Bar Council licences prove elusive for students

A number of students who have passed the law course from Panjab University are running from pillar to post to get the practising licences from the local chapter of the Bar Council.

The reason being ascribed for the non-delivery of licences to these students is that they have not fulfilled the requirement of having attended at least 66 per cent of the delivered lectures. Interestingly, even Panjab University rules ask for a minimum attendance of 66 per cent lectures to be eligible for appearing in the examination. The candidates facing lecture shortage problem can seek grace from the chairperson of the department. There is provision of getting the lectures condoned even by the Vice-Chancellor if the number is still short of the required number.

Students are now required to submit an attendance sheet of their classroom work along with the university degree to the licensing authorities before commencing their practice at the court. The rule came into practice for the past couple of years only.

Prof V.K. Bansal, Chairman, when contacted, confirmed the problems being faced by students. The university cannot intervene in the matter because this is a decision of the Bar Council which is an independent body. The university had given enough warning to students about the changed rules.

Professor Bansal said that students were given the roll number on their plea to allow them take the examination at their own risk.

Students said that the university had not given any prior warning to the students about the “strictness” of the attendance rule.

Munish Anand, a former president of the Panjab University Campus Students Council, said that the university should intervene in the matter and come to the aid of students. The university should not in the first place issue roll numbers to students who do not qualify. Now that they have appeared in the examination and cleared it, the university should intervene in the matter and seek “a one time exemption” with a clear plan of warning the students well in advance.

A student said that a similar problem had arisen last year also but licences were issued later. This was in a way a confusing signal to students who thought that licences could be “managed later on”. Students should be made to sign written declarations that they would comply with the required number of lectures. Students who are short of lectures should not be allowed to appear in examination or the condoning of lectures by the Chairman and the VC should be got approved from the Bar Council as well.

Another student said that certain students who had 66 per cent aggregate lectures do not qualify for the licence because besides the aggregate, 66 per cent is needed in each individual year of the three-year course.

GCG-42 girls protest against increase in pass percentage

More than 200 students, most of them students of Government College for Girls, Sector 42, stayed away from classes and marched to Panjab University campus here today demanding that the minimum percentage required to pass the house test to be eligible to appear in the annual university examination not be increased from the present 25 per cent to 40 per cent.

These girls, who were accompanied by boys who also claimed to be students of city colleges, stated that they were responding to a ‘news’ which had appeared in a section of press, which had stated that along with the increase in the number of lectures required, the pass percentage would also increase from 25 to 40.

These students also tried to mobilise support from MCM DAV College but failed since the college authorities had called for extra police security outside the college. The MCM DAV college students were not allowed to leave the college premise till the GCG-42 procession had moved out of sight.

The college Principal, Ms Mohini Sharma, who was on leave today, however, said that there had been no move to increase the pass percentage, neither had any notice to this effect had come in or been put up on the notice board and the students were simply reacting on their own. She also stated that there were chances of outsiders instigated the students.

Other college principals also confirmed that there was absolutely no move to increase the pass percentage along with the increase in number of minimum lectures required. ‘‘No such notice has been received by the college.’’said Ms Usha Gupta, Principal, MCM DAV College.

‘‘We have not received any such notice or information. ’’says Mr D.P. Singh, Principal, Government College, Sector 46.

Seminar on women and health

The Punjab Minister for Removal of Grievances, Mrs Satwant Kaur Sandhu, today stressed on the importance of women’s rights and highlighted the need and importance of women’s education. The minister was speaking at a seminar on ‘Women and health’ organised by the Indian Council of Social Welfare (ICSW), Punjab and the Punjab Social Welfare Advisory Board at Industrial Training Institute in Phase V here.

The minister said the technical institutes should start courses which were job-oriented. She further added women should be self reliant.

Mrs JK Grewal, secretary general of ICSW, said the women empowerment was directly related to their economic independence, availability of opportunities for education and training.

Mrs SK Sandhu, chairperson of the local branch of the Family Planning Association of India, spoke on family life and women’s health.

Mrs Gurdial Kaur Mallan, chairperson of the State Social Welfare Advisory Board, stressed on the need for equal opportunities to women. She said there was a need to bring a total change in the attitude of people. She said a movement with a slogan ‘I have right to be born’ should be started against female foeticide and those indulging this evil practice should be severely punished.

Aspects on stress management, psychology and health were also covered. A lecture on entrepreneurship development and a talk on various loan schemes for setting up small-scale units were also organised on the occasion.

A day out for slum kids

It was nothing less than a dream-come -true for 50 slum schoolchildren studying in Asha School, Janata colony, Sector 25, as they took a ride in the hop-on-hop-off bus. The bus was flagged off by general manager of Hotel Shivalikview, Mr A. K. Malhotra.

At 11.30 am, the kids, cheerfully dressed up in bright clothes, impatiently waited to enter the bus. Once given the permission, the children, in the age group of six to 13, were thrilled to go for a ride.

They were taken around the city after setting off from Sector 17. They passed from outside Rose Garden, Panjab University's Gandhi Bhavan, Rock Garden and Sukhna Lake. The children were enthusiastic and enjoyed being taken to the lake. Kids were served with cold drinks and refreshments at the CITCO's Mermaid restaurant at the lake.

The bus later dropped the children at Sector 25. It was a complimentary ride organised by CITCO.

It was altogether a nostalgic experience for the kids to ride the bus and see some good places. Some of them said: '' Hum ne kabhi nahin socha tha ki hum bhi iss bus mein ghoomenge''. One of the girls, Meena, added: ''I was eagerly waiting for today's morning so that I could take a ride in the bus.''

Another student added: "Ticket worth Rs 75 is not an easy to afford but I'll collect the amount by the end of the month by picking rags and travel in the bus again".

Impressive show on Sanskrit Day

The Year of Sanskrit, being organised nationwide following a decision of the Union Ministry of Education, was seen in its magnificence at Kendriya Vidyalaya, Sector 47, on the occasion of Sanskrit Day here today.

The two-hour programme included Vedic invocation, classical chants, a difficult play easily rendered and even a qawwali in Deva Bhasha. A cultural and scientific exhibition depicting the growth of the Indian civilisation over more than 6,000 years was the greatest attraction.

All this was made possible largely because of the interest and labour of the students under the guidance of Mrs Manjari Pandey, an accomplished scholar, teacher and events manager.

Mr Kamaleshwar Sinha, a former alumnus of Visva-Bharati, was the chief guest. Dr Shankarji Jha, a former Chairman of Panjab University's Department of Sanskrit, presided over the function. Both of them spoke of the richness, diversity and potential of the ever-growing language.

Inter-school contest results

The finale of Fanta Fiesta 2001 in which more than 10,000 students from 25 schools participated was held at Tagore theatre here today. The chief guest on the occasion was the Home secretary-cum-Education Secretary, UT, Mr R.S. Gujral.

Schools from Nabha and Dagshai apart from Chandigarh participated in various competitions. The overall trophy was won by Yadavindra Public School. The first winner school of each competition was awarded a computer.

The list of winners is as follows:

Football tournament: Winner — St Stephens School, runner-up — Yadavindra Public School, Mohali. Basketball (Boys): Winner — St Kabir Public School, runner-up — Yadavindra Public School, Mohali. Basketball (girls): Winner — Bhawan Vidyalaya, runner-up — Government Model Senior Secondary School, Sector 16.

Maximum crown collection prize of Rs 11,000 went to St Stephen School. Singing competition: Winner — St Soldier School, First runner-up — Yadavindra Public School, Mohali and second runner-up — Sacred Heart School.

Prarthna sabha organised

A prarthna sabha was organised by the GGDSD College Sector 32 managing committee on the second death anniversary of Dr Pandit Mohan Lal, former Finance and Education Minister, Punjab, and founder president of the college managing committee.

A statue of Pandit Mohan Lal was unveiled by Sant Shiromani Baba Kashmira Singhji Maharaj, Sanchalak Dera Baba Gurcharan Lal ji Maharaj of Jalandhar on the college campus.

Speaking on the occasion, Sant Kashmira Singh paid homage to Pandit Mohan Lal and landed him for striving for Sikh-Hindu unity. He also presented a cheque of Rs 51,000 to Mr Upkar Singh, president, college managing committee, to raise a memorial in the name of Pandit Mohan Lal. He also announced that a block constructed at Swami Gurbachan Lalji Charitable Hospital, Jalandhar, had been named after Pandit Mohan Lal.

The highlight of the prarthna sabha was the presentation of bhajans by renowned Sharma brothers.

SOPU activists threatened me: Kang

Panjab University Students Union (PUSU) president Malwinder Singh Kang today alleged that between 15 and 20 supporters of the Students Organisation of Panjab University (SOPU) abused him and threatened him with dire consequences. The PUSU later reportedly lodged a complaint with the local police.

In a signed statement, Malwinder Singh claimed the incident took place in the presence of the Warden of hostel No. 5 and police officials today. He also said that he was asked by the SOPU boys to vacate the hostel accommodation.

The SOPU supporters had alleged that Kang was party to the group which attacked three SOPU supporters and caused injuries to them in a brawl on the PU campus last night. However, the PUSU blamed the SOPU for politicing the brawl.

Meanwhile, PUSU will call upon the Vice-Chancellor for an inquiry into the Wednesday night's brawl and threatened to start an agitation on Monday if no action was taken in this regard.

Jain denies reports on admissions

The Chairman of the Department of Chemistry, Panjab University, in a press release here today denied reports that “students whose names are down the merit list have been given admission, while many deserving candidates have not been informed”.

In fact, all seats under the NRI quota had been filled as per university guidelines. There was no confusion absolutely regarding the date of counselling of NRI admission, Prof Jain added.

Engineering seats declared filled

All seats in all the three institutions of engineering in the city were declared filled today by Prof S.C. Jain, Coordinator, Admissions.

The institutions include the Department of Chemical Engineering and Technology, Punjab Engineering College and Chandigarh College of Architecture.

On the second day today, one seat was filled in the civil engineering branch of the UT pool. Professor Jain said that counselling for vacant seats in BE (Chem) an BE (APT) because of shifting of categories would be carried out tomorrow.

Nursing course

The first batch of the diploma in general nursing and midwifery will start at the School of Nursing in the Sector 16 General Hospital, on September 15.

The school will function from the nursing hostel on the hospital premises and 20 candidates from the city have been enrolled for the course on the basis of their merit.

The class IV staff will be inducted on contract basis and school will have a six-member teaching faculty.

Remove Panchayat Secys not selected

Paving the way for clearing a backlog of 700 vacancies, a Division Bench of the Punjab and Haryana High Court today ordered the removal of adhoc Panchayat Secretaries not selected by the departmental selection committee.

Pronouncing the orders on two petitions, the Bench, comprising Mr Justice Amarbir Singh Gill and Mr Justice Swatanter Kumar, further ordered that the adhoc Secretaries shall not be allowed to continue when selected candidates were available.

The Bench clarified that “if any non-selected candidate was allowed to continue even after the finalisation of the selection, it would be the responsibility of the authorities concerned, including Punjab’s Director of Rural Development and Panchayat, to pay salary to such a person on his own”.

In their detailed order, the Judges directed: “If the members of the selection committee (constituted for making recommendations for the appointments of Panchayat Secretaries by a notification dated September 4, 2000) are available, they shall proceed forthwith to perform their duties of making the selections to the advertised posts, failing which the government shall constitute fresh selection committees within a week from today and the selection shall be finalised within a month from the date of such constitution”.

Coming down heavily on the respondents, the Judges observed: “The selection to the posts of the Panchayat Secretaries are pending since 1992 resulting in backlog of 700 vacancies which were advertised way back on October 14, 1996. As a result of inaction of the recruiting agency and delays in the completion of the selection process by making use of the court process by interested hands, the adhoc employees have been able to continue denying the right of employment to the eligible, suitable and deserving candidates”.

The adhoc Secretaries, in their petitions, had sought directions for restraining the state of Punjab and other respondents from proceeding with the selections through departmental selection committees. Arguing before the court, Punjab’s Deputy Advocate-General Gurminder Singh had stated that the government had advertised the posts in pursuance to a judgement pronounced by the High Court and the written examination had taken place on July 11, 1999, after due publicity. The result was declared on August 14 last year.

PCC leader’s murder; record for CBI

The High Court on Thursday directed Ferozepore’s Sessions Judge to forward the entire record of a case pertaining to the murder of Punjab Pradesh Congress Committee Joint Secretary Harmesh Kumar Mukhija at Dharamkot in Moga district to Special Court for CBI cases at Patiala.

Pronouncing the orders, Mr Justice M.L. Singhal ordered that the Special Court will await the outcome of the investigations being conducted on the basis of three first information reports and “proceed with the same in accordance with law”.

The High Court had earlier directed the CBI to conduct a probe into the case. Mr Justice V.M. Jain had also asked the premier investigation agency to investigate another case registered after Mukhija’s son was crushed to death.

Arrest warrants against SHO

Issuing non-bailable warrants against a Station House Officer, Mr Justice H.S. Bedi and Mr Justice A.S. Garg of the High Court asked him to show cause why proceedings under the Contempt of Court Act should not be initiated against him for not appearing in the court despite the service of bailable warrants.

In an application against the state of Punjab and the SHO of Jagraon police station, Prem Chand Sharma had earlier alleged that a double-barrel gun was not returned to him. Counsel for the applicant had added that Prem Chand and his son had been acquitted in a murder case and as such the gun should have been returned.

Plea in IA hijack case dismissed
Legal Correspondent adds:

Mr Justice K.S. Garewal of the High Court on Thurdsay dismissed a revision petition filed by accused in the Indian Airlines hijacking case pending before the Special Court for CBI cases at Patiala.

The accused — Abdul Latif, Bhopai Damai and Dalip Kumar — have been charged by the CBI under Sections 365, 341, 342, 506, 307, 302, 147, 148 and 149 of the IPC, besides under the Arms Act, Explosives Act and Anti-hijacking Act.

Counsel for the CBI, Mr Rajan Gupta contended that they were an essential part of the whole conspiracy and it was due to their help that the hijackers were able to take the plane from Nepal to Kandahar.

Company told to pay insurance claim

The UT Consumer Disputes Redressal Commission today directed the branch manager of United India Assurance Corporation Limited to pay Rs 2 lakh as compensation to a resident of Ropar in a case of accident assurance claim.

The commission set aside the order passed by the District Dispute Redressal Forum-1 and allowed the complaint moved by Ms Gurdev Kaur.

The complainant had filed an appeal against the order passed by the District Consumer Disputes Redressal Forum-1.

According to the appeal the deceased, Bhajan Singh, husband of Gurdev Kaur, had taken a personal accident insurance policy from United India Insurance Corporation Limited.

The insurance company was liable to pay the insured sum or the amount which is found due under the policy if at any time the insured person sustained injury resulting solely and directly from an accident caused by external violent and visible means.

It is not disputed that at the time of the accident involved in this case, the policy was current and operative. According to the claim preferred By Ms Gurdev Kaur, her husband Bhajan Singh, on January 1994, had climbed on the rooftop of the house to fetch some firewood stored there, when he had an accidental slip.

He fell on the ground sustaining injuries on his person to which he succumbed the same day.

The claim had been preferred, the insurance company got the incident investigated by Mr Gurdial Singh, a former DSP. According to him, the son of the deceased had informed the village chowkidar that his father had died of heart attack.

The statement of Ms Gurdev Kaur was also recorded by the investigator and she informed the same cause of death of her husband which is mentioned by the village chowkidar in a form.

The District Forum-1 dismissed the complaint on the ground that there was discrepancy in the date of death.

The commission observed that after going through evidence on record, it found that there was credible evidence on record led to the complainant to show that her husband died due to injuries which he sustained as a result of fall from the rooftop. There is no reliable evidence on record to show that Mr Bhajan Singh had died of heart attack.

Therefore, the insurance company was directed to pay Rs 2, 00, 000, the sum insured under the insurance policy to the appellant within a period of two months. The appellant had also been awarded cost of litigation.

RI in forgery case

R.K Tandon was sentenced to three-year rigorous imprisonment in a case of forgery by a local court here today. It was alleged that the accused along with others had been involved in the forgery of power of attorney submitted before the court.

The another accused in the case had been declared proclaimed offender.

In another case, Sant Singh a resident of Ropar, was sentenced to six-month rigorous imprisonment by a local court under the Prevention of Food and Adulteration Act.

It was alleged that the food inspector had recovered 20 litres of milk from the accused possession. The inspector had taken 750 ml as sample. Then the sample was sent for analysis. As per the report the sample was found adulterated.

Suit dismissed: A local court today dismissed the civil suit filed Deepak, Kuldeep Singh and others for the possession of land near the Estate Office. The plaintiff had stated in the suit that as they were using the place for professional purposes for a number of years, therefore, the Estate Office had no right to issue a notice to vacate the land.

Woman exploitation in focus again

The director of “Ghayal”, “Damini”, “China Gate” and “Pukar”, Raj Kumar Santoshi, is again coming back with a bang with this “woman centric” which had been in the making for a year now with a multi-crore budget. “Lajja” is a Bharat Shah presentation and written, produced and directed by Raj Kumar Santoshi.

The film moves from New York to a remote village in Bihar. Manisha Koirala plays one of the best lead roles of her career. Those who come into Manisha’s life include Anil Kapoor, Jackie Shroff, Ajay Devgan, Madhuri Dixit, Mahima Chaudhary. Rekha plays a powerful role of a tribal woman. Danny, Gulshan Grover, Sharman Joshi also stars in “Lajja” which focuses on the exploitation of woman. A beautiful song picturised on Urmila Matondkar and an interesting dance sequence of Madhuri Dixit and Manisha Koirala are highlights of the film. Sameer and Prasun Joshi have penned lyrics. Anu Malik has come with average score.

Expectedly, exciting, powerful concept of “Lajja” will vie for audience attention. Those who have previewed the rushes of this film confirm that Santoshi’s magic has again produced a blockbuster. D.P.

Sham-e-ghazal programme

Ustad Saleem Iqbal, a familiar name among the ghazal lovers, enthralled a city audience at a Sham-e-ghazal programme organised by the Indian Council for Cultural Relations in collaboration with the Pracheen Kala Kendra at Bhaskar Rao Indoor Auditorium in Sector 35 here last evening.

Ustad Iqbal began the evening with “sans lena bhi saja lagta hai”, a number composed by Ahmed Nadeem Quasmi. His style of singing reflected a tinge of qawwali which the artiste has inherited from his bloodline. His grandfather, Rahmat Qawwal, was one of the famous qawwals of this region.

Moving onto romantic numbers like “jab woh mere humrah mere chalte hai,” and “mere daman se” the singer entertained the audience with a famous ghazal “has ke bola karo, bulaya karo,” penned by Abdul Hameer Adam.

Though Urdu is the language which is closer to his heart, Iqbal did not disappoint the Punjabi audience when he sang Heer, boliyan, thumri, tappa and Dadra with equal gusto.

This Malerkotla-based singer is a top-grade ghazal artiste of All India Radio and Doordarshan. Iqbal, who hails from Amanat Khani Gharana, was recently chosen for the Padmashree award, which will be coffered on him on the coming Republic Day.

In tonight’s programme Iqbal was accompanied by Safdar Salim on harmonium, Amjad Salim on marques, Anup Messey on guitar and Virendra Chopra on tabla.
