the debate on the Budget was “misleading”, Mr Hooda said that though the FM had claimed that the deficit in the Budget would be reduced, it would never actually happen. He added that if Finance Minister Sampat Singh’s claim that about 30,000 people had been recruited by the present government was true, it was surprising that the government did not adjust the retrenched employees of the public and cooperative sector employees. He said that with the introduction of VAT, even the smallest traders would be brought under the tax net. “While the adoption of the VAT regime shows the Budget as being anti-poor, the paltry amounts earmarked for health and education sectors show that Haryana is not a welfare state any more,” Mr Hooda said. Rice-wheat cropping system stressed Hisar, March 15 Scientists working on rice-wheat cropping system in China, Australia,
Bangladesh, Nepal and India are participating in this FAO-sponsored four-day workshop. The vice-chancellor said the economy of South Asia and Central Asia was largely dependant on agriculture and rice-wheat cropping system was one of the most favoured cropping sequences followed by majority of the farmers in these parts of the continent. He said while in South Asia this cropping system was being followed on 13.5 million hectares, in China alone 10 million hectares were under this cropping sequence. He said that although the Green Revolution had a good impact on the productivity of these crops, the problem of declining soil fertility, water scarcity, environment pollution and weeds now posed a threat to sustainable production. However, in future, increase in production of these crops would come through natural resource conservation, protection of environment, genetic engineering, diversification and adoption of a farming system approach, he maintained. He lauded the steps being initiated by the FAO and other such international organisations in this direction and said that with their support HAU scientists had succeeded in evolving an effective technology to control phalaris minor weed which had been playing havoc with the productivity of rice-wheat cropping system in the state. He said such conservation technologies needed to be extended to whole rice-wheat areas. Presiding over the function, the FAO representative, Dr. Ricardo Labrada appreciated the work done in India, specifically in Punjab and Haryana, on the sustainability of rice-wheat system. He pointed out that a holistic approach considering soil, water, environment, insect, disease and weed aspects was needed to improve productivity of this cropping system. |
CBI probe into mill case sought Kurukshetra, March 15 Mr Surjewala demanded a probe by the Central Bureau of Investigation into the alleged involvement of Mr Chautala in the ownership of Naraingarh Sugar Mill. Referring to the abolition of posts in Haryana, Mr Surjewala pointed out that since Mr Chautala had taken over as Chief Minister, 70,000 posts had been terminated. Regarding the sending of the case of opening casinos in Haryana to the President of India for his approval, Mr Surjewala thanked the Haryana Governor, Babu Parmanand. Later, Mr Surjewala addressed a ‘yuva kisan - naojawan’ rally at Ladwa, 25 km from here. Former Haryana Minister, Tejinder Singh Mann, who is also the president of the Haryana State Kisan and Khet Mazdoor Congress, presided over the rally. |
3-year term for JE Kaithal, March 15 According to the prosecution the said JE, Mr H.R. Singla, while posted in Guhla sub division in 1996 had demanded Rs 5000 from Leela Ram of Kangthali village for not initiating any action against him for the illegal construction and encroachment made by him on the road side. The complainant had allegedly paid Rs 1000 to the JE and before making the final payment informed the district authorities. He was caught taking the bribe of Rs 4000 from the complainant by the police. The court convicted the JE for offences under Sections 7 and 13 (1) (d) of the Prevention of Corruption Act and sentenced him to three years imprisonment and fined Rs 5000 and two years imprisonment and a fine of Rs 3,000 under both the Sections, respectively. The court ordered that the sentences would run concurrently and for the non-payment of the fine the accused would have to undergo further imprisonment for five months, and three months, respectively. |
