Paswan didn’t like my becoming CM: Mayawati New Delhi, April 30 Mr Paswan didn’t like me becoming the Chief Minister,” Ms Mayawati said, adding that he should have quit the government before if the violence in Gujarat, as cited by him, was the reason for his decision. Ms Mayawati told a TV channel that the timing of Mr Paswan’s resignation was interestingly linked to the invitation by the Uttar Pradesh Governor yesterday to form the government. She also said that Mr Paswan, a dalit leader, does not want any other leadership to emerge from the scheduled castes. The BSP leader said it appeared that Mr Paswan did not like the emerging political alignments in Uttar Pradesh. 3. LUCKNOW: President’s rule in Uttar Pradesh would end on May 3 when the BSP-BJP coalition government would take oath. Governor Vishnu Kant Shastri said President’s rule in the state would be lifted on Friday, the day Ms Mayawati would be sworn in. “The Union Cabinet has already recommended to end President’s rule and now only the assent of President K.R. Narayanan is required for it,’’ he said. Mr Shastri said the oath ceremony would be held at the lawns of Raj Bhawan as requested by the BSP-BJP leaders.

Turmoil in LS over Aiyer’s remarks New Delhi, April 30 Trouble erupted soon after Mr Vaiko, participating in the debate on Gujarat violence, alleged that many Congress people had instigated the riots in the aftermath of the assassination of Indira Gandhi. He also cited a newspaper report headlined “Congress hand suspected” in Godhra carnage. Objecting to Vaiko’s charge, Mr Aiyer made some remarks about the MDMK leader to which members of the treasury bench took serious objection. This led to members of both sides of the divide levelling charges and counter-charges. Amid the pandemonium, Youth Affairs and Sports Minister and firebrand BJP leader Uma Bharati demanded that Mr Aiyer be asked to apologise even as Home Minister L.K. Advani observed that the remarks made by the Congress member were not just unparliamentary. Anyone making such remarks should himself apologise, he said.

RSS blames ‘vested interests’ for riots New Delhi, April 30 Talking to TNS here, he said violence was not ending in the state because some people were not interested in peace. Though he did not name the vested interests spreading disharmony, the RSS leadership was apparently satisfied with the work of Gujarat Chief Minister Narendra Modi in handling the post-Godhra riots in the state. While releasing “Parasmani,” a book on the life of RSS founder Dr K.B. Hedgewar last night, Mr Sudarshan said all people living in India, irrespective of their faith, should feel for the country. He said minorities should take pride in the “common heritage’’ of the country and share the respect and feelings of the majority community towards the motherland. The RSS chief said despite disagreement with Mahatma Gandhi on certain issues, Dr Hedgewar took part in the freedom struggle and went to jail. He said Dr Hedgewar was not satisfied with the Congress tolerating the rude comments of certain prominent minority community leaders as also “under-reporting” of the Malabar riots. The book, written by Dr Shubhangi Bhadbhade, has been translated from Marathi into Hindi by Dr Hema Jawedkar. Mr Prabhat and Ms Kumud Sharma from Prabhat Prakashan, who have published the book, gave a overview of the work. Among those present were BJP leader K.R. Malkani and several RSS leaders. |
Good governance antidote
to rights violation: NHRC New Delhi, April 30 Addressing Chief Secretaries and Directors-General of Police here on Tuesday, NHRC Chairperson Justice J.S. Verma said that good governance was the only answer to the violation or threat of violation to human rights. The main agenda of the meeting was to review the action taken by the state governments on issues pertaining to human rights and gain an insight into the experiences and problems being faced by the states. Elaborating the role of the Commission as that of a facilitator, Justice Verma called upon all state governments to practice good and humane governance. He stressed the need for an integrated approach for achieving the aforesaid goal. All states and UTs were represented at the day-long meeting. The participants expressed views on the functioning of Human Right cells set up in all states, Special Area Security Acts/Bills, atrocities on minorities and SCs/STs, compliance with directions on the payment of compensation, disciplinary action directed by the Commission, human rights situation and overcrowding in jails, regular inspection of jails, condition of mentally- ill prisoners and custodial deaths and rape were the issues which formed the agenda. Other issues that came up during the discussion were manual scavenging, problems of Denotified Tribes and Nomadic Tribes, state-wise review of child labour/bonded labour situation by the NHRC, disability related human right issues, action research on child marriages/registration of marriages, sexual harassment of women at work places, rights of the mentally-ill and state of mental hospitals, training of police and judicial officers and prison administrators, inclusion of subjects on Human Rights in the in-service course of all training institutions under the state governments. |
Amarinder ridicules NDA plan New Delhi, April 30 Reacting to yesterday’s decision of the National Democratic Alliance to send a delegation to Punjab following complaints made by former Punjab Chief Minister Parkash Singh Badal about the “police raj” in the state. Capt Amarinder Singh said people of Punjab were never so happy as they were today. Asked why the state government had ordered a probe by a retired judge into the “misdeeds” of the previous government and not by a sitting judge as promised by the party earlier, Capt Amarinder Singh said the high court was short of judges and there was no way a sitting judge could have been spared. The Chief Minister, who met the Planning Commission Deputy Chairman K.C. Pant today, described the meeting as a “courtesy call”, he said. |

DMK MLAs evicted over Cauvery row
Chennai, April 30 The order for eviction, given by Speaker K Kalimuthu, was also in the wake of Deputy Leader of the Opposition Durai Murugan making a bid to deflect the official charges. The eviction of the members, the second in a week’s time, came in the wake of the Opposition party boycotting the proceedings yesterday, which led to the government-DMK confrontation taking a new low in the Assembly. Mr Murugan and his fellow party members stood up ignoring repeated directions from the chair to resume their seats. At this, the Speaker called the marshals to evict the 19 DMK members present in the House. The acrimonious debate on the demand for grants for the Public Works Department saw anguished members of the CPM and the CPI walking out of the House, protesting against the confrontation between the government and the main Opposition party on the Cauvery issue. Trouble started when Mr Panneerselvam made a cool allegation about the betrayal by Mr Karunanidhi. At this, Mr Durai Murugan intervened to make a forceful defence of his party leader.

Warrants against Reliance President stayed
New Delhi, April 30 Chief Metropolitan Magistrate Sangita Dhingra Sehgal, hearing the appeal for the cancellation of the warrants issued against Balasubramaniam, said he should surrender before the court on May 13, CBI sources said. Balasubramaniam and two other Reliance officials were named in the CBI complaint after the agency had recovered four sensitive secret documents pertaining to the Cabinet meetings in 1998. The court, after taking cognizance of the CBI complaint on April 5, had summoned Balasubramaniam, group Vice-President A.N. Sethuraman and Corporate Affairs General Manager Shaker Adawal to appear before the court yesterday. The bail application of Sethuraman and Adawal, who were remanded in judicial custody till May 13, would come up for hearing in the court of Additional Sessions Judge R. K. Gauba tomorrow. In its complaint, the CBI has charged Balasubramaniam, Sethuraman and Adawal of committing offences under Section 120-B (criminal conspiracy) read with Sections 5(4) and 5(2) of the Official Secrets Act and filed a separate charge against Balasubramaniam under Section 5(4) read with 5(2) of the Official Secrets Act. NORTH INDIA IN PARLIAMENT New Delhi, April 30 In the current financial year, no proposal for the state has been received till date. In the last two financial years, i.e. 2000-01 and 20001-02, a total number of 15 FDI proposals involving investment intentions worth Rs 32.35 crore were approved, the Minister said. Various representative organisations of the Kashmiri Pandits have indicated willingness, from time-to-time, for rehabilitation in the valley, the Minister of State of Home Affairs Chaudhary Vidyasagar Rao told the Lok Sabha in a written reply today. The Jammu and Kashmir state government’s sub-committee comprising Ministers of J&K has prepared an Action Plan for the return and rehabilitation of Kashmiri migrants involving a total amount of Rs 2589.73 crore to enable Kashmiri migrants, comprising 1.25 lakh persons, at present residing in Jammu, Delhi and other states/UTs to return to the valley. The Action Plan is to be implemented in phases in areas where clusters of migrants’ houses were available and where security was provided already, the Minister said. As indicated by the state government of Jammu and Kashmir, to begin with, 166 houses forming 15 clusters had been identified in Srinagar and Badgam districts which are considered safe for the return of the owners of these houses, the Minister said. The list of these clusters was published in newspapers and steps were taken to identify the families and seek their willingness to return to their homes. Nearly 50 families which were contacted personally for giving consent for return to the valley on the basis of the package announced by the Government. Interaction meetings with some of these families were also held but none of the families has agreed to retrun to the valley so far, the Minister said. The Union Minister of State of Petroleum and Natural Gas, Santosh Kumar Gangowar, today told the Rajya Sabha that construction work of Guru Gobind Singh Oil Refinery at Bathinda in Punjab was not likely to suffer in the near future. An amount of Rs 184 crore up to March 21, 2002, had been spent on it, the minister said. |
India rejects EU demarche New Delhi, April 30 ‘’We are surprised at the EUs insistence on making this (Gujarat) an issue of public controversy. We reject interference in our internal affairs by the EU or any other country through media leaks and slanted comments by unidentified foreign diplomats,’’ a Ministry of External Affairs spokesperson said. The spokesperson was commenting on Spanish Ambassador Don Alberto Escudero press remarks that the EU’s position on Gujarat was made clear to Indian Ambassador to Spain Dilip Lahiri. Spain at present has the EU’s rotating presidency.

Lakhubhai case: final arguments on June 6 New Delhi, April 30 Special judge R.K. Gauba said the final arguments in the case would start on June 6, if Chandraswami failed to persuade a defence witness, former US Congressman Mervyn M. Dymally, to come to India for deposition. Senior counsel Rajinder Singh, appearing for Chandraswami and Aggarwal, pleaded that Dymally would be persuaded to come to India in the intervening period. In another application filed before the special judge earlier, Dymally had said he did not know complainant Lakhubhai Pathak. Pathak had alleged that Narasimha Rao, Chandraswami and Aggarwal had cheated him of 100,000 dollars on the pretext of providing him a newsprint and paper pulp contract in India in 1983.
