Sushma inaugurates DD kendra Hisar, November 1 Addressing mediapersons before the inauguration, she said being a Haryanvi, she always wanted to provide a Doordarshan kendra for Haryana. She said it was unfortunate that though every state in the country had its own Doordarshan studio, Haryana had been deprived of it even after 34 years of its existence. It will be the 25th kendra of Doordarshan in the country. She said after assuming charge of the ministry, she found that this project was sanctioned in the Seventh Five-Year Plan but was pending since then. Ms Swaraj said that Centre would help in producing programmes on Haryanvi culture and heritage. It would also prove to be a boon for the farming community of the state, she said. Chief Minister Om Prakash Chautala, who presided over the function, said the centre was a gift to the people of the state on Haryana Day. He also demanded that the recitation of Bhagavadgita from Kurukshetra should be telecast live on the lines of the telecast of Gurbani from the Golden Temple Amritsar. Ms Swaraj said this would be done as soon as the state government arranged for regular recitations from the holy book. Mr Surender Barwala, Mr Sushil Indora, Mr Inder Singh, Ms Kailasho Saini, Mr Ratan Lal Kataria and Ms Sumitra Mahajan, all MPs, Mr Sampat Singh, Finance Minister and Mr Subhash Goyal, Local Bodies Minister, were also present on the occasion. |
Trader robbed of Rs 7 lakh Karnal, November 1 According to eye witness account, the robbery
occurred between 8.30 p.m. and 9 p.m. The palledars and chajwallis were working in the market when the robbery took place. An eye witness told The Tribune that three persons were seen sitting on paddy-filled bags lying in the yard in front of Mr Sarwan Kumar’s shop. Their motor cycles were also parked there. Everybody mistook them as farmers who had come to sell paddy. It was about 8.30 p.m. when Mr Sarwan Kumar was about to go home. He handed over a bag containing money to his nephew Nitish and asked him to place it in his car which was parked near the shop. Both were about to enter the car when two of the robbers approached him. Mistaking them for farmers Mr Sarwan Kumar greeted them. But within no time the two took out their countrymade pistols and threatened them. The third robber snatched the bag from Nitish. The three fled on motorcycles before the trader could raise an alarm. They dropped a countrymade pistol near the gate of the grain market while fleeing. The district police chief, Mr Parshant Kumar Aggarwal, visited the site. |
Pak spy held near airbase Ambala, November 1 The spy, who was operating in Ambala, was nabbed from near the Air Force station at Ambala Cantonment while he was clicking photographs of the airbase. He is suspected to be working for Pakistan army military intelligence. The Inspector General of Police, Ambala range, Mr Alok Joshi, said during the initial questioning, the spy identified himself as Mohd Salim from Faisalabad in Pakistan. The Pakistan resident agent who had arrived in Ambala on May 6, 2002, had started his activities that included gathering information about the Army movements. Mr Joshi said a resident agent was normally sent after a lot of preparation and the agent was asked to merge with the background. “Mohd Salim was asked to create a new identity after which he started his work. A resident agent is normally a highly-trained and highly-motivated individual”, he said. Mr Joshi said tracking down a resident agent was a herculean task. “It must be pointed out that a resident agent is different to nab unlike other agents who are involved in the task of handing and taking over of documents. We have managed to nab and neutralise this agent”, he said. He said a lot of efforts had gone into tracking down the agent. “Watch on such agents becomes even more difficult since a resident agent is trained to notice such watches but this agent failed to notice anything till we nabbed him”, he said. The Superintendent of Police, Mr Manoj Yadava, said the initial lead regarding the activities of the agent was given by the Central Intelligence Agency. He said there was an information about a Pak resident agent having become active in the city. “About two months back we received this information and we immediately acted upon it. We monitored calls and detected that these were being received from Pakistan at a particular telephone number in Ambala”, he said. Mr Yadava said subsequently, after taking due permission, the telephone number on which the phone calls from Pakistan were being received was tapped. “We had learned that the agent would give information regarding Ambala Cantonment. This spy was preparing plans of Army units and taking photographs”, he said. The agent was living as a Hindu. He had taken on the assumed name of Jagdeep, son of Sewak Singh and a resident of Dehradun. “The spy had been living in Ambala city near Jagadhari Gate and had befriended a Hindu family. Interestingly, he had set up a shop to dye clothes at Ambala Cantonment”, Mr Manoj Yadava said. “We nabbed him this morning from near the barbed wire fencing of the Air Force station. He was clicking photographs of the airbase when we nabbed him”, he said. “We have taken his camera into possession and a diary containing details of major cantonments in North India, including all Army units, has been seized”, he said. While the operation was monitored by the SP and DSPs Udey Shankar and Raj Gopal, the police team of the CIA-1 led by Inspector Mange Ram and Ashok Kumar and other police personnel were instrumental in the capture of the agent. The police officials said the Pakistani spy had entered the country through Nepal. “The agent’s handler accompanied him till Kathmandu by air. From there, he crossed over into the country by road. Then he boarded a train for Delhi and from there he moved to Ambala”, he said. Interestingly, spy used to dial a mobile number in Dubai with roaming facility. The calls were made from different

HIGH COURT Chandigarh, November 1 Seeking probe by the Central Bureau of Investigation, three relative of the victims belonging to Sirsa district claimed that Khazan Khan and Kalu Ram had been dead for years while Gurata Ram was over 80. Going into the background of the case, they further claimed that the
three victims were raped and murdered on October 7 in Gindranwali village. The FIR in the matter, they submitted, was registered a day after the incident. Taking up the petition, Mr Justice Ashutosh Mohunta of the Punjab and Haryana High Court today issued notice of motion for November 22. |

of Japanese fever Karnal, November 1 The Health Department authorities have undertaken fogging operations in affected villages and have also taken blood samples. In 1996, atleast eight persons died of the fever. In the Ladwa area, Aarti (4), daughter of Suresh Kumar of Ghanura village, died yesterday. This has taken the death toll to five in the nearby areas of Ladwa town. A random survey by private practitioners in Ladwa shows that symptoms of the fever have been found in atleast 12 children. Such cases have been referred to the PGI at Chandigarh. |

KU employees’ stir
may end today Kurukshetra, November 1 Giving an indication to this effect, the KUNTEA president, Mr Karan Singh, told The Tribune that a KUNTEA delegation had called upon the Vice-Chancellor, Mr R.S. Chaudhary, in the evening here yesterday and the Vice-Chancellor had assured the delegation that tomorrow being a holiday against Haryana Day celebrations, a notification for joining duties would be issued on November 2. Thus, the agitation would be withdrawn after joining the duties by the affected employees on November 2, Mr Karan Singh added. Meanwhile it is learnt that the staff appointed against sanctioned posts as existed at the time of amendment to the University Act in 1992-93, requiring approval of the government for creation of posts, will be adjusted and a notification to this effect will be issued on November 2. Earlier in the day the employees held a demonstration and a rally in front of the gate of the Vice-Chancellor’s office demanding the restoration of their services. They raised anti-government slogans and the rally was addressed by KUNTEA president Karan Singh, former KUNTEA general secretaries Bhim Singh Saini and Harish Chander as well as KUNTEA joint secretary Yashpal Narang. While talking to mediapersons, Mr Karan Singh alleged that the ad hoc and contractual employees had not been served with any termination orders in writing. They were orally told by their superiors that their services were no more required, he added. |
KU annual report approved Kurukshetra, November 1 Dr U.V. Singh, Lecturer, S.D. College, Ambala Cantonment, was elected member of the University Executive Council. Mr S.A. Khan, Chairman, Mewat Development Authority, Gurgaon, Mr Sohan Pal Sumanakshar of Delhi and Mr D.S Kharab, Lecturer, C.R. Kisan College, Jind were elected members of the University Academic Council. Meanwhile, during discussion, some members demanded the filling of vacancies in the university and its affiliated colleges for the past several years. Increasing the workload of the teachers by the University Grants Commission (UGC) from 7 to 14 periods had adversely affected academic planning and research work, several members complained. Earlier, Babu Parmanand laid the foundation stone of Vivekanand Bhavan (auditorium) on the premises of University Senior Secondary Model School. The auditorium will be built at an estimated cost of Rs 56 lakh and have a seating capacity of nearly 500 persons at a time. Babu Parmanand, his wife Sudesh Kumari, Kurukshetra University Vice-Chancellor, R.S. Chaudhry and Mr S.A. Khan planted saplings on the school premises. |

allege discrimination Chandigarh, November 1 Though under the HUDA Service Rules, a draftsman having a degree in engineering or the AMIE had been made eligible for promotion to the post of Sub-Divisional Engineer, the number of posts or roster points had not been allocated in the rules, which was a major anomaly. The organisation had been requesting HUDA for the past several years to fix 3 per cent of the posts for promotion of draftsmen in accordance with the Haryana Government’s notification of December 7, 1995. However, no action had yet been taken by the HUDA administration. |

They handed over the balance to their accountant to take it to a commission agent’s shop in the anaj mandi. When the accountant reached the shop the youths on a motor cycle snatched the bag at gun-point and fled. The police set up nakas and nabbed accused who have been indentified as Gurmel Singh and Amarjit Singh of Sanghan and Shergarh village, respectively. |
