advises leaders to work unitedly Shimla, October 29 The size of the gathering showed that the ongoing internecine war between rival groups headed by Mrs Vidya Stokes, PCC chief, and Mr Virbhadra Singh, CLP leader, has not affected the rally. In fact, the mere presence of Mrs Gandhi had a sobering effect on the two leaders who publically stated that there was no infighting in the party and the “minor differences” would not come in the way of the party unity. They promised to take on the BJP in the ensuing electoral battle unitedly. The rank and file of the party was happy with the “stern advice” given by Mrs Gandhi to the rival leaders to work unitedly to oust the BJP. The grass-roots workers, who have been upset with the factionalism, said the success of the rally and Mrs Gandhi’s speech would have the desired impact on the leaders. Mr Kuldeep Rathore, party spokesperson, claimed that the huge turnout and the enthusiasm of the participants indicated that the winds of change, which swept the allies of the BJP out of power in Punjab and Jammu and Kashmir, had reached the hill state. The BJP was on its way out. He said the rally had come as a shot in the arm for Mrs Vidya Stokes, who was fast emerging as a popular leader. Mrs Gandhi did not elaborate on the issues but hinted at the party agenda for the poll by referring to rampant corruption, slowdown on the development front, worsening of unemployment problem and the rising crime graph in the state. |

to form front in HP Kangra, October 29 Disclosing this at a press conference here today, Mr Sudesh Bhardwaj, spokesman for the Lok Janshakti Party, said the BJP and the Congress had failed to come up to the expectations of the people of the state. The creation of the front was inevitable in view of the present political scenario in the state. He said the state chief of the Lok Janshakti Party had discussed the formation of the joint front with the state chief of the Him Jan Morcha, Mr Ranjeet Singh. The issue was being discussed with Mr Sukh Ram to give a final shape to the front, he added. He said top leaders of the BJP and the Congress were involved in infighting for their personal existence. It was because of the alleged opportunism with the two factions of the BJP that despite allegations of corruption against the government by its minister, it was completing five-year term. He alleged that the Congress had exploited the poor, backward and Dalits of the state during its 45-year rule for its political interests. He welcomed the decision of the Chief Minister, Prof Prem Kumar Dhumal, for declaring Dharamsala the second capital of the state, but demanded that before inaugurating the capital on December 25, the OBCs should be given 27 per cent reservation in view of the apex court direction. He said Lok Janshakti workers would hold a demonstration at Dharamsala on December 25 if the reservation demand was not fulfilled by then. He demanded the resignation of the Agriculture Minister, Mr Vidiaya Sagar, as he had failed to get 27 per cent reservation for his community. |

over death of trout Dharamsala, October 29 Mr Rehlan said failure of the Adviser, who has been re-employed to advise the junior officials of the fisheries department, was responsible for the death of rainbow trouts resulting in huge financial loss to the state exchequer. In a statement here, Mr Rehlan, who set up the farm and managed it for more than eight years, said dual administration resorted to by the state government by re-employing the retired Director, Fisheries, as an Adviser, while a Director was already looking after the department, had led to this tragedy as junior officials were in a dilemma due to lack of unity of command. Giving his expert opinion, Mr Rehlan said it appeared that most likely, the present situation had arisen from toxic contamination of feed. He said toxin production could be from poorly stored moulded ingredients, rancid oil, soya cake or old and poor quality fish meal. The feed ingredients should be got examined from an authentic laboratory, he added. He also suggested regular monitoring of the feed ingredients and micro nutrients to ensure a balanced and toxin free feed. |
CM opens health centre building Hamirpur, October 29 Earlier, the Chief Minister inaugurated a new building of the Primary Health Centre at Gubber constructed at a cost of Rs 31.25 lakh. He said by giving 33 per cent reservation to women in the Panchayati Raj institutions, the BJP government in the state had fulfilled its election promise made to the women. He appealed to women to make full use of various programme and schemes launched for them by the government. He said poor women belonging to IRDP families were being given a social cover of Rs 25,000 in the shape of insurance. No premium for this cover was to be paid by such women. The Chief Minister said 122 km of the new road had been constructed in the Bamsan area during the past 57 months of BJP’s rule and 120 km of road had been recarpeted. Prof Dhumal announced a grant of Rs 2 lakh for the construction of additional accommodation at the local school. Earlier, the Chief Minister addressed a public meeting at Jakhoo and assured people that the government was committed to completing the ongoing schemes on a priority basis and that too in a time-frame. He said that instructions in this regard had been given to officers concerned and officials all over the state. He gave a clarion call to the people to join the mainstream of the BJP. Mrs Urmila Thakur, Parliamentary Secretary, also addressed the meeting. The Chief Minister also visited the house of martyr Desraj and handed over a cheque of Rs 3 lakh to the family. |

Shimla, October 29 Sharon, who was travelling by an Indica car from Mandi to Kulu, was intercepted by the police near Bajaura, about 20 km from Kulu, which searched his car after his replies raised suspicion. He also failed to produce the bank encashment sheet of
the seized currency. The superintendent of Police, Kulu, Mr N. Venugopal, said the seized currency included Indian currency worth Rs 18 lakh, $ 20,202, 4,620 Israeli shequalim, 445 euro, 5100 cincomil pesetas of Spain, 7,700 German mark, 55,000 cincuenta mal australes of Argentina, 60,0000 cinecerzeci of Romania and 50,000 Italian liras. The perusal of his travel documents revealed that he was a frequent visitor to India and the police suspected that he could be a member of a gang of some international drug traffickers.

Heliport
built without clearance Chamba, October 29 It is surprising that the heliport has not been accorded technical clearance by the Union Ministry of Environment and Forests. The heliport has been constructed on forest land. According to highly placed sources, the heliport project could not be inaugurated and commissioned till it was cleared by the Union Ministry of Environment and Forests. The authorities concerned have already the issued notice to the state government seeking explanation on the construction of heliport without clearance from the Environment Ministry. |

Cops destroy bhang plants Chamba, October 29 Giving this information here today, Mr Ajay Yadav, SP, Chamba, said the bhang plants were uprooted in the areas of six panchayats namely Leshmi, Bharara, Tikrigarh, Jhalli, Bhanauta and Nakrot in Churah tehsil of the district. Mr Yadav said Mr Sukh Dev Singh, DSP, headed the campaign which saw resistance from some local people. While addressing students of Government High School, Tikrigarh, on the occasion, the SP advised them to help the police in its crusade against drug abuse and educate people about the menace. He said the police had launched this campaign in a big way in Churah valley, which was the worst-hit. The campaign aimed at saving the lives of the poor addicted to drugs, he added. The pradhan of the Bhagaigarh Panchayat, Mr Dharo Ram, appealed to the police to undertake the second phase of the campaign in June-July next year and uproot the bhang plants before its harvesting season. He also assured Mr Yadav of making the drive a mass movement. |

UGC panel visits HP varsity Shimla, October 29 The Vice-Chancellor spoke about areas of research, which the university wanted to undertake during the tenth plan. The university would focus on the identification of the resource base of the state and initiate research for their optimum utilization. Some of the fields in which the university planned to start courses were rural management, IT for rural development, non-conventional resources of energy, and defence and strategic analysis. |
