POWER SECTOR Chandigarh, April 5 Mr Chautala has gone on record to say that the privatisation of the power sector will be his last resort. But at the same time he has kept his door on privatisation open. He has given the responsibility of considering the pros and cons of the privatisation of the power sector to his Man Friday, the Finance Minister, Prof Sampat Singh, who held the Power portfolio in the Janata Dal government. He is well conversant with the political compulsions as well as the administrative needs. Recently, Prof Sampat Singh held a meeting with senior officers, including the Chief Secretary, Mr L.M. Goyal; the Principal Secretary to the Chief Minister, Mr S.Y. Quraishi, who was the Secretary, Power, when Haryana had signed a loan agreement with the World Bank and had agreed to restructure the erstwhile state electricity board; the Finance Secretary, Mr A.N. Mathur; and the Power Secretary, Mrs Meenakshi Anand Chaudhary, to discuss in depth the issue of privatisation. Before that the foreign consultant to the power utilities, Mr Arthur Anderson, gave a presentation to the Chief Minister on the advantages of privatisation of the power sector. According to informed sources, opinion was divided. It was pointed out that the net value of the two distribution companies was estimated to be Rs 300 crore. A private company picking up 51 per cent share would be contributing about Rs 150 crore. It is not clear what guarantee the private company would give to assure the government that it would not leave the ship if the company found it to be sinking. In such a situation, the government cannot afford a stalmate since power is an essential commodity. The possibility of the private company, which will have control of the joint sector company, siphoning off funds from the joint venture before jettisoning it cannot be ruled out. Moreover, since subsidy on power to the agriculture sector cannot be wished away by the powers that be in the foreseeable future, the state government will have to foot the bill on the regular basis, unlike the present when it often delays the payment of subsidy to the power utilities. If the government regularly pays subsidy to the power utilities, the latter would be in a much better position even now. The Chief Minister faces a tough choice. |
Excise auction cancelled Faridabad, April 5 While the matter has gone to the Punjab and Haryana High Court, it seems that issue could linger on and Excise loss could rise. This situation has also come ‘Handy’ to the liquor mafia which is supplying a large quantity of illicit liquor in this industrial town and rural areas. The smuggling of illicit liquor has reportedly gone up to almost 50 to 100 times, due to closure of liquor vends. The vends were sealed by Excise authorities on Wednesday morning. According to Excise and Taxation authorities, the annual liquor contract for 2001-2002 given to the company has been cancelled as the two partners of the company had got split due to some differences. One of the partners had “approached” the state Excise authorities requesting for the cancellation of the contract and allotting it on a higher rate. It is learnt that this partner who had a separate company in his name requested for the allocation of contract for Rs 75 crore against the amount of Rs 72.13 crore for which the contract was given last month. The Commissioner, Excise and Taxation admitted the appeal and reportedly cancelled it. Upset with the decision, the company holding the present contract filed a petition in the high court. While the matter is still in the court, the decision to seal all liquor vends has led to strange situation. It is reported that some of the liquor contractors were allegedly ‘allowed’ to sell liquor for some days. But it was stopped due to directions from the court. It is reported that in view of closure of vends, the liquor mafia has become active and started supplying all kinds of liquor on “mass” scale. Involvement of certain policemen in providing shelter to such elements is not ruled out. The Excise Department had reportedly been getting a daily revenue of Rs 20 lakh. While it is not known who would get the ‘contract’. The ‘consumers’ and the state government are at a ‘loss’ due to a “break” in official availability of liquor. |
Special lok adalats
on May 5 Chandigarh, April 5 It is learnt that in a meeting held here on March 17 by Chief Justice of Punjab and Haryana High Court, Mr A.B. Saharya, with the Executive Chairmen of state legal service authorities of Chandigarh, Haryana and Punjab, it was decided that all categories of cases except those specifically prohibited under the statutory provisions may be taken up in the lok adalats and every effort be made by the Lok Adalat Bench to secure settlement in the cases. The compoundable offences include offences like uttering words with deliberate intent to wound the religious feelings of any person, wrongfully confining any person, assault or use of criminal force, criminal trespass, adultery, criminal breach of contract of service and the like. Mr Virk said such cases, which consume much judicial time, might be sorted out in the lok adalats to save judicial time as well as time and money of the parties involved in these cases. Mr Virk said serving judicial officers had their own constraints in making suggestions to the parties to resolve their disputes by way of conciliatory settlement whereas the very concept of Lok Adalats headed by retired judicial officers is based on conciliation. He said the special lok adalats set up by the HSLSA for settling bank loan cases were also a success. These lok adalats were held for four days in February and March and resulted in settlement of 1329 cases in pre-litigative stages worth more than Rs 10 crore. The State Bank of Patiala turned out to be the biggest beneficiary as more than Rs 5 crore was settled in favour of the bank. Besides, 418 pending cases were settled during the four days. “Most of the cases were of the farmers and we asked the banks to consider the condition of the farmers who have been affected by the drought situation prevailing in the state”, Mr Virk said, while adding that the guidelines of banks also prescribed leniency for dealing such cases. “However, if the farmers eventually decline to repay the loan, the order of the lok adalat can be used as a decree by the bank”, he said. |
BJP flays Cong stand on Tehelka Panipat, April 5 Talking to mediapersons at the local PWD Rest House here, he said the Congress had refused to debate the issue in Parliament, move a no-confidence motion or even accept a judicial probe by a retired Supreme Court judge. Such issues of national interest could not be settled by slogan-shouting or through rallies, he said. When reminded about the stance of the BJP in Parliament over former Congress minister Sukh Ram’s case, the BJP leader tried to defend it, saying that the Congress was neither agreeing for a debate nor ready to set up a joint parliamentary committee to probe into the case. In order to protect the interests of the farming community, he said the government had planned to impose 35 to 300 per cent excise duty on the import of foreign agro-based goods. The government had also decided to export 50 lakh tonnes of wheat, 20 lakh tonnes of rice and 10 lakh tonnes of sugar. He said the BJP would organise programmes in all villages of the state on April 6 to celebrate the party’s foundation day. |
Book Tehelka suspects, says HPCC Jind, April 5 The procession which started from the local Patiala Chowk ended at the local mini secretariat, where a rally was organised. Vehicular traffic in the town was disrupted at many places due to procession. Earlier, addressing a press conference, Mr K.K. Tiwari, a former Union Minister and an observer sent by the Congress high command here, said the money taken in defence deals was a serious matter and the government should register an FIR against all those whose names has figured in the Tehelka expose. He said the matter should be thoroughly investigated and action against the guilty persons be taken. He said if the Vajpayee government failed to resign the Congress would intensify its agitation and force the government to quit. Later, the Congress workers sent a memorandum to the President of India demanding the resignation of the Vajpayee government. It was pointed in the memorandum that in view of the Tehelka expose the Vajpayee government has no moral right to remain in power. They demanded withdrawal of hike in power and water rates, adequate supply of electricity and water, withdrawal of new house tax policy and improvement in law and order situation in the state. KUNTEA rally against 6-day week Kurukshetra, April 5 The speakers at the rally, including Mr Maan Singh, president of the KUNTEA and Mr Karan Singh, former president of the KUNTEA opposed the Haryana government move to enforce six-day week from the coming academic session. The high-powered Co-ordination Committee on Higher Education at a meeting yesterday under the chairmanship of Haryana Governor Babu Parmanand approved a plan to enforce a six-day week in all varsities of the state. However, the decision to enforce this had been taken about a month back at the meeting of the high-powered committee but it could not be approved at that meeting as the Chief Minister could not attend it on that day. Five-day week in Kurukshetra University was started in 1994. It was not started with the orders of the executive of the state. It seemed to be a mutual decision of the KUNTEA and the Kurukshetra University authorities. Later following the Kurukshetra University, the Guru Jambheshwar University. Hisar, employees also unilaterly started following five-day week. It was protested by the Haryana Governor, who is also the Chancellor of the University. But the GJU employees continued with this practice. Therefore, the state authorities clinched the issue at its meeting yesterday. Employees are upset that how come that they should observe a six-day week as against the state government employees at Chandigarh and elsewhere who observed five-day week. Employees are also upset that in all respects, they are being treated on a par with the Haryana government employees. Why were they being discriminated against in this respect? Taking exception to the statements of the Haryana Chief Minister that work culture should be imbibed in universities, the employee leaders said why alone at the university level, the work culture should first be imbibed at the secretariat level in Chandigarh and district level in the state. The KUNTEA leaders are agitated that how come facilities were being taken away by the government. The employee leaders while taking exception to the examination reforms being introduced in the University stated that while on the one hand, workload was being increased, strength of the employees was not commensurate with that. Fresh recruitments were not made in the university. Furthermore, authorities were not available in offices to look into the problems of the employees. A number of procedural methods were being given the goby for the sake of cheap popularity and “to win” over the sympathies of the politicians in power. The KUNTEA also resented the move of the Kurukshetra University Vice-Chancellor to close the primary classes in the Senior Model School located at the campus. It was alleged that this move would create difficulties for the IVth class and other low-paid employees who would have to admit sons and wards in privately managed schools in the city. This would cost the employees money. Also the employees had to make arrangements for transporting children to schools in the city. The primary section had been continuing for decades and it had benefited a large number of children of the employees on the campus. The employees resented that while on one hand, the government made announcements of providing education to the children of the poor at lower cost here was an institution which acted otherwise against the interests of its employees. |
Exams cancelled as a warning: VC Rohtak, April 5 The Vice-Chancellor has ordered the cancellation of English (BA-I paper) held at Hodal and Meham on Wednesday on the charge of outside interference. The English paper for BA-I held at Meham on April 3 and for the final year students at Loharu have been cancelled. The history paper for BA-II held at Hindu College (girls wing) Sonepat on April 3 too, has been cancelled on a similar charge. The Vice-Chancellor told The Tribune here today that he had to take the severe action so as to restore the sanctity of examinations. New exam dates for the cancelled papers would be announced at a later date. These would be held in Rohtak. The Vice-Chancellor was not satisfied with performance of some flying squads comprising college teachers. A college teacher, he alleged had been seen in the crowd that had gathered outside a centre in Bhiwani district tried to interfere in the examination. The university was likely to take up his case with the government for suitable action, he said. Maj-Gen Suhag agreed that it was difficult to eliminate the menace of mass copying and outside interference overnight. He however, was optimistic on improving the system through long-term planning. He hinted that the menace could be controlled effectively if the examinations for students of the semester system were held separated from other examinations. “This way we could get extra hands, including policemen to manage the examinations in a smooth and fair manner,” he argued. The Vice-Chancellor said he had established contact with certain MLAs and MPs to seek their help in checking outside interference in examinations. The Pro-Vice-Chancellor, Mr J.K. Sharma, was maintaining day-to-day contact with Deputy Commissioners and superintendents of Police for the purpose. Maj-General Suhag said he planned to merge some of the existing departments from the coming academic session. The final decision, however, would be taken only after the Academic Council meeting. Only those departments would be merged which were not viable. The university also proposed to revise the syllabi to make the courses more relevant. It had revived efforts for setting up a centre of the Lalit Kala Akademic. The Vice-Chancellor and the university was planning to entrust the running of distance education centres with colleges. Study material for courses run by the Department of distance Education was under preparation as per the revised syllabi. During the current financial year, the university would host conference and seminars on a large scale, he said. |
Mass copying at exam centres Sonepat, April 5 According to informed sources, lecturers of local colleges working as Assistant Superintendents in various examination centres in the city and elsewhere in the district feel insecure and frightened on account of the hostile attitude of the candidates appearing in the examinations. Some lecturers on condition of anonymity said members of flying squads did not dare to detect the cases of unfair means as they, too, apprehended violence at the hands of the candidates who enjoyed the patronage of the local staff. Many Principals remained silent spectators and ignored the complaints about the use of unfair means in their colleges. Meanwhile, large-scale interference by outsiders and mass copying by students in the annual undergraduate examinations have been reported from almost all centres set up by the MDU in the city and elsewhere in the district, though the authorities decline to make any comment. In many centres, the examinations have been reportedly turned into a farce by anti-social elements. Many invigilators confessed that answers were being supplied from outside openly and used by students inside the examination halls. They were compelled to remain helpless spectators in order to save their skin. In almost all centres visited by this correspondent yesterday many outsiders were roaming around. Reports from some colleges said some boys were seen climbing to the second floor through drain pipes to deliver notes. A woman invigilator was threatened and was asked by some toughs to deliver written answer notes to a particular examinee and she had to comply with the order out of fear. Policemen on duty were also reported to be helping examinees of their choice in the absence of any checking by the Principals as well as the flying squads. In one centre, a group of helpers was seen fleeing and being chased by two policemen, but to the cops’ dismay, another similar group was entering from the other side. The general complaint from invigilators was that they could challenge the culprits in a few instances owing to lack of adequate protection. |

Mittal lays stone for two roads Rohtak, April 5 Mr Madan Mohan Mittal, Food and Civil Supplies Minister, Punjab, stated this while talking to newspersons at Nangal today. He was responding to the queries regarding the state Congress programme to hold demonstrations to expose the NDA government after the tehelka.com episode. He further added that the successive Congress governments had also been marred by scandal but non of the minister or the office-bearer of the Congress were sacked although substantial evidence was available against them. Mr Mittal was here on a visit to his constituency. He held a sangat darshan at Bela Dhiani village and laid the foundation stone for two roads there. He also said the state government had issued a grant of Rs 2 crore for the repairs of the planned and the pre-planned roads in the Nangal constituency. Besides this, the government had sanctioned the laying of new road from Tiba Nangal to Ratiawal, which would reduce the distance between Nurpur Bedi and Balachaur by 70 km. Responding to a query about the shifting of technical courses from the Nangal ITI, he stated that Mr Badal had put a stay on the transfer of courses from one institution to the other. |
MC work goes on sans governing body Panipat, April 5 To generate regular income for the council, a set of 24 shops and an equal number of offices and a shopping complex in the local Model Town area are under construction. The cost of the shops would be recovered from the security deposit, ranging from 1 lakh to 2 lakh and a monthly rent ranging from Rs 1,400 to 5,100. The Executive Officer said he had a plan to put up a plant to convert the refuse into manure in the outskirts of the town and shift around 500 dairies from the town. Mr Vats said a spot had been located for this purpose and a final decision would be taken after consultation with the Deputy Commissioner. There are around 500 dairies in the city which have become a source of pollution. The dairy owners throw cattle dung in the drains, which get chocked and dirty water overflows. During summer, majority of them bring their cattle for bathing in canals. Even parks in colonies where dairies exist are encroached upon by dairy owners. Some time ago, the state Cabinet drew up a plan to make pollution free areas which come under National Capital Region by shifting dairies out of town and install plants for treating garbage. The district is also covered under the plan and the work to select suitable areas has begun. |
Contractors to get
sanitary jobs Ambala, April 5 According to information, initially the sanitation work of wards 11, 12, and 13 would be allocated to private contractors. The private contractors would organise the sanitation of roads, streets and drainage. The lifting of garbage and silt would be arranged by the municipal council. The allocation of work to contractors would be allotted through auction. The council has around 300 sweepers for the sanitation work of city. Most of them are on regular basis, while a few have been appointed on daily wage basis. The private contractors would engage the sweepers of their own to conduct the sanitation work. The council sources said the services of the 24 spared sweepers would be utilised in some other wards. The president of the council, Mr Rajinder Guddu, said the new experiment of the council would not affect the sweepers of the council. Their services would also be utilised in better way. One of the councillors said it was still to be seen how long this new experiment was successful. |

centres set up Kurukshetra, April 5 This was disclosed by the Deputy Commissioner, Mrs Jyoti Arora, while the arrangements of wheat procurement made by agencies during the season here yesterday. Mrs Arora said all employees engaged in procurement process had already reached the purchase centres. She said about 5 lakh tonnes of wheat was expected to arrive in the mandis and the procuring agencies were expected to purchase about 4.86 lakh tonnes of wheat. Food and Supplies Department would purchase 1.60 lakh tonnes, Hafed 1.65 lakh tonnes, Haryana Agro Industries 70,000 tonnes Warehousing Corporation 64,7000 tonnes, and the Food Corporation of India 26,000 tonnes. Mrs Arora said a control room had been set up by the Food and Supplies Department, (telephone no 20099) so that better liaison could be maintained with the authorities concerned. She said the Food and Supplies Department had deputed the staff in the mandis of Pehowa, Ismailabad, Babain, Pipli, Ladwa, Kurukshetra and Shahabad. The Deputy Commissioner said moisture meter had been installed in all the mandis. |
95.56 lakh to be spent to prevent flood Faridabad, April 5 The Deputy Commissioner, Mr S.C. Jain, said a major chunk of the funds would be used to construct ring bandhs to save the agricultural land from floods during the monsoon season. A sum of Rs 62 lakh would be spent on the construction of a ring bandh at Amipur village. Another Rs 21 lakh would be allocated for the construction of six bandhs in Shekhpur Mujabad and Manjhawali villages. Similarly, funds amounting to Rs 7.79 lakh and Rs 4.77 lakh are likely to spent for protection work against the floods in Sultanpur-Mewli and Atoha villages respectively. |
9 Hospitality Dept canteens to be closed Chandigarh, April 5 The department-run canteens which will be closed down from May 1 are in Haryana Bhavan, Delhi; the Mini-Secretariates at Karnal, Panchkula, Hisar and Bhiwani; the government printing presses at Panchkula and Chandigarh; the office of the Engineer-in-Chief, PWD (B&R), Sector 19, Chandigarh; and 30-Bays building in Sector 17 here. Nearly 100 employees alone will be affected by the closure of the canteen in Haryana Bhavan, Delhi. It is learnt that for the time being the government has decided to continue to run the departmental canteens in the Haryana Civil Secretariat, Haryana Nivas, MLA Hostel, the Vidhan Sabha and the Mini-Secretariat in Sector 17 here. However, the possibility of ultimately winding up the department cannot be ruled out. The department has nearly 450 employees on its rolls. Official sources say a policy decision will be taken soon on the future of these employees.

Mechanic held for teacher’s murder Sirsa, April 5 The district police chief said here today that Chander, alias Sarajuddin, of Bhadra in Rajasthan had been arrested by the police under Sections 302 and 201 of the IPC in connection with the murder of the schoolteacher, Mahender, whose decomposed body was found from the Nohar feeder in the second week of February. The police chief said Chander, who was a close friend of the deceased, had admitted that he pushed Mahender into the canal on February 12 to
grab Rs 10,000 which was in Mahender’s possession. |

Women protest against opening of liquor vends Panipat, April 5 A large number of women of the local Desraj Colony and adjacent localities on Tuesday reportedly attacked a newly opened liquor vend, broke the bottles, damaged the vend and even beat the servants working there. They said the liquor vend was located adjacent to two temples and the drunkards, many a time, are found lying naked. The liquor vend owner has lodged a complaint with the police that the attackers have not only destroyed the bottles but also removed cash worth Rs 15,000 collected through the sale of liquor. |
Gang of thieves busted, 5 held Kaithal, April 5 Mr A.S. Chawla, SP, told mediapersons here today that three gang members including gang leader Rajinder Singh Saini, Balwan and Anil, were yesterday arrested by a party of CIA staff led by Inspector Raj Singh, near Chandana Canal. Two other suspects, Rajesh of Balia Sadana village near here and Anil of Alewa village in Jind district were arrested here today along with a stolen motorcycle. Two others, Ram Chander of Barha in Kurukshetra and Makhan of Balia Ladana village are still absconding. |
Gang member gives the slip to cops Hisar, April 5 The police first noticed him in Hisar cantonment market last afternoon, where he had reportedly gone to purchase a cash coupon for his mobile phone. On a tip-off a police team raided the market, but he escaped along with his accomplice, Surender Singh, on a motor cycle. They sped towards Adampur and a police jeep followed them. On reaching Sundawas village they allegedly fired at the police jeep. The police returned the fire. The policemen also flashed a wireless message to the Balsmand village police post, asking them to put up a barricade on the road as the suspects were coming towards the village. However, nobody allegedly responded to the wireless message at the post for a long time. Besides, another message received there from Fatehabad, saying that two other criminals were also moving towards the village on a motor cycle after looting Rs 8 lakh from a trader, the police confused. The police sources said that after reaching the village, the fleeing suspects’ motor cycle developed a snag. They left the vehicle on the road and entered the village. The police surrounded the village but they escaped. In the meantime, senior civil and police officers along with a heavy police force reached there and sealed the Balsmand village. The officers gave the villagers one hour’s ultimatum to hand over Channi and Surender Singh to the police. The villagers refused to do so, alleging that the police was harassing them. The police laid siege to the village the whole night, but in vain. |
Two Delhi businessmen killed in Haryana Karnal, April 5 Local police chief A.S. Ahlawat said that the robbers also took away the Maruti Esteem car of the victims (DL-4CK 3288). Mr Ahlawat said the murdered have been identified as Naresh Kumar (35) and Sudesh Kumar (40), residents of Punjabi Bagh and Rohini areas in Delhi. He said that they were coming back from Shimla after meeting the daughter of Sudesh, who is studying in a school in Shimla. The SP said the incident happened at around 4 a.m. today when the duo stopped on a highway side to make a nap. The police chief suspected that the murder may be a handiwork of highway robbers.

Ambala, April 5 The Superintendent of Police, Mr Sandeep Khirwar, said
that 44 satta players were nabbed and Rs 81.373 were recovered from
them. He said that under the NDPS Act, 21 kg of opium and 11 kg of
churapost was also seized by the police.
