The District Consumer Forum here has directed the Life Insurance Corporation to pay Rs 2 lakh to the widow of a person who died of heart attack. The forum has also directed to pay Rs 2,000 as compensation to the complainant for causing her harassment and mental agony.

Deputy Commissioner Harpal Singh Malik has urged farmers to bring their produce directly to mandis to get the official price and not sell it to mediators. Speaking at an open darbar he said, “Several farmers sell their produce to mediators who do not pay appropriate amount and exploit them”. 

Panchayat Secy held for taking bribe
Jind, April 19
Rajesh Kumar, Panchayat Secretary of Ramgarh village, was arrested on Thursday on the charge of taking bribe from Pradeep of the same village. In a complaint lodged by Pradeep, it was alleged that Rajesh Kumar had demanded bribe for forwarding a resolution to the Deputy Excise and Taxation Officer regarding opening of a liquor vend in the village.

SC orders status quo on HCS appointments

The Haryana Government’s move to get at least 11 HCS officers demoted through the Haryana Civil Services (Executive Branch) and Allied Services and Other Services Common/Combined Examination Act, 2002, suffered a reverse as the Supreme Court ordered status quo after issuing notice of motion to the government.

The writ was preferred by Mr Sujan Singh, Mr Pushpinder Chauhan and Mr Pradeep Godara who had joined the HCS only last month on the strength of orders and directions from courts obtained by them.

The applicants moved the petition through their counsel, Mr Mahavir Singh, under Article 32 of the Constitution with a prayer to the apex court to issue an appropriate writ, order or directions to declare sub-section 2 of Section 1 of the proviso to sub-section 3 of Section 4 and Section 6 of the Haryana Civil Services (Executive Branch) and Allied Services and Other Services Common/Combined Examination Act, 2002, as ultra vires the Constitution being arbitrary, mala fide, unjust, unreasonable, unworkable, illegal and against the doctrine of the occupied field.

Mr Justice Rajinder Babu and Mr Justice B.N. Aggarwal, after hearing Mr Mahavir Singh, ordered status quo and issued notice of motion to the Haryana Government.

The officers facing demotion as a sequel to this Act include Mr Virender Singh Dahiya, District Transport Officer, Panipat, who is a son-in-law of the Town and Country Planning Minister, Mr Dhir Pal. Another officer is Mr Sandip Singh, Subdivisional Magistrate, Mahendragarh, who is the younger son of the Haryana Minister of State for Education, Mr Bahadur Singh.

The others affected by the Act, besides the petitioners, include Mr Dinesh Yadav, a relative of Ms Santosh Yadav, a former member of the Haryana Public Service Commission, Mr Ashok Garg and Mr Virender Singh Hooda.

The primary purpose of the Act was to put a bar on appointments beyond the number of advertised posts and its provisions were to become effective with retrospective effect from August 29, 1989.

In the case of Mr Virender Singh Hooda, the apex court had laid down that all those vacancies that had occurred in the HCS up to six months from the date of recommendation by the commission should be filled from the same selection, meaning thereby that those on the waiting list should be accommodated.

The apex court also held in November, 2000, in the case of Mr Sandip Singh that the vacancies in any particular service till the date of interview at least should be filled on the basis of the very same examination.

The petitioners did not get into the main HCS but were recruited to the allied services. Mr Varinder Singh Hooda had initially challenged any fresh recruitment saying that candidates on the waiting list must be taken first.

Decision on Modi BJP’s internal matter: CM

The INLD, an ally in the NDA Government, said today the decision on the fate of Gujarat Chief Minister Narendra Modi was an “internal matter of the BJP” even as it attacked the Congress of adopting “double standards”.

INLD President and Haryana Chief Minister Om Prakash Chautala said here that the whole nation was feeling sad over the violence in Gujarat.

“Whether a Hindu falls victim to communal violence or a Muslim, it is the son of the nation,” he said, adding that strong measures should be taken to crush the violence.

“As regards the demand for change of the Chief Minister of Gujarat, it is an internal matter of the BJP. It is for the BJP to see whether its Chief Minister follows the party’s policies or not,” he said after inaugurating a conference of the Chief Secretaries of northern states.

To a question on the Congress campaign to oust Mr Modi, Mr Chautala said that the party was adopting “double standards”. “Where was Sonia Gandhi when Sikhs were burnt alive in Delhi in 1984? Why were the dharnas not staged by the Congress then?” he said.

To a question on the national water policy, Mr Chautala said he had favoured it from the very beginning and requested the Central Government to formulate it so that the nation could get rid of floods and droughts and more and more electricity could be produced. — PTI

Arrest warrants against DFCS officials, millers

The Chief Judicial Magistrate, Mr Baljit Singh, here today issued arrest warrants against three Food and Civil Supplies Department officials and 18 local rice millers, following a request to the court made by Mr Mohinder Singh DSP, State Vigilance Bureau.

Officials and rice millers were booked under Sections 406, 409, 218, 467, 468, 471 and 120B, IPC and Section 13 (1D) of the Prevention of Corruption Act on June 21, last year for their alleged involvement in the paddy scam. Main accused Inspector Jai Singh Dahiya had already been arrested by the Vigilance Bureau on April 12 and is in judicial custody since then.

The DSP, Vigilance Bureau, in a statement before the court today said the state government had ordered an inquiry following reports of misappropriation in the purchase of paddy made by Food and Civil Supplies officials in connivance with some local rice millers in paddy season, 2000. During the investigation it came to light that department officials had not complied with the mandatory provisions of counter-signing the PR1 and H registers maintained by the Civil Supplies Department and the market committee, respectively.

Department officials showed the purchase of 44,308 quintals of paddy on November 6, 8 and 10, 2000, respectively, in connivance with some rice-millers and manipulated the department records and showed this paddy to have been purchased from the farmers, where as they had directly purchased the paddy at the rate varying between Rs 350 to Rs 400 per quintal much earlier in the beginning of the season and later sold the same to the government department at a higher rate of Rs 540 per quintal and thus caused a loss of Rs 73 lakh to the state exchequer.

The vigilance official further brought to the notice of the court that following the arrest of accused Inspector Jai Singh Dhaiya on April 12 other accused have gone underground and hence requested the court to order issue arrest warrant of Mr Jai Pal Singh, then DFSC, Mr J.C. Sharma, AFSO, Mr Suresh Kumar Sub Inspector, Food and Civil Supplies, Kaithal and 18 rice millers.

It is learnt that the court has fixed May 20 as the next date of hearing in this case.

LIC told to pay 2 lakh to widow

The District Consumer Forum here has directed the Life Insurance Corporation to pay Rs 2 lakh to the widow of a person who died of heart attack. The forum has also directed to pay Rs 2,000 as compensation to the complainant for causing her harassment and mental agony.

According to information, the forum passed these orders following a complaint filed before it on September 9, 1999, by Sohna Devi, widow of Tek Chand of Ramana Ramani village in the district.

The complainant had alleged that her husband had purchased a life insurance policy of Rs 2 lakh from the local branch of the LIC and he died following a heart attack on September 27, 1998, after paying three instalments of the premium.

Sohna Devi approached the LIC for the insurance claim but failing to get any response she filed a case before the forum. The LIC, however, said the claimant had not cooperated with it and did not provide relevant information. After hearing both parties, the forum directed the LIC to pay Rs 2 lakh and a cost of Rs 2,000 to the complainant.

In another case, the consumer forum has directed the Haryana Board of School Education and AVPH School Rasina to correct a discrepancy in the certificate of a student and issue him a new one within 60 days from the date of the order. Suresh Kumar, a student of Rasina village, had filed a complaint before the forum after failing to get the discrepancy removed.

Haryana plan to improve office services

Taking a cue from the Department of Higher Education, the Haryana Government has directed all heads of departments to introduce a new strategy to improve services to the public in their offices. While stating this here today, an official spokesman said the Higher Education Department had introduced a scheme under which every visitor to the office was given a feedback form by the receptionist to enable him or her to comment on the quality of service. The form could be filled in Hindi or English. Each such form was given a serial number which was entered against the name of the visitor who had to mention the name of the official he or she had interacted with and rate the official on certain parameters such as courtesy and politeness, quickness in attending to work, honesty, etc.

The spokesman said that the department heads had been directed that in every office there should be a designated place for officials to meet visitors and also ensure that the visitors did not meet very junior officials. The feedback forms would be put in a box which would be opened by a designated officer after office hours. The daily rating reports could be computerised and at the end of a fortnight, the summary of the feedback for each official concerned would be prepared and conveyed to the official.

The spokesman said in the case of adverse rating of any official, copies of the report would also be sent to the superior officer for providing guidance to the official for improvement in his dealing with the public.

Ambala railway division best overall

The Ambala railway division has won the Overall Best Performance Cup in Northern Railway.

The Divisional Railway Manager, Ambala Division, Mr Deepak Krishan, was the chief guest, while the Additional DRM, Mr B.K. Sonwane, presided over the function to mark the 47th railway week celebrations here today.

A cultural programme was presented by their Mandal Sanskritik Vibhag and the Bharat Scouts and Guides. A ghazal by Pooja and Shivanand and the song 'Gadi Bula Rahi Hai' was well received by the audience.

Speaking on the occasion, Mr Deepak Krishan said since its formation, the Ambala division has emerged as one of the important divisions of Northern Railway. It is serving five states and Chandigarh.

"The number of passengers carried has increased from 3.8 crore in 2000-01 to 3.9 crore in 2001-02. The originating loading has increased from 5.09 million tonne in 2000-01 to 7.19 million tonne in 2001-02, which is also the highest ever since the formation of the division. The total earning of the division during the financial year has been Rs 648 crore," he said.

In recognition of the work done during the last year, the division has been awarded five shields and a cup by the General Manager, Northern Railway. The running shields include the Accounts Shield, Electrical (General) Shield, Track Shield, Bridge Shield and Mechanical (C&W) Shield. In addition, a new cup for overall best performance for Northern Railway has been awarded to the Ambala division.

Divisional Railway Managers shields were also presented on the occasion. Besides honouring retired railway personnel, 220 staff were honoured for their meritorious work during 2001-02.

The General Manager Award winners include Mr D.K. Singh, Deputy S.S., Ambala Mr Sukhvinder Singh, Mr R.K. Gupta, DME, Mr Rajiv Kumar, DSTE, Mr Om Prakash Kuntal, CHI, Mr Kiran Gangman, Mr Sanjay Kumar, Mr Faqiran and Mr Sukhdev Singh Raj.

Among others, the Ambala Cantonment Station Manager, Mr Prem Prakash, received the Operating Shield and a group award for Ambala station, while the Assistant Divisional Cultural Officer, Mr Ashok Sharma, received a group award and a punctuality award.

Farmers urged to sell produce at market price

Deputy Commissioner Harpal Singh Malik has urged farmers to bring their produce directly to mandis to get the official price and not sell it to mediators.

Speaking at an open darbar he said, “Several farmers sell their produce to mediators who do not pay appropriate amount and exploit them”. This resulted in theft of market fee and sales tax and losses to the farmers as well as the government, he added.

Mr Malik said strict action would be taken against those who attempt to exploit the farmers. He also directed officials of the Public Health Department to ensure adequate water in village ponds to provide drinking water to livestock.

As many as 60 complaints were also heard in the darbar. The villagers from Devrala, Kharkadi Sohan Kharak Kalan and Sumra Khera demanded increased supply of retable water in view of the change in the weather.

Panchayat Secy held for taking bribe

Rajesh Kumar, Panchayat Secretary of Ramgarh village, was arrested on Thursday on the charge of taking bribe from Pradeep of the same village.

In a complaint lodged by Pradeep, it was alleged that Rajesh Kumar had demanded bribe for forwarding a resolution to the Deputy Excise and Taxation Officer regarding opening of a liquor vend in the village.

Following the complaint, Ms Hema Sharma, City Magistrate, Jind, and Mr Jagwant Singh Lamba, Deputy Superintendent of Police, conducted a raid and caught Rajesh Kumar red-handed while he was accepting a bribe of Rs 3000 from Pradeep. The police has also arrested Rajbir Singh, local Block Development and Panchayat Officer in this connection. A case has been registered under the Prevention of Corruption Act and under Section 120-B of the IPC.

Traffic aid centre inaugurated

Kurukshetra, April 19
Haryana Transport Minister Ashok Kumar Arora today inaugurated the newly setup Traffic Aid Centre (TAC) of the Haryana highway patrol at Samani in this district and flagged off 20 motor cycles with wireless network.

The Haryana highway patrol and road safety was set up last year with a view to regulating traffic and improving road safety on four major national highways (NH-1, 2, 8 and 10) passing through the state. Nineteen Traffic Aid Centres have been set up on these highways at a distance of approximately 10 km each. UNI

Wheat loan for Class IV staff

The Haryana Government has sanctioned an interest-free wheat loan of Rs 4,000 per person to Class IV employees.

While stating this here today, the Finance Minister, Mr Sampat Singh, said the advance would be recoverable in equal monthly instalments before the close of the current financial year.
