HC orders publicity for CGHS pact
Tribune News Service

New Delhi, December 25
Taking note of the fact that most of the CGHS card holders continue to remain unaware of the pact between the Centre and private hospitals, the Delhi High Court has directed the Centre to give due publicity to the scheme.

The Central Government Health Scheme (CGHS) has entered into an agreement with private hospitals for providing treatment to the beneficiaries. The order came in the wake of complaints from CGHS patients that they were asked to pay an advance hospital fee in violation of the agreement with the government.

A Division Bench, comprising Justices Usha Mehra and Madan B Lokur, said the CGHS cardholders should be made aware of the terms of the agreement and the government should display the relevant terms at various places and also publish them in newspapers.

A complaint had been filed against Apollo Hospital, as it had asked the patients to deposit money in advance, in violation of the terms of the agreement with the CGHS. The Bench was told that this was because many CGHS cardholders remain ignorant of the pact.

Stressing the need to widely publicise such agreements, the court was informed that the Escorts Heart Institute and Research Centre Ltd had also entered into one such contract this year. As per the agreement, the hospital is not allowed to demand an advance payment or refuse admission in case of an emergency. A CGHS beneficiary is further entitled to a status equal to that of any other patient in the hospital. It also stipulates that the hospitals will be stripped of recognition if they overcharge CGHS patients.
