shifted Jammu, February 27 Effecting a major administrative shake up, the Jammu and Kashmir Government has ordered transfers and postings of 46 IAS and KAS (Kashmir Administrative Service) in the state.

Heavy Pak firing on Indian posts Jammu, February 27 During the past 24 hours, at least two Indian bunkers were partially damaged as a result of Pakistani shelling in Poonch sector. Field reports said the Indian troops retaliated using heavy-calibre weapons and artillery guns in which more than six Pakistani bunkers were destroyed across Poonch. Reports said at least two Pakistani soldiers were feared killed in the Indian retaliatory fire. While the Pakistani troops used small arms for hitting civilian houses and bunkers on this side of the international border in R.S. Pora, Samba, Arnia, Ramgarh and Hiranagar areas, they resorted to heavy-calibre weapon firing and shelling with automatic grenade launchers. About 15 grenades were fired with grenade launchers which hit some Indian bunkers. Defence Ministry sources, confirming these reports, said there was no casualty on “our side”. The source said heavy losses were inflicted on “enemy” troops. The sources said the Pakistani troops also resorted to small arms firing in the Siachen glacier area. Here also the Indian troops retaliated effectively. The Defence Ministry sources said the Pakistani troops had resorted to unprovoked firing and shelling either to keep the Kashmir issue alive or carve out infiltration routes for militants. The sources said in the past also Pakistani soldiers had resorted to heavy mortar shelling in Poonch and Rajouri sectors when they found that infiltration and arms smuggling had become almost impossible. The sources said since additional troops had been deployed on the LoC and the international border the Pakistani forces had failed to push into the Indian territory groups of militants who were waiting on the “launching pads” across the LoC in Poonch and Rajouri sectors. Meanwhile, the Indian troops carried out massive rescue operations under difficult conditions and saved five soldiers who had been buried under an avalanche in Hanif sub-sector in the Siachen area. In all six soldiers had been buried, of which one died on the spot. |
3 Hizb ultras gunned down Srinagar, February 27 An official spokesman said the security forces gunned down two Hizb militants, including a battalion commander Mohammad Maqbool Rather, alias Jehangir, at Check Seeri Pattan in Baramula district this morning. Two AK rifles, one pistol, 113 rounds of ammunition, two grenades and two wireless sets were seized. Later people pelted stones on a police station at Pattan and disrupted traffic on the highway for some time demanding that the bodies be handed over to them. Some police personnel, including Superintendent of Police Deepak Slathia, were injured in the incident. Shops and business establishments in the area remained closed in protest against the killings. Another Hizb militant Mohmmad Yousuf Mir was killed by the security forces during a search operation at Tral last night. One AK rifle and 10 rounds of ammunition were seized from near the site of the encounter. Militants entered the house of a counter insurgent Mohammad Ashraf and killed his father and injured his brother at Qazigund in south Kashmir district of Anantnag late last night. Ghulam Rasool was shot and killed in his house at Mohila and three houses were set ablaze by militants at Budhan and Goihama in Udhampur district of the Jammu region last night. Militants also attacked Darhal police station last night with automatic weapons. The security forces also retaliated and the exchange continued for some time during which one special police officer Mukhtar Hussain was injured. The militants, however, escaped.

Shah for dismissal of NC Govt Srinagar, February 27 “Poll can never be free and fair under the NC Government as is evident in the Jammu-Poonch parliamentary elections. Therefore, it is better to have the forthcoming Assembly elections under Governor’s rule after dismissing the NC Government in order to restore confidence of the people,” President of the state JD (U) G.M. Shah said here today. Mr Shah referred to Prime Minister Atal Behari Vajpayee’s Independence Day speech last year assuring of a free and fair poll in the state and said Mr Vajpayee needed to translate his words into action and ensure a free and fair poll in the state. Justifying the demand for dismissal of the Farooq Abdullah Government, Mr Shah claimed unemployment had increased and central funds were misused during the six-year-rule of the NC Government. Terming the situation in Kashmir “far worse than Afghanistan and Bosnia,” Mr Shah alleged camps had been set up everywhere to extract “hafta” from the people. Those who defied is dubbed as terrorist and tortured and put behind the bars, he added. He also appealed to opposition parties in the state, especially the J and K Peoples Democratic Party of Mufti Mohammad Sayeed, to unite and form a joint platform to overthrow the “dynastic rule in the state”. PTI JAMMU(TNS): The state BJP has demanded that the next Assembly poll in the state should be held under Governor’s rule if Mr Vajpayee’s commitment on free and fair elections in Jammu and Kashmir was to be honoured. This was stated here on Wednesday by the party general secretary, Dr Nirmal Singh, who unsuccessfully contested the recent Lok Sabha elections in the Jammu constituency. Dr Nirmal Singh said “elections in Jammu and Kashmir under the Farooq Abdulla regime can never be free and fair.” In support of his contention the BJP leader referred to the alleged massive “irregularities” the ruling National Conference committed in securing a victory in the Jammu Lok Sabha poll. He alleged that the defeat of the BJP in the byelection was part of a conspiracy hatched by the NC leadership to improve its bargaining capacity with the NDA Government with five MPs in the Lok Sabha. |
46 IAS, KAS officers shifted Jammu, February 27 The government has also approved the promotion of eight senior officers in the forest, police and Power Development and Public Works Departments, according to an order issued here last evening. Among those who were transferred include S.S. Blowria, Principal Secretary to Governor who has been posted as Director General, Institute of Management and Public Administration and Rural Development. He will continue to hold the additional post of Chief Executive Officer of Shri Mata Vaishnodevi Shrine Board. A.S. Sidhu, IAS, has been posted as Principal Secretary the Transport and Information Department. B.L. Nimesh, Commissioner/Secretary, Science and Technology Department has been transferred and posted as Chairman, J and K Special Tribunal. K.A. Bhat, member, J and K Special Tribunal has been transferred and posted as Commissioner/Secretary Housing and Urban Development Department on ex-cadre basis.
