NJPC graft cases out
of cold storage Shimla, April 9 The Vigilance Department had registered four cases involving embezzlements and excess payment to the tune of Rs 1.82 crore in July 1999 on the complaint of Mr A.K.Singh, a Deputy Finance Manager of the Nathpa Jhakri Power Corporation. Mr V.K.Sharma, a General Manager, Mr Gopal Krishnan, Chief Vigilance Officer, and Mr Mohan Bagh, Senior Vigilance Officer, were booked in these cases on various charges. The three officers had even obtained anticipatory bail from the state high court. However, thereafter, the government developed cold feet in the matter. Not only that, the department was not granted permission to register some other cases which were of a more serious nature and involved larger amounts. The plea handed out was that since the NJPC was a joint sector company of the Centre and state, the government was considering to forward the cases to the Central Vigilance Commissioner. It was also said that the fresh scam unearthed by the Vigilance Department would also be sent to the CVC. Thereafter, not much happened and the cases remained in cold storage. It was only recently that the government had sent the cases to the Union Power Ministry to be handed over to the CBI for investigation. This was further likely to delay investigations, as the Power Ministry would take its own time in taking a decision. According to sources, the Central Vigilance Commissioner had taken a serious notice of the delay in investigation and asked the government to expedite the cases. Besides excess payment to contractors, cases of fake leave travel allowance claims by officers have also come to light. |
Corruption rampant in state:
Virbhadra Dharamsala, April 9 Mr Virbhadra Singh, while addressing a public meeting at Sulah, near Palampur, today said people were fed up with the hike in power, water and user charges in hospitals. “Within a week after assuming power we will lift the user charges in government hospitals and reduce the hike in power and water tariff”, he announced. He said people were fed up with the anti-people policies of the government and rampant corruption in the state. Mr Virbhadra Singh, said after pursuing anti-people policies for four years, now the government was trying to offer sops to the people to woo them in view of the Assembly elections due next year. “A government which has been termed corrupt by its own minister, Mr Shanta Kumar and ministerial colleagues of Mr Dhumal, has left no doubt in the minds of people about the image of the Himachal Government”, he said. The CLP leader, said Mr Dhumal had no following among the BJP workers in Kangra, as it was Mr Shanta Kumar, who was more respected within the party. “Having concentrated development works in Hamirpur district and ignoring all other areas, including Kangra, Mr Dhumal, it seemed was the Chief Minister of his home district only” he remarked. He added that the Subordinate Services Selection Board at Hamirpur had become a centre of corruption, where only those who either had money or political connections could get jobs. He said the BJP had tried to create a divide between people of the state on region, language and caste lines. He said funds were being concentrated in the areas where already a lot of progress had been made. He said even the government machinery had been completely politicised. Addressing the well-attended meeting the All India Mahila Congress President, Mrs Chandresh Kumari, said Mr Virbhadra Singh had the blessings of AICC chief, Mrs Sonia Gandhi to undertake a public awareness campaign in the state to expose the misdeeds of the Dhumal regime. She said she along with other leaders would assist Mr Virbhadra Singh, in his mission to oust the corrupt BJP-HVC regime. She said the person who had the support of the people of Himachal and had a wide base would become the Chief Minister. Senior Congress leaders, including former Speaker, Mr Kaul Singh Thakur, former ministers, Mr Chander Kumar, Mr B.B.L. Butail, Mr Sujan Singh Pathania, former MLA Mr Ranjit Bakshi and Mr Yog Raj attended the public meeting organised by PCC delegates and Congress candidate from Sulah, Mr Jagjivan Pal.

BJP promises overhaul of MC Shimla, April 9 Stating this at a press conference, Mr Jaikrishan Sharma, the state BJP chief said the Congress which had been ruling the corporation for the past 16 years had failed miserably on the development front. It had not been able to properly maintain the existing civic amenities. A large chunk of the funds placed at its disposal had remained unutilised. It had not even cleared its power and water charges. The Congress councillors wasted their time and energy in settling their personal scores instead of working for strengthening the basic amenities He said the BJP would change all this and make the corporation an effective tool for improving the quality of life in the erstwhile summer capital of the country. It had prepared an integrated plan to develop the city into a model hill station. He was confident that the employees who played a decisive role in the elections, would support the BJP as the Dhumal government had done a lot for them. For instance the wages of home guards daily paid workers and several other categories of staff had increased, stamp duty on house building loan raised by employees from banks had been waived and ration money had been granted to police personnel. Besides, the party had also taken care of the problem being faced by the bona fide non-agriculturists Himachalis in acquiring lands. Mr Jaikrishan Sharma said a 15-member committee had been set up to guide the poll compaign. Headed by Mr Suresh Bhardwaj, vice president of the party the party had Mr Maheshwar Singh, Mr Suresh Chandel and Mr Kirpal Parmar all MPs, Mr J.P. Nadda, Mr Narinder Bragta and Mr Roop Das Kashyap, all ministers, Mr Ramswaroop, organinising secretary, Mr Ganesh Dut, Vice Chairman, State housing board. Mr Khushi Ram Balnatah, Vice Chairman, HRTC, Mrs Shyama Sharma, Vice Chairperson, state Planning Board, Mrs Veena Thakur, President state Mahila Morcha, Mr Rakesh Verma, Ex-MLA and Mr Ashok Sood. The election manifesto will be prepared by four-member committee comprising Mr Suresh Bhardwaj, Mr Ganesh Dut, Mr Rakesh Verma and Mr K.N. Lal. |
Resettlement courses for ex-servicemen Hamirpur, April 9 In a statement here today, Dr B.D. Dogra, Director of the board, said the department was also starting re-settlement courses for the ex-servicemen and their families. These persons were free to send their names for such courses to the Directorate. He said the Army Welfare Education Society had launched a website of sainik schools and Army public schools and it was examining a proposal to start on-line admission in the schools. The website is named as www.awesonline, org. Dr Dogra said the Union Government had decided to give a cash relief of Rs 1 lakh to all such ex-servicemen of the state who were declared unfit and but out of service due to any injury between August 15,1947 to April 1999. He said in case of death of such persons, the grant would be made available to their next of kins. |
Suraj Bhan highlights role of woman
power Nahan, April 9 He said India is a religious country and besides saints and sages, women are credited with the distinction of upholding religious and cultural traditions. He emphasised on restoring the dignity and honour of women and added that our country is referred to as motherland in acceptance of the immense woman power. Speaking of gender bias in the society, he said stress should be laid on bringing an attitudinal change in the society towards women for ending discrimination. He said practices such as dowry, child marriage and female foeticide should be stopped. He stressed the need to sensitise the society towards the problems faced by women. Kumari Indu

men Shimla, April 9 Addressing a press conference here today he said there was slogan shouting by supporters of those who were denied the party ticket. He said Congressmen could not go to the extent of attacking each other on such an issues. He identified the two attackers Maheshwar Chauhan and Dharampal and said he had filed a complaint with the Boileauganj police. He said he was receiving threats on the telephone for the past two days and he had informed the police about it. He demanded immediate action on his complaint. Mr Naresh Chauhan, spokesperson for the Youth Congress who was also present at the press conference said the persons who had attacked Mr Sukhwinder Singh at Peterhof, again confronted them along with a group of about 30 youth near Khalini the same evening. However, they avoided them to present a clash. He admitted that Mr Prithvi Vikram Sen, a brother-in-law of CLP leader Mr Virbhadra Singh, was also with them. Mr Sukhwinder Singh, however, said the FIR lodged by Mr Sen against him and other youth Congress leaders was an internal matter of the party and it would be sorted out. |
Arrest of Hurriyat leader flayed Kangra, April 9 Mr Charak was talking to mediapersons at Dehra in the district yesterday on the occasion of the 463rd anniversary of Maharana Partap. He said the situation was deteriorating everyday in Jammu region where the militants had a free hand. Mr Charak demanded that the administration of Jammu should be made accountable for the increase in militant activities in the state. He said the militants, on the behest of Pakistan, were
targeting people of a particular community in Jammu to create communal tension. He said that Pakistan was trying to destabilise the economy of Jammu which depends on 60 lakh pilgrims visiting the state annually to Vaishno Devi. He also condemned the attack on Raghunath Temple. He demanded that Governor’s rule be imposed in Jammu and Kashmir before state goes to Assembly elections. |

Narang, Member, Administration, HPSEB, takes over as Member, Finance and Accounts. Mr J.S. Rana, Deputy Commissioner, Bilaspur, who was under transfer as Managing Director of the Himachal Road Transport Corporation, now goes as Member, Administration, HPSEB. Mr Sudripto Roy, Commissioner-cum-Secretary, Education, has been given the additional charge of Technical Education. The transfer of Mrs Manisha Nanda, Director of Transport, has been cancelled.

Errors in B.Com (III) paper of
HPU Chamba, April 9 Similarly, in question no VIII, there are certain mistakes. In the Hindi version the value of opening stock in the profit and loss account has been shown as Rs 80,000, but in the English version it is Rs 30,000. Likewise, in the same question, net profit is Rupees 20,000 in Hindi and Rupees 3,50,000 in English. Moreover, in the same question, an entry of patents rights purchased for Rs 1,20,000 has been shown in the profit and loss account in the Hindi version, but there is no such entry in the English version. Students of B.Com (III) have urged the university authorities to award grace marks of 40 to compensate for the errors. |
Errors in BA II English paper Hamirpur, April 9 However, there were two mistakes in this year’s paper. In question number one, nothing had been mentioned about the question that was to be solved by the students. In fact, they were to write a precise of the story. Similarly, there were many spelling mistakes in question number four of the paper. |
