Cong levelling charges to cover up defeat: CM Dharamsala, February 16 Coming to the defence of the three ministers and an MLA, who have been dragged into the abduction case, the Chief Minister, addressing a Press conference, said even if the two women members were present at the time of the election, the BJP would have still won. He said the victory margin of the BJP was not by one or two votes but by eight votes, which clearly reflected that his party had won a clear majority. He said the investigations were on in the case and the ministers and the MLA would give their version. “It is the Congress which is plagued with infighting and in order to cover up their defeat they are levelling charges against the BJP ministers,” he stated. The Chief Minister said during his week-long winter sojourn in Kangra, he got an opportunity to come close to the common people. “Not only did the public appreciate our policies and programmes, but also gave suggestions” he said. Prof Dhumal said his government was focusing on three major sectors — roads, education and health. He said an amount of Rs 9 crore was being spent annually to give Dr B. R. Ambedkar and Vivekananda scholarships to students. With the launching of “Health Vision —2020”, medical facilities would be provided to every citizen of Himachal, he said. The Himachal Government was spending 40.68 per cent of the plan money on the social sector which included old-age pension and those to the handicapped and widows. He said with the launching of the Maitri Shakti Yojna, over 5.76 lakh women below the poverty line had been insured, with the state and the Centre paying the premium. |
Cong jeopardised Holta project: CM Dharamsala, February 16 Addressing a public meeting at Panchrukhi near Palampur, Mr Dhumal said his government had undertaken speedy and uniform development of Himachal since it came to power. Mr Dhumal accused the Congress leaders of stalling the move for Vivekanand medical institute at Holta near Palampur. He said to jeopardies the project, the Congress government had started Tanda Medical College with meagre amount of Rs 50 lakh, that too without the approval of the Medical Council of India. He said the government had decided to hand over 40 hectares for the meeting up of a postgraduate medical institute near
Palampur. |

Tibetan students on peace march to Delhi Kangra, February 16 The demands included immediate release of Gedun Choekyi Nyima, the 11th Panchan Lama, and end to the human rights violation in Tibet. The peace marchers headed by Mr Karma Lotue, President of the association, carrying the porters of the Dalai Lama, spiritual leader and temporal head of Tibet, and of Mahatma Gandhi, and raising anti-China and pro-independence slogans, marched through the main streets of the town. Mr Karma Lotue said they were marching to draw the attention of the Indian Government and the people to the aspirations of Tibetans for an independent Tibet. He alleged that the people in Tibet were still persecuted. He said they would continue to struggle for an independent Tibet and the goal could be achieved only with international support especially from India. Mr Lotue demanded that Gedun Choekyi Nyima should be released immediately and the Chinese Government should start negotiations with the Tibetan Government-in-exite. He said India should help Tibet seek the release of the Tibetan political prisoners and an end to human rights violations. They were expected to reach Delhi on March 9. Dharamsala: A group of 50 young Tibetans embarked on a peace march from headquarters of the Tibetan Government-in-exile at McLeodganj to Delhi demanding unconditional resolution of the issue of Tibet. The march organised by “Students for Free Tibet” will reach Delhi on March 9. The peace marchers, comprising students, young monks and nuns and a foreigner, will undertake the journey on foot to highlight the issue of Tibet. |
E-governance a distant dream Shimla, February 16 A pilot project of e-governance is being launched next month in Hamirpur district which is the home constituency of Mr Dhumal. An official report has also indicated that although efforts have been made to improve the internal information handling as well as public services, the diffusion of technology to move towards e-governance has been rather slow. Not only e-governance, but the slogan of right to information of the government has also remained only on paper as most of the officers all shy to reply to queries on any subject. ‘Babus’ are reluctant to part with any information. There are instances of certain senior officers having ordered their private secretaries not to disclose their residential telephone numbers to any one. A top official of the Forest Department has issued instructions to his personal assistant not to put through any telephone call from newspersons. Although e-governance aims at improving and simplifying the working of the government and ensuring highest standards of service to people by providing instant access to government information and interaction interface wherever and whenever required,the report has pointed out that the administrative structure here was not geared up the purpose. Many senior officers have not allowed the system to develop towards e-governance as with every change of the head of any department, the perception regarding software has also been changing. Most of the computers in the chambers of top bureaucrats and senior officers are lying as show pieces. Most of their official Internet connections are reportedly being utilised by their family members at home. The computers in offices are being used merely as word processors. Due to the low value placed on information, the data that is maintained or collected is unreliable or full of gaps and the database created in such an environment is not usable for running the query software. The report has also pointed out that the user departments do not contribute enough in defining the software specifications and as a result the initial design of the system on the basis of which the software is developed is itself faulty. |

college disaffiliated Shimla, February 16 The decision was taken by the executive council of the university which considered the report of the Suresh Chandel Committee here today. The committee, which inspected the facilities at the college last year, had pointed out several shortcoming like lack of proper hostels, libraries, well-equipped laboratories and teaching faculty. Subsequently, another team sent by the university was not allowed to conduct the inspection at all. The council also noted that the college had not only failed to provide the requisite facilities, but also introduced a new degree course without its prior approval. With the suspension of affiliation, the college will not be able to admit the next batch of students for the degree courses in the disciplines of electrical engineering, computer science and electronics. In another important decision, the norms for enrolment of Ph.D. course for Scheduled Caste and Scheduled Tribes students were relaxed. Students
with a minimum of 50 per cent marks will now be eligible for enrolment. The council accepted a major demand of the students by allowing candidates placed under compartment in the plus two examination to take admission in the next class provided they have secured at lest 20 per cent marks in the subject concerned and a minimum of 40 per cent marks in aggregate. It also approved creation of various posts to strengthen the teaching faculty in the regional study centre, Dharamsala, International Centre for Distance Education and Learning and Business Studies. Besides,
appointment of professors, associate professors and lecturers in the
department of English, journalism, and computer science were also
cleared.

Deputy Commissioner, Chamba, vice Mr Ranbir Singh, who goes as SDO
(Civil), Bhattiyat, vice Mr J.S. Rana, who has been transfered as
SDO(Civil), Una Mr S.S. Chambial, SDO(Civil), Una takes over as Land
Acquisition Officer, Raja ka Talab, relieving Mr B.R. Kamal, LAO, PWD,
of the additional charge, Mr Kamal Kant Saroch, AC(D)-cum-BDO, Ani,
who was under transfer as SDO(Civil), Dodra Kawar, now goes as
SDO(Civil), Banjar, vice Mr Raj Krishan Prithu who will take over in
his place at Dodra Kawar. Mr Neeraj Kumar, AC(D)-cum-BDO, Shilai, has
been posted as AC to the Deputy Commissioner, Una.

Hamirpur to have new jail Hamirpur A piece of land measuring 60 kanals has been selected near the Police Lines on the Hamirpur-Shimla highway for the jail. The multicrore centrally sponsored project will be undertaken shortly as a sum of Rs 25 lakh had been earmarked in the Budget for 2000-2001. Hamirpur has a sub-jail at present. It is located on the Hamirpur-Sujanpurtira highway, in front of the mini-secretariat. Consisting of two barracks, it was constructed as a judicial lock-up in 1962. It was upgraded to the level of sub-jail in 1972, when Hamirpur was made a full-fledged district. However, no additional accommodation was provided except residential quarters for the Assistant Jail Superintendent in 1988. There is provision for keeping 12 undertrials (11 men and one woman) in the sub-jail. Till January-end the sub-jail had six undertrials and one convict. The inmates of the jail get rations as per the old jail manual. There is provision for a kitchen, a ration store and a clothing and bedding store for them inside the barracks. The inmates have been provided with various facilities, including playing cards, a carrom board, a television set and three newspapers. The Subdivisional Magistrate holds charge of the jail in the absence of the Assistant Superintendent. This post has been lying vacant since February last year when the incumbent was sent to Chamba on duty. The sub-jail at present has one head warder, eight warders, including one woman warder, one clerk and one pharmacist. Inmates who fall ill are taken to the Zonal Hospital as there is no dispensary in the sub-jail. However, a medical officer visits the sub-jail every week. The sub-jail is without a sentry post. Only barbed wire fencing has been provided outside the complex. An incident of jail-break, the first of its kind in this jail, was reported last year. Two inmates fled after cutting the grill of a rear window of the sub-jail. One of them was apprehended the next morning. However, the other one is still missing and has been declared an absconder. Mr Surendra Kumar Sood, Secretary, PWD-cum-Home, visited the jail in January and asked the district authorities to make certain changes in the present complex. He also directed the PWD authorities to take possession of the land allotted for the proposed jail and draw up a construction plan.

Man held with leopard hide Solan, February 16 Avtar Singh, son of house owner Bhup Singh, who has reportedly confessed to having killed and skinned the leopard nearly three months ago, has been arrested. A licensed 12-bore gun, allegedly used in the crime, along with some live cartridges had been seized.
‘Mission Udbhav’ for prisoners Shimla, February 16 Mr Kedar Thakur, general secretary of the group, said the inmates were virtually cut off from society and as a result they suffered from an inferiority complex. This negative feeling was the main psychological block which impeded all efforts to reform prisoners and make them lead a normal life.
