Samta ultimatum on Rajya Sabha seat

The NDA crisis in Jharkhand continues as the Samata Party has threatened of extreme action on the ongoing dispute over the lone Rajya Sabha seat from the state. The Chief Minister, Mr Babu Lal Marandi, however, seems to be reluctant to accommodate the Samata demand. “Resignation of the Samata ministers from the Cabinet is no threat to my government,” he said. The Samata Party has threatened that if the decision was not in their favour, it could lead to an end to the NDA alliance in the state.

The situation arose when both the Samata Party and the BJP fielded separate candidates for the Rajya Sabha seat. The Samata wanted the BJP to withdraw their candidate. The latter did not comply following which five Samata ministers had quit the Marandi ministry two days back.

Mr Marandi, who is on tour, said at Dumka that there was no threat to his government and he had not accepted the resignations of the Samata ministers. He said that he would take a decision only when he gets back to Ranchi.

The future of the Marandi government would be decided on May 30, the day the Rajya Sabha poll is to be held. The in charge of the Samata Party in Jharkhand, Mr Shrawan Kumar, said that the ball was in BJP’s court as they had decided whether they wanted the alliance to continue or not.

The matter has been referred to the senior Samata Party leaders and Mr Nitish Kumar and Mr George Fernandes have been authorised to take future course of action.

Cong does not grudge PM’s holiday

The Congress today said it did not grudge holidaying by Prime Minister Atal Behari Vajpayee even amid tension between India and Pakistan.

Replying to questions about Mr Vajpayee’s working holiday in Manali, Congress chief spokesman Jaipal Reddy said that sometimes Prime Minister also needs to take time off and look at things from a distance.

He said that Prime Minister’s holiday could not be compared to that of any other leader. In the modern age, the Prime Minister is supposed to be in full receipt of all information, Mr Reddy said.

He, however, took a dig at Mr Vajpayee for saying that India should have hit back at Pakistan after December 13 terrorist attack on Parliament.

“Whenever our Prime Minister goes in for formal holidaying, he indulges in musings. We wonder if Mr Vajpayee is Prime Minister or prime commentator,” Mr Reddy said, referring to his statement about the December 13 attack. “Mr Vajpayee could have gone in for attack. He seems to forget that he was the Prime Minister,” Mr Reddy said.

He hoped that the government would evolve a more “comprehensive policy” on Jammu and Kashmir.

Asked about the proposed congregation of “sadhus,” called by the Congress in Gujarat, Mr Reddy said religion can also be used to promote secularism.

46 killed in Kolkata bus accident

Kolkata, May 27
At least, 46 persons, including women and children, were killed when a speeding bus fell into a canal after hitting a wayside tree in the Bantala area of South 24-Parganas, about 40 km from here, today morning.

According to unofficial sources, however, the number of persons killed was 55. Four persons were admitted to Bangur Hospital in a critical condition. The private bus, on route No 213, was coming to the town from Ghatakpur. Chief Minister, Buddhadev Bhattacharjee, accompanied by his Cabinet colleagues, visited the spot and supervised the rescue operations.

Fire brigade, civil defence and members of the government crisis management group were involved in the rescue operation. All bodies have been extricated. The Chief Minister said the accident occurred when one of the tyres of the bus burst and driven lost control over it. The vehicle hit a wayside banyan tree and fell into the canal.

The driver and the conductor of the bus were killed in the accident.

Cong minority centric : RSS

The Rashtriya Swayamsevak Sangh (RSS) today attacked the Congress for its “minority centric” approach, saying that “the party has no words of solace to offer to the Hindu victims of Gujarat or elsewhere”.

In a statement, RSS joint spokesman Ram Madhav took strong exception to the Congress criticism of its “communal agenda” at the recently held AICC session and said that it had no words for Hindu victims in Gujarat while it had so many crocodile’s tears to shed for minorities.

He also urged the Hindu community to take note of “this blatantly communal and minority-centred approach” of the Congress “in the name of secularism which has become a pseudonym for minorityism in the country.”

The RSS also flayed the Congress for its “shockingly presumptuous stand” on the issue of war against terrorism. The party had charged the Vajpayee government with failure in tackling terrorism. “They should remember that in their gamble and scramble for political one-upmanship they are jeopardising the security and honour of the entire nation,” the statement said.

Had the Congress been serious about combating terrorism and its support to the government on the issue, it should have come up with concrete suggestions as to what the government could do, the newly appointed spokesman said.

He also refuted the Congress allegation that the RSS was running the government at the Centre “by proxy” while the BJP was only a “front.” The RSS statement came in response to the allegation made by the Congress at the recent AICC session. The party in its political resolution had said that the RSS was running the government at the Centre “by proxy” while the BJP was only a “front.”

“Forming, running and destabilising governments by proxy has always been the favourite pastime of the Congress.....It would be better if the party stops looking at others through their own tainted goggles,” the statement said.

Curfew continues in Godhra, Ahmedabad

Ahmedabad, May 27
Indefinite curfew continued in seven areas of Godhra today while night curfew would continue to remain in force in about 12 regions of Ahmedabad and six of Vadodara.

The curfew follows stray incidents of violence. While two persons were killed in police firing in Godhra after miscreants indulged in anti-social activities, one person was stabbed to death in the Kalupur area of Ahmedabad yesterday, taking the toll in riot-related violence in the state to 940.

The police also seized crude bombs at Rakhial in Ahmedabad yesterday and at Bawmanpura in Vadodara today.

Meanwhile, the Ahmedabad police yesterday arrested nine persons in connection with the Naroda Patiya case in which nearly 90 persons were burnt alive soon after riots broke out in the end of February.

Elsewhere, business and industry-related activities were picking up as markets slowly reopened and were crawling their way to stability.

Meanwhile, the National Commission on Minorities (NCM), which was scheduled to arrive here yesterday on a two-day visit for a fourth time since the Godhra train carnage, postponed its expected inter-community harmony meeting, reportedly due to opposition from certain sections in the two communities.

On the other hand, many of the refugees staying in various relief camps continued to return home in batches under police protection.

ISI-backed ultras kill 6 CRPF men

ISI backed ultras yesterday killed six CRPF jawans and blew up the vehicle, carrying paramilitary forces near Buxa Tiger Reserve Forest on the Bengal-Bhutan border.

Remote-controlled explosives used in the action, are generally used by Kashmiri militants in their operations in the valley.

According to reports it was a retaliatory action by the militants against the killing of two of their ranks by the police two days ago.

In another exchange of firing between the militants and the paramilitary forces in the Buxa Tiger Reserve, several CRPF jawans were injured.

The militants are suspected to have escaped to Bhutan.

Sonia flags off 30 trucks of wheat for J&K

Congress president Sonia Gandhi today flagged off 30 trucks of wheat for border migrants in Jammu and Kashmir. The food material has been collected by the Youth Congress.

Speaking at a function Mrs Gandhi urged the youth to work towards lessening the difficulties of people suffering due to Pakistan shelling in Jammu and Kashmir.

Mr Mukul Wasnik said the Congress was among the first to organise relief for border migrants.

IYC chief Randeep Singh Surjewala accused the Jammu and Kashmir and Central Government of callousness in organising relief for the migrants.

He said while the FCI godowns were overflowing with stocks, residents of affected villages in Jammu and Kashmir were facing difficulties.

Water treaty talks from tomorrow

New Delhi, May 27
Even though tension on the border shows no sign of abatement, India and Pakistan will go ahead with their annual Indus Water Treaty talks here from Wednesday.

Official sources said the two sides would review at their two-day meeting the functioning of the treaty under which India and Pakistan share waters from the five major rivers, including the Indus since 1960.

Significance is being attached to this interaction between India and Pakistan, coming as it does at a time when their relations have touched a new low in the wake of the May 14 Kaluchak massacre by Pakistan-trained terrorists. Prime Minister Atal Behari Vajpayee and Pakistan President Pervez Musharraf have been engaged in a renewed war-of-words since the incident.

Reports from Islamabad said Pakistan had reinforced its delegation with a representative of the foreign office in order to assert its viewpoint on various issues.

The reports said the Pakistani delegation would travel to New Delhi via Dubai because of the ban on the Pakistan International Airlines to fly to India.

Under the treaty signed in 1960, the two countries agreed to have a detailed arrangement to share the waters of western rivers — Indus, Jhelum and Chenab — and eastern rivers — Sutlej and Ravi. Pakistan, being a lower riparian state, is dependent on the waters from the western rivers, which flow from India.

There were apprehensions in diplomatic and media circles on whether the meeting would be held, given the state of relations between the two countries.

The Indian side believes that the treaty is loaded in favour of Pakistan. In fact, some political leaders, including Jammu and Kashmir Chief Minister Farooq Abdullah, have called for the abrogation of the treaty.

Minister of State for Water Resources Bijoya Chakravarty had also reportedly suggested the scrapping of the treaty, attracting the ire of Pakistan. UNI

Uttaranchal CM to tackle joblessness

Chief Minister N.D. Tiwari has said even though Uttaranchal is a small state, the task of providing good governance to it was difficult, mainly because of its geographical situation.

Speaking to reporters at Ranipokhri (Listerabad), near Rishikesh, last evening, Mr Tiwari said unemployment was one of the major problems in the state. He said the various departments had been asked to delve into the feasibility of various resource-based economic activities to generate fresh job opportunities.

Mr Tiwari said that mini- and micro-hydel sectors carried a huge potential of providing employment and were also environment-friendly. He said the migration of youth from Uttaranchal could be halted once the potential of generating 16000 MW of electricity in State was fully harnessed. “In the coming years, Uttaranchal will become a role model for the rest of the country in harnessing hyro-power”, Mr Tiwari asserted.

The Chief Minister said the state industrial policy would be announced soon and incentives to entrepreneurs provided to set up their industrial units here. He also promised to look into the affairs of the Doiwala sugar mill.

9 NDFB ULTRAS KILLED IN ASSAM
GUWAHATI:
Nine NDFB militants were killed in a joint operation by the Army and the police in the Mahamaya forest in Assam’s Dhubri district on Monday, the police said. Five AK-47 rifles, huge cache of arms and documents were seized. The operation is continuing with senior district and police officials camping in the area. PTI

Prof I.S. Gulati, noted economist and former Vice-Chairman of the Kerala State Planning Board, died here on Monday, board sources said. He was 78 and had been undergoing treatment for cancer for quite some time. He is survived by wife Leela Gulati and two childern. He was an expert on public finance and the centre-state fiscal issues. PTI

STUDENTS TO GET FREE TEXTBOOKS

The Uttaranchal Government has decided to distribute free textbooks, among the students of government schools, including board schools, studying in standard I to VIII. The decision would be implemented from the session 2002 - 2003 and is expected to benefit about 11.5 lakh students in the state. This was stated by Education Secretary N. Ravishankar. OC
