going soft on ultras: Mufti Jammu, November 19 The functionaries were not certain about the new government policy on containing militancy because an impression had gone round that the coalition government was for going soft on the rebels. But during his one-hour speech, Mufti Mohd Sayeed removed misgivings among the security and intelligence agencies when he clearly told the senior officers of the Army, the BSF, the police and the intelligence agencies that operations against militants had to be carried out without any reservations. “No compromise on the policy of eliminating foreign mercenaries” was the Chief Minister’s clear instructions to the security agencies. He had even told them that militancy had to be contained because so long as militants succeeded in creating terror “we may not be able to have people with us”. Senior officials of the security forces, including the Commanders of the 15th and the 16th Corps, and the Chief of Staff of the Northern Command were a bit suspicious of the intentions of the state government and uncertain about the role of the security agencies. However, they felt satisfied when the Mufti advised them to make their operations “transparent”. The officers agreed with his suggestion that in case of any excesses committed by any security personnel, the person should be punished in a transparent manner so that people realised that the guilty did not go unpunished. The Chief Minister told the meeting that “it should be the aim of the government and the security forces to remove people’s alienation which can be done when all anti-insurgency operations remain transparent to the people.” There was a consensus at the meeting over the need for winning the hearts of the local militants. The Mufti suggested to the Army authorities that an attempt should be made to force the local militants to surrender right on the border, at the time of infiltration, before they managed to enter the hinterland. The Chief Minister did not want the security forces to allow even the local militants to call the shots. “I have full faith in your leadership and I am sure that all your actions will not only be transparent but aimed at infusing confidence among the people,” the Mufti told the officers of the security agencies. Informed sources said the officers were satisfied as the interaction with the Chief Minister convinced them that the government’s commitment to provide a healing touch to people did not mean that the security agencies had to remain passive spectators of the day-to-day activities of the militants. |

state subject panel: Bhim Singh Jammu, November 19 Besides these two dignitaries, the commission set up during the National Conference regime has sent such notices to many prominent residents, including some journalists, particularly of Jammu. Allegations have been made that the notices were mostly sent to residents of Jammu while many people belonging to a particular community who have settled in the Kashmir valley, Doda, Poonch and Rajouri from Uttar Pradesh and Bihar have been spared. Mr Bhim Singh alleged that the credibility of the highest men in office was being “deliberately damaged”. He said the state subject system had itself disappeared with the introduction of the democratic constitution in 1957 after the end of the monarchy in the state. There is no state subject law in the state and so the creation of the commission was illegal and unconstitutional, he claimed. The commission was set up in 1999 following complaints of “fake” state subject certificates being issued to many persons. Babu Parmanand is a permanent resident of the Bishnah area of Jammu district. He was elected MLA from there in 1962 and thereafter remained a minister and speaker in the Congress and the NC government. The notices were pasted outside the Gandhinagar residence of Mr Gupta here a few days ago. Mr Gupta has been a BJP activist for many years and was an MLA and president of the state unit of the party before becoming a Central minister. Mr Ved Mehta, brother of a former Union Minister of State for Home, Mr Om Mehta, is also among those who have been served a similar notice. It is worth mentioning that the
hereditary residents of the state are issued a state subject certificate which is necessary for acquiring any property or competing for government jobs. More than two lakh refugees, who migrated here from West Pakistan following the division of the country in 1947 are still fighting for state subject rights. |
J&K Assembly session on Nov 21 Jammu, November 19 The Governor will address the joint session of legislature in the Central hall of the legislative complex in Civil Secretariat at 11.30 a.m. an official spokesman said here today. Before the commencement of the session, the newly-elected legislators will elect the Speaker of the Assembly at 1p.m., the spokesman said. According to a provisional calendar issued by the Assembly secretariat, there will be a three-day discussion on motion of thanks on Governor’s address on November 22, 23 and 25. Meanwhile, one more member of the Jammu and Kashmir Legislative Assembly, Moulvi Abdul Rasheed, was administered the oath by protem Speaker Abdul Aziz Zargar here today. With this, 85 of the 89-member legislative Assembly were administered oath.

4 held for selling fake certificates Jammu, November 19 About 20 fake stamps of government officials were seized from the suspects taken into custody from various parts of Jammu yesterday. Besides the fake stamps of deputy commissioners, tehsildars and education department officers, 19 fake residence proof certificates were also seized. The leader of the racket admitted to selling about 200 such papers.
