165 named for gallantry awards

As many as 165 armed forces personnel have been named for gallantry awards, including Kirti Chakra, Vir Chakra and Shaurya Chakra on the occasion of the Independence Day. The President has also approved 23 gallantry and distinguished service awards to armed forces personnel for their successful conquest of Mount Everest. Besides, seven Mention-in-Despatches have also been announced.

50 to get police medals

Fifty police officers were today conferred the Distinguished Service Medal and 371 policemen were awarded the Police Medals by President K.R. Narayanan.

As many as 165 armed forces personnel have been named for gallantry awards, including Kirti Chakra, Vir Chakra and Shaurya Chakra on the occasion of the Independence Day.

Shram Awards: The Labour Ministry has awarded Prime Minister’s Shram Awards for 2001 to 36 workers employed in various public sector and departmental undertakings of the Central and state governments.

The employees have been selected for the 17 Shram Awards in recognition of their distinguished performance, innovative abilities, outstanding contribution in the field of productivity and exhibition of exceptional courage and presence of mind.

Announcing the awards here today, the Labour Ministry said that three Shram Bhushan Awards have been given instead of two as per the scheme. The third award has been announced in lieu of the highest Shram Award, the Shram Ratna, as no nomination was found suitable for it.

Two teams of five workers each have been selected for the two prestigious Shram Bhushan Award while one worker has been given the third award. Fourteen workers have bagged six Shram Vir Awards and 11 workers, including a women worker, have been bestowed with eight Shram Shri and Shram Devi Awards.

The award winners include Mr Nand Lal Nishad of Chamera Hydroelectric Project, NHPC Limited, Khairi, Chamba (HP), Mr Darji Jagadhisbhai Vishabhai of Indian Oil Corporation Ltd. Kandla-Bhatinda pipeline, Kandla, and a team comprising of Mr Kishori Lal, Mr Jagdev Singh, Mr Om Prakash Singh, Mr Babu Singh and Mr Devinder Kumar (jointly) of Sarna (Pathankot), Bodh (Nurpur, HP), Wagoora Substation (Srinagar) and Salal (Jammu) units of Power Grid Corporation of India Ltd.

President’s Police Medals: Fifteen officials of the CBI have been awarded President’s Police Medal for distinguished service and Police Medal for meritorious service by the President of India.

The President’s Police Medal for distinguished service has been awarded to the following three personnel: Mr D. Bagchi, a non-IPS DIG of the CBI (currently on deputation to the Delhi Vidyut Board); Mr Jai Swadesh, SP, Delhi and Mr J.P. Verma, SP, Bhubaneswar.

Twelve CBI personnel have been awarded Police Medal for meritorious service, including DIG O.P. Galhotra, who is in the Economic Offences wing here and hails from Kurukshetra in Haryana and DSP Suresh Kumar Kashyap (in the same wing), who is a native of Chandigarh.

Freedom fighters, martyrs honoured

Former Prime Minister P V Narasimha Rao today said that freedom could not be taken for granted and every generation had to make efforts to ensure that it was not imperiled.

Speaking at a function organised to honour the martyrs and freedom fighters by the All India Anti-Terrorist Front here, Mr Rao called upon the youth to put in their best in their respective spheres of activity to take the country forward.

Painting an optimistic picture of the future, Mr Rao said India would in the coming years be among the powerful countries of the world. He said events in the last few decades had shown that freedom could not be taken for granted. He said preserving freedom was a continuous task to which every citizen and every generation had to contribute.

The chairman of the Anti-Terrorist Front, Mr M.S. Bitta called for a new direction to the politics in the country which focused on empowering people. He said the front members were ready to make any sacrifice to strengthen the unity of the country. Referring to the phase of militancy in Punjab, Mr Bitta recounted how people, many of whom were in the AITTF now, did not succumb to the threats.

The well-attended function was marked by rendition of patriotic songs and soulful poetry. Former President R Venkataraman and Mr Rao honoured the freedom fighters and the relatives of the martyrs by presenting them a replica of charkha.

Those who were honoured included Kultar Singh, brother of Shaheed Bhagat Singh; Tushar Gandhi, grandson of Mahatma Gandhi; Mr A K Hangal, veteran freedom fighter and actor, Sardar Bachan Singh, maternal uncle of Shaheed Uddham Singh, Ms Vimla Sharma, wife of former President Shankar Dyal Sharma; Mr Devender Singh, son of former President Giani Zail Singh; Mr GVG Krishnamurthy, veteran freedom fighter and former Election Commissioner of India; Dr Harjot Singh, Chairman of Lala Lajpat Rai Trust; Ms Nirmala Deshpande, close associate of Acharya Vinobha Bhave; Ms Meera Kumar, daughter of Babu Jagjivan Ram; Mr Vinmra Shastri, grandson of former Prime Minister Lal Bahadur Shastri; members from the family of Mangal Pandey and Mr Deen Bandhu Choudhry, son of Kaptan Durga Prasad.

Complimenting Mr Bitta for his efforts, veteran actor Mr Hangal said such functions helped reinforce the spirit of patrotism in the youth. In his first communication to Pakistan President Pervez Musharraf after the Agra summit, Prime Minister Atal Behari Vajpayee today reiterated India’s commitment to establish durable peace, friendship and cooperation with Pakistan in accordance with the Simla Agreement and the Lahore Declaration.

In a message extending good wishes on the occasion of Pakistan’s Independence Day, Mr Vajpayee said: “Our recent meetings in Agra have resumed the dialogue process between the two countries”.

Asked why there had been no mention of India’s principal concern of cross-border terrorism in the Prime Minister’s message, a spokesperson of the Ministry of External Affairs said this was a message on the occasion of Pakistan’s Independence Day and should be “read in that light.” India’s concerns on the issue remain and would be taken up at the next meeting, the spokesperson said.Top

 

Lashkar ultra killed

Lucknow, August 14
The Uttar Pradesh police today foiled an attempt by militants to disrupt the Independence Day celebrations in the state with the killing of a hardcore Lashkar-e-Toiba leader near Ayodhya.

A huge cache of arms and ammunition, including 12.5 kg of RDX, two China-made 7.62 bore pistols, 160 live cartridges, firing devices, timers, detonators and circuit wires were seized from the possession of the slain militant and two of his accomplices arrested last night, Assistant Director-General (Law and Order) A.K.Mittra said.

Altaf Hussain, alias Abdul Rehman, and Salim Qamar were arrested here last night. Following interrogation, the two ultras revealed that Imran, an area commander of the outfit, would reach the state Capital on a motorbike today, he said.

The Special Task Force (STF) intercepted Imran on the Ayodhya-Basti road around 2.30 a.m. and shot him dead in an encounter that followed.

The militants had also masterminded the powerful bomb blast in a jeep at Hanumangarhi Temple in Ayodhya in May last, he said.

The ultras were on a mission to trigger the RDX at sensitive places in Lucknow on the eve of the Independence Day, Mr Mittra said.

He said Imran was the kingpin of the team which had planned to strike here during the Independence Day celebrations.

Security agencies have stepped up vigil in the state, particularly in the five main towns of Lucknow, Varanasi, Ayodhya, Mathura and Kanpur. PTITop

 

Bheelwada Collector, SP removed

The Rajasthan Government today removed the Collector and the Superintendent of Police of Bheelwada and suspended three police personnel for their failure to contain the simmering communal violence in the district, official sources said.

Bheelwada District Collector C.P. Vyas and Superintendent of Police Harish Chandra Bhagat have been replaced by Mr Sudhanshu Pant and Mr Shriniwas Jangarao, respectively, the sources said.

In addition, a Deputy Superintendent of Police (DSP), a police circle officer and the Pander town police station in charge have been placed under suspension over the incidents of arson and sabotage which occurred at a religious place of worship at Pander town of Bheelwada district late on Sunday.

The action was taken at a high-level meeting presided by Chief Minister Ashok Gehlot. It reviewed the prevailing law and order situation in the state this morning.

The meeting felt that the Bheelwada district authorities had “failed” to take timely action to prevent the communal incidents at Asind, Jahajpur and Pander townships of the district during the past month, the source said.

CBI still groping in Rajiv murder case

The CBI-dominated Multi Disciplinary Monitoring Agency (MDMA) is still groping for legally admissible evidence against new persons in the Rajiv Gandhi assassination case and received a setback of sorts earlier this year when a key suspect “KP” managed to remain a jump ahead of it.

The Central Bureau of Investigation (CBI), which controls the MDMA operationally, had received a credible “source information” from Sweden some months back about Kumaran Padmanathan’s presence there, well-placed sources in the MDMA said on Tuesday.

Surprisingly, no CBI team was rushed to Sweden after the receipt of this information and there was a gap of at least a week between the receipt of this information and the field verification by the Swedes.

The CBI got in touch with the Swedish authorities through Interpol. And by the time the Swedes raided the suspected hideout of KP, the bird had already flown away.

KP, sources said, holds the key to the Rajiv Gandhi assassination case. It is understood that the grenades used in the belt bomb of Dhanu were made in Singapore and were probably arranged by KP. KP’s arrest, in fact, can lead to filing of a fresh chargesheet and can also unravel a wider conspiracy behind the assassination.

KP is perhaps the most important functionary of the Liberation Tigers of Tamil Eelam (LTTE) after its chief Velupillai Prabhakaran.

The 46-year-old suave jet-setter, whose real name is Tharmalingam Shanmugham Kumaran, is the lifeline of the LTTE as he is the procurer of arms and explosives and also the fund-raiser.

Sweden has raised questions whether the nearly three-year-old fresh investigations would settle doubts raised by the Jain Commission about the former Prime Minister’s May 21, 1991 murder.

“As of now there does not seem to be a major breakthrough in the case,” said a well-placed source in the MDMA.

Sources said there were only three options before the MDMA:

(i) Ask for an extension when its extended tenure expires in November 2001.

(ii) File a report to the Central Government giving details about its work in the event of its inability to break new ground in the case.

(iii) File a fresh chargesheet before an appropriate court if it is able to arrest KP along with legally admissible evidence.Top

 

DMK rally din refuses to die

For the second consecutive day, Parliament had to be adjourned today over the alleged police excesses at a DMK rally in Chennai on Sunday.

The issue forced adjournment of both Houses for the day with agitated DMK and AIADMK MPs holding each other responsible for the violence that took five lives.

As both Houses assembled this morning, agitated DMK members started raising anti-AIADMK slogans and demanded dismissal of the Jayalalitha government. The two Houses had witnessed similar uproar yesterday too leading to their adjournment.

In the Rajya Sabha, DMK members led by their leader Viduthalai Virumbi attempted to troop into the well even as Minister of State for Parliamentary Affairs O. Rajagopal urged them not to do so.

Sensing the mood, Chairman Krishan Kant adjourned the House till Thursday barely two minutes after it met.

The Lok Sabha witnessed a repeat of yesterday scenes with DMK members rushing into the well leaving Speaker G.M.C. Balayogi no other course but to adjourn the House for the day after an hour-long adjournment this morning.

After the House re-assembled at 12 noon, DMK members repeatedly trooped into the well displaying posters saying “dismiss Jaya government”, “MLA died of police harassment” and “protect the press”.

DMK leader and Environment Minister T.R. Baalu and Parliamentary Affairs Minister Pramod Mahajan tried to dissuade the DMK members from moving into the well. Both Houses will meet on Thursday, tomorrow being national holiday on account of Independence Day.

As the din continued with the AIADMK too joining the fray and saying the Sunday’s violence was provoked by DMK rallyists, Mr Balayogi’s pleas to restore order went unheeded.

However, amidst the slogan-shouting, Mr Balayogi managed to get the papers laid. The Lok Pal Bill, seeking to provide an institution to probe allegations of corruption against public functionaries, and the Indian Council of World Affairs Bill to declare ICWA an institution of national importance were introduced by Minister of State for Personnel Vasundhara Raje and Urban Development Minister Jagmohan, respectively.

Trouble began in the Lok Sabha after Mr Balayogi read out an obituary reference to condole the death of Begum Aizaz Rasul, a member of the Constituent Assembly. DMK members rushed to the well protesting against the alleged police excesses. AIADMK members objected to the charges and said the violence was incited by DMK activists.

At this stage, P.R. Dasmunshi (Cong) criticised the behaviour of DMK members for not allowing proceedings and said the ruling NDA should not encourage its constituent to disrupt the House.Top

 

Lok Pal Bill introduced in Lok Sabha

The much-awaited Lok Pal Bill seeking to bring public functionaries, including the Prime Minister, under an institutional probe for allegations of corruption was introduced in the Lok Sabha today.

The Bill, introduced by Minister of State for Personnel and Pension, Mrs Vasundhare Raje proposes to set up the office of Lok Pal comprising a chairperson and two members for a fixed tenure.

The Lok Pal and two members would be appointed by the President on the recommendation of a committee comprising the Vice-President, the Prime Minister, the Lok Sabha Speaker, the Home Minister, the leader of the House other than the House in which the Prime Minister is a member of Parliament and leaders of the Opposition in Lok Sabha and Rajya Sabha.

Under the Bill, the Lok Pal will inquire into complaints that a public functionary has committed an offence punishable under the Prevention of Corruption Act, 1988.

The Bill also seeks to make special provisions for discouraging frivolous, vexatious and false complaints. The Lok Pal Bill has been introduced for the eighth time with the legislation having lapsed on seven earlier occasions following the dissolution of the Lok Sabha. The Bill was passed by the Lok Sabha first in 1969.

Man kills wife, stepmother

The police is on the lookout for three accomplices of a youth who reportedly helped him murder his stepmother a few days ago after she came to know that he had murdered his wife. The police had found the bodies of the two women from different places near the same canal.

According to sources, Raisinghnagar resident and the accused Dharmendra, alias Raju, is a wayward person and earned his livelihood by cheating people on a petty scale and had recently eloped with a married woman. After coming to know that she was pregnant, he allegedly took her to a secluded spot near Thakri village and strangled her. He hid the body in the wild vegetation and fled the spot. Some villagers stumbled on the body and informed the police.

When his stepmother Rati Kaur came to know about the murder, she confronted him and threatened to spill the beans to his uncle (tayaji) about it. He was rattled by the threat and decided to fix her also. He took the help of three of his friends, including a taxi driver, for this purpose.

One day he called his stepmother on a pretext and when she arrived, allegedly bundled her in the car and took her to an abandoned brick kiln on the Raisingnagar-Gajsinghpur road and strangled her. They then threw the body in a thick clump of elephant grass nearby.

The incident would have gone unnoticed but for the fact the father and two elder brothers of the accsued become suspicious when she did not return for a couple of days and Raju was also behaving in an odd manner. They confronted him and thrashed him. He admitted that he had killed her and also his wife.

But the beating was so severe that he is stated to be in a serious condition at the local Civil Hospital, the sources added. He was arrested yesterday from the hospital and the police are looking for the driver, Rajendra Singh, and two others. Meanwhile, his father and two brothers too have been booked for criminally assaulting the accused.

Bombay riots: ex-police official held

The police tonight arrested former Joint Police Commissioner of Mumbai R.D. Tyagi indicted by a judicial probe into communal riots in the city in 1992-93. Tyagi, whose anticipatory bail petition was rejected by the Supreme Court yesterday, was arrested at Bombay Hospital where he was admitted earlier in the day following complaint of chest pain. PTI
