USA may help India in hijackers’ extradition New Delhi, January 23 Their argument is based on the fact that the US investigating agency Federal Bureau of Investigation (FBI) has also registered a case in connection with the hijack as there was one US citizen — Jeanne Moore — on board the hijacked plane and since both Indian and American case pertain to the same incident the USA can seek the extradition of the hijackers from Pakistan on the basis of its own case. Ample hint in this regard to the USA was given by none other than the CBI Director P.C. Sharma to the FBI chief Robert S. Mueller, who called on the former here yesterday as part of his visit to India. The Indian investigators strongly feel that since Pakistan is adamant on not cooperating with India, the USA, if it was really serious about global fight against terrorism will help India by seeking extradition of the hijackers to its soil. This, the Indian investigators believe, will help CBI indirectly in getting the extradition of the hijackers to India for trial without hurting the ego of Pakistan. However, the CBI, which is probing the case, is not taking for granted the US help although there had been substantial increase in the cooperation between the CBI and FBI after the September 11 terror attacks in the USA and the visiting FBI chief had insisted during the meeting that his organisation looked forward to greater cooperation in the areas of combating terrorism, computer crime and drug trafficking. “It is our case and we will continue to pursue it hard,” a senior CBI official said. |
‘No reduction in infiltration’ New Delhi, January 23 An External Affairs Ministry spokesperson told mediapersons here that there had been a heavy snowfall which might have led to “reduction in infiltration, cross-border terrorism and shelling’’. The spokesperson said it was “too early’’ to say whether this could be “a long-term trend’’. The spokesperson had been asked to comment on a statement made in this regard by the US State Department spokesman. On whether India had thought of any time-frame within which it would assess the action taken by Pakistan on General Musharraf’s announcement, she said there could not be any time-frame for this purpose but the exercise could be undertaken “only over a period of time’’. On whether Pakistan had sought any discussion with India on the list of 20 terrorists submitted by New Delhi for extradition, the spokesperson said “to the best of my knowledge, Pakistan has not sought any discussion’’. She also stated that Pakistan had not given to India any list of terrorists wanted by Islamabad. The spokesperson denied that the USA was putting any pressure on
India with regard to the position taken by New Delhi on Pakistan. “There is no pressure being put on us...the channels of communication between the two countries are open. We have reasons to be satisfied with the progress of relations’’.

Libya asks India, Pak to de-escalate tension New Delhi, January 23 Libyan President Muammar Al Gaddafi’s special envoy, Salimb Ben Amer expressed surprise that so far the Organisation of Islamic Countries (OIC) and the Arab nations had not played any significant role in de-escalating Indo-Pakistan tension despite knowing that the two countries are home to a large chunk of Muslims. Mr Amer, who met Prime Minister Atal Behari Vajpayee and Pakistan President Pervez Musharraf as part of Mr Gaddafi’s peace mission in the sub-continent, said the two leaders too did not want a war to occur. He expressed fears that at a time when tensions between the two countries was running high, Al-Qaida and Taliban activists could create a situation forcing India and Pakistan to go for a full-scale war. “The Al-Qaida and the Taliban are the only parties interested in Indo-Pak war that will cause destruction in the region,’’ Mr Amer told newspersons after his meeting with Mr Vajpayee. “They want to take revenge after having been dislodged from Afghanistan,’’ he said. Mr Amer said some terrorist groups were not under the control of the Indian and the Pakistani governments and urged both to work together to rein in such disruptive forces.

Renewal
of traders’ licences begins Hanumangarh,
January 23 With the dispute getting settled, the process of renewing licences of traders dealing in manure, seeds and insecticides in the mandis of Rawatsar, Suratgarh, Anoopgarh, Srivijaynagar, Rawla and Gharsana has started. The licences issued for the storage and sale of insecticides expired on December 31. The licences for the selling of seeds and manure are issued for three years and these also expired on the same date. In December, when the traders applied for the renewal of licences, directions were sought from the Agriculture Directorate, Jaipur. Sources said the issue was raised in a state-level meeting of the Agriculture Department held a few days back. Some officials were of the view that along with the issuance of licences, provisions should be made in the state gazette to decide the jurisdiction issue. After discussions at the directorate level, it was said that the area of jurisdiction of the Deputy Director, Agriculture, was the whole district. As the area transferred from the Irrigated Area Development Department to the Agriculture Department has been done and Sriganganagar and Hanumangarh are revenue districts, so it comes under the jurisdiction of the respective Deputy Director, Agriculture. Following
these directions of the Agriculture Directorate, the dispute has been
settled and the Deputy Director, Agriculture, has started the renewal
of licences of various mandis of the two districts. The traders and
companies will now have to send the required information every month
to the department concerned. |
