House-to-house searches in Srinagar

Srinagar, August 13
Unprecedented security measures have been taken in the Kashmir valley following intelligence reports of possible militant attacks aimed at disrupting the Independence Day celebrations.

Police and paramilitary troops have taken positions in and around the Bakshi stadium, the venue of the main function in Kashmir, and no vehicular traffic is being allowed on the various routes leading to the stadium, DIG Border Security Force (BSF) R.S. Bhullar said here.

“We have intercepted messages directing the militants to target vital installations during the celebrations”, he said adding that in view of the forthcoming state Assembly elections, there was every possibility of escalation in militant violence but the authorities were leaving no stone unturned to scuttle their plans.

He said some preventive arrests had also been made and all militants released from prisons had been asked to report to the nearest police stations as a precautionary measure.

Besides, house-to-house searches in the city and elsewhere in the valley were in progress, Mr Bhullar, who heads the intelligence wing of the BSF, added.

Meanwhile, several militant outfits have asked the people to observe August 15 as a “black day”.

The Hizb-ul-Mujahideen has called for a complete statewide strike and asked people to hoist black flags.

In a statement sent to a local news agency, the group’s chief commander Saif-ul-Islam said “the Kashmir issue is on the global agenda and world powers had openly acknowledged that peace in the region was impossible without resolving the Kashmir issue.”

A similar call has been given by Dukhtaran-e-Millat, a separatist women’s organisation.

POK-based supreme command of the Al-Uumar Mujahideen, Mushtaq Ahmed Zarger, who had won freedom in exchange for passengers of a hijacked Indian Airlines plane in December 1999, also supported the observance of black day on August 15. PTI

1 killed, 21 hurt in grenade blast in J&K

Srinagar, August 13
At least one person was killed and 21 others, including three CRPF personnel, were injured, some of them seriously, in a grenade blast at main bazar in Kulgam, South Kashmir, today.

Official sources told UNI that militants hurled a hand grenade towards the security forces at the main market, Kulgam, about 75 km from here.

However, the grenade missed the intended target and exploded on the roadside killing Gowhar Ahamd Lone. UNI

Morcha’s call for vote against NC

The Jammu Mukti Morcha has given a call to the people to vote against the National Conference and those political organisations which were against the demand for statehood status for Jammu.

The call was given by the morcha chief, Prof Virender Gupta, here today. He said the BJP-led NDA government had sent a wrong signal to the nationalist forces by sending Mr Arun Jaitley to discuss with the National Conference the issue of restoration of greater autonomy. He said the demand, if accepted, would weaken the state’s integration with the rest of the country. He stated that in case the matter had to be debated the issue of reorganisation of Jammu and Kashmir with respect to the demand for its trifurcation should be included in the agenda in the Jaitley-NC talks.

Professor Gupta said if the government was keen to resolve the Kashmir problem it should start a dialogue with Kashmiri migrants and other ethnic groups in the state.

The morcha president declared that any agreement reached between the separatists and the Central Government would not be acceptable to the people of the Jammu region.

Integrated development of horticulture stressed

Saffron, maize and basmati are expected to be brought under the Agriculture Export Rule while the state has already been declared as agriculture export zone for apple and walnuts.

This was indicated by the Director General, Indian Council of Agricultural Research (ICAR) and Secretary DARE, Government of India, Dr Panjab Singh, in his key note address “Agriculture for sustainability and economic development” at the IXth Sher-e-Kashmir Memorial Lecture organised by the Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST), Kashmir at SKICC here. He said that under the agro export zone, a project worth Rs 83 crore would be started in the state for integrated development of horticulture taking care of production and post-production management of fruit nursery, modernisation and renovation of old orchards. He said the Centre would also help in establishing a testing laboratory for soil, water, fertilisers insecticides and fungicides.

He said the horticulture sector was yielding an annual revenue of Rs 1200 crore to the state. The state had been brought under the National Agriculture Insurance Scheme from April this year adding that the horticulture sector would also be brought within the ambit of this scheme within next three years besides exploring marketing opportunities in foreign countries.

Dr Panjab Singh said the National Institute of Agriculture Marketing (NIAM) would assist Jammu and Kashmir in developing an online market information system for fruit growers and traders. Fruit and vegetable markets at Sopore, Srinagar and Jammu would be connected through a server with 20 regulated markets in the country that would help quick dissemination of market information and regulation of supplies to the advantage of state fruit growers, exporters, importers and others connected with the trade. For the promotion of sales, in domestic and foreign markets, a website would also be created, he added.

5,500 attended to at Army medical camp

Jammu, August 13
Officers of the Army Medical Corps attended to over 5500 patients and conducted 250 eye operations on the first day of a three-day medical camp which commenced at border village of Arnia in Jammu district yesterday, a defence spokesman said here today.

There was an unprecedented response from the local population as the camp caters to a number of specialities in the field of eye, medicine, gynaecology, paediatrics, ENT and surgery, he said, adding that medicines were provided free of cost to the patients.

Over 100 schoolchildren provided voluntary assistance to the patients.

The camp is viewed as a goodwill gesture by the Army to reciprocate the cooperation offered by the people of the border villages during enemy firing, he added. PTI

Work on alternative Ladakh route starts

Srinagar, August 13
Work on an alternative all-weather highway leading to Ladakh, recommendation for which had been made by the Kargil Review Committee in 1999, has commenced, according to an official report received here today.

Director-General of Border Roads Organisation (BRO) Lieut-Gen Parkash Suri said the foundation stone of the much-needed Zanskar axis, which will connect Zanskar with Darcha-Rohtang pass on Manali and Leh, was laid on August 8.

The construction of the 290-km-long road was being undertaken in line with the recommendations of the Kargil Review Committee, which had suggested that an alternative road to the national highway through Srinagar was essential for sustenance of troops in Ladakh as also for the development of the frontier region, he said.

In addition to this, the BRO is also constructing an alternative Dras-Kargil road via Umbala passing through Sankoo which will connect the national highway at Kargil, he added. PTI
