New dispensaries in Sectors 33 and 47

The Sector 47 Government Homoeopathic Dispensary may soon have a dental wing. Inaugurating the dispensary today, the UT Administrator, Lieut-Gen J.F.R. Jacob (retd.), asked the Adviser to the UT Administrator, Ms Neeru Nanda, to look into the possibility of opening a dental wing in the dispensary as there was sufficient space available to provide the facility to the residents.

The General, accompanied by the Adviser, the Finance Secretary, Mr Karan A. Singh, the Joint Secretary (Finance), Mr K.A.P. Sinha, the Director Health Services, Mr Rameshwar Chander, and area councillors formally inaugurated the civil dispensaries in Sectors 33 and 47 today.

The dispensaries have been constructed at a cost of Rs 40 lakh each.

The dispensary in Sector 33 will provide allopathy and ayurvedic services to the residents. It will have extra facilities, including malaria testing, ante-natal check up and family planning.

The Sector 47 homoeopathic dispensary will also provide similar facilities. The dispensary started functioning in April last.

Jacob seeks report on optical fibre facility

The possibility of interlining the Government Medical College and Hospital (GMCH), the General Hospital, Sector 16, and all dispensaries of Chandigarh by a wide area of network (WAN) on computers must be explored, opined the UT Administrator, Lieut-Gen J.F.R. Jacob (retd), during a presentation made by Himachal Futuristic Communication Limited (HFCL) today.

The General asked the UT Finance Secretary, Mr Karan A. Singh, to work on it. The Administrator said this was required as the city was facing shortage of specialists and doctors, especially in the dispensaries. The city already had an optic fibre cable link and this networking would decrease the load of patients on the Government Medical College and Hospital and the General Hospital, Sector 16. The Administrator said this networking could be used by the civil dispensaries for referring the reports to the experts in the GMCH and the Sector 16 General Hospital, who could diagnose and provide the necessary prescription on the network.

Such a facility would help the Administration in making the optimum utilisation of the existing medical manpower and also help the people who are queuing every day to get themselves examined in the GMCH or the General Hospital. He asked the Finance Secretary to put up a comprehensive proposal at the earliest to utilise the optical fibre facility in the city to the maximum.

Blood donation camp

A blood donation camp will be organised by Mr Ramnik Lal, a special invitee to the Punjab Pardesh Congress Committee, at Goswami Ganesh Dutt Bhavan on August 30. The camp is being organised by him in the memory of his grandfather, Mohan Lal, who was the Home and Finance Minister in Partap Singh Kairon’s ministry.

Mr Shiv Kumar, all-India president of the Sanatan Dharam Sabha, will be the chief guest. He will inaugurate the camp. Mr Naranjan Singh (IAS) will be the guest of honour. He will distribute mementoes to the donors. A team of doctors and nurses from the Government Medical College and Hospital, Sector 32, will collect blood units from the volunteers.

Homoeopathic medical camp

The Rotary Club of Chandigarh Midtown organised a homoeopathic medical camp under its community services programme for the inmates and families of the Sector 47 leper colony.

As many as 50 patients were examined by Dr Shekhar Jindal and were provided free medicines by the club.

CGA golf competition on September 1

The Chandigarh Golf Association will organise Monsoon Fun Golf competition on September 1 from 7 p.m. onwards under floodlights. This is the first event to be conducted by the Chandigarh Golf Association under floodlights. According to Mr D.P. Azad, president, Chandigarh Golf Association, all the CGA Golf Range members, including their dependents, are eligible to participate in the event.

The competition will be conducted for the following events: Chipping, Bunker play, Eighteen-holes, Putting competition, Longest drive, 3 iron and 3 wood (separate items) and Jack pot (chipping/pitching into tarpaulin target at 100 years).

Both ladies and gents will compete in separate categories. There will be a separate category for juniors and sub-juniors. The last date for submitting the entries is August 29. Entries should reach the Joint Secretary, Chandigarh Golf Association, in the office at CGA Golf Range, Sector 6, Chandigarh.

Harshit is judo champion

Harshit Chaudhary of St Xavier’s School, Sector 44, secured first place while Nitin Sharma of Government Model High School, Sector 44, was placed in the above 71 kg section in the UT Inter-School Judo Championships played here today at Sector 42 Sports Complex. In below 60 kg, Rajan of St Xavier’s-44 was at first place. The other winners include: below 71 kg — Harminder of St Xavier’s-44; below 55 kg — Puneet of SSMSS-40 and Mehar of SSMSS-40, below 45 kg — Ravi Kumar of SPS-44; and below 40 kg — Sanjeev of GSSS, Karsan.

Basketball meet

On the opening day of the PML Memorial Basketball Tournament played here today at SD Public School, Sector 32, SD Club-32, outplayed Guru Gobind Singh Club-26 at 71-27 with half time score of 38-15. The scorers included: winner — Nirpinderjit 20, Gurprit 13, Narinder 9 and Chander Prakash 8. Losers — Madan Ram 15 and Inderpreet 7.

In an other match, DAV College, Jalandhar, defeated DSC, Karnal, at 82-50 with half time score of 45-21. The scorers were: winners — Harpal 37, Harinder 20 and Vikram 7; losers — Sanjay 17 and Pawan 7.

Talent hunt at PU gymnasium

A talent hunt for badminton players to coincide with National Sports Day will be organised jointly by Chandigarh Badminton Association and Panjab University Sports Department tomorrow at PU Indoor Gymnasium Hall at 10.30 am. According to a press release of the CBA, nearly 100 students, all below 10 years, from the different schools of the city and Panchkula will be given demonstration on fundamentals of badminton so that the budding youngsters could be tapped. Dr Ajmer Singh, an Arjuna Awardee, will also grace the ocassion.

UT appoints ROs for MC poll

The State Election Commissioner of the UT has appointed eight PCS/HCS officials as returning officers for holding elections to the Chandigarh Municipal Corporation, panchayat samiti and vacant seats of panches in various gram sabhas of the city.

Of these five have been appointed RO's for the MC wards and three others for the pachayat samiti elections and panches byelection.According to Deputy Election Commissioner, Mr D.M. Khaneta, each returning officer will supervise the election preparations in about 100 to 150 polling stations in his ward. At a meeting held today in the MC assembly hall, Mr Khaneta apprised them about their duties which include inspecting the polling stations and scrutinise the objections and claims and make necessary corrections by personal verification of the same before September 8. The final draft list of polling stations will be displayed on September 10 after the report is submitted by them. The assistant returning officers (AERo's) would also be appointed shortly after the government sends in the list.

Further, the list of polling stations is being sent to the police officials, who will be required to identify the same under various categories for the purpose of security. These will be classified as normal, sensitive and hypersensitive, respectively. Even the returning officers will do a similar exercise during their visit to the stations.

Though the symbols will be officially notified within a week, it is learnt that there will be a total of 82 free symbols for the independent candidates in the forthcoming elections. While 50 to 60 of these will be used for the MC elections, the remaining will be used for the panchayat elections. . The national and state parties will, however, use only the standing party symbols, recognised by the Election Commission of India, in case of the MC elections.

The Panchayat elections are held without party symbols. Mr Khaneta said in most cases, a symbol chosen by a candidate is allotted to him, but in case more than one contestant choose the same symbol, the same will be allotted by the returning officer by a draw of lots

The poll arrangements will also be discussed with the representatives of various political parties after the official notification announcing the date is issued by the Administration.

Heated arguments at civic body meeting
House passes all 20 items

The general house meeting of the local civic body witnessed a heated arguments between the president, Mr Kulwant Singh, and a councillor of the opposition group, Mr Manjeet Singh Sethi, here today. The arguments — which stopped short of the two manhandling each other — ended with the councillors of the ruling group deciding to initiate action against the councillor for his alleged misbehaviour.

All the 20 agenda items placed on the floor of the house were passed. When the meeting was about to end, Ms Harbans Kaur, a councillor from Phase XI, complained the development works in her ward were suffering at the alleged insistence of the president. This enraged the president but in the ensuing moment another councllor, Mr Sethi, stood from his chair alleging that the president on the basis of his majority muscled his way through in the general house meetings.

The councillors of the ruling group in a special meeting decided to write to the Director, Local Government Department, to initiate action against Mr Sethi under the relevant sections of the Municipal Council Act.

Earlier, the committee decided to give a week’s time to the local cable operators to remove their transmission cables from the street light poles being maintained by the civic body. The president said the council would remove the cable after the stipulated time. It was also decided to write to the Punjab Urban Planning and Development Authority (PUDA) to construct schools and dispensaries on the sites earmarked for the purpose in the town.

The general house approved an agenda item to regularise the services of at least 20 employees working in the sanitation wing of the civic body. The Local Government Department has already given its nod to the regularisation of the safai karamcaharis.

The promotion of at least 31 employees of the sanitation wing employees was also approved in the meeting. The general house also approved a proposal to purchase a specially tailored tractor to collect the garbage lying around the bins. A budget of Rs 5 lakh has been proposed for the purchase.

Certain councillors claimed that the officials in the civic body were adopting a dual approach in giving house building loans. Some employees were asked to pledge their property while others were not. The president clarified that in future all would be asked to pledge their property. The civic body also decided to allow a private firm to construct bus queue shelters at different places in the town. The firm would maintain the structures and would be allowed to the sell certain space to advertisers.

A private firm was also decided to fix tree guards and maintain opens space on both sides of the road from the CL traffic light to the Balongi traffic lights.

The president urged the councillors to plan common garbage dumping places in their respective wards.

Drop the mobile, Jacob tells his men

“Drop your mobile telephones and pick up much cheaper wireless-in-local-loop (WiLL) telephones for mobility in and around the city,” said the UT Administrator, Lieut-Gen J.F.R. Jacob (retd) here today. He advised officials of the Chandigarh Administration on various ways of cutting down on their telephone bills.

He asked his Adviser, Ms Neeru Nanda, and the UT Finance Secretary, Mr Karan A. Singh, to prepare a list of officials who were using mobile telephones and initiate austerity measures. The General asked officials to explore the possibility of replacing their cell-phones with WiLL telephones offered by the Bharat Sanchar Nigam Limited (BSNL) or the Himachal Futuristic Communication Limited (HFCL).

The Governor said the Administration was facing a financial crunch and it was necessary to economise on telephone bills by using a less expensive WiLL technology.
