Dispensary opens today

The UT Administration will officially inaugurate the Government Homoeopathic Dispensary in Sector 47 tomorrow. The dispensary and three other homeopathic dispensaries in the city have, however, only three doctors.

And while the Administration plans to bring some doctors on deputation from Punjab and Haryana, this has irked the eligible homeopathic doctors belonging to the UT. “When eligible candidates are available in the UT, why is the Chandigarh Administration is asking for doctors on deputation from outside and already have a regular government job,” they say.

At present there are four regular dispensaries in the city — in sectors 34, 41, 27 and 47. Besides, two more dispensaries have already been sanctioned by the government in Sector 11 and Mani Majra. Three doctors operate these four dispensaries and the one in police hospital on a shift basis. In the absence of a doctor, the pharmacists have been authorised to dispense medicines to the patients.

It may be mentioned that the Directorate of Indian System of Medicines and Homoeopathy (I.S. M and H), UT Administration had advertised for filling three posts of Assistant Medical Officer (AMO), Homoeopathic on April 27, 1999. However, some of the candidates, who had not received call letters, “in spite of fulfilling the essential qualifications” did not receive call letters for the interview scheduled for January 12, 2000.

Following this controversy, the then UT Finance Secretary, Mr Rakesh Singh, put the matter into indefinite suspended animation. However, in a letter dated July 9, 2001, addressed to the Secretary, Punjab and Haryana Health Departments the Director, I.S.M and H, had invited applications from the interested homoeopathic doctors in the two states for filling three posts of Homoeopathic AMOs on deputation.

Sources in the UT Administration say that some UT candidates expressed their resentment over the issue and had also argued that the posts had lapsed over time and hence could not be revived.

When contacted, UT Director Health Services, Dr Rameshwar Chander, said that the dispensary in the police lines was for one day in a week and no post has been sanctioned for it. “The four dispensaries are being run very well by the three doctors. The pharmacists working in these dispensaries, who hold a degree in Diploma in Homoeopathy and Surgery (DHMS), are qualified doctors and are also registered as homeopathy doctors and are authorised to dispense medicine if the day doctor was on duty elsewhere.”

He added that the three sanctioned AMO posts will be filled soon. “Out of these two will be on deputation while one is likely to be filled after being advertised specifically for the UT candidates,” said the DHS.

Defaulting chemists face action

The UT Health Department is stepping up its offensive against chemists in the Union Territory who are suspected to be running their shops without holding valid pharmacist licences.

Surprise checks are being conducted on identified chemists who have registered their shops on the names of pharmacists who do not even man the counters. As per rules a qualified pharmacist should be essentially present at the counter to issue medicines and bills.

Interestingly, many city chemists are running their shops on licences either “hired or rented” from authorised pharmacists for Rs 1,000 per month and are giving medicines without a proper prescription from a qualified doctor.

According to the Health Department, the chemist shops have to be run by persons holding technical degrees and licences and are always physically present at the shop. Any chemist shop which is flouting the rules and regulations face suspension and cancellation of their licenses.

SPS-44 crush opponents for soccer title

Chandigarh, August 27
The Sector 44 Sanjay Public School won the sub-juniors’ Sanjay Trophy by crushing the Sector 23 Government Model Senior Secondary School, 7-0, in the final match of the UT State Sub-junior Football Championships in the Sector 17 stadium here today. The score at halftime was 4-0.

Jasbir, with four goals, was the main scorer for the winners.

Mr Satpal Gosain, Deputy Speaker of the Punjab Vidhan Sabha and the chief guest, gave away the prizes to the winners.

Boxing meet

The Sector 40 Sharda Sarvhitkari Senior Secondary School won the overall titles in the under-14 and under-17 sections of the UT Inter-school boxing championships here today. Government Secondary School of Maloya was the runner-up in both sections. In the under-19 section, The Sector 32 SD Public School won the overall championship, while the Sector 8 DAV Senior Secondary School was the runner-up.

However, Sharda School won the overall meet award by securing a maximum number of medals, including 10 gold medals, five silver medals and one bronze medal. Sandeep Singh was declared the best boxer in the under-19, Azad Malik was declared the best boxer in the under-17 section and Bhawan Singh earned the title in the under-14 section.

Ball badminton

The Sector 45 Dev Samaj College for Women in the girls’ section and the Sector 32 SD Public School in the boys’ section, emerged winners in the fifth Chandigarh Junior State Ball Badminton Championships that concluded here today in the Sector 21 IS Dev Samaj School. In the girls’ final, the Sector 45 Dev Samaj College for Women defeated ISDSS-21, 29-18, 25-29, 29-25. In the boys’ final, SDPS-32 beat GMSSS-33, 29-19, 29-14.

Badminton championships from September 19

The Chandigarh Badminton Association (CBA) will organise its annual state-level badminton championships from September 19 to 22 on the new scoring system as envisaged by the Badminton Association of India. This was stated by Mr Gian Chand Gupta, President of the association. The new system will have seven points in a game with best of five tie in both boys and girls section and an interval rest of 90 seconds after every game. The deuce will be at 6-6 and here game extended to eight points.

He said the four-day meet will have events in below 10, 13, 16, 19 in boys and girls sections and in men and women sections in both singles and doubles except in below 10, where it will have only singles event. The veteran events in above 45,50 and 55 will also be held in both singles and doubles. Entries close on September 16 with badminton coaches at any of the badminton coaching centres at Sector 42 hall, Home Science College centre, Sector 23, GMSSS-23 and Panjab University gymnasium hall.

Earlier in the general body meeting of the CBA held last evening, TPS Puri, secretary of the association, said that the UT Sports Department had allotted a separate office room accommodation for the CBA which will be functional by next month. He said more clubs having active badminton players and already engaged in the development of badminton would be given affiliation of the association and a committee with Mr DK Mukerjee as chairman had been formed to look into the modalities.

Mr Gupta said the championship will have a budget of nearly Rs 1 lakh and its organising committee formed with Mr BD Gandhi as chairman and other members of the same includes, Rajpal Sharma, Cecil Parvez, Virinder Mehta, MP Singh, Arvind, Balbir Singh, Rajiv Tuli, S Mahajan and Ms Promila. He said a colourful souvenir will also be brought on this ocassion.

Puri said the association placed on record the efforts put in by the Chandigarh Badminton Players Welfare Association by successfully conducting the second Samuel Banerjee memorial badminton meet last week in the Panjab University gymnasium hall.

CHB’s clarification on encroachments

The Chandigarh Housing Board (CHB) today again clarified that fresh construction, encroachments and construction on the public land would not be allowed in the board dwelling units.

Clarifying its stand on the demolition drive carried out by the CHB in a Sector 46 house, a press note said it involved fresh construction of a new structure on the third floor. The occupant was given due notice to stop the construction and remove the addition/encroachment, but he failed to respond. There was no alternative left for the CHB except taking action against such fresh violation, it added.

It had already been made clear that encroachments on the public land would be removed. Only constructions, encroachments and violations within premises would be referred to the proposed committee.

The press note appealed to the residents to cooperate with the authorities and not initiate fresh constructions in the CHB dwelling units.

Civic body meeting today

The issue of regularisation of services of at least 20 employees working in the sanitation wing will be taken up in the general house meeting of the civic body scheduled for tomorrow. The Local Government Department has already given its nod to regularise the safai karamcharis.

An official of the civic body said an agenda item for promotion of at least 31 employees of the sanitation wing would also be placed before the house for its approval. He said to check the menace of garbage lying around the dustbins in the town, the civic body had proposed to purchase a specially tailored tractor to collect the garbage lying around the bins. A budget of Rs 5 lakh has been proposed for the purchase. The agenda item would also be placed for approval by the general house.

The civic body has also proposed to allow a private firm to construct bus queue shelters at different places in the town. If approved in the tomorrow’s meeting, the firm would maintain the structures and would be allowed the sell the space to advertisers. A total of 22 agenda items would be placed before the house for approval.

New appointment for A.K. Sen

The Chief Engineer of Indo-Tibetan Border Police (ITBP), Mr A.K. Sen, has been appointed Engineer-in-Chief in the Special Services Bureau, a statement issued here today said. This marks the upgradation in the appointments in the engineering cadre of the ITBP from Deputy Inspector-General to Inspector-General.

Mr S.V. Tyagi, Additional DIG (Engineers), has taken over from Mr Sen. The other appointments include Mr Ishan Pardeep and Mr V.K. Singh as Commandant and Deputy Commandant (Engineers), respectively.

The officers have, besides serving the force with distinction, also served with the United Nations and government agencies. Several officers have also been deputed to the Special Protection Group for the Prime Minister’s security.

Letters of intent for booths, shops

Letters of intent have been issued to all the successful applicants of the draw of lots held on August 22 for the allotment of booths and shops in the motor market in Sectors 38 and 48, a spokesperson of the Chandigarh Administration claimed. If any of the successful applicant does not receive the same within seven days, he may contact the motor market branch in the Estate Office, Sector 17.
