Mufti to empower panchayats Jammu, November 9 Chairing the meeting of the Jammu district board, first in the series of such meetings convened by him, the Chief Minister said the panchayats had to shoulder the responsibility of protection and performance of community services to achieve optimum results. Within 10 days of assuming the charge, the Chief Minister has convened board meetings at Jammu and Srinagar to finalise plans and expedite development programmes all over the state. Supporting decentralisation, Mr Sayeed said authority had to be accompanied by accountability with transparency in the implementation of various programmes. He said a viable change must be discernible at the ground level. Mr Sayeed referred to the red tapism that retards the growth of development and said every effort should be made to avoid the delay. He said the Cabinet had decided to ensure the payment of pension to handicapped persons at their doorsteps. Similarly, efforts should be made to avoid delay in pension to the destitute in the same way. He said special thrust was being laid on the universalisation of elementary education, which assumed added significance for the growth of a healthy society. He also referred to various central schemes that were aimed at alleviating the lot of the poor and hoped that the administration would accomplish its targets with zeal and devotion and said the previous government, too, worked in a difficult situation. He said Jammu and Kashmir was a single entity and everyone had to work for its development and progress. Responding to the demands of the legislators, the Chief Minister gave on the spot instructions. He said other issues would be examined at the appropriate level. He also gave instructions for providing constituency-wise plans to the legislators well in advance so that they were prepared for taking part in the delibrations. Six other Cabinet colleagues also emphasised upon the need to secure the cooperation of people for the proper utilisation of development funds. |
Widen Qazigund-Srinagar road, says Mufti Jammu, November 9 The Chief Minister was reviewing the progress of the project for the widening of the Pathankot-Baramula National Highway at a meeting with the Union Minister of State for Defence, Prof Chaman Lal Gupta, here last evening. He gave an assurance that impediments in the execution of the project for the widening of the National Highway would be removed. Apprising the Chief Minister of the progress of the project, the Union Minister said the BRO taken up the widening of the Vijaypur-Jammu stretch of the Pathankot-Jammu highway in the first phase. The stretch of the road was being widened from the existing two lanes to four. He, however, pointed out that despite the payment of Rs 1.50 crore as compensation to the Forest and Power Development Departments, the necessary response in clearing trees and relocating electric poles and transmission lines was inadequate. Mufti Sayeed showed keen interest in taking up road projects under the Prime Minister’s Sarak Yojana. He was informed that the Centre had already sanctioned 63 schemes and work on these should be expedited. The Chief Minister told Professor Gupta that the state government was keen to avail itself of the grant of Rs 100 crore under the Central Road Fund. |
Mufti quits as party chief Jammu, November 9 Party sources said that Mufti Sayeed resigned because he could not devote adequate time to party activities after becoming the Chief Minister. “Mr Sayeed’s workload has increased since he became the Chief Minister,” they added. State Finance Minister and party vice-president Muzaffar Hussain Baig will look after party affairs till the election of the new President.

APHC expects India, Pak to resume talks Jammu, November 9 The APHC Chairman, Prof Abdul Gani Bhat, is of the firm opinion that the post-poll scenario in Gujarat and the day to day developments in Uttar Pradesh are going to determine the future of the BJP-led government in the Centre and whatever events may take place, Delhi has no other alternative but to keep its doors open for trilateral parleys for solving the Kashmir issue. Professor Bhat is least optimistic about the settlement of the Kashmir issue by the Mufti-led government. He says: “The issue was not resolved when the tallest Kashmiri leader, Sheikh Abdullah, ruled the state and one cannot expect any change with the Mufti at the helm of affairs.” When asked by the Tribune if the APHC would cooperate with the new government in restoring peace to the state, Professor Bhat did not seem prepared for doing so. He explained: “Our aim is conflict resolution and the state government’s objective is to build the economy of Jammu and Kashmir.” “Peace can never come to Kashmir unless the root cause of the conflict is settled,” he said, adding that the “ground realities have not changed with the Mufti having taken over from Dr Abdullah as the Chief Minister.” In reply to another question, the APHC Chairman said: “The initiative for reopening the doors for parleys is in the hands of Delhi and Islamabad.” He explained: “Our initiative been limited to offering suggestions for bringing the three parties, India, Pakistan and people of Kashmir, to the negotiating table, we have given up after Delhi has not responded to our suggestions.” |
Police to focus on technical training Jammu, November 9 “The technological innovations have made police service more challenging and more responsible,” Mr Gill said while addressing a passing-out parade at Police Technical Training Institute (PTTI), Vijaypur, 35 km from here, yesterday. Public expectations from the police had also placed a heavy responsibility on the department, he said. Expressing satisfaction over the functioning of the institute, he said it had been providing the required training to the police. The institute had so far trained about 4,300 in service and newly recruited personnel since its inception in January 1999.

Sikhs hail CM for nominating Bajwa Jammu, November 9 At a meeting here today, which was presided over by Mr Paramjit Singh, President of the AISSF, these Sikh leaders hoped that the Chief Minister would accept the pending demands of the Sikhs which included full rights to the refugees from PoK settled in Jammu since 1947, increase in service share to the Sikh youth and introduction of Punjabi language in the school syllabus. Others who attended the meeting included Mr Mohinder Singh, chief organiser of the Bhai Kanahiya Nishkam Sewa Society, Mr Balbir Singh, general secretary, state Akali Dal, Mr Kanchan Singh, Mr Manmohan Singh, Mr Gajan Singh and Mr Daljit Singh. These Sikh leaders wanted the Chief Minister to induct Mr Manjit Singh, who won the Vijaypur Assembly seat, in the Cabinet and requested the PCC chief, Mr Ghulam Nabi Azad, to nominate Mr Arminder Singh, a Congress leader, for the Legislative Council. |
Army relaxes curbs for Ramzan
Srinagar, November 9 Lt-Gen G.B. Patankar told reporters today that the routine frisking of civilian vehicles had also been stopped. The measures would facilitate movement of people for early morning and late night prayers and enable them to reach home in time in the evenings to break their fast. Asked if the Army would cease hostilities against the militants during Ramzan, General Patankar said the decision had to be taken by the Centre.

Nomination papers found valid Jammu, November 9 According to the Returning Officer, Mr Iqbal Ganai, the last date for the withdrawal of the nomination papers filed by Mr Ghulam Nabi Azad, Prof Saifuddin Soz of the Congress, Dr Farooq Abdullah of the NC and Mr Trilok Singh Bajwa of the PDP, has been fixed on November 11. Since all nomination papers were found valid, the formal election of these four persons to the Rajya Sabha would be held on November 18. |
Ultras hurl grenades at park Srinagar, November 9 The militants hurled the grenades around 3 p.m. Two of these exploded while the third failed to explode, they added. The park had recently been renovated by the Jammu and Kashmir bank.
