Jammu, June 17
Local militants, especially those belonging to the Hizb-ul-Mujahideen outfit, are peeved over the domination of the foreign mercenaries.

A Defence Ministry spokesman yesterday released excerpts of a wireless message between Hizb activists. The intercepted message has confirmed reports that Hizb ultras are worked up at the way foreign mercenaries are dictating terms to them.

The command and control problems have developed between the foreign mercenaries and the local militants. While referring to the orders being given to the local rebels one senior functionary of the Hizbul-Mujahideen outfit sent a message to his accomplice across the border telling him to “warn them (Lashkar activists)” adding “who are they to give orders to us.”

Time has come to kill Osama (Lashkar activists) in Kishtwar and his colleagues,” shot back the Hizb militant. And it was the result of this conversation that on June 12 Hizb activists fought a pitched battle with Lashkar men in which only one Lashkar activist was killed against six of the Hizb-ul-Mujahideen in Kishtwar.

The Hizb activists informed the other side foreign mercenaries who are staying here (Kashmir) do not seek permission prior to executing any action. They do not give any valid reason for killings. They kill innocent people and say they do not trust local colleagues.”

“We have to take effective steps against them as they have been harassing our Hizb colleagues,” said the other voice. “We are totally fed up with paar fellows. I have told all colleagues to eliminate them. You should also finish paar fellows whenever you see them. They are harassing everybody. Some villages have been deserted by local militants because of the paar people,” said the man from this side.

“I have reports that sources of Al-Badr and Lashkar-i-Toiba are working for the IB. We have seized some cards. Get ready for taking action against them, the Hizb functionary received the instructions.
