Private buses remain off road
Shimla, December 5
A near total bandh was observed by private bus operators in Himachal Pradesh today in support of their demands. The private operators kept their buses off the road in almost all districts and took out a procession at some places. Sources said situation was under control and there was no report of any untoward incident.

Expulsion of Virbhadra’s loyalist revoked

The Congress today decided to revoke the expulsion of Mr Shaunkia Ram, former MLA and supporter of Mr Virbhadra Singh, the Leader of the Opposition, indicating that it was keen on closing ranks on the eve of the Assembly elections.

The Kangra unit of the BJP has decided to hold a rally at Baijnath tomorrow to celebrate the deferment of the delimitation exercise, apparently without taking the party high command into confidence.

Snow in higher reaches of HP

The cold wave further tightened its grip on Himachal Pradesh following snow on higher reaches, plummeting the temperature in the region. High-altitude areas in the tribal districts of Kinnaur and Lahaul-Spiti today experienced fresh snow, aggravating the cold wave in the tribal belt. 

J&K birds fly to Pong sanctuary

Thousands of birds have migrated from Gharana village on the Indo-Pak international border to the Pong Dam sanctuary in this district. November last year 43000 birds reached the Pong Dam. This year 86000 birds arrived here during the same time period.

Private buses remain off road

Shimla, December 5
A near total bandh was observed by private bus operators in Himachal Pradesh today in support of their demands.

The private operators kept their buses off the road in almost all districts and took out a procession at some places. Sources said situation was under control and there was no report of any untoward incident.

The private bus operators have been demanding, among other things, simplification of the road tax system and a rational transport policy.

According to reports received here, except Kulu, the private bus operators stopped plying their buses in Kangra, Mandi, Solan, Bilaspur, Una, Shimla and Sirmour districts.

The bandh evoked partial response in Chamba district where private buses were plying in the interior areas. The operators took out a procession of buses from Sundernagar to Mandi and in Shimla.

The Himachal Raod Transport Corporation operated more buses to meet the shortage of buses. The strike had paralysed life in the district and the worst-affected were students and office-goers.

DHARAMSALA: Private buses remained off the road. According to sources, traffic remained disrupted on the Pathankot-Manali National Highway for about two hours in the morning as the bus operators blocked traffic at Jassur. Traffic was later restored. HRTC buses plied normally and on some routes, special buses were pressed into service.

According to the SP Kangra, Mr R.M. Sharma, no untoward incident was reported in the district.

NAHAN: On the call of the Private Bus Operators Union, private bus operators kept their buses off the road. No private bus plied on the Nahan-Paonta road. As per information from interior parts of the district, private buses operated at several places.

The Private Bus Operators Union claimed complete bandh. The bus operators assembled at Paonta and took out a procession before submitting a memorandum to the SDM.

HAMIRPUR: Normal activity in the district was hit here. Buses of private bus operators were parked along the road. No long-route bus reached here as the transporters had put up nakas at Dosarka, College Chowk and Truck Union Chowk.

The bus stand wore a deserted look. Private buses parked at sixes and sevens had blocked the two gates besides obstructing traffic to Shimla and Dharamsala.

There was a rush of vehicles in the main bazaar, leading to jams. Attendance in the educational institutions and government offices was thin. Meanwhile, the district administration claimed that efforts had been made to provide transport facilities.

Talks between the district administration and private transporters failed on Thursday evening. Ms Anuradha Thakur, Deputy Commissioner, chaired the meeting. Both sides remained adamant and the talks ended without any decision.

She issued a warning to the private transporters not to block traffic on Friday.

The district police chief said a case had been registered against the private transporters.

Mr Naresh Kumar Darji district chief of the Private Bus Operators Kalyan Sangh, said the strike would continue.

Expulsion of Virbhadra’s loyalist revoked

The Congress today decided to revoke the expulsion of Mr Shaunkia Ram, former MLA and supporter of Mr Virbhadra Singh, the Leader of the Opposition, indicating that it was keen on closing ranks on the eve of the Assembly elections.

The decision was taken at a meeting of the party’s Disciplinary Committee held here under the chairmanship of Mr Shiv Kumar. All members attended it. The expulsion of Mr Kishan Chand, also expelled along with Mr Shaunkia Ram for organising a rally, without the Pradesh Congress Committee's permission was also revoked. The two leaders apologised for their action. The committee accepted the apology and decided to revoke their expulsion.

The complaint of Mr Virbhadra Singh against Mr Rahul, general secretary of the Solan district unit of party and Mr Shiv Kumar, a member of the Pradesh Congress Committee, was dropped after the two leaders expressed regrets for speaking against the CLP leader.

The case of Mr Manjit Singh Dogra, who was suspended for raising slogans at a party rally addressed by the PCC chief, Mrs Vidya Stokes, in the Hamirpur district, was adjourned as the president of the district unit whose views were to be taken into consideration, while deciding the case, was not present.

Party sources said the decision would strengthen party in the district. The decision is significant in view of the rally of Mrs Sonia Gandhi, Congress president, to be held on December 11 at Shilaroo in the constituency of Mrs Stokes.Top

 

BJP’s Kangra unit to hold rally

The Kangra unit of the BJP has decided to hold a rally at Baijnath tomorrow to celebrate the deferment of the delimitation exercise, apparently without taking the party high command into confidence.

The BJP’s district unit also gave an advertisement in newspapers regarding the rally, in which the delimitation exercise has been dubbed as a conspiracy against Kangra.

The advertisement carries the picture of Mr Shanta Kumar, who has been depicted as the saviour of Kangra.

Mr Kamal Padha, who was suspended from the party for projecting Mr Dhumal as a villain, is among the organisers of the rally.

Mr Jaikrishan Sharma, the state BJP chief, maintained that alleging government hand or dragging the name of Mr Dhumal in the delimitation controversy would be deemed as indiscipline.

He said the Kangra unit had not got the permission of the party for organising the rally. He said he would take up the matter with the high command soon.

Snow in higher reaches of HP

Shimla, December 5
The cold wave further tightened its grip on Himachal Pradesh following snow on higher reaches, plummeting the temperature in the region.

High-altitude areas in the tribal districts of Kinnaur and Lahaul-Spiti today experienced fresh snow, aggravating the cold wave in the tribal belt. Rekong Peo, the headquarters of Kinnaur district, also had snow.

Moderate to heavy snow was reported from the Saach Pass (14,000 ft) and the Pangi valley in Chamba district and adjoining hills of Jammu and Kashmir, a report from Chamba said.

A severe cold wave swept Shimla and the adjoining areas, with the temperature further dropping to 3°C from 3.4°C recorded yesterday. The sky was partially overcast and icy-cold winds blew across the town.

The twin valleys of Kulu and Kangra reeled under cold-wave conditions in the wake of the temperature staying low. The cold wave has already claimed the life of one person in Kangra district. UNI

J&K birds fly to Pong sanctuary

Thousands of birds have migrated from Gharana village on the Indo-Pak international border to the Pong Dam sanctuary in this district.

November last year 43000 birds reached the Pong Dam. This year 86000 birds arrived here during the same time period. Last year 1,14,082 birds of 42 varieties visited the sanctuary.

This year as many as 200,000 birds of 50 species are expected from Jammu and Kashmir.

Among those visit the sanctuary are: Brahminy ducks, sarus cranes, blacknecked grebes, rednecked grebes, large and little cormorants, Indian shag, darter, snake bird, eastern grey heron, pintails, large egrets, black stork, bar headed goose, mallards, gadwalls, wigeons, shovllers, common pochards, white eyed pochards, tufted duck, Indian moorhens, Indian purples moorhens, coots, great black headed gulls, river terns, osprey and marsh harriers.

A census of water fowls in the lake was done in February this year. Black stroke (Ciconia-Nigra) was sighted on December 14 last year after 15 years. The bird breeds in Eurasia and is a winter migrant to northern India.

Sidhpur project turns fishy

Country’s largest mahsheer farm proposed to be set up at Sidhpur in Sarkaghat sub-division of this district seems to have run into rough weather due to the alleged apathy of the state government.

This Rs 4 crore-project had been approved by the Centre about three years ago. The Centre had agreed to share half of the total cost of the farm. A sum of Rs 1 crore was immediately released.

The state government, however allocated Rs 6 lakh, Rs 4.75 lakh and Rs 20,000 in the annual budget of 2000, 2001 and 2002, respectively.

Teams of the so-called experts have visited the farm. There are reports that the project may either be shifted to another place or abandoned altogether.

The Central Government had released Rs 1 crore over three years ago which is still lying with the Deputy Commissioner here.

After the centre took cognizance of the delay, the senior officials of the state government held a meeting at Shimla which was presided over by the secretary, animal husbandary and decided to take up the project immediately. Ten months have passed since, but nothing has come about. The work has been assigned to the ailing Agro Industries Corporation.

During his recent visit the Chief Minister expressed ignorance about the delay in the execution of the project. When pointed out that the site of the project had been encroached upon by villagers, he directed the Deputy Commissioner to get it vacated. He assured that the work would be started soon.

Chief Judicial Magistrate S.L. Sharma here today acquitted former Sports and Health and Law Minister and now Congress MLA from Kot Kehloor Ramlal Thakur of the charge of outraging the modesty of a woman journalist from Delhi.

In 1997 Mr Ramlal Thakur, was Himachal Sports and Health Minister and organised Paragliding championship here at Luhanu on the bank of Gobind Sagar and had invited the journalist to cover the event for tourism magazine “Srishti” published from New Delhi.

Voters’ I-card exercise from today

Dharamsala, December 5
Photo-identity cards for left-out voters of Shahpur and Dharamsala vidhan sabha consistencies will be made from December 6.

Disclosing this, voters’ registration officer for Dharamsala and Shahpur, Mr A.L. Sharma, said in Shahpur area identity cards would be prepared at GHS Prei on December 6 and in the office of Tehsildar Shahpur on December 7. If any person was unable to avail the facility on these dates, he can get his identity card made at Zila Parishad Hall, Dharamsala, on December 12.

According to Mr A.L. Sharma, photo-identity cards for this constituency will be prepared at AF CB School Yol on December 9 at Government SSS Tang, on December 10 and at Zila Parishad Hall on December 13 and 14. The Voters’ Registration Officer while appealing to all voters to get their photo-identity cards made on the above dates said no voter would be allowed to cast his vote without photo-identity card.

Muslims allowed namaz in Army grounds

Muslim of the town have been permitted to offer their Id prayers in the Army parade ground tomorrow, according to a communication received from the Ministry of Defence late this evening.

In a message to the Government of Himachal Pradesh the Ministry of Defence conveyed its decision to grant the permission to the muslims to offer namaz in the Army parade ground here tomorrow, which was earlier refused by the Army authorities today.

Earlier in the day Muslims took out a march in the town to protest against the refusal of the Army authorities to offer Id namaz in the Army parade ground here today.
