Four militants held with arms

AMRITSAR, Nov 7 — In a swift operation, the Majitha police foiled an attempt by the ISI to revive militancy in Punjab by arresting four persons last night from somewhere in Lopoke in Amritsar district.

Of the four arrested, two visited Pakistan for short intervals and two had links with the ISI and the Babbar Khalsa International (BKI).

The weapons and explosives recovered from them were meant for carrying out acts of sabotage as well as for target killings.

The recovery of heroin and fake currency as part of the consignment clearly pointed at a narco-terrorism nexus, Punjab Director-General of Police Sarabjit Singh said here today.

The operation resulted in the arrest of Jaspal Singh, alias Jassa, son of Sukhdev Singh of Thathi, and Manjeet Singh, alias Rinku, alias Doctor, son of Jagir Singh, a resident of Hetampura, Sukhdev Singh, alias Shega, son of Bishan Singh, a resident of Burj, and Paramjit Singh, alias Marru, a resident of Toor.

Two AK-47 rifles, four magazines, 100 cartridges, four .30 bore pistols with four magazines and 24 cartridges, 750 kg of explosives, Rs 2 lakh in fake Indian currency, 10 detonators, 9 kg of heroin and two scooters were recovered from them.

A case under Sections 411/414/498-A, IPC, Sections 21/61/85 under the NDPS Act, Section 25 of the Arms Act, and Sections 4/5 of the Explosives Act has been registered against them.

Manjit Singh, alias Rinku, is known to have links with smugglers of Punjab and Delhi. In the recent past he had established contacts with the Babbar Khalsa International men of the Doaba region. He was instrumental in bringing young men into the ISI fold for indulging in narco-terrorism.

Jaspal Singh, alias Jassa, is a notorious smuggler. His father, Sukhdev Singh, was also involved in a number of smuggling cases. He had established links with Pakistan smugglers Bholla Butt and Rana Amjad, at present lodged in Lahore, who had introduced him to Yaqub Masih, alias Yaika, a notorious smuggler of Changowali village in Pakistan.

Yaqub Masih, an ISI agent, responsible for supplying consignments of arms, ammunition and heroin to India, was also involved in the digging of a tunnel from across the border to Ramdas area last year and has been close to the BKI. Jaspal Singh, alias Jassa, had been introduced by him to Wadhawa Singh Babbar, chief of the BKI.

Two months ago, Jaspal Singh, alias Jassa, had had a telephonic talk with Bholla Butt and Rana Amjad. Subsequently, he had crossed over to Pakistan from where he was taken to Lahore. There he contacted Yaqub Masih and other ISI agents. Wadhawa Singh, Mehal Singh, Piara Singh and other members of the BKI often visited him. There he made arrangements for consignments of arms, ammunition and heroin to be smuggled to India and to be received by the men of the BKI.

The DGP said on interrogation, Jaspal Singh had revealed that long parleys were held between the BKI terrorists and ISI agents at Lahore to discuss their plan of action, which included target killing of police officers and politicians.

Jaspal Singh had revealed that BKI chief Wadhawa Singh had been provided with three Lancer Cruiser cars valued at Rs 30 lakh each by the ISI. He had also been provided a security cover.

Jaspal Singh had further disclosed that Rs 20,000 was given to “couriers” to smuggle a packet of heroin. They were required to supply arms and ammunition to BKI terrorists. The consignment was divided into two parts. The heroin was pocketed by smugglers, who had bases in Punjab and Delhi, and the arms and explosives passed on to the terrorists.

Harpreet case: accused remanded till Nov 21

PATIALA, Nov 7 — The judicial remand of the five accused in the Harpreet death case has been extended further to November 21.

The Special Central Bureau of Investigation court judge, Mr Jaspinder Singh Heyer, today extended the judicial remand of Paramjit Kaur, Satya Devi, Harwinder Kumar, Sanjeev Kumar and Dalwinder Kaur to November 21 following a plea in this regard by the CBI counsel.

The counsel for the accused today pleaded that the accused were being brought to the court from the Central Jail here in highly unsafe vehicles. He said while the accused had been brought to the court in an autorickshaw for the October 23 hearing, they had been brought in an open Allwyn Nissan vehicle for today’s hearing. The counsel pleaded that as the case was very sensitive, the security of the accused should be taken into consideration while being presented before the court and that a proper vehicle should be used to transport them.

The defence counsel also pleaded that the CBI should bring the case record of investigations being done by the agency to the knowledge of the court . He said the accused had been in judicial remand for an inordinate time but the investigating agency still had not disclosed its progress in the case so far.

The Special Judge directed the CBI to bring relevant material connected with investigations into the case following police remand and subsequent judicial remand to the notice of the court on the next date of proceeding in the case.

Four of the accused — Paramjit Singh, a landlord, maid-servant Satya Devi and servants Harwinder Kumar and Sanjeev Kumar had been arrested by the CBI in Punjab while Dalwinder Kaur, who is the owner of the controversial Jasdil Mansion in which Harpeet is alleged to have been kept captive for some period, was arrested from Delhi. Dalwinder’s case was transferred to the Special CBI court here on the request of her counsel.

Harpreet case: bail refused to doctor

CHANDIGARH, Nov 7 — The UT District and Sessions Judge, Mr H.S Bhalla, today dismissed the anticipatory bail application filed by Dr Balwinder Singh, allegedly involved in a case pertaining to the death of Harpreet Kaur, daughter of SGPC chief Bibi Jagir Kaur.

Defence counsel argued in the Court that Balwinder Singh was a doctor by profession and presently posted as Medical Officer, Subsidiary Health Centre, Pattarkala, Jalandhar, and had no connection with the case.

Defence counsel further argued that Balwinder Singh’s name had neither been mentioned in the FIR and nor in the petition filed by Kamaljit Singh in the Punjab and Haryana High Court. Therefore, Balwinder Singh should be granted anticipatory bail.

CBI’s counsel argued that the custodial interrogation of the accused was necessary to find out the facts about the persons, who accompanied Dr Dalvir Kaur, Dr Sat Pal and Harpreet Kaur on March 19.

To prove his point, CBI counsel submitted before the court a file containing investigations carried out by the CBI till date, in which some of the accused in their statements had pinned Dr Balwinder Singh for allegedly accompanying the accused, who carried out Harpreet Kaur’s alleged abortion.

The UT Additional District and Sessions Judge, Mr Lakhbir Singh, had issued a notice to the CBI for November 7, on the anticipatory bail application filed by Dr Balwinder Singh. Dr Balwinder Singh had been summoned by the CBI to appear at its Chandigarh office on November 6 and in its Delhi office on October 23 and October 31 in connection with the case.

It was alleged that Balwinder Singh had helped Bibi Jagir Kaur in the termination of Harpreet’s pregnancy. It was also alleged that the accused had accompanied Dalwinder Kaur and Pritam Singh when Harpreet Kaur was taken to a nurse, Satya, working in a primary health centre in Jalandhar.

Differences come to fore in YAD unit

BATHINDA, Nov 7 — Differences have come to the fore in the district unit of Youth Akali Dal (Badal) over appointments and some functions held recently.

One group is led by Mr Bhola Singh Gillpatti, a former Youth Akali Dal chief.

Mr Jagroop Singh, president, Youth Akali Dal, Bathinda, appointed Mr Nirmal Singh Sandhu president of the Bathinda city unit in place of Mr Gillpatti on November 1 with the consent of Mr Chiranji Lal Garg, a Punjab minister from the area.

Earlier, the YAD, state president, Mr Amrik Singh Aliwal, who announced presidents of three circles including Phul, Dialpura and Rampura city, on September 8 in the local Hazirattan gurdwara gave rise to widespread resentment among the party rank and file. Mr Gurpreet Singh Malooka, a son of the power minister, Mr Sikander Singh Malooka, was also announced as state general secretary of the YAD.

Mr Jagroop Singh, who commands considerable following among the youth workers, has thrown his weight behind Mr Garg after the differences came to the fore in the district unit. Mr Gillpatti and his associates were reportedly being backed by the group opposite to Mr Garg.

On the other hand, the exclusion of Mr Sikander Singh Malooka, who is president of Shiromani Akali Dal, Bathinda from the list of working committee members, advisers and special invitees released by the party secretary, Mr Kirpal Singh Badungar, has surprised the rank and file of the party.

Party sources said Mr Garg, who was included in the working committee had been rewarded securing victory of party candidates in Sunam and Nawanshahr byelections. With his nomination in the working committee, Mr Garg had made his opponents to eat a humble pie.

The party workers were surprised over the fact that how party high command left Mr Malooka out from the list of working committee members when the kith and kin of senior party members were accommodated in different bodies.

Mr Harcharan Singh Sivian, organising secretary, YAD, Punjab, said that recently a meeting of youth workers including Mr Jagroop Singh and Mr Gurpreet Singh Kangar, general secretary, YAD, Punjab, was held at Takht Damdama Sahib where a pledge was taken to carry the policies of the Chief Minister, Mr Parkash Singh Badal, to every nook and corner of Punjab.

He pointed out that all the youth workers of Bathinda district were behind Mr Jagroop Singh and Mr Kangar. He added that some persons were trying to create division in the district unit of YAD.

He disclosed that the YAD would start a mass contact programme in December which would be inaugurated by the general secretary of SAD, Mr Sukhbir Singh Badal.

PATIALA, Nov 7 — The candidature of Punjab Pradesh Congress President Capt Amarinder Singh for the top spot in the state during the forthcoming organisational elections received a shot in the arm with a majority of newly “elected” PPCC members rallying behind him by attending a luncheon meeting called at his New Moti Bagh Palace residence here today .

A majority of 209 delegates attended a “private” lunch organised by the PPCC Chief ostensibly to congratulate them on their “election” to the state unit. The delegates returned the compliment by conveying that they were solidly behind the PPCC Chief. Pradesh Congress sources said 199 out of 209 members attended the lunch meeting. All major groups in the pradesh Congress, except that of Mrs Rajinder Kaur Bhattal, were represented in the lunch meeting.

There were only a few who chose to keep away. Most noticeable was the absence of Mrs Bhattal who Capt Amarinder Singh said could not come as she was attending a meeting of the Central Election Committee in Delhi today. However, four members from Sangrur, including her loyalists Harbans Singh Sidhu, Gurcharan Singh Dirba and Dhanwant Dhuri besides Gurcharan Singh Dadhahoor did not turn up for the meeting. Besides this the only prominent absentee was former minister Brahm Mohindra who chose not to attend the meeting. Mr Brahm Mohindra when contacted said he did not attend the lunch as it was a personal affair and did not have anything to do with the party.

The surprise guest was party MP Jagmeet Brar who came for the luncheon meeting along with his few loyalists who have been ‘elected’ to the pradesh Congress. The attendence of Mr Brar was seen as a victory by Amarinder loyalists who made sarcastic comments that he had probably now got permission to attend the lunch from party President Sonia Gandhi. Mr Brar had stated yesterday he would attend the luncheon meeting only after talking to the high command in this regard.

Talking to TNS Mr Brar claimed that he was still a candidate for the top post in the state unit but that he had left his candidature to the high command. “If the High Command thinks consensus can be built around my name, I will stand for election”. He, however, said he would support any decision taken by the top party leadership. Mr Brar said he had expressed reservations about attending today’s lunch meeting as the first meeting of the elected members of the PPCC should be held at its official headquarters. He said he had, however, decided to attend the function after consulting the high command which felt there was no reason not to go.

The sentiment was expressed by PPCC Chief Capt Amarinder also who said the lunch was a private function organised to felicitate the newly elected PPCC members. Sources said keeping in view the opposition to holding an official meeting at the residence of the PPCC chief, the party leadership decided to hold its official meeting to support the candidature of Mrs Sonia Gandhi at Chandigarh today evening.

However, the PPCC has already passed a resolution in favour of the candidature of Mrs Sonia Gandhi. The three-line resolution released by party vice president Sant Ram Singla, which has been signed by all the members attending todays lunch, says: “We welcome the candidature of Mrs Sonia Gandhi for the presidentship of the Indian National Congress and take great pleasure in endorsing her candidature”.

BATHINDA, Nov 7 — Minor clashes between policemen and shopkeepers and sloganeering marked the auction of octroi posts which was held here in the Circuit House under heavy security arrangements.

Official sources said the auction of octroi posts to private contractors would fetch Rs 10.07 crore as revenue to the Municipal Council in a year.

Sources said the auction, which was to be held about two months ago, had been postponed earlier on “flimsy grounds”, the actual reason being the government did not want any trouble by traders during the Sunam poll which could have affected the poll prospects of the SAD-BJP candidate.

Mr Chiranji Lal Garg, Law Minister, who was in charge of the poll, had then claimed that the octroi posts here would not be auctioned.

Trouble at today’s auction started when policemen tried to stop the traders from accompanying a team of income tax officials which had come to inquire about the source of income of bidders.

When the traders tried to enter the Circuit House, they were pushed back by the policemen. A fire tender was summoned for use of water canons against the protesters.

Mr Kapil Dev SP (O), Mr Jaspreet Singh Sidhu, DSP (R), Mr Gurtej Singh, SDM, Mr Anil Kumar, Tehsildar, and Mr Ravinder Kumar, Naib Tehsilder, present on the spot.

Mr Kewal Krishan Garg, General Secretary, DCC (I), and Mr Amritpal Singh Brar, member, National Council of the Nationalists Congress Party (NCP), alleged that the traders were denied entry to the venue as the Municipal Council wanted to “conceal its misdeeds”.

Mr Aggarwal said Mr Garg should explain why he had got the auction of octroi posts postponed when the process for the Sunam byelection had begun. He alleged the local municipal authorities did not allow the income tax officials to work freely.

The officials, who raided the auction venue, failed to get cooperation from any quarter and returned empty-handed. Only one bidder Mr Raj Kumar, volunteered to have his statement recorded.

Mr Bhupinder Singh Bhullar, president, Municipal Council, when contacted, said the auction was held in a free and fair manner and transparency was maintained.

He alleged that certain political activists had tried to “sabotage” the auction for vested interests. With the income generated from the octroi posts, the local Municipal Council would be able to provide basic amenities to the citizens, he added.

Pilgrims take refuge in gurdwaras

AMRITSAR, Nov 7 — Alleging humiliation at the hands of immigration and security forces, hundreds of devotees stranded on the Attari railway station took “refuge” in gurdwara sarais.

Many of them were provided only blankets to sleep in the reception area while others returned to their nearby villages and towns.

The worst plight, however, was of those who had travelled all the way from far off countries. Jathas from England, Scotland, Malaysia, Hong Kong and Canada were allegedly treated shabbily by the authorities.

A jatha from England of at least 185 members under Mr Ram Singh Dhillon disclosed that only 15 of their members left by train yesterday while 40 of them having British passports were allowed to proceed to Pakistan via Wagah road route.

In the melee many devotees were left here while their spouses, one of their sons, daughters and others managed to board the train. They alleged that Mohan Singh Johal (75) from Birmingham was left here while his wife Surinder Kaur, a British passport holder, left by the road route. Mrs Avtar Kaur (57) from England was left here while her husband Mr Sewa Singh (62) was able to board the train.

Jathedar Jaswant Singh Rajinder Garh, member, SGPC from the Akali Dal (Amritsar) group alleged harassment and humilation at the hands of the Custom and immigration authorities and the security forces.

“We were literally pushed into buses”, he added. Similarly, Manjit Singh (40) of Abohar said the public address system at Attari continuously repeated the message of “Empty the railway station” to all those who had not got the clearance. We had come as devout Sikh sangat not refugees, he said.

It is also learnt that many of the passengers’ immigration papers stamped earlier were crossed at the last minute and they were asked to leave. Many alleged that after exchange of hot words with the authorities they were returned their passports.

However, a Britain-based women jatha was adamant to stay back till Thursday when the next train from Pakistan is due. “We have no other alternative”, says Joginder Kaur, a young woman from Birmingham.

Meanwhile, two halls and a number of rooms at Sri Guru Ram Das Niwas were packed to capacity while more than 23 rooms, a hall and even a store was emptied out at Hargovind Niwas to lodge the stranded passengers. Sikh pilgrims were also lodged in the Akal Rest House, Guru Arjan Dev Niwas, Guru Nanak Niwas besides others in the Sri Harmandir Sahib complex.

Meanwhile, the Khalra Mission Commission in a statement lashed out at the treatment meted out to Sikh passengers. In a complaint lodged with the National Human Right Commission, Mr Surinder Singh Gharyala has alleged a conspiracy by Chief Minister and SGPC chief Bibi Jagir Kaur to put down those who had defied the SGPC diktat of a ban on Sikh jathas to Pakistan.

Attari incident: SHSAD to hold stir

CHANDIGARH, Nov 7 — The former SGPC chief and President of the Sarb Hind Shiromani Akali Dal, Mr Gurcharan Singh Tohra, today gave a call to observe November 15 as a “protest day” over the treatment meted out to Pakistan-bound jatha of Sikh pilgrims at Attari railway station yesterday. He has urged for a resolution condemning the authorities concerned in this connection.

Mr Tohra alleged that the Union Government was treating Sikhs as second-class citizens and this was not acceptable. The Government was playing a dangerous game to keep Mr Parkash Singh Badal and Bibi Jagir Kaur in good humour, he further alleged, adding that the consequences of this game would not be good, he added.

Whenever Sikhs had raised their voice against the unfair treatment given to them, the Union Government branded them as separatists. Mr Tohra said that as the SGPC was not sending a jatha of sikh pilgrims the community was left with no alternative but to visit gurdwaras in Pakistan on its own.

Mr Tohra claimed that as many as 25 “birs” of Guru Granth Sahib and several “Gutkas”, other religious literature and “Karas” were not allowed to be taken to Pakistan by the authorities concerned at Attari railway station. He asked why did the Union Government not provide adequate rail coaches to pilgrims. Only 800 pilgrims out of 3200 were able to board the train, he added.

He said that he had personally submitted several representations to the Union Government in the past years to take up the issue of handing over the “sewa sambal” ( upkeep) of sikh shrines in Pakistan with the government of that country, but no efforts had been made in this connection. Mr Tohra said that the lists of all Pakistan-bound pilgrims who faced problems at Attari railway station yesterday were submitted to the Union Government and Intelligence Bureau well in advance after, grating of visas to them. There was no reason to give ‘shabby’ treatment to them at Attari, he added.

30,000 birds arrive at Harike wetland

HARIKE (Ferozepore), Nov 7 — Approximately 30,000 migratory birds have arrived at the Harike wetland lake that has been cleared of 1.25 lakh tonnes of water hyacinth by the Army. The bird count is almost thrice the estimated arrival of 10,000 birds in the areas.

Stating this at a press conference here this morning, the Principal Secretary of the Punjab Council of Science and Technology (PCST), Mr Rajan Kashyap said the Army took four months to remove the hyacinth cover. The Wild Life Conservator, Mr R.K. Loona, who was also present at the press conference said that coot, common pochard, shoveller, brahmini duck, common teel, pin tail, mallbard and egrets are some of the birds, which have come to Harike in big numbers.

Mr Kashyap said the state Environment and Wildlife Department would utilise the equipment developed by the military in March, 2001. The first phase of the project to promote eco-tourism in Harike is complete. He disclosed that the place was being developed to attract bird watchers and environmentalists.

Special permits shall be given to the transporters, who are willing to bring tourists to Harike from Amritsar. As part of the eco-tourism promotion scheme, the local civilians shall be roped in to ensure protection of Harike from poachers.

At least 30 to 40 fish contractors, who have been stopped from venturing into the wetland lake shall be asked to offer boat service in the area as an alternative. Besides, a few of the total 33 islands made accessible by the Army shall have fabricated huts for nature lovers.

Referring to the inability of paper industry to make use of the hyacinth as a raw material, Mr Kashyap said the paper industry do not see economical viability in this, and the PCST was now contemplating to use hyacinth as fuel for bio-gas plants. He explained that as part of this proposal, each bio-gas plant will have 50 per cent of the hyacinth and the remaining percentage of cow dung. He also claimed that the possibility of exporting the hyacinth outside the country for economical use was being examined.

He said the proposed thermal power project at Goindwal near here will not have any adverse impact on the environment of the Harike wetland. The power project will be cleared only after the mandatory environment impact assessment.

He announced that a free boat ride of children and painting competition shall be held on the Children Day function being organised here on November 14.

Tubewell scam: Jt Dir (Agriculture) booked

GURDASPUR, Nov 7 — The police today booked Mr M.S. Chahal, Joint Director Agriculture, and Rajesh Kumar, owner of Unitech and competent Engineers, Pathankot-based companies for their involvement in various irregularities during the installation of deep tubewells in this district during 1998 and 1999. According to Mr Varinder Kumar, SSP a case under Sections 409 and 120-B of the IPC and 13(2) of the Prevention of Corruption Act has been registered against the accused.

The SSP said that the accused are absconding. However, the police parties have been rushed to raid the hide out of the accused to arrest them.

The SSP said that the accused were guilty of a conspiracy to embezzle huge amount meant for installation of tubewells. The Joint Director Agriculture who was Chief Agriculture Officer here during the occurrence of crime did not follow the rules to float tenders, execute tenders and make payments. The total payments were released before the execution of the works.

The SSP said that out of total of 18 deep tubewells, which were to be installed under the scheme, as many as nine were just unfunctional. Remaining nine tubewells are running under capacity. The material used in the installation have been found substandard.

The SSP said that the FIR has been registered after the directions of Financial Commissioner Development who had got the inquiry conducted by Mr Hussan Lal, Additional Deputy Commissioner (General).

Meanwhile, Mr C.L. Bains, Financial Commissioner Development has ordered inquiries into installation of deep tubewells, during the same period in other districts in the state.

SAD nominee elected MC President

FATEHGARH SAHIB, Nov 7 — Mr Harinder Singh Bhambri of the Shiromani Akali Dal was elected President of the Municipal Council of Mandi Gobindgarh in an election held here today. The BJP councillors opposed his candidature and reportedly approached the high court to postpone the election. The BJP district president, Mr H.S. Sidhu, claimed that the court had stayed the counting process.

According to Mr Amarbir Singh Sidhu, Presiding Officer, the election was conducted in a smooth, peaceful and democratic manner. Mr Bhambri won by 10 votes to nine.

However, he said he received no confirmation from the high court regarding the election.

Mr Bhambri is a close relative of the state Finance Minister, Capt Kanwaljit Singh.

Capt Kanwaljit Singh, who was camping at the office of the executive officer and supervised the election process, while talking to The Tribune said it was a victory of the Akali Dal-BJP nominee and a defeat of the Congress. He refuted the allegations of Mr Sidhu that he had pressurised the district administration to support his relative. He said there were no stay orders from the court till the declaration of the result.

Earlier, a large number of BJP workers and leaders opposed the presence of Capt Kanwaljit Singh in the municipal complex. Mr Sidhu said the election process was not proper. The notice for the meeting was served on November 4 where as the date was written as Nov 3. The members were not served the notice. Rather, it was pasted on their houses. He said only the Vice-President could call the meeting and not the Deputy Commissioner. He alleged that all this had been done at the behest of the Finance Minister.

The councillors opposed to Mr Bhambri alleged they had given in writing to the Presiding Officer that the counting process had been stayed by the court, but he did not listen and completed the process in an arbitrary manner.

Rinwa appoints 4 wing presidents

PHAGWARA, Nov 7 — Mr Sukhminder Pal Singh Garewal, Ms Trishna Minhas, Dr Anup Singh and Mr Vijay Sampla have been appointed presidents of the youth, women, kisan and Scheduled Castes-Backward Classes (SC-BC) wings, respectively, of the Punjab unit of the BJP.

BJP state unit President Brij Lal Rinwa said here today that all four appointments were made after consulting the party’s newly appointed in charge of Punjab affairs, Mr O.P. Kohli, who was here today on his first visit to the state after assuming charge of his office in Delhi recently.

Mr Garewal, who was the general secretary of the BJP’s Ludhiana unit, has been appointed president of the Bharatiya Janata Yuva Morcha in place of Mr Tarun Chugh in an apparent bid to give representation to the majority community in Punjab.

Ms Minhas, who was the president of the Mukerian unit of the BJP’s Mahila Morcha, has now been appointed state president in place of Ms Saroj Malhotra who, along with BJP state unit Vice-President Gurcharan Kaur, has been made in charge of “Punjab-one” and “Punjab-two” in their supervisory role of the morcha.

Dr Anup Singh of Muktsar has been nominated president of the BJP’s Kisan Morcha, while Mr Harit Singh Garewal, general secretary of the All-India Kisan Morcha of the BJP, has been made in charge of farmers’ affairs in Punjab.

Mr Sampla, sarpanch of Sufi Pind, and president of the BJP’s Jalandhar Cantonment (rural) unit, has been appointed state president of the BJP’s SC-BC Morcha.

BJP names heads of front organisations

JALANDHAR, Nov 7 — Mr O.P. Kohli, new in charge of Punjab affairs of the BJP today announced names of persons who would head BJP’s different wings of the state unit here today.

Mr Kohli, who was addressing a press conference here today, said Mrs Trishna Minhas will be the head of the Mahila Morcha, while Mr Sukhminder Pal Singh has been appointed president of the Bharatiya Janata Yuva Morcha. Dr Anoop Singh and Mr Vijay Sampla would be the new heads of the Kisan Morcha and the Anusuchit Jaati Cell of the BJP.

Mr Kohli, in response to a question, said the BJP was a political party with doors open for every body irrespective of caste and religion. He said the Rashtriya Sikh Sangat was a part of the RSS and not that of the BJP. “The BJP is a multidimensional party”.

Tension prevails over granthi’s appointment

ALIKE (Bathinda), Nov 7 — Even as policemen in large numbers have been deployed in the village to avoid any untoward incident, tension prevails over the appointment to a granthi of the local gurdwara.

Residents of the village are divided into two groups, one supporting the old granthi and the other the new incumbent. The police tried but in vain to stop the supporters of the old granthi, Bhai Arjun Singh, from holding a rally here today.

The villagers with the support of activists of the BKU (Ekta), the CPI, the CPM, the village Majdoor Union, the Sarv Hind Shiromani Akali Dal, the Lal Jhanda Majdoor Union and the Tarksheel society held a march in protest against the appointment of Bhai Gurdial Singh as the new granthi.

They alleged that his appointment had been at the behest of government functionaries under the “diktats” of ruling politicians.

Another rally was held inside the gurdwara by those supporting Bhai Gurdial Singh.

Supporters of Bhai Arjun Singh demanded that Bhai Gurdial Singh be thrown out of the gurdwara premises immediately and all criminal cases registered against members of the panchayat and other prominent village residents be withdrawn immediately.

They demanded that an 11-member committee set up to take care of the gurdwara should continue to function as it included representations from all sections.

They threatened that if their demands were not fulfilled, they would hold a protest on November 13 at the local school.

PSEB suspends 4 for embezzlement

GURDASPUR, Nov 7 — The Punjab State Electricity Board (PSEB) has suspended four officials following the decision of embezzlement of Rs 16.75 lakh allegedly by them relating to the voluntary disclosure scheme for the regularisation of load by consumers.

Board’s Superintending Engineer Uttam Chand Saroha told reporters here today that Amarjit Singh and Satpal Kalia, revenue assistants at Kotli Surat Malli and Aliwal, upper division clerk Tarlok Singh at Aliwal and treasurer Rajinder Pal Singh at the Derababa Nanak office of the PSEB, had been suspended on the charge of issuing fake receipts worth Rs 16.75 lakh to consumers who made the deposit under voluntary disclosure scheme (VDS) of the board.

The fraud was detected in Batala city and Batala suburban subdivisions of the PSEB and a similar inquiry to verify deposits made under the VDS in the remaining five subdivisions of the PSEB in the border district had been launched, he added.

He said 1,521 consumers in the two subdivisions of Batala had voluntarily disclosed increased power load which was regularised by the PSEB without any penalty and they were asked to deposit dues on account of additional load of power they had been consuming.

But on verification of the accounts, it was found that Rs 16.75 lakh deposited by the consumers were not credited in the account of the board but the consumers has been issued receipts which turned out to be fake during investigation, he added.

Link road inaugurated

HOSHIARPUR, Nov 7 — Mr Sucha Singh Langah, Minister for PWD Punjab, inaugurated the Rampur Haler-Kamani Devi link road built at a cost Rs 63 lakh yesterday. This road remained neglected for the past 30 years. It will benefit dozens of villages.

Speaking on the occasion Mr Sucha Singh Langah said that the road from Sri Hargobindpur to Tanda was being widened and strengthened as traffic on this road had increased manifold due to the completion of bridge on river Beas. He said that construction of a bridge on Kali Bein at Pool Pukhta on this road had mostly been completed with a cost of Rs 2.80 crore. Approach roads on both sides of the bridge were being constructed which would cost Rs 57 lakh. New construction of 4 km long road from Pool Pukhta village to Rara would soon be taken up in hand for which Rs 28 crore had been earmarked. Mr Langah said that construction of fly-over bridge at Tanda level crossings would also be started soon. He said that repair of all link roads in state would be completed within next three years.

Mr S.C. Kalra, Superintending Engineer PWD (B&R) Hoshiarpur said that out of 2535 km long link roads in Hoshiarpur district repair of 80 km had been done so far with a cost of Rs 32 crore. He said that repair, widening and strengthening of 176 km long plan road in the district had also been done with a cost of Rs 22 lakh.

Non-functioning of phones resented

NABHA, Nov 7 — Residents of Chhintanwala, Alipur, Faizgarh, Tungan, Hasanpur and Kot-Kalan villages have resented against non-functioning of their telephones for the past so many months.

These villages are linked to the exchange at Kot-Kalan village which is under the jurisdiction of the Nabha exchange. The panchayats of all these villages have demanded more lines as presently this exchange has got only four lines, out of which two remained out of order most of the time. In complaint to the GM, Patiala, they said, this exchange has no permanent technician but only one visiting mechanic who can repair the outdoor wires only. They demanded that this exchange should be linked directly to Nabha via Katirala exchange which is presently connected via the Galwati exchange.

A senior official at Nabha exchange said the fault would remain for the time being as the work of laying down of optical fibres was continuing. He said it was impossible to increase the number of lines as the previous cables were underground. He added that all 300 connections in this exchange had only eight line which were inadequate.

SP leader: settle poll petitions

TARN TARAN, Nov 7 — Mr Iqbal Singh Malmotri, General Secretary, Punjab unit of the Samajwadi Party, in a letter to the Governor has demanded that the petitions lying pending with the election tribunals regarding the June, 1998, panchayat elections be settled.

Mr Malmotri told newspersons here yesterday that more than 3,000 petitions regarding the alleged irregularities committed during the elections were lying pending with the election tribunals (Deputy Commissioners) and the proceedings had not even started in this regard.

He said as per the Panchayat Act, the proceedings of the pending petitions pertaining to elections should be completed within three months whereas two-and-a-half years had passed in this regard.

Circuit House attached

JALANDHAR, Nov 7 — The local courts announced the attachment of the local Circuit House for the failure of the Industries Department to pay compensation to an old woman for acquiring her land in 1987.

A decree passed by the court of Additional District Judge Surinder Gupta said the Circuit House had been attached for the failure of the Punjab Industries Department to pay a compensation of Rs 12,88,840 to Mrs Subhagh Banti after acquiring her land in nearby Reru village for the Focal Point.

The next step would be the auction for the same in case the department does not pay the amount to the plaintiff.

Talking to TNS, Mrs Subhagh Banti said it had been a long court battle for her since 1987. Mr Hari Dass, a former sarpanch of Reru village, said the attachment of the government property was “a victory for the entire village.”

WB team visits civil hospital

TARN TARAN, Nov 7 — A three-member World Bank team comprising Mr D Porter, consultant, Ms H H Pyne, and Ms P Kudesia, both public health specialists, to apprise themselves of the functioning of the Punjab Health Systems Corporation today visited the local civil hospital. The team members went round all wards of the hospital and made enquiries about the services being given to the patients. The team also checked the record of the hospital. Dr Karanjit Singh, in charge/SMO of the civil hospital led the team to the wards.

Mr Anurag Aggarwal, Managing Director, Punjab Health Systems Corporation, Dr Raj Inder Singh, civil surgeon, Amritsar, Dr Rakesh Bharti, Deputy Medical Commissioner, PHSC, Amritsar, also accompanied the team of the World Bank. The team left from Jagraon later.

Rajindra Hospital tightens belt

PATIALA, Nov 7 — A cash-starved Government Rajindra Hospital, which is facing a steady decline in bed occupancy, is going in for a major rationalisation policy under which one ward is being closed and the closure and shifting of some other units is on the anvil “to ensure better functioning and optimum use of resources”.

Rajindra Hospital, which is attached with the Government Medical Hospital here, was once the leading government institution in medicare in the state, is a shadow of its past. Beset by a severe financial crunch and dwindling bed occupancy, it has no option but to re-organise wards to provide services in a more organised manner within the limited resources available.

Though the hospital has a bed strength of nearly 1,300, its average occupancy at present is around 600 only. Though many wards are under utilised, the pressure and distribution of doctors and nursing staff remains the same. The reason that the hospital has been emboldened to reduce its bed strength now is the decision of the Medical Council of India which has fixed bed strength for hospitals with an intake of 150 MBBS students per year at 750 beds.

In the latest move, the hospital has decided to close down ward number 17 which is earmarked for the Medicine department and is a female ward. Hospital authorities disclosed that ward number 17 was housed in the oldest block of the hospital and was in a shabby condition with the bathrooms in poor shape and the rooms very dank and humid. Following the decision to close the ward on November 8, some staff placed on duty there has already been taken out and the rest are also likely to be re-assigned duties after the closure of the ward. A few months ago, ward number 20 had been closed down for similar reasons.

The authorities said ward number 17 was severely under-utilised with many of the beds not being fit for use. They said in a likewise exercise, other isolated and unused wards were also being identified, so that a rationalisation exercise could be undertaken. They said presently, while two units were using a ward, the system could be changed to allow three units to use a ward.

Besides this, under the rationalisation exercise, the emergency wing of the hospital is also likely to be shifted to ward number one. This, they said, was being done as the present basement which housed the emergency could not cope with the rush and did not have required ventilation. The matter had been compounded with the air-conditioners of the emergency wing also not working. The central laboratory is likely to be given the emergency wing which will house X-ray machines and other equipment needed for emergency use.

Under the exercise, there is also a proposition to bring ward number five and six nearer to the hospital workshop, so that the working of the orthopaedic and plastic surgery units could be facilitated.

Though the authorities talk of reorganisation, here too funds are needed . For instance, the hospital authorities talk of developing ward number 17 into a disaster management ward. This is being done so that a special ward could be earmarked for mass accident or blast victims. But the setting up of the ward could be beset with problems as the ward would have to be renovated to a large extent to make it functional again.

The hospital had not been able to make use of ward number 20 as the Public Works Department had not done any renovation work to make the ward functional. Similarly, funds could be a problem following the shifting of the emergency to ward number one as it would entail establishment of infrastructure which the hospital can ill afford at present.

This is the third MIG crash within two years. The aircraft caught fire. Pilot Sq.Ldr Bandhopadhya bailed out and suffered injuries. He was admitted to the Command Hospital.

Bajrang Dal to form suraksha samitis

PHILLAUR, Nov 7 — The state unit of the Bajrang Dal will form grameen suraksha samitis throughout Punjab. This was stated yesterday by Mr Atul Krishan, member, Kendri Marg Darshak Mandal, and Mr Chhavi Bhasker Bhardwaj, district convener of the Bajrang Dal.

The date for the resumption of construction of the Shri Ram Mandir would be decided on the occasion of the Kumbh Mela on January 20 and 21, they said. Mr Bhardwaj said the Bajrang Dal would observe Shaurya Divas (Bravery Day) on December 6.

107 children given polio drops

SANGRUR, Nov 7 — On the last day of first phase of anti-polio campaign, 107 left-out children, aged up to five years, were today administered anti-polio drops in the town by the teams of the Health Department.

Dr Anup Kad, SMO of the local Civil Hospital, said here nearly 8000 children had been administered anti-polio drops in the town at 37 camps on the first day of the campaign on November 5. He said on November 6 1480 children had been administered anti-polio drops in the town by 37 teams.

Dr Kad added that the second phase of the anti-polio campaign would be held from December 10 to December 12 while the third phase would be held from January 21 to January 23.

Govt to eradicate corruption: Kanjhla

MALERKOTLA, Nov 7 — A state-level conference of the National Employees Federation on “Rights and Duties” was held at Sherpur village, 17 km from here, yesterday.

Speaking on the occasion, the Minister for Social Welfare, Mr Gobind Singh Kanjhla, said the government was committed to eradicating corruption from government departments and warned that erring officials would be dealt with sternly.

Addressing the conference, Mr Harbans Singh Sherpur, president of the federation, said the present system had failed to provide requisite services to the people on account of corruption.

The general secretary of the federation, Mr Shamsher Singh Badesha, presented eight resolutions highlighting various demands which were approved.

Ropar bus stand may be shifted

ROPAR, Nov 7 — The local bus stand might be shifted from its present temporary site near the mini secretariat, to a site on the Ropar-Chandigarh road.

The district administration in a proposal to the Transport Ministry, Punjab, has suggested an undisclosed site on the road for the construction of the new bus stand. The justification for the selection of this site is that most of the long route buses going to Dharamshala, Kangra, Nangal, Nawanshahr and other areas on these routes don’t go to the present bus stand. They divert from the Nangal chowk leaving almost 50 per cent of the passengers coming to Ropar stranded about 2 km away from the bus stand.

However, if the bus stand is built before the chowk most of the passengers would be able to avail the facility of all buses passing through Ropar.

Punjab roadways has also endorsed the proposal of the district administration. The General Manager of the local depot of the Roadways said they were also in favour of the bus stand on the road.

Notice issued to Principal Secy

CHANDIGARH, Nov 7 — Mr Justice J.S.Khehar of the Punjab and Haryana High Court today issued a contempt of court notice to the Principal Secretary, Irrigation, Punjab, for not implementing a High Court order issued earlier on January 7, 1998.

Mr Justice Khehar issued the order on a petition filed by Mr Gurmej Singh and Mr Surinder Kumar, both Junior Engineer, Irrigation.

The High Court by the impugned order of January 7,1998, later upheld by the Supreme Court, had directed the Irrigation Department to promote engineers only holding degrees in engineering to posts of Sub-divisional Officers. But the department promoted many diploma holders and gave them current duty charge of the sud-divisional offices vide its orders issued on May 2 and August 2 last throwing to the winds orders passed by the High Court and the apex court.

Mr Justice Khehar directed Mr Chabra to explain his conduct on March 7,2001.

Two held for cheating

BATHINDA, Nov 7 — The police has arrested two persons who claimed to be “providing” jobs to the unemployed youth in lieu of money.

Sarabjit Singh of Chack Fateh Singh Wala village was arrested for cheating Mr Darshan Singh, of Mehma Bhagwana village of Rs 35,000. The person took the money promising that he would get Mr Darshan Singh employed as a panchayat secretary. He also cheated Mr Kaur Singh of Mehma Bhagwana village ‘promising’ to get him a job of Inspector in the Punsup, and took Rs 50,000.

The police has also arrested Jagsir Singh who claimed to be a jawan of the Indian Army, for cheating Mr Karamjit Singh of Rs 12,000, Mr Harcharan Singh of Rs 15,000, Mr Sukhdev of Rs 25,000 and Mr Gurpreet Singh of Rs 20,000.

He gave a letter of employment to Mr Sukhdev Ram stating that he (Mr Sukhdev Ram) to be employed as a clerk in a branch of State Bank of Patiala, at Jalandhar, stating that he should join duty from September 1. The “appointment letter” later was found to be fake. The wife of the accused also helped him.

The police had registered cases under Section 420 of the Indian Penal Code.

In-laws booked for demanding dowry

TARN TARAN, Nov 7 — Dwarkadas, alias Davinder Singh, husband, Mulakhraj father-in-law, Asha Rani, mother-in-law of Amandeep Kaur all residents of Panwan village, Gurdaspur district and Kulwant Singh and Anita Kumari have been booked under Section 498-A,406, 506, 312 and 504, IPC, for demanding more dowry and forcibly causing miscarriage.

Amandeep Kaur, resident of Rampur (Bhootwind) village was married to Dwarka Das on March 2, 1998.

She submitted a complaint in the local court of Mr Nirmal Singh, Sub-Divisional Judicial Magistrate, who ordered the police of Verowal to registered a case against the five accused.

Jobless teachers hold rally

BATHINDA, Nov 7 — Activists of the Unemployed Elementary Teachers’ Union, Punjab and District institute of Education and Training Students Welfare Association (DIETSWA) today organised a rally to protest against the education policy of the government.

The activists raised slogans against the government and marched in the city to express dissatisfaction. The rally concluded at the office of the District Education Officer (P). The activists alleged that the government had adopted indifferent attitude and “thekhedari” system which was not in favour of the teachers.

Mr Sukhwinder Singh Sukhi, president, Malwa Zone, said that the government would have to change the education policy if it wanted to protect the interests of the teachers. He added that the government should remove the “thekhedari” system from field of education. He demanded that the posts of the master cadre should be advertised and ETT teachers should be recruited against the advertised posts.

PCCTU activists hold rally

BATHINDA, Nov 7 — Activists of the Punjab and Chandigarh College Teachers’ Union (PCCTU) today organised a joint rally in protest against the non-implementation of accepted demands by the government. All teachers of the non-government colleges of Bathinda and Mansa districts participated in the rally to express dissatisfaction with the government.

Addressing the rally Prof J.S. Randhawa, vice-president, PCCTU, said that the Punjab government had adopted a negative and indifferent attitude towards the genuine demands of the teachers.

He pointed out that the government had not implemented pension and gratuity scheme so far even after the gazetted notification of the government.

He added that the teachers would intensify the struggle against the government if the demands were not met. Prof Aminder Pal Singh, secretary, PCCTU, criticised the government for commercialising education.

He added that the education was being privatised by the government. It could destroy the base of the education system in the country.

He further added that today education had become a commodity for sale in the market.

Professor Y.R. Handa, district president, Bathinda and Professor Manjit Batra, district president, Mansa, demanded that University Grants Commission (UGC) pay scales’ arrears should be given to the teachers

He added that all 25 unaided colleges which were opened after November, 1981 should be brought under the 95 per cent grant-in-aid scheme of the government as per the election manifesto of the ruling party.

BBK DAV College wins champions trophy

AMRITSAR, Nov 7 — The local BBK DAV College for Women, lifted Guru Nanak Dev University Women’s ‘A’ zone champions trophy while RR Bawa Girls College Batala stood runners-up and Khalsa College for Women, Amritsar finished third.

The ‘B’ division trophy went to SDSPM College for Women, Rayya.

Besides providing an opportunity to the students to display talent, the youth festivals being organised by the various universities and colleges play an important role for the overall personality development, of students said Mr Natha Singh Dalam, Minister for Information and Public Relations, Punjab, here today while presiding over the valedictory function of the Guru Nanak Dev University Women’s youth festival which concluded at the Dashmesh Auditorium of the university. The minister also announced a grant of Rs 50,000 for the development of Guru Nanak Dev University regional campus, Gurdaspur. He also gave away trophies and certificates to the winners.

Earlier, Dr H.S. Soch, Vice-Chancellor of the university welcomed Mr Natha Singh Dalam and other artists from various affiliated colleges. Dr Soch thanked the minister for announcing grant of Rs 50,000 for the development of Gurdaspur campus.
