The Sessions court today sentenced Abdul Rauf Dawood Merchant alias Rauf Raja, an alleged hitman of the Abu Salem gang, to a life with 10 years’ rigorous imprisonment and rejected prosecution’s plea for death penalty following his conviction last week for gunning down music baron Gulshan Kumar here on August 12, 1997.

Life term for Gulshan Kumar’s killer
Case not of extreme brutality: court

Mumbai, April 29
The Sessions court today sentenced Abdul Rauf Dawood Merchant alias Rauf Raja, an alleged hitman of the Abu Salem gang, to a life with 10 years’ rigorous imprisonment and rejected prosecution’s plea for death penalty following his conviction last week for gunning down music baron Gulshan Kumar here on August 12, 1997.

Concluding the trial, Additional Sessions Judge M.L. Tahiliyani who last Friday acquitted 18 other accused in the case awarded life term to the gunman on two counts of killing Gulshan Kumar and attempting to murder the victim’s driver Roop Lal.

It was not a case of extreme brutality and prosecution had failed to prove either the alleged hatching of conspiracy for the murder or contract put out for the killing of Gulshan Kumar, Judge Tahiliyani ruled, turning down a plea by Special Public Prosecutor Ujwal Nikam for capital punishment.

Prosecutor Nikam told reporters that he would advise the Maharashtra government to contest the order in the Mumbai High Court and press for death penalty to the gunman.

“There are no coherent evidences that this is a case of contract killing,” Judge Tahiliyani observed in his order. The prosecution charge sheet had alleged that prime accused Ramesh Taurani, owner of Tips Cassette Industries (who was acquitted last week), had paid Rs 25 lakh to gulf-based underworld don Abu Salem for the killing of the T-series company owner due to professional rivalry. BJP begins with party’s reorganisation

The Bharatiya Janata Party, today, in what appears to be a move towards major organisational shake-up changed the in charges of various states, taking away all states from senior Vice-President Kailashpati Mishra.

While today’s organisational changes are the mere beginning. BJP high command, as indicated in Panjim this month by Union Home Minister L.K. Advani, is going to affect major changes in the Union cabinet as well as in party set-up.

In this exercise, many ministers may be given party work and many party MPs are may be inducted as ministers.

Two high profile union ministers are likely to be drafted for party work.

Names of Law and Justice Ministers Arun Jaitley, Rural Development Minister M. Venkaiah Naidu, Information and Broadcasting Minister Sushma Swaraj and Minister for Parliamentary Affairs Pramod Mahajan are being mentioned to be considered for party work.

Mr Mishra, who had been looking after the party’s work in Orissa, Bihar, Jharkhand and West Bengal, may eventually be relieved from party work as his states have already been allotted to Dr Sanjay Paswan (Orissa), Ms Maya Singh (Bihar), Dr Devendra Pradhan (Jharkhand) and Mr Devadas Apte (West Bengal).

Similarly, BJP’s Delhi leader O.P. Kohli, who was in charge of Punjab, Haryana, Jammu and Kashmir would now be entrusted with Himachal and Jammu and Kashmir.

Madhya Pradesh which earlier was looked after by Vice-President Madan Lal Khurana now would be under the charge of Mr Arun Sathe. Mr Padmanabhacharya, who was in charge of North-Eastern states now had been confined to Kerala and Lakshadweep and the North-eastern States had been brought under the charge of Mr V Satish.

Privilege motion against PM rejected

A notice of privilege motion by the Rashtriya Janata Dal against Prime Minister Atal Behari Vajpayee for his reported remarks on the admission of a censure motion on Gujarat was rejected today by the Lok Sabha Deputy Speaker, Mr P.M. Sayeed.

An RJD leader, Mr Raghuvansh Prasad Singh, had given the notice last week saying that Mr Vajpayee terming as “unfortunate” Mr Sayeed’s ruling admitting the Opposition censure motion was a “fit case” for the privilege motion against him.

The Deputy Speaker, in his observation, said Mr Vajpayee had written to him that he had not made such a remark against the Chair. “In view of his denial, we treat the matter as closed,” he said.

Parliamentary Affairs Minister Pramod Mahajan said there was no point in pursuing the matter as the Prime Minister had categorically denied the charge.

Badal’s link with Sidhu being investigated: CM

Punjab Chief Minister Amarinder Singh today said that no politician, including former Chief Minister Parkash Singh Badal, would be spared if they are found to have links with Punjab Public Service Commission (PPSC) Chairman Ravinder Pal Singh Sidhu.

Saying that Mr Badal’s possible association with Sidhu was being investigated Capt Amarinder Singh added, “It is very unlikely that Mr Badal did not know what was going on. Investigations are on to ascertain whether Mr Badal had some share in the monetary benefits derived by Sidhu.”

Asked whether the then Chief Minister (during the previous Congress regime) could be held responsible for clearing Sidhu’s appointment, Capt Amarinder Singh said, “you cannot blame the Chief Minister during whose time the appointment took place.”

“Instead, the Chief Minister (Mr Badal) during whose tenure he flourished should be held responsible,” he said.

Denying that the ongoing raids were motivated by ‘political witch-hunting’, he said, “The raids were a result of the people’s mandate. I do not agree to the allegation of political witch-hunting being the reason behind our anti-corruption drive.” The Chief Minister during his visit also met the Union Minister of Tourism and Culture, Mr Jagmohan.

The union minister agreed to give the required funds to Punjab to maintain and develop its selected historical and religious monuments, including the Khalsa Heritage Complex at Anandpur Sahib.

National security above freedom of Press’

The Information and Broadcasting Minister, Ms Sushma Swaraj, today said the independence of the Press should not take precedence over the security of the nation.

Responding to supplementaries in the Rajya Sabha on the role of media in communal riots in Gujarat, Ms Swaraj said, “in situations involving communal flare-up, there are always diverse opinions on the impact of media reporting.”

The minister said that media was not controlled by the government but functioned within the guidelines framed by the Press Council of India (PCI). There was, however, divided opinion among the members on the role that media played in flaring up of the communal situation in Gujarat.

Mr Jibon Roy observed that media had played a patriotic role in its reportage in Gujarat. He, along with Mr Prem Chand Gupta and others, wanted to know whether it was the government’s intention to place restrictions on the Press.

Nangal-Una-Talwara rail line sanctioned

The Dal Lake has been identified as one of the 10 lakes for conservation and management under the National Lake Conservation Plan, the Minister of Environment and Forests, Mr T.R. Baalu, told the Lok Sabha in a written reply today.

A project proposal for the conservation of Dal and Naging lakes has been prepared with the consent of the state government of Jammu and Kashmir, the minister told the House.

The projects for laying rail line from Kalka to Parwanoo and for Nangal-Una-Talwara rail line have been sanctioned, the Minister of State of Paliamentary Affairs, Mr O. Rajagopal told the Rajya Sabha in a written reply today.

The final location survey for rail between Kalka and Parwanoo has been completed and land acquisition papers have been submitted to the state government. An outlay of Rs 4.05 crore has been proposed for this work in the budget 2002-03, the minister said.

The first phase from the Nangal dam to Una has been commissioned. The work is in progress in second phase from Una to Churaru Takrala (16 km) where earthwork and bridges are in progress. An outlay of Rs 10 crore has been proposed for this work in the budget 2002-03, the minister told the House.

RS considering privilege motion against Modi

A privilege motion against Gujarat Chief Minister Narendra Modi is under the consideration of the Rajya Sabha.

Chairman Krishan Kant today said Congress member Suresh Pachouri’s plea to move a privilege motion in the House against Gujarat Chief Minister Narendra Modi was being considered.

Mr Pachouri raised the issue of privilege motion against Mr Modi during zero hour for his alleged remarks that violence in Gujarat would continue as long as Opposition leaders in Parliament make critical observations on the communal violence in the state.

The issue was snowballing into a major controversy in the House when the Chairman intervened and informed the member that his request was being considered.

Cong behind UP deal : SP

Samajwadi Party General Secretary Amar Singh today held the Congress responsible for the BSP-BJP alliance in Uttar Pradesh and alleged that senior Congress leader from Andhra Pradesh Chinta Mohan was instrumental in finalising the deal.

Talking to newsmen after SP Parliamentary Party meeting here, he described the Uttar Pradesh alliance as “oppurtunistic” and “unholy” and said the Congress was responsible for this “undemocratic” move. He said “we have the proof that Mr Mohan was behind the Uttar Pradesh tie-up” and added that the Congress leader had been very close to BSP supremo Kanshi Ram.

Mr Amar Singh said the BSP-BJP alliance would not have been through had the Congress supported his party in Uttar Pradesh. “By denying us the support, the Congress has strengthened the communal forces. UNI

Panel raps govt on Sukhoi planes

Ahead of next month’s proposed delivery of upgraded version of 10 Sukhoi-30 warplanes, a parliamentary committee today rapped the Government for “taking an uncertain route” of joint development which had proved to be delay-prone and significantly complex.

The delayed induction of the upgraded version of SU-30 MK1 had afflicted not only operational equation of the IAF but also led to additional financial burden of cost of 9.82 million (US), a report of the Public Accounts Committee (PAC) tabled in Parliament said.

Two accused in the Anjana Mishra gang rape case were today sentenced to life imprisonment by the Sessions Judge, Khurda.

Pronouncing the judgment, the judge, Mr Mahendranath Patnaik, also sentenced Pradip Sahu, alias Padia, and Dhirendra Mohanty, alias Tuna, to 10 years’ rigorous imprisonment and fined them Rs 5000 each or six months rigorous imprisonment in lieu thereof on the charge of kidnapping Anjana, estranged wife of an Indian Forest Service Officer. 15 KILLED IN ROAD ACCIDENT
RANCHI:
At least 15 members of a marriage party were killed and 12 injured when a truck met with an accident on the Ranchi-Daltonganj road in Jharkhand’s Latehar district on Sunday, official sources said on Monday. The dead, including four women and two children, were travelling in the truck to Alagdiha from Eitha when the driver lost control of the vehicle while taking a turn. Six of the injured were admitted to Rajendra Medical College while the rest were undergoing treatment at the Chandwa Primary Health Centre. UNI

AIR MARSHAL NIGAM TO TAKE CHARGE OF HQMC
NAGPUR:
Air Marshal D.C. Nigam will be the new Air Officer Commanding-in-Chief of the Headquarters Maintenance Command (HQMC), the largest command of the Indian Air Force. He succeeds Air Marshal S.S. Gupta, the seniormost officer of the IAF who is due for retirement on Tuesday. Air Marshal Nigam will take over on Wednesday. PTI

DILEEP PADGAONKAR HONOURED

France’s most prestigious honour, “Legion d’Honneur”, has been bestowed on veteran journalist Dileep Padgaonkar, who has written extensively on French politics. The honour has been bestowed by French President Jacques Chirac, through a presidential decree. Padgaonkar, Executive Managing Editor of the Times of India, is a member of the India-France Forum, a non-official body set up by the two countries to suggest initiatives to further strengthen bilateral ties.
