Baptism row: Bhogal lists bogus names

The Delhi unit of the Shiromani Akali Dal (Badal) today reiterated its allegations against the Tohra faction-administered Delhi Sikh Gurdwara Management Committee (DSGMC) of misappropriating a huge sum during the recent “Amrit Sanchar (baptism)” ceremony.

Addressing a Press conference here today, Jathedar Kuldeep Singh Bhogal, secretary general of the Badal group, released photo copies of lists of what he referred to as fictitious names of people who were supposedly baptised in the ceremony on October 2. The jathedar also released photo copies of what he described as fake receipts of payment made to a transport company of Karol Bagh for buses hired to ferry people for the ceremony.

Jathedar Bhogal disputed the claims of the DSGMC that in all 318 buses were hired for this purpose and said that such a huge number of vehicles would not have found parking space near the Gurdwara where the ceremony was held.

He said that the Delhi government should order a Central Bureau of Investigation (CBI) inquiry into the alleged financial fraud committed by the current management committee led by Mr. Paramjit Singh Sarna, a Tohra confidante. The Tohra group had refuted all these allegations last week and at the same time challenged all the cynics to come and have a look at the registers and accounts maintained at the offices.

Meanwhile, Jathedar Bhogal has also served a legal notice on Mr. Sarna, president of the Delhi Sikh Gurdwara Management Committee, asking him to withdraw charges of financial misappropriation leveled against him earlier, apologise within a week or face a defamation suit of Rs. 25 lakhs.

The Tohra group, which had wrested the management of the cash rich Sikh body from the Badal group in the general elections in June this year, had made corruption in the committee as its main plank.

Independent observers here, however, are of the opinion that the recent exchange between the two factions is an attempt to malign each other in the run-up to the SGPC elections scheduled for next month.

Outside Punjab, the National Capital territory of Delhi boasts of the highest population of Sikhs in the country and the rumblings of the elections to the SGPC are always heard here.

Sheila attacks Centre bid to rule by proxy

That the Union Government has a certain say in administering the NCT of Delhi by virtue of the latter’s special Union Territory status is not disputed but the brazen manner in which it first issued the circulars that virtually stripped the Council of Ministers of its autonomy and then decided to promulgate an Ordinance for the operation and maintenance of Delhi Metro is being seen as a deliberate attempt by the Centre to govern by proxy.

Chief Minister Sheila Dikshit on Tuesday said the Union Government had not consulted the popular, duly elected government before it decided to promulgate the Metro Railways (Operation and Maintenance) Ordinance 2002. “They did not even as much as inform the Council of Ministers about the twin circulars. And now they have interfered again in the working of a democratically elected government by taking the Ordinance route,” Ms Dikshit observed.

Ms Dikshit’s outbursts came after the Union Cabinet on Monday decided to promulgate an Ordinance on the operation and maintenance of the Delhi Metro that will begin ferrying commuters sometime in December. The spokesperson of the Union Government told media persons the Union Cabinet decided in favour of an Ordinance as such a step was necessary for putting in place a legal framework so that the Delhi Metro Rail Corporation (DMRC) could begin commercial operations.

What upset the Council of Ministers further was the Centre’s deciding to promulgate the Ordinance without responding to the draft Metro Railways (Operation and Maintenance) Bill 2002 prepared by the Government of NCT of Delhi. “Till now we have not received any response to the draft we sent them,” Ms Dikshit said. The draft, she was to explain, had to be because the one drawn up “unilaterally” by the Union Government ignored the Government of NCT of Delhi’s interests. To register its protest, the Council of Ministers had rejected that draft and constituted a committee to make suitable amendments.

Ms Dikshit said she was still to study the Ordinance or how it would impact the interests of the Government of NCT of Delhi. Officials, however, said the Ordinance did not clearly spell out the status of DMRC or the Government of NCT of Delhi in administering the Delhi Metro. A Group of Ministers (GoM) chaired by Deputy Prime Minister LK Advani is currently taking all the decisions relating to the Delhi Metro.

Delhi college girl falls to death in DLF

Gurgaon, October 29
A young girl fell to death under mysterious circumstances from the top floor of a 22-storey building at Regency Park-2, Phase IV, DLF City, in the evening on Monday. The father of the victim, Mr Dinesh Sharma, said there had not been any domestic problems and suspected that it might have been an accident. Ms Somya Sharma, a first year student of a Delhi college, went to the top floor of the building at about 5:50 pm. She was seen talking on her mobile phone, informed a resident of the building. She remained on the floor for at least 15 minutes and then sat on the boundary wall with her legs hanging towards the ground.

The security control room, managed by a private security guard agency, was informed about the girl sitting precariously on the wall and the security personnel rushed to the floor but it was too late. By the time the guards reached the floor, the girl had fallen to death. Just a few seconds before her fall, her mobile phone fell to the ground. Her mother reached the spot immediately and fainted on seeing her daughter dead.

The girl’s residence was in Phase 1, 2 km away from the building from where she fell to her death. It is still not clear as to why she came to the building and with whom she was talking before the fall.

Mr Dinesh Sharma said that it was an accidental death. There was no tension or quarrel on any issue in the house. He further clarified that she might have gone to the 22nd floor on whim and her mobile might have slipped from her hands. She must have fallen while trying to catch the phone, Mr Sharma said. The police have registered it as a case of accidental death.

HC orders MCD shake-up

The Delhi High Court today directed the Commissioner of the Municipal Corporation of Delhi (MCD) to shake up the administration by taking appropriate steps, including issuing transfer orders, saying prolonged stay in one post could lead to officials developing vested interests.

A Division Bench, comprising Justices A. D. Singh and R. S. Sodhi, said officials who stayed for long in the same post would have their own acts to grind while discharging duty. The court sought an explanation as to why corrupt officials who were hand in glove with the lawbreakers had not been transferred.

The Bench was hearing a PIL filed by ‘People for Animals’ seeking prevention of cruelty to animals while being brought to the Capital for slaughter.

Expressing concern over the trauma and injury-inflicting manner, which the animals are subjected to while being brought for slaughter, the Bench said it surprised them that the manager of the Idgah Slaughter House had not taken any action in this regard and had not reported the matter to the police.

“It was pointed out that he had failed to carry out his duty. The present manager has been in the post for seven years,” the court noted and said that it was time that the present manager be transferred from his present post. Despite such treatment to the animals, which would be a cognizable offence under the Prevention of Cruelty Act and the Transportation of Animals Rules, no action had been taken against transporters and traders. The justices added that the guilty should be brought to book.

They directed the MCD, the Delhi Police and the Delhi Government to take action in consonance with the C. K. Chaturvedi report that had given suggestions to improve the state of affairs in this regard. Noting that illegal slaughtering was still on in the city despite court orders, the Bench also told the Delhi Police and the MCD to file ‘report’ affidavits enumerating the steps taken to prevent it.

NSUI hitches its wagon to Cong bigwigs in JNU polls

The National Students Union of India (NSUI) has roped in prominent Congress leaders such as Salman Khurshid, Jaipal Reddy, Dr Manmohan Singh, Jyotiraditya Scindia, Sachin Pilot, Sheila Dikshit and Ajay Maken to address public meetings during JNU elections. These meetings, conducted in JNU hostel messes, are being looked upon by the NSUI as a medium of establishing its proximity with the Congress.

It is a widely known fact that students’ political parties are offshoots of major political parties, a fact which some parties like the NSUI accept while others like the ABVP refute. The NSUI is trying to drive home the point that it is a subsidiary of the Congress and wants to harness the political party’s popularity. While most parties are still building campaign momentum, the NSUI has tried to gain a first-mover advantage by organising its pre-election GBM as early as October 26, which was attended by senior leader, Oscar Fernandes. The NSUI is hoping that the growing popularity of its party – evident from the recent election results – has a spillover effect on the popularity of students’ party. The NSUI has been a non-entity. It has been fielding candidates for all posts in previous JNUSU elections, which have been an ABVP-Left unity battle. The party’s previous less-than-impressive campaigns have been accorded votes from only its staunch supporters.

Kuntal Krishna, NSUI spokesman said, “We have grand plans for JNU elections this time and are pretty confident that we will be able to emerge victorious on several posts.”

Salman Khurshid addressed the Kaveri Hostel Mess last night in JNU and spoke at length about the secular nature of the party and informed the audience that the NSUI stood for all values that the Congress imbibed in its functioning. The central objective was to establish a clear link between the NSUI and its parent party. He criticised the Left unity comparing the leftist school of thought to ‘zoos’, which were being maintained to preserve a dying and almost-extinct breed of people.

He added, “Liberalisation is required in the economy but needs to be complemented by adequate public investment to ensure overall development.”

Meanwhile, the ABVP and the SFI are still struggling to get their campaigns under way and have written off the NSUI as a non-contender. Albina Shakil, former-JNUSU president and SFI member said, “It is a good thing that they are at least being heard this time unlike last time when they could not even establish their presence.”

Ninad Shanker Nag of NSUI said, “They can write us off but just because we haven’t been performing well in previous elections doesn’t mean we can’t pull one out of the hat.”

Shiv Khera hawks ‘Country First’ awareness kits

“Another issue, another endeavour, another NGO, another dogma of ideological talk,” might be the first impression which a person might get after hearing the objectives, vision and goals of ‘Country First’. But don’t dismiss it yet. When the presenter of the information is a sermonising Shiv Khera, ‘International educator and motivator’ and also the founding member, one can’t help but admire Mr. Khera and his ‘effort’.

Using anecdotes of previous social workers and their stupendous efforts, Mr. Khera used all 25 years of his experience in the US to motivate the audience “to accept its responsibility and be an Indian soldier”. He talked of great efforts of Vivekananda, Mother Teresa and Mahatma Gandhi and, with a sophistication which he embodies, paved the way through the barrage of questions relating to how his effort was different than thousands of other societies, which have repeatedly “envisaged to make India a better place”.

Mr. Khera in an American Congressman-like tone expressed his solidarity with the people of India and saluted the country of his origin. Studied pauses, systematic voice modulations, symbolic gesticulations and an ability to overwhelm the listener with a charisma that he has made his own, accord him with the ability to enthrall an audience, which is what he did for close to two hours.

The listener could not help but listen, for Mr.Khera’s eloquence has the ability to enrapture the audience, which would leave even the listener surprised. “Life is not a spectator sport, either get involved or stop criticising,” he said. An ‘effort’ worth admiring — beautiful words delivered in a splendid manner. Bravo! A speech good enough to qualify as a presidential address to the nation - the mann’s talent knows no end.

But what occasion has accorded us an audience with the man “who can make you win.” Did someone mention something about a “country”?

Upon great taxing of the mind and an intense workout of the memory, one recalls – it is the launch of “Country First”, an endeavour with the tag “We will create respect and dignity for every citizen”. Amen Mr. Khera!

How does it plan to do that? By conducting 200-odd seminars in chambers of commerce, universities, schools and associations. The first seminar is in IIT, which will be attended by 3,000 students pursuing an engineering course, on their way to fulfilling careers and comfortable jobs, but still needing to be awakened to ‘dignity’.

That’s not all, the society seeks to empower the ‘grass root’ sector by taking the help of existing NGOs and social welfare organisations. What were these organisations doing till now and how will they be more effective now, is anybody’s guess.

It wants to help the population distinguish between good and evil through the proliferation of education. But how it is going to ensure that education reaches the population, given the helplessness expressed in the past by the government and the NGOs alike, is secondary and will be dealt with when the time comes.

Also, the society wants to ‘sell’ its ‘Country First Awareness kits,’ which will create awareness among ‘citizens’ about social issues. Why are the ‘citizens’ going to ‘buy’ these kits and what they are going to do with them, is their own prerogative because ‘Country First’ has informed them and now its their job to inform ‘all’.

It wants to reach out to the common man and has set itself up to change the nation in the next 22 months. How it plans to do that is something that will be worked out once their guest have been entertained in a five-star and treated to a smorgasbord of delicacies.

One can be sure that Mr. Khera’s conviction and contacts will ensure that “Country First” gets a lot of publicity and mileage and the rest will be looked after by the PR company that he has hired. As the organisation embarks on a path, which according to them is seldom tread, advocating “all of us should go to jail if an honest citizen unjustifiably goes to jail,” one eagerly awaits the next motivating lecture from Mr. Khera, inspiring, ‘One to win and make our nation win’.

“Let’s make India a better place by 2004,” says Mr. Khera, and let us not doubt that he actually might, but how he is going to do it is something he believes will prove incomprehensible to the layman, so he prefers to keep it to himself.

Wife found with throat slit, wrists slashed

The wife of an engineer living in the posh Vasundhara colony here was killed in broad daylight and cash, jewellery and other valuables were looted from the house on Monday. Surprisingly, there was very little blood around the house even though she was stabbed in the stomach and the veins on her wrists were slashed and the neck slit.

The incident was detected only when Mr Dinesh Dhiman, who is employed in a tobacco company of D S Group in Noida, came home in the night. Originally from Indira colony on Roorkee road, Dinesh Dhiman has been living in house No. 150 in 17-L Block in Vasundhara colony under the Indirapuram police station since June 2001. When he came home at 7.30 pm on Monday, he found the doors of the flat locked from outside. His three-month old daughter, Gunjun, was crying on the cot in the verandah, the sound of which made Dinesh suspect the worst.

He opened the doors with a duplicate key and was aghast to find his wife Sangeeta’s body lying on the bed with a knife stuck in her stomach. The veins of both her wrists had been cut and the neck slit. The neck bore signs of having been strangled. Sangeeta’s body was bereft of all gold jewellery, including eight bangles, a golden necklace, earrings and rings. As much as Rs 10,000 kept in an almirah and other valuables were also missing. The doctors said the murder must have been committed at least 10 hours earlier. The police are baffled that there had been very little bleeding despite Sangeeta’s neck having been slit and the veins of both her hands cut.

BSNL mobile service launched in Haryana

Haryana came on the BSNL mobile network today with the Union Minister of State for Home Affairs, Mr I. D. Swami, launching the mobile service here yesterday.

Launching the service, the minister tried to list the achievements of the Vajpayee government, stating that telecom services had been provided to over five lakh out of six lakh villages.

Terming its as the “people’s mobile phone”, the BSNL CMD, Mr Prithipal Singh, said the mobile service had been launched with a view to bring the cell phone within the reach of the common man. In a significant announcement, Mr Singh announced that the mobile service in Jammu and Kashmir would be launched soon to connect the people of the valley to the rest of the world.

The GM of the Haryana Circle, Mr A. K. Nagpal, highlighted various schemes of the new service, Cellone and Excel. To begin with, the service has been provided to the towns along the major roads and soon it would be extended to 37 towns of the state, officials added.

It was highlighted at the launch that the mobile service of the BSNL was much cheaper than the other service providers. However, the BSNL officials were silent on the quality of service to be provided.

It is learnt that panic has gripped the other service providers with the BSNL offering competitive rates and apparently promising better services. The other mobile operators were likely to slash their tariff after the launch of the BSNL mobile service.

Abhay questions Bhajan’s credibility

Mr Abhay Singh Chautala, MLA and son of Chief Minister Om Prakash Chautala, has termed Mr Bhajan Lal, former Chief Minister and president of the Haryana Pradesh Congress Committee (HPCC), as a “great liar” and someone who is not believable in politics.

Addressing the annual get-together meet organised by the Tehsil Alipur Biradari on the campus of Dewan Farm near Ahmadpur village on the Sonepat-Bahalgarh road, about 5 km from here, on Monday, he alleged that Mr Bhajan Lal had always succeeded in coming to power after speaking lies and this was his most favourite slogan.

Mr Chautala claimed that his father, Mr Om Prakash Chautala, was not against the people belonging to the Punjabi community and he had always posted Punjabi bureaucrats at key posts as well as among his personal staff. Lauding the role of Punjabis during the days of Partition, Mr Chautala appealed to them not to be misled by the false propaganda of the Congress and other opposition parties that the Chief Minister was against them. He also hailed the unity of Punjabis and asked them to back the Chief Minister who, he said, could alone safeguard their interests.

Referring to the demands of the Biradari, he announced that the state government would allot 1,000 yards of land for the construction of a Punjabi dharamshala in Sonepat city.

Mr Dev Raj Dewan, an independent MLA and close associate of the Chief Minister, asked the Punjabis to shun groupism and come together and extend their support to the Chief Minister who was safeguarding their interests.

Earlier, several prominent citizens, including Mr I. D. Munjal, Mr R. C. Bajaj, Mr Jewahar Hasija, Mr Ashok Chandna, Mr Lakhi Ram Midha, Dr H. B. D. Arora, Dr Ratta Lal and Mr Bhim Sein Arya, were honoured for their contributions in the social fields on this occasion.

A colourful cultural programme was presented by students of Vijay Public School, Bal Vikas Modern School and Shree Ram Day Boarding School in the function.

Parties playing Dalit card for selfish reasons: Vidrodhi

“The lynching of five persons at Dulina village of Jhajjar district, recently, was not a result of oppression of Dalits, but only due to rampant corruption in the police department.”

This has been claimed by the president of the Janata Dal (U) Haryana, Mr Ved Prakash Vidrohi. In a statement here today, Mr Vidrohi charged the political parties and some other organisation of playing Dalit card for their vested interests.

He said that certain senior political leaders and bodies claiming to be the caretaker of Dalit’s interest, have been flaring up it unnecessarily and giving twist to the incident to take some mileage and media publicity. He described that the five innocent persons killed in the incident were beaten to death by the mob, not because they were Dalits but they were suspected to cow slaughters. But he also added that primarily it was due to the police, who had allowed the mob to murder. He said that reports from the local people and some of witnesses present there, put the accusing finger on the police only.

He said that his tour of the place and enquiries reveal that police had taken into custody these persons after intercepting their vehicle and put them behind the bar after they (victims) failed to grease the palms of policemen there. While the victims could have died in police custody, the cops `called up’ the Dussehra revellers and charged the youths with cow slaughter on an auspicious day, he added.

According to Janata Dal leader the police had allowed the mob to thrash the accused (victims), so that the alleged death in its custody could be covered up. He said that the incident was perhaps first of its kind but was mainly due to the `greed’ of the police, who could not get `money’ from the victims.

He maintained that there were large numbers of incidents taking place daily with the knowledge of police. He alleged that cow slaughter and smuggling of `cow skin’ and sale of illicit liquor had still been going on large scale in southern Haryana, as the police was `hand-in-glove’ with the mafia involved in this very case.

He said that these elements had been trying to give twist and project the incident as `anti-Dalit episode or an apprehension of Dalits, while the situation was totally different. He said the alleged conversion of some Dalits in Gurgaon district was a pure drama to make it a political issue and to play the Dalit card only. Demanding a CBI inquiry, he said that the police was `responsible’ for it and corruption was the motive that took lives of five persons.

Balloonist comes calling with message of unity

“Good morning. I am happy to know all of you. I knew India only when I was flying round the world. I was in the balloon which, without an engine, is a metaphor for life. The hot air ballooning is a prisoner of the currents that propel it.”

This was stated by Mr Bertrand Piccard, UNFPA goodwill ambassador, while on a visit to Ateli (Mahendragarh district) along with Ms Christina, IFPD director, Marc Oetlenel (both from Switzerland), Ms Lara Dutta, former Miss Universe, Mr Federio Naville, Mr Abobakar Dongosp (Nigeria), Mr Christne Delsol (USA), Mr Diego Palacias, Ms Medha Soni, UNFPA Assistant Communication and Advisory Officer, Ms Meleloni Richard (Swiss Embassy), Abubakar Dungus, Co-Ordinator of the UNFPA, and Christian Delsol (USA). The UNFPA team was here to interact with the youth participating in the adolescent programme in the Ateli block.

Addressing villagers, Mr Bertrand Piccard, leader of the delegation, said it was a pleasure to land in India after the aerial view he had when he was in the balloon flight. “In spite of belonging to different religions, sex, castes and creed, the ulterior aim and thinking of both peoples are the same. This way, we derive the message of living together and interacting honourably,” he said.

“To lead a graceful life, we should learn to give due regard to others and help them. This is a very important part in life. Everybody has the right to live his own life, which is only possible when we forget each other’s differences and allow to lead a beautiful life,” Mr Piccard said. “The strength of humanity lies with the unity. If all the countries of the world and society swear to live together, then a way can be found to live peacefully.”

Mr S. P. Sharma, Commissioner Secretary, Women and Child Development, Haryana disclosed that in Mahendragarh district, the UNFPA had initiated fruitful programmes since 1994 to uplift women folks. He reiterated the central idea of Mr Bertrand Piccard’s message that “if you want to change the direction of your life, then you will have to change your direction in life”. Mr O P Indora, DC, Narnaul, welcomed the foreign delegates along with Ms Lara Dutta.

NHRC moved for CBI probe into lynching

In a memorandum to the Chairman of the National Human Rights Commission, Justice J. S. Verma, a deputation comprising Ms Nirmal Deshpande, national president of the Harijan Sewa Sangh, Prof D. R. Chaudhary, ex-chairman of the Haryana Public Service Commission, and Prof Suraj Bhan, Department of Ancient History and Culture, Kurukshetra University, has demanded a CBI enquiry into the lynching of five Dalits at Dulina in Jhajjar district on the Dasehra day.

They told Mr Justice Verma that a CBI inquiry alone could unravel the layers of this ghastly episode. They said that a clean chit was being given by some to the police while others were trying to save the fanatical religious organisations. In fact, both were guilty of the heinous crime, they said.

The Dalits in question were in police custody and they were lynched in the presence of a Deputy Superintendent of Police (DSP), a sizeable police force and three executive magistrates. “Their conduct denotes an act of patent criminality,” they said.

The frenzied mob responsible for the lynching consisted of elements of some known communal organisations and they had the audacity to take out a procession in Jhajjar the very next day threatening the administration with dire consequences if any arrest was made. Justice demanded stringent punishment to both, they said.

This road is an unusable NH

The Haryana Government has reportedly suffered a huge financial loss on account of the repeated digging and repairs of the 36-km-long Sonepat-Gohana road, which had been declared a National Highway by the central government.

According to a report, the bulk of the funds allocated for widening and carpeting of this road had been misappropriated and pocketed by some unscrupulous officials with the connivance of contractors entrusted with the job of widening and repairs of this road. A high-level inquiry into the works is likely to expose the misdeeds of officials and contractors.

Official sources have revealed that the widening and carpeting of the Sonepat-Gohana-Jind road was started in January 2000, which was to be completed by November that year. But the work is still continuing at a number of places as stretches of this road had been dug frequently and had to be repaired. The central and state governments had also received public complaints about the use of sub-standard materials during the execution of the work by contractors. The patch-up work done by the contractors after digging the road has remained an eyewash, as the entire road has become bumpy now.

According to residents of various villages situated along this road, portions of this road were washed away during the monsoon rains this year and the potholes developed at many places had become a sources of accidents. Some of the potholes have been filled with earth and bricks whereas many others still remain unattended. These have caused resentment among drivers of heavy vehicles.

Many drivers alleged that the contractors had widened this road not in accordance with the schedule. As a result, it had become bumpy and unfit for use by light vehicles. The road was also dug up by officials of the canal department to construct a culvert at a place between Guhna and Pinana villages. Rainwater accumulated here during monsoon making it unusable.

UHBVN issues guidelines for new connections

The Uttar Haryana Bijli Vitran Nigam (UHBVN) has issued new guidelines for expeditious release of domestic and non-domestic electricity connections in the districts of Sonepat, Panipat, Rohtak, Jhajjar, Karnal, Kaithal, Kurukshetra, Yamunanagar, Ambala and Panchkula.

Under the new guidelines, the applicants seeking domestic or non-domestic power connections are allowed to submit the test reports along with their application forms to avoid delay in the release of new connections. The nigam would prepare the estimate and verify the defaulting amount against the premises or applicants and or multiple connections in the same premises within 15 days after the receipt of application. In case, there is nothing adverse against the prospective applicant or premises and the estimate justifies the release of connection without any further payment by the applicant, the service connection order would be issued immediately and the applicants would get new connections within a maximum period of 15 days.

In case, the release work of connections is not financially justified, the nigam would serve a demand notice to the applicant within 15 days clearly indicating the amount the applicant is required to pay within 30 days. The new connections would be released within 15 days of the payment of the unjustified amount by the applicant.

Meanwhile, the UHBVN, in a special anti-power theft campaign, has detected as many as 67 cases of power theft after checking the premises of 367 consumers in Sonepat circle during the first fortnight of the current month.

Giving this information, Mr S. N. Roy, Deputy Commissioner, told mediapersons here today that the officials of the nigam had imposed a penalty of Rs 4.70 lakh on the erring consumers and recovered Rs 3.56 lakh from them on the spot. The officials had also lodged FIRs against six erring consumers who failed to deposit the amount of the penalty during the stipulated period fixed by the nigam. He also disclosed that only one case of overloading was detected during the period of campaign under review.

DVBVN scheme to settle cases

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) has launched a number of schemes of public welfare, which have not only proved beneficial to power consumers but have also been useful in improving the power supply system. This was stated by Mr O. P. Indora on Monday. He asked the consumers to come forward to settle cases out of court under a new scheme.

For domestic, non-domestic, industrial, agriculture and bulk supply categories, the DHBVN has offered that those in dispute should compromise where penalty has been levied by paying only 50 per cent of the amount of assessed penalty along with concessional surcharge at the rate of 12 per cent per annum on the unpaid balance amount of the reduced amount.

In cases where theft of power was involved, FIRs, if registered, would be withdrawn by the state government, after an agreement for settlement of cases out of court, he said. The scheme would remain operational up to November 15, he added.

Link road crying out for repairs

The road connecting the two important towns of Faridabad and Gurgaon is crying out for repairs. The 30-km-long road, passing through the Aravali Hills, is used by thousands of vehicles daily.

The road was constructed several years ago to provide a direct link between two prominent commercial and industrial townships of Haryana. However, due to apathy, the road has neither been widened nor re-laid in the recent past.

Although, the state government has announced its plan to convert it into a four-lane road, the work on the project is yet to begin. Meanwhile, deep potholes on the road have increased the danger of accidents and damage to vehicles travelling on it.

Tension grips village as Pak flags hoisted

Tension gripped Patti Kalyana village, about 25 km from here, following the hoisting of two Pakistani flags by unidentified persons late last night.

According to information, two Pakistani flags, allegedly made from imported cloth, were found hoisted by the villagers early this morning outside the houses of Yasin, Budhu and Manga. They were allegedly hoisted between midnight and 3 am, sources said.

Tension gripped the village and passions ran high. The husband of the Sarpanch, Mr Zile Singh, informed the Samalkha police and the latter took the flags in their possession. The police arrested certain suspected persons, including Yasin, Budhu and Manga. They are being interrogated by the police.

Rs 1.70 cr disbursed to old

Faridabad: An amount of Rs 1.70 crore has been disbursed as old age pension to about 52,329 beneficiaries in the district in the month of September this year. A total of Rs 6.38 crore has been allocated for the purpose so far in the current financial year. Besides this, Rs 48.18 lakh was given as `widow pension’ to 23,694 women in the district in September this year.

Open darbar today

An open darbar, to be presided over by the Deputy Commissioner, will be held at Savings Bhawan here in Sector-12 at 10 am on Wednesday, according to the district authorities.

CM’s assurance on SYL

Narnaul: The Haryana Chief Minister, Mr Om Prakash Chautala, claimed in front of mediapersons that in the light of the Supreme Court order the pending work on the construction of SYL canal would be completed by the Punjab Government. If this did not happen then Haryana would take the initiative to get it completed because the canal was the lifeline of Haryana. When asked about the Dulina incident, he said a few political parties were grinding their own axe in playing up the matter. He said at no cost would the law and order situation be allowed to deteriorate. Mr Chautala was here to hear the grievances of the rural people.

Case against patwari

Sonepat: Jai Bhagwan a patwari of Ghasauli village in Sonepat district, was caught-red handed by the officials of the Haryana Vigilance Bureau led by the City Magistrate, Mr Anil Sharma, while accepting Rs 640 as bribe from Satpal, a resident of the village, on Monday. According to a report, Satpal lodged a complaint with the Deputy Commissioner, alleging that the patwari concerned had demanded Rs 640 from him for a document. The DC, in turn, deputed the City Magistrate to conduct a raid. A case under the Anti-Corruption Act has been registered against the patwari.

Cong leader resigns

The President of the Haryana Pradesh Congress Committee (HPCC) and a former Chief Minister, Mr Bhajan Lal, has received a big jolt following the resignation of veteran Congress leader Pandit Chiranji Lal Sharma from the post of Vice-President of the HPCC.

According to a report, Mr Sharma resigned from the post, alleging that Mr Bhajan Lal had failed to take along with him leaders of other factions in the party. Mr Sharma, it is stated, sent his resignation to Mr Bhajan Lal immediately after his name was announced by the latter as Vice-President of the HPCC.

Mr Sharma has also stated that the Congress would never come to power if the leaders of other factions are ignored and not nominated to the working committee by Mr Bhajan Lal.

CNG pipeline to be laid by Nov 30

The Indraprastha Gas Limited (IGL) will in all likelihood complete the work of laying CNG pipeline by November 30. Officials of the agency recently met Chief Secretary Shailja Chandra and informed the Government of NCT of Delhi about how the work was progressing on schedule. The company had requested the land-owning agencies to provide additional land to ensure sufficient space for management of buses at the CNG stations. The IGL has commissioned ORG Marg to conduct a survey on queues at the IP Estate, Chandgi Ram Akhada and RK Puram filling stations so that necessary steps could be taken to reduce road congestion near the stations.

Martyr awarded

The police personnel who attained martyrdom on December 13 last year, when Pakistan trained terrorist attacked the Parliament, were awarded Kirti Chakra posthumously by the President, Dr A P J Abdul Kalam at the investiture ceremony at Rashtrapati Bhawan today. ASI Ram Pal Singh, ASI Nanak Chand, Head Constables Ghanshayam, Om Prakash and Bijender Singh challenged the terrorist when they entered the premises of the Parliament in an Ambassador car. They fought and laid down their lives. The Delhi Police acknowledged their act of valour, police spokesman said.

Gallantry Award

Inspectors Ishwar Singh and Rajendra Kumar Bakshi have been chosen for this year’s Gallantry Award by the President of the country. These policemen have been awarded for rescuing Amit Gogia from abductors, who were demanding a sum of Rs 5 crore from the victim. Gogia had been held captive in a one-room slum area of Gharoli Dairy near Noida, UP. In an encounter with the abductors the gang’s leader, Brahm Prakash, was also killed.

The Deputy Director, Research, in the Lok Sabha Secretariat, Mr V.K. Bhatnagar, has joined as Municipal Secretary in the MCD. During his Lok Sabha stint he had worked in the Bureau of Parliament Studies and Training, the Research Division and Raj Bhasha Prabhag. He had also worked on the project of documenting the history of Parliament of India, a six-volume series. He was Joint Secretary in the Delhi Assembly during 1997-1998.

Man, son shot dead in shop

Ghaziabad, October 29
Satpal Singh and his son Narinder were shot dead at their shop in Shastri Nagar by their nephew and another person at 9 pm on Sunday. As a protest the shops remained closed on Monday.

According to the police, Neeraj and his friend Amit came to the shop on foot and shot the two after an altercation. After the murder, the duo walked away as leisurely as they had come. Satpal’s wife and another person, Manoj, were also present at the time of the murder.

Satpal had borrowed Rs 20,000 from his brother Mahavir, which he had not returned. The murder was the result of his failure to return the amount, the police said.

Drug peddler held

The Indirapuram police have arrested a person who was carrying 1 kg heroin and half a kg of opium. The heroin alone is reportedly worth Rs 1 crore in the international market.

The police sources said that the arrested person was carrying it to Delhi for supply to his clients. The man belongs to Mussori area. The police had learnt through an informer that a person riding a two-wheeler would be coming from Mussori with a consignment of heroin for smuggling to Delhi.

The police starting checking all scooters at Delhi Gate early in the morning. Soon, Dubboo, alias Vishal Goel of the Dasna area in Mussori, was seen coming. He was asked to stop for checking.

On interrogation, he told the police that he was taking these drugs for supply to a drug peddler in Delhi. The police are still continuing their interrogation to track Vishal Goel’s other accomplices in the nefarious business.

Uttam Nagar murder solved, three held

With the arrest of three persons, the West district police today claimed to have worked out a two-year-old murder cum-robbery case in Uttam Nagar.

It was a blind murder case of a businessman’s wife, who was killed in her house in Vani Vihar in Uttam Nagar area and valuable items were looted by the suspects. When no clue of the suspects were found, police had closed the case.

The police had recently received secret information that in the murder case, Shakuntla Jain (68), wife of Mangat Rai Jain, a few college students were involved. Information was developed and the suspects, Vinod, his accomplices Om Prakash and Manjeet Kumar, were also arrested, police said.

During interrogation Om Prakash, son of an advocate, disclosed that he was a final year student in Moti Lal Nehru College and used to spend a lot of money on his friends. He was under debt and wanted money. His accomplices advised him that robbery of a businessman could help them to return the debt.

Later, they had identified the victim and planned to rob his house. When they armed with knives entered the house, the victim was alone there.

They overpowered her and strangled her to death. The suspects ransacked the entire house and decamped with jewellery and other valuable goods. A gold ring was recovered from their (suspects’) possession, the police said.

MLA’s guard stabbed

Mr Ramesh Kumar, a security guard of Dr Ram Kumar Saini, an Indian National Lok Dal (INLD) MLA, sustained knife injuries when he was allegedly attacked by two miscreants at Gohana town, 35 km from here, last night. According to a report, the miscreants also snatched a motor cycle from the security guard and fled after throwing a brick on his head. The face of one of the alleged assailant was covered with a cloth. The police have registered a case against the alleged miscreants. OC

Woman commits suicide

Sonepat, October 29
A young housewife, Itbari Devi, died after she reportedly took sulphas tablets in her house in Adarsh Nagar here last night. She was rushed to the local civil hospital where she was declared brought dead by the doctors. A family quarrel is stated to be the main cause of her extreme step.

According to another report, a youth, Jatinder (27), was admitted to the civil hospital here last evening after he took sulphas tablets in his house. His condition is stated to be serious. The police are still investigating into the case.

Held under Arms Act

The Rai police have arrested a youth, Mohammed Irphan, on the charge of possessing a country-made pistol .315 bore. According to a report, the arrested youth belonged to Meerut district of UP. OC
