Over 2,000 teaching and non-teaching staff members of the Agricultural University here gheraoed the Vice-Chancellor, Dr Tej Partap, and the Special Secretary, Agricultural, Mr K.K. Gupta, for about three hours today in protest against non-payment of their salaries for the month of August.

Bhowmick, one of the seniormost professors of the institute, is at present holding this post in addition to his other duties. Dr R.C. Sharma was the regular Principal of the institution before it became NIT.

Members of the Northern Zone Insurance Employees Association held a gate meeting in support of their demand for 30 per cent wage hike here today.
Mr A.C. Chauhan divisional president of the association, the new wage settlement had become due in August but the management had not initiated the process for finalising the wage agreement.

Paragliding contest from October 26

A three-day paragliding competition will be organised at Billing near Baijnath from October 26. No money will be charged from competitors. The event is being held to prepare the ground for paragliding world cup, 2004.

A high-velocity squall accompanied by sharp thundershowers, left a trail of destruction in and around Chandigarh last night.
According to the Weather Bureau here, the squall and rain were confined to the city and adjoining SAS Nagar in Punjab and Panchkula in Haryana.

Varsity staff demand salaries

Palampur, September 5
Over 2,000 teaching and non-teaching staff members of the Agricultural University here gheraoed the Vice-Chancellor, Dr Tej Partap, and the Special Secretary, Agricultural, Mr K.K. Gupta, for about three hours today in protest against non-payment of their salaries for the month of August.

All employees assembled in front of the Administrative Block and gheraoed the senior officers inside. They locked the building entrance.

Mr Gupta, who had come to the university in connection with the Teacher’s Day function had a tough time. The employees staged a dharna in front of the office of the Vice-Chancellor and a rally where various speakers criticised the state government and the university administration for failure to disburse salaries.

The Vice-Chancellor urged the employees to call off their agitation. He said he was helpless regarding payment of salaries since the government had not released funds. Dr Tej Partap said even he had not received his salary. He assured the staff that their demand would be met in the next 12 hours.

Later, the employees called off the gherao, lifted the dharna and unlocked the Administrative Block.

According to reliable sources, the matter may not be resolved for some time as the Finance Secretary and the Finance Minister are away to New Delhi to attend a meeting. They will return on Monday.

The Vice-Chancellor criticised the Finance Department for the mess and said while employees of all departments had been paid their salaries, the employees of Agriculture University, Palampur, and Dr Y.S. Parmar University for Horticulture and Forestry, Nauni (Solan), had been denied the same.

He said there was no logic behind the denial of timely payment of salaries to the staff.

Mr Tej Pratap said the policy of strangulating the universities was fundamentally wrong as it affected their functioning, but he would not beg for money to ensure that the university functioned smoothly.

HP Governor honours teachers

The Himachal Pradesh Governor, Dr Suraj Bhan, today lauded the role of teachers in building the nation.

Speaking at a state-level Teachers’ Day, function at Vipasa Sadan, the Governor paid tributes to Dr Radhakrishnan.

The Governor said it was ironical that even for the appointment of a peon a minimum qualification of matriculation was required along with the character certificate. But no such qualification or character certificate was required for a person who contested for MLA or MP posts. He suggested that minimum qualification for an MLA should be matric and for an MP graduation along with character verification.

The Governor gave away state awards to Suresh Chand Kohli, Romesh Dogra, Tarsem Lal, Vijay Kumar, Mast Ram, Kehar Singh and Ms Pritima Devi. He also honoured four national awardees of 2000 — Prem Chand Sharma, Jagat Ram, S.K. Bhatnagar and Dilawar Sharma.

Mr I.D. Dhiman, Education Minister, who presided over the function, said the budget on education had been enhanced from Rs 358 crore to Rs 960 crore during the last four-and-a-half years. Mr Karan Singh, Minister of State for Primary Education, claimed that there were virtually no school drop-outs in Himachal Pradesh.

PAONTA SAHIB: The Himotkarsh Literacy Cultural and Public Welfare Society Sirmour unit, gave awards to 11 teachers and social workers.

Mr Onkar Sharma, Deputy Commissioner who was the chief guest at the function gave away prizes to the following teachers. Dr O.P. Rahi, Lecturer, GGSGC, Paonta Sahib, Mr J.P. Sharma, Principal, Senior Secondary School, Paonta Sahib, Mr Khushi Ram Chauhan of Government High School Banaur, Mr Baru Ram Shastri, Rajgarh School, Mrs Surendera Kanwar, Head Teacher Government High School, Vikram Bhag, Mr Daya Nand Sharma, Government Primary School, Surla; Mr Deepak Sharma, Physical Education teacher of a Rohru school.

Mrs Shome Srivastava, GNMP School, Paonta Sahib; Mr Bal Krishan Verma, language teacher, Government Senior Secondary School, Majra, Mr Baldev Singh, art teacher, GHS, Tokiyon, Mr Satya Pal, Government Senior School, Naina Tikkein and Arjun award winner Samresh Jung was also honoured.

Search on for NIT Director

Search is on for the appointment of a regular Director for the National Institute of Technology NIT, Hamirpur. Dr S.K. Bhowmick, one of the seniormost professors of the institute, is at present holding this post in addition to his other duties.

Dr R.C. Sharma was the regular Principal of the institution before it became NIT. He was appointed to this post by a team of the BOG of the college. He, however, left the college as he was unhappy with its state of affairs.

Sources in the Union HRD Ministry told this reporter on phone today that the Dr Bhowmick who was in New Delhi yesterday had talks with senior officers of the ministry about the posting a Director as well as running the day- to-day affairs of the institution.

The Union HRD Ministry has sounded a number of persons for the post of Director. But most of them have turned down the offer as the institution is closed following incidents of violence on August 25.

Dr R.C. Chauhan, Director of Sant Longowal Technical Institute and who was the founder-Principal of the Hamirpur REC, is also not interested in joining the Hamirpur NIT as its Director.

Meanwhile, there are indications that this issue would be shortly discussed by the new BOG of the college under Mr L.M. Thapar, Chairman of the BOG. NIT presents a deserted look these days.

However, teaching staff continued their agitation today by wearing black badges. They have been demanding there vocation of the suspension orders of Mr P.K. Sood, former Chief Warden of the college, rustication of the students involved in violent activities and compensation for their damaged vehicles and other property.

A report from New Delhi says that the senior officers of the Ministry of HRD today held a meeting and discussed the Hamirpur NIT affairs. This meeting was called on the instruction of the HRD Minister, Dr Murli Manohar Joshi. The minister has also talks with the HP Chief Minister on the Hamirpur NIT issue.

The students of the institution, on other hand, have expressed their dismay over delay tactics in reopening of the institution.

HP Sikh convention at Nalagarh

In an endeavour to woo minorities for the coming Assembly elections, senior leaders will cut across party lines to attend the fourth Himachal Pradesh Sikh convention to be held at Nalagarh on September 8.

Among those expected at the convention are not only senior Congress and BJP leaders but also representatives of the community, including important sects like Namdharis.

Mr Harbhajan Singh and Mr Paramjit Singh Chanana, President and General Secretary of the Himachal Pradesh Shiromani Akali Dal, told TNS that the Nalagarh convention would be attended by Sikhs from all over the state irrespective of their political affiliations.

Mr Harnarain Singh Saini, a Minister of State in the BJP government, and Mr Rattan Singh, MLA from Paonta Sahib, would also attend and address the convention where various problems being faced by the community would be taken up and highlighted.

Jathedar Kartar Singh Takkar, a member of the Gurdwara Paonta Sahib Managing Committee, Mr Bachhitar Singh, a former MLA, Mr Amajit Singh, secretary, minority cell of the BJP; Mr Kanwaljit Singh, general secretary, minority cell of the Himachal Pradesh Congress Committee; Mr Balwinder Singh Sodhi, secretary, All-Himachal Sikh Welfare Sabha; Mr Kulwinder Singh, BJP (Mandi); Bhai Ram Singh, president, Gurmat Prachar Trust; Mr Surinder Singh, member of the Congress minority cell, Shilma, Mr Gurdial Singh, president, Namdhari Sikh Sangat; Mr Nanak Singh, adviser, Himachal Pradesh Shiromani Akali Dal; Dr Gurpreet Singh, president Gurdwara Committee, Kasauli; Mr Mohinder Pal Singh, president, Gurdwara Sahib, Mandi; Mr Gurcharan Singh, president of Gurdwara Nalagarh; and Mr Gian Singh, president, Truck Union, Nalagarh, are among the invitees who have confirmed their participation in the convention.

The first three conventions of the Himachali Sikh Sangat were held at Paonta Sahib, Mandi and Una where important issues like introduction of Punjabi as an elective subject in schools, shifting of the Nahan Club to a new site by merging the existing property with the historic Sikh shrine there and raising of Baba Banda Bahadur memorial on the Himachal-Haryana border were discussed and resolutions adopted.

Mr Ram Madhav, joint spokesperson of the Rashtriya Swayamsevak Sangh (RSS), has said that the government should initiate a dialogue with Pakistan only after destroying the terrorist training camp in Pakistan-occupied Kashmir.

In his keynote address at a seminar on “Challenges before the country” organised at Himachal Pradesh University by the Vivekanand Vichar Manch, he said the resolution passed by Parliament in 1993 should form the basis for talks. The resolution had reiterated the government’s stand that Kashmir was an integral part of the country.

The RSS leader said the menace of terrorism, had of late started spreading to Jammu and Ladakh areas. A systematic effort was being made reduce the Hindus to a minority in these two regions. With the spread of terrorism, the Hindus of these areas were being forced to migrate. There was an urgent need for reorganisation of Jammu and Kashmir carrying out an independent of state of Jammu and a union territory of Ladakh.

He said the Ayodhya issue and the Gujarat incidents had underlined the need for strengthening communal harmony. He said the discord between the majority and minority communities had much to do with the “intolerant” ways of Muslims and Christians.

He said the initiative taken by the National Minority Commission in bringing Christian and sangh leaders to the negotiation table was a good beginning.

PM of foreign origin: Sangh Parivar softens stand

The Sangh Parivar seems to be in bind over the issue of barring foreigners from holding the office of the Prime Minister.

At a press conference here today Mr Ram Madhav, the joint spokesperson of the Rashtriya Swayam Sewak Sangh, refused to give a categorical reply to the question whether the Constitution be amended to debar persons of foreign origin from becoming the Prime Minister of the country. He said it was for the political parties to decide whether such an amendment was called for. He said at present there was no bar on foreigners from holding the top office and if political parties were comfortable with the situation it was all right.

Mr Madhav said the Sangh’s demand for the reorganisation of the Jammu and Kashmir state to carve out an independent state of Jammu and Union Territory of Ladakh had found acceptance among main political parties as evident from the unanimous election for two out of four seats in Ladakh. He said this was possible following the BJP, the Congress and the National Conference had joined hands for it.

He said new states would not be carved out on communal considerations as Jammu would have 35 per cent Muslims as an independent state, while Ladakh would have over 42 per cent.

He said the Jammu Rajya Morcha would continue struggle even after the election and it would remain its non-political character.

The main concern was to end discrimination against the two regions in the matter of development and confine terrorism to the valley. Besides, the Sangh also wanted the return of Kashmiri Pandits to the valley and this could be achieved by establishing a “safe zone” within the valley.

The Sangh’s endeavour was to ensure that all pro-India elements in the valley participated in the poll.

Mr Ajay Sharma, a young scientist who claims to have found serious “shortcomings” in some basic laws of physics, said his “research work” was not being evaluated properly in the country.

Addressing a press conference here today he said after years of research without any facilities, he had been able to establish certain inadequacies in the Archimedes’ Principle, Newton’s laws of motion and Einstein’s theory of mass- energy equivalence and his research papers had been well-received by the international scientific community. However, his work was not being recognised in the country.

He said he had presented papers on these subjects in Germany and Taiwan but scientific institutions in the country were reluctant even to evaluate his work.

Mr Sharma said the committee constituted by the Vice-Chancellor of the Himachal Pradesh University to evaluate his work had expressed inability to do pleading that the matter did not pertain to any specialization of the related departments. He urged the Chief Minister, Mr P.K.Dhumal, to forward his research to the Union Ministry of Human Resource Development for evaluation.

Referring to his work on Archimedes’ Principle, he said it did not take into account the shape of the body but his study revealed that the shape of the body and the viscosity of the liquid played vital role and to take into account the effect of these, the principle had to be modified.

Similarly, he said he had found inconsistencies in Newton’s Laws of Motion and Einstein’s mass-energy equivalence also makes it modification imperative in these laws.

HPTDC workers warn govt

The HPTDC Employees Union has come out in open support of former Chief Minister, Virbhadra Singh, alleging that the state government has adopted a ‘vindictive’ attitude towards its opponents.

In a statement issued here, the vice-president of the H.P.T.D.C. Employees Union, Mr Sunil Kaul, said in case any vindictive action was taken against the former Chief Minister and his colleagues, the union would launch a statewide agitation.

Claiming the union to be a non-political one, Mr Sunil Kaul said its executive committee had completed one year in office and during this time the state government had transferred nine office-bearers, including the general secretary, to far-flung areas.

Mr Kaul alleged that while certain politicians close to the BJP “enjoyed free hospitality of HPTDC hotels”, the employees were denied their rights under one pretext or the other.

The hotels had virtually become party offices of the BJP. This was causing inconvenience to customers and resulting in losses to the corporation, he added.

2 employees without salary ‘for 8 months’

Two employees of the Industrial Area Development Agency have not been paid salaries for the past eight months. Neeru Ram, a pump operator of the agency, said here today that he was a daily-wage employee of the Himachal Pradesh Small Industries Development Corporation (SIDC) and had been shifted to the IADA. He became a regular employee on April 1, 1998. Another employee, Manglu Ram and Neeru Ram were not being paid any salary since January 2002. He said that they had also approached the Industries Minister in June 2002, but to no avail.

Neeru Ram said he had also approached his parent department to absorb him as a mining guard, but his request was never heeded to. The District Industries Centre (Department of Industries) maintains the two employees had been paid salaries up to May 2002.

Insurance staff hold protest rallies

Mr A.C. Chauhan divisional president of the association, the new wage settlement had become due in August but the management had not initiated the process for finalising the wage agreement. He said hike was justified in view of the productivity achieved by the corporation.

He criticised the government for its anti-public sector policy, particularly in the insurance sector. The Insurance Regulatory and Development Authority law was enacted but the promised measures to strengthen the LIC and the GIC institutions had not been implemented, he said.

He demanded that the IRDA act should be repealed and the four subsidiaries of the GIC be merged to enable the corporation to face global competition.

The Deputy Commissioner, Mr Prabodh Saxena, said this was for the first time that such an event was being organised in Asia. A state-level organising committee had been constituted which met in Shimla on July 16. Under the chairmanship of the Chief Secretary and as per its decision a technical committee and an administration committee for the competition have been formed.

Eight competitors from abroad, 15 from the country and 15 from Himachal Pradesh will participate in the competition and anyone desirous of taking part can register himself by October 25.

Chamba has sleet

Chandigarh, September 5

According to the Weather Bureau here, the squall and rain were confined to the city and adjoining SAS Nagar in Punjab and Panchkula in Haryana.

While Amritsar, Ludhiana and Patiala in Punjab reported traces of rains, Ambala cantonment and Ambala city, 55 km from here, in Haryana had received 6.7 mm rainfall till this morning.

Chamba had first sleet of the season. Kasol (41.8 mm), Rampur (9.00 mm) and Sundernagar (1.5 mm) in Himachal Pradesh also had rain. Jammu, the winter capital of Jammu and Kashmir recorded 24.2 mm of rain fall while Srinagar had 8.8 mm rainfall in the past 24 hours. UNI

Districts issue not shelved: BJP

The BJP is committed to fulfil its poll promise of creating new districts. On the advice of the delimitation committee, the matter has been kept in abeyance, but not shelved.

The state BJP spokesperson, Mr Ganesh Dutt, made these observation here today. Denying any opposition from the union minister, Mr Shanta Kumar, to this, Mr Dutt said that the matter had been resolved in presence of the party general secretary, Mr Arun Jaitely.

6 SFI men booked for beating up ABVP activist

Six SFI activists including Vikas Thakur , Students Central Association (SCA) president, Government college Solan, were booked by the police following the beating of an  ABVP activist yesterday. Later all of them were granted bail. 

The ABVP activist was an outsider and had harassed SFI sympathiser alleged Thakur who got bail today while denying the clash with the ABVP activist.

Meanwhile, the SFI Solan have alleged that their leaders were being implicated in false cases due to pressure from the local BJP leadership.

The BJP-backed ABVP could not digest its defeat in the recently concluded SCA election in state colleges and resorted to muscle power to settle the score, senior SFI leader of Solan, alleged.

Defence-civilian row resolved

The differences between the Subathu Cantonment Board and civilian elected members were resolved today at the board meeting. The meeting decided to put the forward the issues of hike in water tariff and water tariff liability amounting to nearly Rs 55 lakh, payable to MES by the board office , to the board higher authorities. The proposed move of board to discontinue the rebate on water tax to civilians was postponed for three months by the board authorities on the request of civilian members.

Meanwhile civilians of Subathu have formed a five member joint action committee.

Incentive award for Kasauli KV teacher

In Kendriya Vidyalaya, Chandigarh Region, Ms Surat Malhotra, Primary Teacher of Kendriya Vidyalaya, Kasauli, has been awarded the Incentive Award for the Year 2001-2002 for her excellent performance and dedicated services.

She was chosen on the basis of her reputation in the Vidyalaya and local community, academic efficiency and desire for improvement, genuine interest in love for children, and involvement in social life of the community. The award carries a certificate, dushala, medal and cash award.
