Land grabbed by forging records
FARIDABAD, Sept 20 — A case of land grabbing by preparing fake documents and forging the land records has been detected in Palwal subdivision of the district. The value of this land measuring about six acres is stated to be about Rs 48 lakh. While the police has arrested at least two persons in this connection, the involvement of certain employees of the Revenue Department is not ruled out.

Cantonment Board to levy octroi from Sept 27
AMBALA, Sept 20 — Octroi will be levied in cantonment area from September 27, if no agreement between the cantonment authorities and the state government is reached before that regarding payments to the Cantonment Board in lieu of octroi.

Three constables suspended
SONEPAT, Sept 20 — Three constables Somvir Singh, Sushil Kumar and Sajjan Singh posted at the Bahalgarh police post under the Rai police station area were placed under suspension yesterday in connection with a pending departmental inquiry on the orders of the Additional Superintendent of Police, Mr Jagrup Singh Rathi.

INLD not to back hike in petro prices 
AMBALA, Sept 20 — INLD MPs will not support the proposed hike in the prices of petroleum products by the Union Government. It was stated by Mr Ajay Chautala, an MP of the INLD here today. Talking to the mediapersons at Ambala cantonment he said most of the parties supporting the NDA government were not in favour of the hike. 

PGIMS obliged local firm?

Woman burnt alive
BHIWANI, Sept 20 — A woman was burnt alive at Tigrana village in the district in presence of her brother allegedly by her in-laws for dowry. When the brother put up opposition he was also beaten. The husband was also stated to be involved in the murder.

Haryana MLA’s arrest stayed
CHANDIGARH, Sept 20 — Mr Justice V.M. Jain of the Punjab and Haryana High Court today stayed the arrest of Mr Jai Parkash, an MLA from Haryana, in a case registered against him under Sections 420, 120-B, 109 and 34 of the IPC, up to November 8 and issued notice to the state of Haryana for November 21.

Land grabbed by forging records

FARIDABAD, Sept 20 — A case of land grabbing by preparing fake documents and forging the land records has been detected in Palwal subdivision of the district. The value of this land measuring about six acres is stated to be about Rs 48 lakh. While the police has arrested at least two persons in this connection, the involvement of certain employees of the Revenue Department is not ruled out.

According to the details available, the owner of the land, who is a resident of Alhapur village in the district. Came to know about the scam when he got the records of the land form the department concerned for the purpose of taking a loan against his land. The owner of the land, identified as Sanwalia, told the police when one of his partners, Chiranji Lal, went to get a copy of the land from the patwari of the area he was stunned to note the land had been transferred in the name of Balbir Singh of Meghpur village.

The farmer claimed he had been cultivating the land for the past several decades and had never thought of selling or transferring it. It was then revealed that the land had been allegedly sold to a third person by preparing fake documents and forging the original ones. It is reported that the accused got prepared three registries on January 2, January 29 and May 12, 1998, respectively.

It is alleged that one of the accused, Balbir, got the copy of the land with help of patwari and got a power of attorney prepared in the name of Sant Lal of Sangam Vihar of Delhi by showing him as the owner of the land.

It is alleged that it was not Sant Lal but Jagdev of Tajpur village and certain others who stood witness in the case were believed to be practising here in the local court. Three power of attorney papers were thusprepared, it is learnt.

While one power of attorney has not registered in the office of the Sub-Registrar the other has forged signatures. On the basis of the fake documents, it is alleged, that Jagdev (Sant Lal), got another power of attorney prepared in the name of Joginder Singh, son of Panna Lal, from the office of the Sub-Registrar at Kashmiri Gate in New Delhi.

It is further reported that the fake Sant Lal (Jagdev), who had the power of attorney on September 10, 1997, gave this land to Jai Chand of Paroli village on lease for a period of 10 years. After that the accused Joginder Singh on basis of the three fake registries allegedly sold the land to Balbir Singh.

The record of the dealing was submitted in the office of the Sub-Registrar at Palwal. The complainants have alleged the office of the Sub-Registrar did not get the documents verified propertly and as a result the land records were changed completely. It is reported the registry record has no details about the fake documents. The land was further transferred in the name of three sons of the accused Balbir Singh.

The police has registered a case under Sections 420, 467, 468, 471 and 120-B of the IPC. While two persons have been reportedly arrested the police is looking for the other accused involved in the case.

Cantonment Board to levy octroi from Sept 27

AMBALA, Sept 20 — Octroi will be levied in cantonment area from September 27, if no agreement between the cantonment authorities and the state government is reached before that regarding payments to the Cantonment Board in lieu of octroi.

The Cantonment Executive Officer, Mr S S Chahal, told Chandigarh Tribune, that octroi would be levied from September 27. “We are going to start levying octroi and we have identified 6 to 7 points where the octroi posts are going to be set up,” he said.

Mr Chahal said the Cantonment Board had decided to levy octroi as the Municipal Council had not paid the regular fixed amount which was decided upon at the time of excision. “Area of Ambala Sadar was excised in 1977 after an excision agreement between the Government of India and the state government. As per clause X of the agreement, responsibility of collection of octroi in respect of Ambala Cantonment Board and Ambala Sadar Municipal Committee was assigned to Municipal Council Ambala Sadar,” he said.

“Share of Rs 11,32,960 per annum was supposed to be given to the Cantonment Board, Ambala, and this share was further subject to review by 1979. However, Municipal Council, Ambala Sadar, not only failed to review the share of Cantonment Board periodically, but also failed to pay the regular payment of fixed amount of Rs 11,32,960 for past few years,” he added.

According to clause X, “Collection of octroi in respect of the area within the cantonment as well as the NAC shall be entrusted to the NAC, subject to the condition that the NAC shall pay to the Cantonment Board Rs 11,32,960 per annum from the date of excision. The NAC shall make provision in this regard in their budget estimates regularly and the state government shall guarantee the regular payment of the prescribed amount by the NAC.”

“This arrangement of payment of a fixed sum indicated shall be operative upto the end of the financial year 1979-80. The amount to be paid by the NAC in subsequent years shall be reviewed and revised by mutual consent between the Government of India and the Government of Haryana by March 31, 1980. If the review is not completed by dates specified, the NAC shall continue to pay at the rates specified, subject to readjustment as necessary after the review is completed,” the clause adds.

The Cantonment Executive Officer stated that the issue was taken up with the Municipal Committee and the state government at different forums, which included civil military liaison conferences. “Preliminary discussions with the state government on the issue of levying octroi have been held on September 11,” he said.

Mr Chahal clarified that octroi barriers would only be placed within the territorial jurisdiction of Ambala Cantonment Board and not in Ambala Sadar limits. “For this, the general land record available with the Defence Estate Office, Ambala circle, will be duly referred to,” he said.

However, a Municipal Council official stated that only the state government had the right to take any decision in this regard. “In any case, if the Cantonment Board levies octroi, it will lead to a piquant situation with some parts of Ambala not having octroi and other parts having octroi,” he stated. He claimed that the final decision with regard to octroi by Cantonment Board was going to be taken up by higher authorities at a meeting to be held soon.

Three constables suspended

SONEPAT, Sept 20 — Three constables Somvir Singh, Sushil Kumar and Sajjan Singh posted at the Bahalgarh police post under the Rai police station area were placed under suspension yesterday in connection with a pending departmental inquiry on the orders of the Additional Superintendent of Police, Mr Jagrup Singh Rathi.

According to official sources, all three constables, allegedly in an inebriated state, had roughed up car-borne persons and snatched cash from them.

The Additional SP has deputed Mr Ashok Kumar Saini, DSP, Ganaur, to hold an inquiry and submit the report within two weeks.

Mr A.S. Chawla, Superintendent of Police, also summoned the SHO of the Rai police station, Mr Mahavir Singh, and the in charge of the Bahalgarh police post, Mr Bishamber Singh, to his office for seeking the details of the incident. But the SHO, Rai, was unable to give the details of the incident as he was on a patrol duty at that time.

According to another report, the aggrieved persons along with the leaders of Naujawan Bharat Sabha had called on Mr Ajay Chautala, MP and son of the Chief Minister, here yesterday and submitted a memorandum to him seeking the registration of a criminal case against the erring police constables and demanding their immediate dismissal from service.

They also submitted a separate memorandum to the Deputy Commissioner, Mr Sudhir Rajpal, in this regard.

VC orders probe into ‘fishy’ re-evaluation

ROHTAK, Sept 20 — Maharshi Dayanand University is once again in the limelight for the “conduct” of its employees and officials.

A student of BA III (roll no. 452398) who had applied for re-evaluation in political science after securing third division got first division following the re-evaluation. Surprisingly, the address of the examiner to whom the answersheet was sent for re-evaluation was the same as that of the applicant. Besides, even the marks in the objective type questions were reportedly increased during the re-evaluation.

According to university sources, the applicant got 20 out of 20 marks in the objective type questions against the previous 15 after re-evaluation.

The sources claimed that there was no scope for error during the evaluation of the objective type questions carrying one mark each. They said the answersheet might have been tampered with at some level.

The “abnormal increase” in the marks after re-evaluation has attracted the attention of the university administration and the Vice-Chancellor, Maj-Gen (retd) Bhim Singh Suhag, has directed Dr A.K. Madan, lecturer in the Pharmacy Department, to conduct an inquiry into the matter.

INLD not to back hike in petro prices

AMBALA, Sept 20 — INLD MPs will not support the proposed hike in the prices of petroleum products by the Union Government. It was stated by Mr Ajay Chautala, an MP of the INLD here today. Talking to the mediapersons at Ambala cantonment he said most of the parties supporting the NDA government were not in favour of the hike. He said the views of INLD MPs in this regard had already been conveyed to the Union Government.

He said that since Haryana was an agriculture-based state so the hike in the prices of petroleum products would affect it the most. Moreover this hike was not in the interests of the country as it would hit the common man.

Mr Chautala said for the first time complete transparency was observed in the police recruitment. He said not even a single complaint had come from any part of the state in this regard. He refuted the charge of certain opposition leaders regarding the police recruitment.

He said the birthday of Mr Devi Lal will be celebrated as the ‘senior citizen honour day’. When asked whether some important announcements would be made to oblige the senior citizens of the occasion, he said that it would depend on the Chief Minister but it was definite the government was committed to giving proper facilities to the aged persons.

 

 

PGIMS obliged local firm?

ROHTAK, Sept 20 — The Pt B.D. Sharma Postgraduate Institute of Medical Sciences (PGIMS) authorities have reportedly “obliged” a local firm by placing a bulk order of an ointment at a much higher price than prevailing in the market.

According to sources, the PGIMS administration placed an order for 1,200 jars of 500 gms each of silver sulphadiazine cream to the firm on September 12 at a rate of Rs 176 per jar. Tenders for the same were invited in July.

It is learnt the same jar containing sterilised cream is available for nearly Rs 90 in the market while the institute will pay Rs 176 per jar in the name of “microsterilised” cream. The institute invited tenders for sterilised cream on July 5.

When contacted, certain chemists told this correspondent that there was negligible difference between the quality of sterilised and microsterilised creams.

Sources in the PGI revealed that the institute had received tenders ranging from Rs 80 to Rs 100 per jar from different firms. However, they alleged the administration favoured a local firm by placing an order at Rs 176 per jar on September 12.

SP activists stage dharna

FARIDABAD, Sept 20 — Activists of the Samajwadi Party staged a dharna, outside the office of the Deputy Commissioner here today in support of their demands.

The party’s state General Secretary, Mr S.S. Bhati, who led the dharna, said their demands included adequate supply of water and power to rural areas and improvement in basic facilities like roads and sanitation in both rural and urban areas.

Claiming that power shortage had become the biggest problem for farmers, he said they had to pay a large amount to get their fields irrigated. He alleged that the state government had been misleading the people on the power situation and development works.

In a memorandum to the Governor, party workers complained about the “problems” caused to traders in the state due to ST form-38. The party expressed resentment over the alleged discrimination in demolition of encroachments.

Woman burnt alive

BHIWANI, Sept 20 — A woman was burnt alive at Tigrana village in the district in presence of her brother allegedly by her in-laws for dowry. When the brother put up opposition he was also beaten. The husband was also stated to be involved in the murder. A report has been lodged with the police by the brother and on the basis of the complaint the husband of the victim has been arrested.

Dharmpal, the brother, lodged the report at the Sadar police station here. It has been said in the report that Dharampal Singh had gone to Tigrana village with his sister to her in-laws’ house. He further said in his presence her husband Ishwar including Hargyan, Virender and Omkar set fire to her sister. When he opposed he was also beaten.

He added that Sheela requested her in-laws repeatedly not to kill her but in vain.

Dharmpal said during this period they had given money to her in-laws to meet their dowry demands.

The police has arrested Ishwar Singh under various Sections of the IPC.

Haryana MLA’s arrest stayed

CHANDIGARH, Sept 20 — Mr Justice V.M. Jain of the Punjab and Haryana High Court today stayed the arrest of Mr Jai Parkash, an MLA from Haryana, in a case registered against him under Sections 420, 120-B, 109 and 34 of the IPC, up to November 8 and issued notice to the state of Haryana for November 21.

A complaint filed by Mr Samarjit Singh, president of Gurgaon unit of the Indian National Lok Dal, before the Judicial Magistrate Gurgaon, in which allegations of grabbing the complainant’s land had been made against the petitioner.

The anticipatory bail plea of the petitioner was earlier rejected by the magistrate.

It was submitted by the petitioner that because he was a candidate contesting the Narwana Assembly constituency against Mr Om Parkash Chautala, he had been framed in a false case.

The Judge directed the petitioner to approach the trial court before November 11 for bail. The court would take further action after knowing the result of the bail application.Top

 

Berkheri to be model village

AMBALA, Sept 20 — Berkheri village in the Naraingarh subdivision will be made a model village, MP Mr Ajay Chautala announced here today.

Mr Chautala gave a grant of Rs 3 lakh for the village roads and phirni. Also, the village primary school will be upgraded to middle school. He said the village chaupal would be constructed and the high school of Nagla Rajputana village would be upgraded to senior secondary school. The sub health centre of Lalpur village had been upgraded to primary health centre, a release said.

He said during the tenure of Mr Om Prakash Chautala, allround development had taken place. “Several programmes have been undertaken under Sarkar Apke Dwar programme. In Ambala district, about 850 works at a cost of about 18.5 crore are on,” he said. “September 25 is going to be celebrated as Vridh Samman Diwas” he added.

Ruchika case ‘to defame’ Rathore

CHANDIGARH, Sept 20 — Members of the Triveni Manch at a meeting discussed the ‘‘Ruchika murder case’’. Ms Sudesh Rani Chauhan, president of the manch, said the matter was being unduly publicised by certain organisations without verifing the facts. ‘‘Some police officials in Haryana are trying to publicise the matter with a view to defaming Mr Rathore, DGP, of the state’’, said Ms Chauhan. She said that the matter was still under investigation by the CBI and such efforts were not justified. ‘‘It is a moot question whether the DGP can be blamed three years after the death of Ruchika, who was a minor’’, she said.

Ex-MLA rejoins Congress

CHANDIGARH, Sept 20 —Mr Daya Nand Sharma, a former MLA from Jind, was today readmitted to the Congress.

Mr Sharma was expelled from the party for three years because he had filed his nomination papers in the last Vidhan Sabha elections against the official Congress nominee.

Mr Sharma met Mr Bhupinder Singh Hooda, president of the HPCC, in Chandigarh yesterday and explained the circumstances under which he could not withdraw his candidature in time. Mr Hooda was satisfied with his explanation, an HPCC release issued here today said.Top

According to sources, Raje Singh bore bullet injuries and a revolver was found in his room.
