Ripudaman wanted to atone for bombing? FEROZEPORE, Nov 9 — Frequent donations to gurdwaras by Ripudaman Singh Mailk, who has been arrested in Canada for bombing the Kanishka air bus in 1985, is seen by the police here as arising out of a wish to atone for his act. Malik, who is from an orthodox Sikh family of the city, had allegedly bombed the air bus carrying 329 passengers off the coast of Ireland to avenge Operation Bluestar. Following the incident he turned into a more devout Sikh and he freely doled out donations to gurdwaras in Canada. During the early 90s, his family in Ferozepore had gifted red carpets and a piece of land to the Khalsa Gurdwara in the Cantonment for the construction of a charitable hospital and college. Apart from this, his family frequently made donations during all Sikh festivals,
according to the gurdwara management president, Mr Sarabjeet Singh Chhabra. While Malik’s aged aunt, Mrs Joginder Kaur, claims that these contributions were made by the entire Malik family, the police suspects that Ripudaman had a definite role in this, as these charities were made much after the Kanishka blast. Police sources feel that Malik tried to play Robinhood and made these donations to atone for his alleged acts of terrorism. Punjab Police officers, who were actively engaged in anti-terrorist operations say that Malik, like any other criminal or mafia don he, too, was stung by remorse and wanted to atone for his acts. They pointed out that the “sinners” often deceive themselves by offering part of their wealth to the needy or compatriots. This helps them in atonement of sins and assuming the image of Robinhood. They also gave the instances of a few extremists and robbers to prove their point. “Even the kale kachewale gangsters have a heroic side” a senior police officer said. Malik’s aunt also admits that Operation Bluestar had transformed her nephew into a more devout Sikh, who freely donated money to the needy and to gurdwaras. She, however, claimed that the donations made back home were from the entire Malik family following the death of Ripudaman’s father. “Ripudaman had no particular role in these donations”, she said. |
Jobless teachers lathi-charged, police says no BATHINDA, Nov 9 — Activists of the unemployed Elementary Teachers Union and the District Institute of Education and Training Students Welfare Association today alleged that they were lathi-charged by the Punjab police personnel near TV Tower when they were going to submit memorandum to the Punjab Science and Technology Minister, Mr Chiranji Lal Garg. In a statement issued here today, Mr Sukhwinder Singh Sukhi, president, Malwa zone, of the unemployed Elementary Teachers Union alleged that a police party led by Mr P.K. Rai, ASP, acted in a high-handedness manner against the activists. He alleged that the activists were not allowed to go to the minister by the police and the police lathi-charged them to stop them. The agitated activists blocked traffic for about an hour to express their dissatisfaction against the authorities. He alleged that women activists were forced to disperse. However, Mr Jatinder Kumar Jain, Senior Superintendent of Police (SSP), denied the allegations and added that the police did not lathi-charged them. |
Job scheme for kin of award winners CHANDIGARH, Nov 9 — Extending welfare benefits provided to Kargil war heroes, the Punjab Government has now decided to provide jobs to one family member of all posthumous gallantry award winners belonging to the state. As per the decision, one family member in the case of those who have been decorated posthumously with the Param Vir Chakra, the Maha Vir Chakra or the Vir Chakra in any military operation after Independence will be eligible to apply for a job commensurate with his or her qualifications. The notification for the same has already been issued by the state government and so far a single application has been received. As per the available information, 233 soldiers from Punjab have been decorated for gallantry in operations from the 1948 Jammu and Kashmir operations till the 1971 Indo-Pak war. Eightyone of them were posthumous awardees. A high-powered committee chaired by the Chief Secretary, Mr R.S. Mann, and comprising the Revenue Commissioner, Ms Shama Mann, the Personnel Secretary, Ms Kusumjeet Sidhu, the Secretary, Defence Services Welfare, Mr Vijay Kain, and the Director, Sainik Welfare, Brig K.S. Kahlon (retd), besides a representative of the Finance Department has been set up for the purpose. The committee is expected to hold its first meeting to consider the cases of posthumous gallantry award winners later this month. This committee had, last month, interviewed 17 war widows and next of kin of officers and jawans killed in action. Jobs commensurate with their qualifications, including Class I appointments, are being considered for them. While the committee had reportedly approved the appointment of some candidates in the state government as per the provisions laid down, the proceedings are still awaiting approval. Till the approval is granted, the candidates cannot be formally appointed. The candidates included two disabled soldiers, who have been approved for appointment to the post of Inspector in the Punjab police. Jatinder Singh of 19 Jammu and Kashmir Rifles and Harbans Singh of 8 Sikh had taken part in Operation Vijay and were wounded in action. While Jatinder Singh lost his legs in a mine blast, the fingers of Harbans Singh’s left hand had to be amputated. |
‘Discrimination’against Oppn MLAs CHANDIGARH, Nov 9 — Do elected representatives, irrespective of their political tag, have the same status, the same rights and the same say in official matters as do those who belong to the ruling party? The reply is in the negative if one goes by what the CPI MLA, Mr Hardev Arshi, has to say. He has also revealed that much in a letter to the Punjab Vidhan Sabha Speaker, Mr Charanjit Singh Atwal. In support of his cry of agony, he has appended an official communication from the office of the Punjab Chief Minister. Mr Arshi told TNS today that since 1997 Opposition MLAs had been meted out “step-motherly” treatment by the ruling SAD-BJP government. He quoted from the Governor’s Address to the Vidhan Sabha in 1997 (at the first session) wherein, The moot point raised by Mr Arshi pertains to the manner in which first the district planning and development boards were constituted and later preference was given to defeated Akali candidates over elected MLAs when it came to identifying areas lacking in development and the allocation of funds for the same. Even cheques to the panchayats were handed over by defeated Akalis at officially sponsored functions. Referring to the manner in which Opposition MLAs were sought to be slighted and sidelined, Mr Arshi showed to TNS a copy of the notice sent by the “secretary” to the Chief Minister to the Secretaries concerned, along with the heads of departments to attend a meeting of SAD-BJP MLAs of Ferozepore district regarding “development works and other activities” scheduled for November 2. It was held in Punjab Bhavan in Chandigarh, followed by lunch. The Deputy Commissioner, Ferozepore, was requested to inform all SAD-BJP MLAs. “How about the Opposition MLAs?” asked Mr Arshi. He went on to write to the Speaker that at all “review” meetings held for nine districts, so far no MLA of the Opposition was invited by the Chief Minister. “If this is not a sign of discrimination, what else will one call it? he asked. Even meetings of the district grievances redressal committees were seldom held though it was stipulated that these should be held every month by the minister in charge. Another point Mr Arshi referred to was the manner in which large sums of money were spent on different constituencies represented by the ruling party MLAs and the neglect of the constituencies of the Opposition MLAs. The development activities included the construction or repair of roads, upgradation of schools, etc. The real worry of Mr Arshi and others was not that the Opposition MLAs were being ignored”. Their real concern was the manner in which the present Akali-BJP government was setting new, wrong precedents. These, in future, would erode the very concept and postulates of parliamentary democracy. While each MP, without differentiation and discrimination, was entitled to Rs 2 crore allowance to nurse his constituency, in Punjab the Opposition MLAs were being ignored with impunity. Such a feudalistic approach would harm democracy. Moreover, more than anything else, the government was denying the people, more than the opposition MLAs, their due share in development, he added. Mr Arshi was visibly upset by the way Akali and BJP ministers conducted themselves. Even the so-called sangat darshan programme of the Chief Minister was “Äkali darshan” to which the Opposition MLA of the constituency concerned was not invited. The Akalis were giving cheques to panchayats at such “sangat darshan” functions. All this indicated that the SAD-BJP government had scant respect for old traditions on which the foundation of a democratic, parliamentary form of government rested. |
Nambardar held for land grab GURDASPUR, Nov 9 — The police has arrested Fateh Singh, nambardar of Gunopur village and his relative Mukhtiar Singh, a resident of Bhander, for grabbing 31 kanals and 6 marlas in connivance with revenue officials by tempering with revenue records. The other accused, Mr Lakhwinder Singh, Naib Tehsildar, Sulakhan Singh, a gurdawar and Mr Ramesh Kumar, Patwari, have absconded. Mr Varinder Kumar, SSP, in a press note today said Mr Balkar Singh of Simbli Aryan, who also had a piece of land adjoining the said plot, had applied in the court of the Tehsildar, for division of land on July 19, 1988. The plea was dismissed on November 2, 1994. Mr Varinder Kumar said Mukhtiar Singh in connivance with Nambardar Fateh Singh presented himself in court as holder of the general power of attorney. Balkar Singh on November 22, 1994, for the revocation of these orders. In connivance with revenue officials, he managed to get exparte orders in his favour on May 3, 1995, and took possession of the land. In the revenue record the land remained in the name of Mr Balkar Singh. The actual owners of the land filed an appeal in the court of the SDM, Gurdaspur, against the orders of the Tehsildar on May 3, 1995. The SDM decided the case in their favour on July 22, 1998. Meanwhile, the accused managed to get mutation entered in their names. Again, the owners filed an appeal in the court of the SDM, who summoned Mr Balkar Singh. He deposed in the court that he had never appeared in any court nor given general power of attorney to anybody and that he had never applied for mutation. The SDM entered the mutation in the name of Mr Balkar Singh. |
BJP to form units in villages FEROZEPORE, Nov 9 — In an apparent bid to widen its base in rural areas, the BJP has decided to form village-level units. A decision to this effect his been taken at a meeting of the district BJP leaders, who are aiming at garnering political support in villages. One of the three resolutions adopted at a meeting attended by the district BJP president, Mr D.P. Chandan, and the Ferozepore Circle president, Mr Vinod Monga, was to constitute village-level party units. The resolution clearly read that the move was aimed at spreading the BJP base to villages. |
Eight schools to be
named after martyrs BATHINDA, Nov 9 — Eight government schools in the district would be named after decorated Army personnel. This was disclosed by Mr Jaspal Singh, Deputy Commissioner cum Chairman District Sainik Board, in a press note here yesterday. Mr Jaspal Singh added that renaming of government schools after Army personnel would help develop love for the country. Brigadier (retd) Bant Singh, Deputy President, District Sainik Welfare Board, added that on the Armed Forces Flag Day i.e December 7 teams would be formed and with the help of non-government organisations and prominent persons of the city donations would be collected. He added that the Railways had decided to give 75 per cent concession for second class travel to the widows of Kargil martyrs. Brigadier Singh also thanked Punjab Government for the four per cent reservations for the wards of ex-servicemen in the various engineering and polytechnic colleges of the state. He added as per instructions of the Reserve Bank of India (RBI), any ex-serviceman could take the pension in advance as loans up to a maximum of six instalments. Mr Nirmal Jit Singh Sandhu, Deputy Director, Sainik Welfare, Bathinda added that in the past three months 26 war widows have been given Rs 50,000 as travel allowance and Rs 55,000 have been given as help for the marriage of the daughters of ex-servicemen, under the various welfare schemes of the department. |
Minister announces Rs 1 lakh for college MANSA, Nov 9 — Master Mohan Lal, Minister for Higher Education, today presided over the 18th convocation of the local S.D. Girls’ College and distributed degrees pending for three years, to students. The minister also gave away awards to the distinguished students and eight students were presented with gold medals. The minister announced that the B.Sc classes would begin in the college from the coming session. He also announced a grant of Rs 1 lakh for the college. He said the government would soon fill all 7200 ETT and B.Ed posts . The government would recruit teachers on contract basis at Rs 2500 per month at present. The minister promised to release the balance payment out of a total of Rs 3 crore sanctioned for the construction of the building of the local Government Nehru Memorial College. Mr Sukhwinder Singh Aulakh, MLA, Mansa, announced a grant of Rs 2 lakh on behalf of Mr Balwinder Singh Bhunder, Member, Rajya Sabha, for the college. Mr Jaswant Singh Phaphre, former Deputy Speaker, was also present at the function. The annual magazine, ‘‘Sudhanshu,” published by the college was also released by the minister. |
Traders to boycott govt functions BATHINDA, Nov 9 — In an unprecedented move, traders of state, who are members of the Punjab Pardesh Beopar Mandal, today decided to boycott ministers and government functions in protest against the ‘anti-trader” attitude of the ruling SAD-BJP alliance of the state. Mr Madan Lal Kapoor, President, Punjab Pardesh Beopar Mandal and Mr Jeewan Lal Goyal, President, City Beopar Mandal, Bathinda, announced that all traders would bear black badges to welcome” the ministers. The Punjab Science and Technology Minister, Mr Chiranji Lal Garg, also suffered a big jolt today when his close lieutenant, Mr Jeewan Lal Goyal, categorically stated that he along with other traders would not support Mr Garg in the next assembly elections He alleged that Mr Garg had been befooling traders for the past four years. Mr Kapoor and Mr Goyal while taking to mediapersons alleged that Mr Garg was a “master liar” and had been cheating the traders ever since he became a minister in the Punjab Government. They pointed out that the traders had taken this decision when the Punjab Government did not abolish the octroi as promised by the SAD-BJP combine in their common minimum programme released on the eve of last general assembly elections. They said that they would approach the Election Commission for urging it to derecognise all those parties which failed to fulfil the promises made in their manifestos. They alleged that Mr Garg had been befooling both Mr Parkash Singh Badal, Chief Minister, Punjab, and traders by cashing in on the fact that he was a leader of the Aggarwal community and Hindus. They said that neither the Hindus nor members of the Aggarwal community were with Mr Garg. |

During a three-day farewell visit to the military station, General Jaini addressed soldiers and their families. He visited the division’s armoured regiment, the Guards battalion and troops at Dera Baba Nanak. During the tenure of General Jaini, the military station at Tibri became a model, self-contained military station with better schooling facilities roads and a well-equipped shopping complex.

Hotel fined Rs
10 lakh JALANDHAR, Nov 9 — The Punjab State Electricity Board authorities imposed a fine of over Rs 10 lakh on a local hotel for power theft by tampering with the energy meter, said Mr B.S. Pattar, SE,
Operations. The board’s special team headed by Mr Rameshwar Sharma raided the premises of Hotel Regent Park on July 13 and the meter was allegedly found tampered during the inspection. Subsequently, the meter was replaced and old meter was sent to laboratory for inspection. According to hotel sources, a complaint has been filed before the dispute settlement committee of the board against the fine. The hotel owners, however, had deposited an instalment of the fine and power supply had been resumed. |
Resignation of
minister sought FARIDKOT, Nov 9 — The Punjab Beopar Mandal has asked the Science and Technology Minister, Punjab, Mr Chiranji Lal Garg to resign from the Punjab cabinet following his failure to stop the auction of octroi at Bathinda. In a press statement here today, Mr Bimal Gupta, patron of the body, said that the minister while laying the foundation stone of the Mandal complex in the town on July 2 last promised the traders to give favourable response to the demand for not privatising the octroi but take all steps to talk with the state Chief Minister to abolish the same at the earliest. How ever all things had gone against the business community, said Mr Gupta. Keeping in view the moral values the patron has appealed the minister to fulfil his promise otherwise the businessmen would be compelled to take the issue to the streets. |
Demand to set up magic academy PHAGWARA, Nov 9 — National magic awardee and noted magician Samrat Shankar today stressed the need for setting up a magic academy for education and propagation of magic, which he called a fine art. Addressing a press conference here today, Shankar offered to set up an academy if land was provided to him by the government. Calling magic a pure entertainment, Shankar said he would take the art at people’s doorsteps to curb superstitions, spread awareness about hypnotism and treat psychological and psychiatric patients. He claimed having treated at least 500 such patients so far. Performing magic since 1974, Shankar claimed having done 15,000 shows so far. He had come here for a series of shows, including some charity shows. He demanded exemption from tax, easy loan and official patronage for magicians. |
7 commit suicide in Sangrur SANGRUR, Nov 9 (PTI) — Seven persons, including two women, two children and a farm labourer, reportedly committed suicide in this district, the police said here today. Charanjit Kaur of Narayangarh village along with her two kids jumped into a canal near Bhawanigarh. The police recovered the body of the woman and her son (4). The body of the daughter is yet to be recovered. A family dispute is said to be the cause of the suicide. The woman’s husband has been taken into custody by the police. Another suicide was committed by Sarbjit Kaur at Charneke village, near Tapa by consuming some poisonous substance. The woman was rushed to Ludhiana in a serious condition but she died on the way. Gurjant Singh, a farm-labourer of Dhindsa village in Moonak, ended his life by consuming poisonous pills. The cause of suicide was said to be indebtedness. A Muslim woman Janvi of Malerkotla died of burn injuries received while cooking. Migrant labourer Ajay Kumar of Gorakhpur district in UP was crushed to death by a speeding vehicle while crossing road near Malerkotla. |

Youth hit by vehicle, dies JALANDHAR, Nov 9 (UNI) — A four-wheeler hit and killed a youth and then barged into a three-wheeler, wounding its passenger near a “dargah” between Jalandhar and Kartarpur on the national highway today, police sources said. Ravi Kumar, in his early 30s was standing with his friend Devinder Singh from Littan village near Bholath when a Tata-407 vehicle rammed into them, killing Ravi Kumar on the spot and injuring Devinder Singh who has been admitted to the civil hospital here. The four-wheeler then hit an auto-rickshaw, wounding Jagjit Kaur of Avtar Nagar in the city. She, too, has been admitted to the hospital. |

accident HOSHIARPUR, Nov 9 (UNI) — Two members of a marriage party were killed and one injured when the vehicle in which they were travelling from here to Jagraon collided with a truck near Purheera on the Hoshiarpur-Phagwara road this morning, the police said. Ram Sarup (35) of Dana Mandi, Ludhiana, and Joga (40) of Canal Colony, Nawanshahr, died on the spot, while the injured, Rasala Ram, has been admitted in a local hospital, the police said. The truck driver fled the scene but the truck has been impounded. A case of causing death by negligence has been registered at the Sadar police station. In another incident, a cyclist, Kishan (40), was killed on the spot after being hit by a vehicle near Nasrala on the Hoshiarpur-Jalandhar road last night.

PSEB revives load regularisation PHAGWARA, Nov 9 — The Punjab State Electricity Board has revived the voluntary disclosure scheme for regularising unauthorised load of A.P. category tubewell consumers, according to Mr Ajit Singh, Senior Xen, PSEB, Phagwara, Division here yesterday. However, the regularisation would be done on the fulfillment of certain conditions including the Rs 3500 (non-refundable) with test report per BHP, special charges and deposit of Rs 90 per kilowatt, disclosed Mr Ajit Singh, the VDS for load-expansion in agriculture sector would continue for a quarter. |
Truck driver looted JALANDHAR, Nov 9 — A truck driver of Himachal Pradesh was made to part with his vehicle along with 200 bags of cement by three masked men near Daulatpur village last night. According to the police, the driver of the truck HP-3806, was going in his vehicle on the main road when another truck overtook and forced him to stop. On this, three persons with faces masked alighted from the truck and forced the driver Baldev Singh, a resident of Kangra to come out of the vehicle and two of them sped away with his vehicle. A case has been registered. |

on graft charge ROPAR, Nov 9 — Two employees of the Chamkaur Sahib Marketing Committee had been booked on charges of corruption, said the local DSP, Vigilance, Mr Malvinder Singh Sandhu. The accused have been booked in a raid conducted on the request of an arhtiya of mandi, Mr Raghbir Singh Chahal. The complainant alleged that Randhir Singh, clerk, and Ravinder Singh, Supervisor, both employees of the Chamkaur Sahib Marketing Committee were asking for bribe for stamping and endorsing the forms of arhtiyas. The DSP along with two witnesses raided the Chamkaur Sahib mandi and laid the trap for the accused. Randhir was caught red handed while accepting a bribe of Rs 100 whereas the other accused absconded. The DSP said efforts were on to trace the absoconding employee. A case under Sections 7 and 13 (2) 88 of the Prevention of the Corruption Act has been registered against the two. |
HC admits plea against sentence CHANDIGARH, Nov 9 — The Punjab and Haryana High Court today admitted the appeal of 13 accused who had reportedly killed a Head Constable, Tarsem Lal, in September 1998 by thrashing and hanging him outside the Deputy Commissioner’s office in Moga. Mr Justice N.C. Khichi, while admitting the appeal, suspended the sentence of all these 13 accused and granted bail to them. The police, which acted belatedly, registered an FIR against 19 accused. Six of them were declared proclaimed offenders while 13 were sentenced to 10 years’ Rigorous Imprisonment. They had challenged the trial court’s order in the High Court here. |

arrested GURDASPUR, Nov 9 — The Sujanpur police today arrested two drug smugglers identified as Ram Lal of Madhopur in Pathankot sub-division and Raj, wife of Gian Chand, of Awankha and seized 1.5 kg of drugs from their possession. According to Mr Varinder Kumar, SSP, the police on a tip-off laid naka at the Gagran crossing and intercepted the smugglers who were on a scooter. A case under sections 20, 61 and 85 of the NDPS Act has been registered against the accused. They used to bring charas from Jammu and Kashmir after purchasing it at the rate of Rs 2000 to 3000 a kg and sold it in area at a rate of Rs 20,000 to Rs 22,000 a kg. |

milk: 2 booked TARN TARAN, Nov 9 — The police yesterday booked two persons, Balwinder Singh and his son Jasbir Singh of Chabal village under the Essential Commodities Act for preparing and selling synthetic milk. The police told mediapersons here today that the accused were engaged in this illegal act for a long time. The police has seized the apparatus that was being used in the process. They prepared the milk at their house and sold it in the local and Amritsar markets. |
Arhtiya robbed
of Rs 4.5 lakh LUDHIANA, Nov 9 — Three unidentified youths snatched Rs 4.5 lakh from an arhtiya (commission agent) near Dharmakote village in Moga district, about 80 km from here. According to police sources the arhtiya, Mr Gurjeet Singh, was going home on scooter with Rs 4.5 lakh in his bag in the front basket and Rs 50,000 in his pocket. About 3 km from Daramkote, he was chased by four unidentified youths in a blue Maruti car. They hit Gurjeet Singh from behind. He lost the balance and fell down. The bag fell on the road. The youths picked up the bag and fled. The police has registered a case. Most of the entry points were blocked and the police started thorough frisking in places as far as Moga. No arrest has been made so far. |
