Himachal Pradesh Chief Minister Prem Kumar Dhumal has said an ambitious plan has been drawn up by the BJP government to provide irrigation to 3.50 lakh hectares. The total cultivable area in the state is 5.83 lakh hectares.

Plan to broaden railway track

The district administration today presented a proposal before the state government to convert a 5-km stretch on the Kalka-Shimla narrow-gauge railway track into broad gauge. An earlier proposal to broden the track had run into rough weather due to high land-acquisition cost.

Delimitation draft notified
Solan, November 21
With a view to invite public objections and suggestions on the draft delimitation proposals put forth for changes in the Assembly and Parliamentary seats, the district Returning Officer has made available the sale of documents at the district election office here.

The Himachal Pradesh Government has warned the doctors against launching an agitation from November 26 in support of their demands and questioned the organisational status of the Himachal Medical Officers Association.

Himachal Pradesh has the lowest infant mortality rate. It has made a remarkable progress in the chief immunisation programme by achieving a target of 83 per cent as per indicators of the National Family Health Survey (NFHS-2).

3 killed as tractor overturns
Hamirpur, November 21
Three persons riding a tractor were killed on the spot and another one was injured seriously near Karot village in Hamirpur district last evening. They were on their way from Karot village to Dosarka when the tractor overturned and the accident took place.

HP plan to irrigate 3.5 lakh hectares

Himachal Pradesh Chief Minister Prem Kumar Dhumal has said an ambitious plan has been drawn up by the BJP government to provide irrigation to 3.50 lakh hectares. The total cultivable area in the state is 5.83 lakh hectares.

He told the correspondent that when the BJP government came to power only about 50,000 hectares was under irrigation schemes.

Mr Dhumal said during the past four years the government had launched three major schemes which when completed would provide irrigation to about 20,787 hectares. Work on the Rs 143.32-crore Shah Nehar irrigation scheme was being done on a warfooting. The project envisaged the construction of two-lined canals 32 km-long each on the left bank from the existing Mukerian hydel channel. The project was being jointly executed by the Himachal and Punjab Governments. Punjab would spend Rs 88.49 crore and the rest by Himachal Pradesh.

He said the work on the second Rs 33.62 crore Sidhata medium irrigation project in Kangra district had been expedited. The third Rs 28.37 crore Anandpur hydel channel irrigation scheme was being executed in Bilaspur district.

Mr Dhumal said four medium irrigation projects had already been completed and another one was nearing completion. The Bhabour Saheb Project, Phase-II, is another project completed at a cost of Rs 11.45 crore. It was providing irrigation water to 2,640 hectares. The Giri Irrigation Project completed at a cost of Rs 8.27 crore had brought under irrigation 5,623 hectares.

He said besides these major schemes a large number of minor irrigation schemes had been taken up all over the state under the project. Assistance from Nabard was also being harnessed for executing around 300 such small schemes. Of these about 200 had already been completed, he claimed.

Rs 446 cr spent on water for villages

The Himachal Pradesh Chief Minister, Mr P.K. Dhumal, said yesterday that during the past four-and-a-half years, 7,311 villages in the state had been provided drinking water with an expenditure of Rs 446 crore.

The Chief Minister was addressing a gathering at Mand Snour after inaugurating a bridge constructed at a cost of Rs 2.28 crore. Earlier, he laid the foundation stone of another bridge at Tayara Patan, which is to be constructed at a cost of Rs 6 crore.

Mr Dhumal said 45 bridges had been constructed during his tenure, while 70 were under construction. He said Rs 66.82 crore were being spent on various schemes financed by Nabard in the district. The gathering was also addressed by Mr Kirpal Parmar, a member of the Rajya Sabha and general secretary of the BJP’s state unit.

Plan to broaden railway track

The district administration today presented a proposal before the state government to convert a 5-km stretch on the Kalka-Shimla narrow-gauge railway track into broad gauge. An earlier proposal to broden the track had run into rough weather due to high land-acquisition cost.

The Deputy Commissioner, Mr Bharat Khera, said the new proposal, which had cut down the cost of construction by Rs 20 crore, would facilitate the transportation of finished goods and raw material by the local industrialist. Since Tipra village was part of the Kalka road by pass which was expected to come up shortly in the area, it was decided to integrate the two projects and facilitate the movement of goods..

The Railway Minister, Mr Nitish Kumar, had laid the foundation stone of the project on June 27, 1999, for which an amount of Rs 40 crore was earmarked. But the survey had proposed the laying of a railway track through Kamli village by acquiring a vast stretch of private land. The cost of acquisition was estimated to be Rs 30 crore, due to which the project could not be initiated despite an amount of Rs 4 crore having been received for the purpose. The proposal was finally turned down in March this year. Joint inspections were conducted by the Deputy Commissioner and Railways Deputy Chief Manager to explore better options. It was then found that the cost of a stretch of 1.67 hectare private land at Kamli village was estimated to be Rs 20 crore per hectare. However, an alternative route through Tipra village was found to be more viable where no private land accquisition was required. The proposal was supported by the industrialists of Parwanoo who felt that besides easing congestion at the Parwanoo barrier, the new route would also cut down on loading and unloading costs. The Deputy Commissioner hoped that work would soon be started on the new proposal, which would take about two years to be completed.

Delimitation draft notified

With a view to invite public objections and suggestions on the draft delimitation proposals putforth for changes in the Assembly and Parliamentary seats, the district Returning Officer has made available the sale of documents at the district election office here.

In a press note issued here, it has been stated that people can file their objections till December 2 in the offices of respective Subdivisional Magistrates of the four subdivisions of the district. The draft proposals have also been notified at these offices for public information. The hearing on public objections would be held in Shimla on December 9 at the Peterhoff state guest house.

HP docs warned against agitation

Shimla, November 21
The Himachal Pradesh Government has warned the doctors against launching an agitation from November 26 in support of their demands and questioned the organisational status of the Himachal Medical Officers Association.

In a letter to the association, the Health Secretary has said action would be taken against those who joined the agitation under the service rules. He also pointed out that elections of the association were due in June, 2002 and questioned the status of the existing body.

Regarding the demands, he said the government was committed to follow the Punjab pattern in the case of pay-scales only and not for allowances. The Punjab Government was no longer granting special increments to postgraduate doctors and only giving a higher education allowance, he added.

The association had decided to launch an agitation by holding a rally in front of the state secretariat on November 26, which would be followed by a two-hour pen-down strike from November 27 to December 2.

HP has lowest infant mortality

Himachal Pradesh has the lowest infant mortality rate. It has made a remarkable progress in the chief immunisation programme by achieving a target of 83 per cent as per indicators of the National Family Health Survey (NFHS-2).

This was disclosed by Mr J.P. Nadda, Health Minister, while presiding over the dissemination seminar on National Family Health Survey organised by the Department of Health and Family Welfare, the International Institute for Population Sciences, Mumbai, and the Population Reference Bureau, Washington DC, yesterday.

Mr Nadda said the finding of the NFHS-2 had laid stress on safe motherhood, nutrition, anaemia, child immunisation, child mortality, fertility, contraceptive use and AIDS awareness.

Referring to the steps taken in the state to strengthen the health sector, he said immunisation certificates had been made compulsory for admission in schools.

He further added that the state government has formulated Health Vision-2020.

3 killed as tractor overturns

Hamirpur, November 21
Three persons riding a tractor were killed on the spot and another one was injured seriously near Karot village in Hamirpur district last evening. They were on their way from Karot village to Dosarka when the tractor overturned and the accident took place.

The sole survivor Pradeep Kumar has been brought to the Hamirpur Zonal Hospital for treatment, where he was stated to be in a serious condition. The deceased persons have been identified as Babloo, the tractor driver, Kashmir Singh and Rohliram.

The Sujanpur Tira police has registered a case under Sections 279, 337 and 304A of the IPC and further investigations into the cause of the accident are on.

An official spokesman said here today that the bodies of the deceased persons would be handed over to their kin after a post-mortem examination.

INTUC to stage protest march

Mr Amarjeet Singh Bawa, state Indian National Trade Union Congress (INTUC) chief, yesterday said the organisation would hold a march in front of the state Secretariat to protest against the decision of the Central Government to close down the Government of India Press, Tutikandi.

The INTUC chief has sought the intervention of Mr Prem Kumar Dhumal, Chief Minister, in this matter.
