Inspectors resent appointment of
DSP Chandigarh, August 14 According to information available, while an inspector of police of the batch, which joined in 1972 as an ASI, gave his representation to the HS, Mr R.S. Gujral on August 6 (the day the departmental promotional committee meeting was held), four Inspectors of Police, who joined the department as probationary ASIs in 1973 gave their representation on August 13 (when the proceedings of the DPC were made public and Mr Om Prakash was declared as selected for the post of Deputy Superintendent of Police). It is also learnt that at least four more inspectors of the batch that joined in 1973 as ASIs are likely to give their representation to the Home Secretary against the appointment in a day or two. It may be noted that the Central Administrative Tribunal, on an application filed by Inspector Om Prakash, had directed the Chandigarh Administration to review its decision regarding the appointment of Mr Dayanand as DSP on April 4, 1992. The decision of the CAT was given on June 26, and in pursuance of these directions, Mr Dayanand was reverted to the rank of inspector and a review departmental promotion committee meeting was held on August 6 . The name of Mr Om prakash was recommended for promotion on the Scheduled Caste vacancy in place of Mr Dayanand. Now, 10 inspectors in the Police Department , who claim seniority to Mr Om Prakash, have alleged that the action and proceedings of the said DPC are illegal, unconstitutional and in violation of the government’s instructions on the reservation policy. It is worthwhile to mention here that the Police Department had declared a list of seniority in December 1998. The said list had given a jumping seniority to Mr Om Prakash on the basis of his SC status and he was placed before six other persons of his batch. At that time, all affected six persons had given their objections to the seniority list, which are reportedly still pending before the authorities concerned. Sources in the Police Department inform that not only has the fresh appointment been done without taking into consideration his six batch mates, but it has also ignored three other inspectors of senior batches. Also, these inspectors are pleading that the posts of two Deputy Superintendents of Police have been lying vacant ever since the two ASPs in the city were promoted as Superintendents of Police. |
