The Prime Minister of the Tibetan government-in-exile, Prof Samdhong Rinpoche, has advised the donor countries to ensure that the aid given for the welfare of Tibetans living in that country is used for the purpose meant.

The Himachal Pradesh Khadi and Village Industries Board has provided employment to educated youth by setting up 535 industrial units in the state and giving loans to the tune of Rs 21.60 crore. In all, 4,199 persons have been given employment through these units.

PWD blamed for water shortage
Bilaspur, June 29
More than 300 families of Kiyara, Bhandwaad and Maihan villages of Chandpur area remained without drinking water today as the bowli in the area — the only source of drinking water was virtually destroyed due to wrong planning and insistence of PWD while constructing a culvert near it on a newly constructed road.

Youth booked for rape
Kangra, June 29
A plus two girl was allegedly adducted and raped by a youth in a van near Bali village in the district yesterday, the police said here today. The Kangra ASP, Mr Ram Lal, told this correspondent that the 17- year old girl was allegedly abducted and raped by Kisu of 32 mile village in the van.

1 killed, 23 hurt in mishap
Kangra, June 29
One woman was killed and 23 passengers were injured seven of them seriously when a private bus on way from Kotkawala to Gaggal via Sarah rolled down into Gaj khad at Bhorwali today evening, police said. The woman has been identified as Tiloo Devi.





 

Ravi blockage: DC rules out threat to life

There is no immediate threat to people residing in low-lying areas and the hydroelectric projects operating downstream on the Ravi’s basin due to the overflowing of the lake formed following the blockage of the river by a landslide near the Holi tribal belt of the district. This was stated by the Deputy Commissioner of Chamba, Mr Rahul Anand, here today.

He said to cope with the situation, he had held a meeting last night with the authorities of the National Hydroelectric Power Corporation and Jai Prakash Industries, which were working on the Chamera hydroelectric project. He said they had extended all help to jointly monitor the overflowing of the river and keep a constant watch.

He informed that with the overflowing of the Ravi waters, which started last evening from the left bank of the river, had averted the chances of any eventuality in the low-lying areas in the near future. He said volume of river water blocked by the landslide had been estimated at about 70,000 cubic metres.

Mr Anand hoped that the debris, which slide down from a mountain on the right bank of the Ravi, were likely to settle in due course of time. However, the administration of the Bharmour tribal subdivision in the district has been pressed into service to assist in the evacuation of buildings housing government stores beneath the lake.

He said a woman, Anjna Devi (45), and a girl, Reeta Devi (13), who had been injured working in their fields, were undergoing treatment and were out of danger, adding that man named Karam Chand had received minor injuries. He said relief of Rs 1,000 each had been given to those injured.

Mandi overshoots credit plan target

The district has emerged as a pioneer in the state by exceeding the target set for the implementation of the annual credit plan drawn up for the last year. It has achieved 141 per cent target.

Disclosing this at a meeting of bankers and district officials called here yesterday to review the progress of the credit plan the Deputy Commissioner, Mr Jagdish Chander Sharma, said as against the plan of Rs 86.42 crore, various nationalised banks had disbursed loans worth Rs 122.20 crore among unemployed youths, to take up gainful ventures for generating self employment in the rural areas of the district.

He said the main thrust was on minor irrigation projects, crop loans and livestock development on which investment of Rs 1.24 crore, Rs 4.7 crore and Rs 4.14 crore, respectively, had been made.

Mr Sharma said as over 92 per cent people lived in villages it was imperative to boost the rural economy by implementing various centrally sponsored employment schemes.

Deputy Commissioner said the credit plan launched through a network of commercial and cooperative banks for the ramification of basic infrastructure for agriculture, horticulture, sericulture herbal development, animal husbandry, floriculture and promoting traditional handicraft activities had been a big success.

Encouraged by the tremendous response this year’s plan had been enhanced by Rs 41.21 crore which was almost double than that of the previous year.

The Deputy Commissioner explained that a two-pronged strategy had been adopted to provide employment for individuals and community under the Rs 3.10 crore self-employment scheme. As many as 107 community-based projects had been taken up besides helping 149 individuals.

Mr Sharma said 4,507 self-help groups constituted in the district had taken up gainful ventures and enthused new life in the rural economy. Over 1,000 of them had taken loans from the banks to the tune of Rs 5.72 crore and were earning handsome income.

He said the new concept of “mixed farming” and diversification of agriculture was gaining popularity. Farmers were adopting floriculture, horticulture, sericulture, animal husbandry, production of herbs and off-season vegetables for augmentation their income.

Mr Sharma urged the bankers to make the procedure of granting loans simple so that people did not face any hardships.

Donors asked to monitor aid for Tibet

The Prime Minister of the Tibetan government-in-exile, Prof Samdhong Rinpoche, has advised the donor countries to ensure that the aid given for the welfare of Tibetans living in that country is used for the purpose meant.

Reacting to an announcement from Beijing that during the past 20 years, foreign aid worth $ 90 million had been made available to Tibet. In a press note here today, he said,” There is genuine concern among Tibetans that the foreign investment and aid is being used by the Chinese authorities to increase repression and control over the Tibetans. Rinpoche said, “While foreign aid given during the past 20 years is welcome, we urge the international community and the donor agencies to develop mechanisms to ensure that the real beneficiaries are the Tibetans themselves”.

He said to avoid misuse the donor agencies should consult the Tibetans as suggested by the UN Development Programme representative so that the cultural heritage of Tibetans was protected.

Professor Samdhong Rinpoche said, “China’s policies wanted to increase urbanisation of Tibet and its failed attempt to solicit World Bank funding for the resettlement of about 60,000 Chinese farmers in Tibetan region of Tulan are clear evidence that China treats development of Tibet as means to increase its control over Tibet and to exploit its vast resources. He said,” Development works in Tibet are not benefiting Tibetans, but on the contrary it has marginalised them. They are losing their traditional occupations, thus resulting in increased unemployment and widespread poverty.” Professor Rinpoche said under the circumstances the donor agencies must be extremely careful in financing large-scale projects that undermine Tibetan culture and serve Chinese strategic purpose.

4,199 work in Khadi units

The Himachal Pradesh Khadi and Village Industries Board has provided employment to educated youth by setting up 535 industrial units in the state and giving loans to the tune of Rs 21.60 crore. In all, 4,199 persons have been given employment through these units.

Mr Rasil Singh Mankotia, Secretary of the board, talking to mediapersons here said these units were financed during the last financial year under the margin money scheme and the consortium bank credit schemes. Mr Ashwani Kumar Sharma, Assistant Development Officer of the board, was also present on the occasion.

Mr Mankotia admitted that in many cases the units sponsored by the board were not given loan by nationalised banks. Hence, the board had decided to release the margin money amount through cooperative banks also. Earlier, this amount was released through the nationalised banks only.

He said in future, the interest to be levied on the loan would be charged only on the loan amount minus the subsidy money to be released to the banks concerned by the board.

He said during 2001-02, 54 units were sponsored by the board in the district, of which 43 were approved by the banks. Loans amounting to Rs 2 crore were given, thereby providing employment to 204 persons. Thee units were of furniture, tyre retreading, computer manufacture, data processing, automobile repair etc.

Chail residents wait for land rights

Residents of Chail, a tourist spot waiting for the past nearly 50 years for denotification of the forest land on which they had settled during the Patiala regime were now being denied permission by the authorities for alteration and additions in their dilapidated homes. They had settled on these lands over a century ago on the basis of the “shahi farman” of the then ruler of Patiala, but till now they have not been given the rights over the land.

Successive governments in Himachal Pradesh have been trying to get the forest land denotified so that the constructions in the town could be regularised. The area was notified as a first class forest by the Pepsu government on January 4,1953.

Nearly 500 families will be affected due to the notification. The then BJP government headed by Mr Shanta Kumar had appointed a Cabinet sub-committee to look into the matter. However, the committee never met.

The Congress government of Mr Virbhadra Singh, which followed, in its Cabinet meeting on December 4,1994, decided to ask the Centre to denotify the forest area of 25 bighas where houses had been constructed.

According to an official survey, 3,600 bighas were under encroachments at Chail, but denotification of only 25 bighas was being sought.

Many government departments are in the list of encroachers on the forest land and they include the Forest Department itself, Tourism Development Corporation, Defence Department, PWD, IPH, horticulture, health, HPSEB, telecommunications and animal husbandry.

The residents of the town have been pleading that the Chail township had come into existence much before the enactment of the Forest (Conservation) Act, 1980, and as such there was no problem for the Centre to denotify the forest land.

These “encroachments” were detected during the land settlement in 1987 when it was observed that the occupants did not have valid documents.

PWD blamed for water shortage

More than 300 families of Kiyara, Bhandwaad and Maihan villages of Chandpur area remained without drinking water today as the bowli in the area — the only source of drinking water was virtually destroyed due to wrong planning and insistence of PWD while constructing a culvert near it on a newly constructed road. Twelve leaders of the area told mediapersons here today that despite their strong opposition PWD officers went ahead with their plan. They added that last night’s heavy rain was too much for the culvert and as the nullah got flooded its water destroyed the bowli.

They said they had to tread 2 to 3 km to fetch water. They urged Chief Minister to order an inquiry into this and ensure immediate restoration of water.

Youth booked for rape

Kangra, June 29
A plus two girl was allegedly adducted and raped by a youth in a van near Bali village in the district yesterday, the police said here today.

The Kangra ASP, Mr Ram Lal, told this correspondent that the 17- year old girl was allegedly abducted and raped by Kisu of 32 mile village in the van. He said the victim, resident of Chichad, village was on her way home after purchasing medicines from the market after school hours.

Mr Ram Lal said that the accused was absconding and the police had registered a case under Section 376 of the IPC and conducted raids at different places.

He said the police was also on a lookout for Bobby, the driver of the van. He said the girl had been medically examined and the report was awaited.

One woman was killed and 23 passengers were injured seven of them seriously when a private bus on way from Kotkawala to Gaggal via Sarah rolled down into Gaj khad at Bhorwali today evening, police said. The woman has been identified as Tiloo Devi.

Dr G.S. Kanwar, the Ayurvedic Medical Officer, who was travelling on this ill-fated bus and was admitted to the Public Health Centre, Tiara, told this correspondent that the driver tried to give a pass to a scooterist and in the process failed to negotiate the curve as a result the bus fell into 300 feet deep khad. He said the bus overturned seven times. He said most of the passengers bore multiple injuries.

Nine injured passengers have been admitted to Tiara Public Health Centre. Two of them were further referred to Dr R.P. Government Medical College, Dharamsala.

Body of man found

The Parwanoo police has recovered the body of a 25-year-old man from a lonely spot, about 60 feet down from the Kalka-Shimla national highway, near Datyar, 30 km from here yesterday.

The S.P. Mr S.Z.H. Zaidi, said the body bore an injury mark on the skul. The man wore an orange coloured vest, a purple shirt and black trousers. The left hand had “OM’ tatooed on it.

1 kg levy sugar in July

The state government has decided to distribute 300 gram levy sugar in addition to regular levy quota of 700 gram for the month of July, 2002. So ration card holders will get 1 kg levy sugar per person from the fixed price shops for July.
