Bal Ashram at Kalehali, 14 km from here, is in a mess. A visit to the ashram revealed that there are 21 beds in three rooms for 46 inmates. Warden of the ashram Mr Anil Sharma claims that inmates had been given four rooms out of total 11 rooms, but of these one room is being used either by the staff or the warden.

27pilgrims hurt in road mishap

As many as 27 persons were injured, five of them seriously, when a truck carrying devotees from the Joharji fair rolled down a gorge at Bareri village, about 25 km from Barotiwala, today. While the five seriously injured have been referred to the PGI at Chandigarh, four others have been shifted to Nalagarh Hospital.

NJPC, board staff sign pact

The vexed issue of equivalence of seconded staff of the state power board and the direct recruitments in the Nathpa Jhakri Power Corporation was resolved today following an agreement between the management of the corporation and the various employees’ associations.

The issue had been hanging fire ever since the corporation came into being a decade ago. The new terms of equivalence to be applicable to the 1200-strong board staff on secondment with corporation with effect from April 1,2001, would help around 150 non-executive level employees to get elevated to the executive supervisory categories.

As per the agreement all regular employees of the board on secondment to the NJPC will be considered as on deputation from April 1,2001, for three years or till the completion of the Nathpa Jhakri Power project, which ever is earlier. These employees will continue to draw the basic pay and DA of their parent department and will be paid deputation allowance in accordance with the government rules. In addition to this certain allowances and perks payable to NJPC employees have been extended to the deputationists also.

In terms of the equivalence of the board employees on deputation an entry-level assistant engineer with an experience of four years, a junior engineer (diploma holder) with nine years, a head draftsman with six years and any chief head draftsman and superintendent grade-II with graduation with nine years will be equated with EI level of the NJPC. At the higher levels assistant engineers and assistant engineer (AE) with four to seven years’ experience will be in E2, with seven to 10 year in E3 and above 10 years will be in E4 levels.

A senior executive engineer up to two years’ and assistant engineer with 16 years’ experience and having scale of SE will be placed at the managerial level (E5).

Additional superintending engineers and senior Xens with more than two years experience who are graduate engineers and have minimum service of 20 years as an AE, will be in E6 (Senior Manager) level. Superintending Engineers up to four years of experience fall in E7 (Deputy General Manager) and those with more than four years will be equated with E7A (additional general manager) level.

Any chief engineer will be placed in the category of E8 (general manager) in the NJPC certain levels of non-technical executives of the board also get equated from E1 to E4 levels.

Around 720 employees of the HPSEB have been placed at the workmen levels on deputation on equivalent terms. The levels of deputationists will get upgraded once in a year after due assessment by a committee with regard to the vacancy position and job requirements.

Shanta’s remarks on CM personal: MLA

Terming the adverse remarks on the performance of the Dhumal government by Mr Shanta Kumar as his viewpoint, MLA and Chairman of the HPTDC, Rakesh Pathania, said today that the development work done by the Chief Minister speaks volumes of the functioning of the BJP-HVC regime.

Addressing a press conference here, Mr Pathania, a staunch Dhumal loyalist, came out in the defence of the Chief Minister but refrained from directly criticising Mr Shanta Kumar. He said the remarks made by Mr Shanta Kumar could be his personal opinion but the performance of the Dhumal regime had been lauded even by the Prime Minister, Mr Atal Behari Vajpayee, during his visit to Shimla.

When asked about the matter being taken up by the political bosses in Delhi, he said the high command had already taken note of the remarks of Mr Shanta Kumar. Though, Mr Pathania tried to put the entire blame on the Congress for misleading the public and creating a negative atmosphere against Mr Dhumal, he desisted from being drawn into a controversy over Mr Shanta Kumar’s remarks.

Ever since Mr Shanta Kumar has put a question mark on the performance of the Dhumal regime, the loyalists of the Chief Minister have launched an attack on the Union Minister. “ There is no controversy over the leadership issue in the BJP as it is only Mr Dhumal alone who should be credited with the financial help he has been able to get from the Centre,” he remarked.

Mr Pathania tried to shift the focus on the Congress infighting. “Instead of worrying about the BJP, I want to advise the Congressmen to set their own house in order as their HPCC chief and CLP leader do not see eye to eye, which was evident during the Assembly session,” he remarked.

Mr Pathania urged the Chief Minister to declare Nurpur a separate district.

HVC to go it alone in Shimla MC poll

In what appears to be a prelude to the Assembly poll, the BJP coalition partner, Himachal Vikas Congress, today decided to go it alone in the Shimla Municipal Corporation poll.

The BJP and HVC had contested all elections in alliance ever since the two joined hands to form the government in the wake of a hung Assembly. This is the first time that the two will be facing each other in the electoral arena alongside the Congress and the Him Lok Tantrik Morcha.

Mr Vijay Joshi, working president of the HVC, maintained that contesting corporation poll alone does not mean break up of the alliance. The party had extended support to the Dhumal government for five years and it would fulfil its commitment. However, it would keep all options open for the next Assembly poll.

Meanwhile, Mr Joshi released the manifesto of the party and the first list of 13 candidates. It has promised to make Shimla clean, ensure water supply twice a day, provide better roads to all colonies, introduce single-window clearance for building plans and built houses for the weaker sections and minorities.

The party cleared the name of Mr Lakshya Thakur from Bharari (ward No. 1), Mr Dev Raj from Kaithu (ward No. 4), Mrs Santosh Kaushal from Boileauganj-Chakkar (ward No. 7), Mr Kuldeep from Nabha (ward No. 9), Mrs Shanta Jaswal from Phagli (ward No. 10), Mr Vijay Kumar from Krishna Nagar (ward No. 11), Mr Ravi Giri from Mall Road (ward No. 13), Mr Karam Chand Bhatia from Sabzi Mandi (ward No. 14), Mrs Sharan Jeet Kaur from Auckland (ward No. 15), Mr Surender Gill, Advocate from Jakhoo (ward No. 16), Mrs Prem Mehta from Bain Mour (ward No. 17), Mr Nirmal Khajuriya from Khalini (ward No. 19) and Mrs Kamlesh Lakhanpal from Chhotta Shimla (ward No. 21).

12 file papers for MC poll

While the major political parties are yet to finalise the candidates for the local municipal poll, Mrs Jaini Prem, Mayor, and Mr Shashi Sekhar filed their nominations today.

While Mrs Prem, who represents the Annandale ward, had filed nomination from Comeli Bank (Ward No. 5), Mr Sekhar has shifted to Phagli (Ward No. 10) from Nabha, which he is presently representing. It is pertinent to mention that the Congress state election committee will be meeting here tomorrow for deciding the candidates.

Seven other candidates have also filed nomination. With this 12 nominations have been filed for the 24 wards for far.

Wildflower Hall row proves costly

The dispute between East India Hotels Company (EIH) of the Oberoi group and the state government over Wildflower Hall could result in substantial financial losses to both the parties if prolonged.

While the EIH is incurring losses to the tune of Rs 2.5 lakh per day, the government is being deprived of luxury tax, which could range from Rs 25,000 to Rs 50,000. A spokesman of company said the “arm-twisting” tactics being used by the government and the “takeover drama was affecting business.

The company had completed the project at a cost of Rs 100 crore and 85 rooms had been constructed in the resort. However, the government has granted permission to make operational only 29 rooms. As such, the 56 remaining rooms would not be given to tourists.

The company was in control of the hotel, paying salaries of the employees and incurring all other expenditures, even though the government had claimed that it had taken it over, following the termination of the joint venture agreement. There was no government presence at the hotel, except for two employees, who looked visibly uncomfortable sitting at a table next to the front office manned by the staff of EIH.

They had little to do with routine working of the hotel.

The government had in the last hearing before the Company Law Board expressed willingness to walk out of the joint venture, provided the company agreed to pay Rs 20 crore to Rs 25 crore to it. The EIH had insisted that the property should be first evaluated by an independent agency. The government is expected to give its response on April 8.

Lecturers sore over selective retrenchment

Resentment prevails among members of the Himachal Government College Contract Lecturers Association over the selective retrenchment of lecturers on contract basis by the Education Department.

A spokesman of the association said many of those who had put in more than five years of service had been retrenched. In some cases even the stay orders of the state administrative tribunal had been ignored.

He pointed out that while contract lecturers in Government College, Rampur, and some other colleges had been retrenched, no such action had been taken at Government College, Karsog.

The association urged the government the review the decision and regularise at least those who had qualified the state entrance test and accommodate others as school lecturers so that they were not rendered jobless.

The Himachal Pradesh Government on Saturday clarified here that lecturers working on a contract basis would be relieved on the last working day of the colleges, before the start of summer vacation and re-engaged on the first day after reopening if the vacancy still existed.

Warden of the ashram Mr Anil Sharma claims that inmates had been given four rooms out of total 11 rooms, but of these one room is being used either by the staff or the warden.

The members of the local Rotary Club have requested the warden to provide more rooms for children by housing his office and residence in two rooms of the building. The warden, however, continues to use four rooms for office, store and residence. The store room has only one almirah with 10 files which can be adjusted in the warden’s office room and this room utilised by the children. The warden says he is entitled to two rooms for residence. The Ashram head office at Shimla, however, reported that warden was allowed only one room.

The sanitation in the ashram is deplorable. According to information, no safai karamchari has been appointed for the want of funds. Besides, there are only two toilets for inmates. The children, therefore, are forced to go to the riverside and use the same for this purpose. The inmates said they were not getting proper food. According to information, children were often forced to cook for themselves on the plea that they would learn cooking.

A Rs 13.85 crore project for rural development through mixed farming and diversification of agricultural has been sanctioned for Mandi district by the Centre. Deputy Commissioner, Jagdish Chander Sharma stated this here today while inaugurating a two-day workshop where 150 field officers are participating.

Experts from Bharat Agro-Industrial Foundation, Pune and Central Sericulture Dehra Dun will impart training in the latest techniques of agriculture, production of herbs, horticulture, sericulture, animal husbandry, floriculture etc.

The Deputy Commissioner said about 10 lakh hybrid mulberry plants would be raised in the district as basic infrastructure for rearing silk cocoons in the areas best suited climactically for them and where farmers were already producing silk. A plan has been drawn up for transferring new technology to the people through five service centres to be set up in areas climatically suitable for growing mulberry plants. The government would also construct 500 cocoon rearing huts to encourage poor farmers to take up silk production on large scale to help them earn more.

The Deputy Commissioner said the centrally sponsored project would remain in operation for five years and it had been envisaged to cover all the 42042 families living below the poverty line in the district.

He said thrust would be on upgrading the indigenous livestock for better milk yield through artificial insemination all over the district.

Armyman killed in Baramula

An Armyman, Sanjeev Kumar (26) laid down his life while fighting militants in Baramula district yesterday.

A son of a former pradhan of Tharu village, near Nagrota Bagwan, Sanjeev was a bachelor with a zeal to defend his motherland, said family sources today.

The mortal remains of the martyr are expected to reach his native village tomorrow and the last rites would be performed on Monday, they said.

A pal of gloom descended on Tharu after the news of his death reached the village this morning. Many youths could also be seen raising anti-Pakistan slogans.

27 pilgrims hurt in road mishap

Kasauli, April 6
As many as 27 persons were injured, five of them seriously, when a truck carrying devotees from the Joharji fair rolled down a gorge at Bareri village, about 25 km from Barotiwala, today. While the five seriously injured have been referred to the PGI at Chandigarh, four others have been shifted to Nalagarh Hospital.

The pilgrims who hails from Nawanshahr in Punjab were returning from the fair. The mishap occurred around 9 a.m. reportedly due to a snag in the brakes. Those admitted to the PGI have been identified as Rajkumar, Rajinder, Kamlesh, Sukhwinder and Chahan.

Locals who rushed to the spot and initiated rescue operations said the doctors at the Patta public health centre was more busy completing paper work of the injured rather than attend to them. According to eye-witnesses, it was difficult to lift the injured as there was no stretcher at the health centre.

Setting the tone for the local municipal corporation poll campaign the Him Lok Tantrik Morcha, a joint front of eight parties, yesterday demanded a CBI inquiry into the charges against the Dhumal government, which had crossed all limits.

The morcha had come out with specific allegation against the government and the Horticulture Minister, Mr Narinder Bragta, local MLA. It alleged that various hydel power projects, particularly, the 1000 mw Wangtoo-Karcham project, had been given to a private company on certain consideration. The Subordinate Selection Services Board had become a den of corruption.
