More relief to farmers: Dalal to pilot Bill

GURGAON, June 12 — Issue of enhanced compensation to farmers of villages falling in Gurgaon Sub-Division today took a new turn with the Convener of the newly floated Haryana Nirman Morcha and Haryana President of the Republican Party of India, Mr Karan Dalal, pledging to introduce a Private Member’s Bill in the state Assembly to circumvent the court’s decision and facilitate the government to waive the amount. The national president of the Rashtriya Lok Dal and a former Union Minister, Mr Ajit Singh, present on the occasion extended his support to Mr Dalal.

A lower court had enhanced the compensation to the farmers whose lands were acquired by the Haryana Urban Development Authority, but the Punjab and Haryana High court reduced the same. The enhanced amount has already been paid to the affected farmers and the High Court’s decision has raised the fear of Haryana Urban Development Authority (HUDA) resorting to tough measures to recover the amount from the affected farmers and their sympathisers who stood sureties at the time of receiving the payments.

Mr Dalal, who represents Palwal in the Assembly, made announcement at a public meeting organised by the Haryana Nirman Morcha in Sukhrali village, and later addressing the reporters. He alleged that the INLD government was trying to skirt the plea of the farmers for waiver of the amount on the ground that the issue related to the court. But, the INLD leaders used to take part in the agitation of the farmers when they were in the Opposition during the time of the HVP-BJP government. The introduction of the Private Member’s Bill will expose the government on the issue, he added. Speaking on the occasion, Mr Ajit Singh said that it was unfair that the HUDA acquired the land of the farmers at a nominal rate, but sold these it to others, including colonisers at astronomical prices.

Mr Dalal said that he would try to mobilise support of the other Opposition parties in the Assembly for piloting the proposed Bill.

Mr Ajit Singh charged the INLD government with ignoring interest of the farmers. The government has failed on all fronts, especially to protect the interests of the farming community and the law and order. Tongue-in-cheek, he said that Mr Abhey Singh, son of Chief Minister Om Prakash Chautala, recently elected to the Haryana Assembly, would brighten the prospects of the Morcha to offer itself as an alternative to the INLD. He said that ministers in Haryana were ill-treated by the relatives of Mr Chautala.

The Morcha, has come about as a result of joining hands of the Rashtriya Lok Dal and the Republican Party of India headed by Mr Prakash Rao Ambedkar. While Mr Ajit Singh is said to have acceptability among the Jat section of the society in Haryana on account of his lineage to late Prime Minister Charan Singh, the Morcha leaders want to make a dent among the OBC and the Scheduled Castes through Mr Prakash Rao Ambedkar, on account of his being related to one of the founding member of the Constituent Assembly, Bhim Rao Ambedkar.

The pubic meeting here was in a series of meetings that the Morcha plans to organise throughout the state to highlight failures of the state government. It has already organised one such meeting in Sonepat.It has finalised the schedule of meetings in Bhiwani, Panipat and Narnaul.

After the public meeting in Sukhrali the leaders of the Morcha addressed the Gurgaon Bar Association. The content and tenor of the speeches of the Morcha leaders at both places were same.

Mr Prakash Rao Ambedkar could not attend the meetings on account of his preoccupations with the Panchayat elections in Maharashtra.

Mr Ajit Singh said that there was an urgent need for reviving the Third Front against the BJP-led government at the Centre, and the Congress. He left no one in doubt that the revival of the Third Front was a tough task as its traditional constituents were members of the BJP-led coalition.

On the theme of revival of the Third Front, he said that four former Prime Ministers have raised issues related to the masses. He said the problem is that the former Prime Ministers did not have backing of strong political party and organisation. They are also not on one platform, he added.

Govt plans to augment water supply

YAMUNANAGAR, June 12 — Two districts of Haryana have been identified by the Government of India for Augmentation of Water Supply Scheme.

According to highly placed sources, 57 districts across the country have been selected where the ‘Sector Reform Pilot Project’ (SRPP) will be launched to improve the drinking water facility for the rural sector.

The two districts which have been selected in Haryana include Yamunanagar and Karnal. In Yamunanagar, a sum of Rs 9.86 crore has been sanctioned for improving the supply.

Mr N.K. Choudhary, Executive Engineer, Public Health, Yamunanagar, disclosed that the first instalment of Rs 2.76 crore had already been received and the work in the district would be started very soon. Mr Choudhary said the project envisaged the improvement of water supply scheme and sanitary conditions in the villages.

Under this scheme, the village panchayat would be fully associated with the formation of the project and its implementation. Under the project 10 per cent cost of the scheme would be borne by beneficiary panchayats and the balance 90 per cent by the Government.

Under the sanitation campaign, it was proposed to induce the villagers to get low-cost sanitary toilets constructed in their houses.

He said in Yamunanagar district a meeting would be convened very shortly to involve all panchayats and social organisations to create awareness amongst the villagers.

Steel towers’ quality: probe ordered

CHANDIGARH, June 12 — An inquiry has been ordered into the quality of steel towers erected on the 220 KV double-circuit power transmission line between Nissing and Kaithal. The towers were erected between 1994 and 1998.

According to informed sources, the inquiry has been ordered following the uprooting of 10 towers by high-velocity winds on June 2. The towers were uprooted towards the Kaithal end of the line. The sources say the towers were uprooted in a length of about 4 km.

Samples of construction material have been seized and sent to a laboratory for analysis. It is also being estimated if the required quantity of steel was used in the towers or not.

Meanwhile, the Haryana power utilities have taken certain innovative steps in the field of distribution of bills to the consumers and collection of payment from them.

The Haryana power utilities have decided to distribute power bills in villages through chowkidars to ensure their proper delivery to consumers. The sources say board employees who had been entrusted with the distribution of bills, used to put the bills at one place in the village. It would be left to the consumers to collect their bills from that place.

The chowkidars would be paid 10 paise for each bill with the minimum of Rs 100 per distribution cycle. This would also add to their meagre income.

In the urban areas, the bill distribution work would be handed over to courier agencies. The power utilities had called for tenders. It is learnt that a rate of 29 paise per bill has been settled. The sources say the services of village chowkidars and courier agencies have been hired because of the shortage of staff.

The power distribution companies have also enlisted the support of banks to collect the payment of power bills in the urban areas. Earlier, the system of bill collection through banks was tried at Panchkula. Encouraged by the success of the experiment, the utilities decided to extend the system to other urban areas also.

In Panchkula the banks used to charge Rs 10 per bill. Now the power utilities have brought down the bank charges to Rs 5 per bill.

Education policy faces hitch

HISAR, June 12 — The implementation of the hurriedly drafted new Haryana education policy appears to have run into rough weather as officialdom wrestles with the contradictions between lofty goals on the one hand and poor infrastructure and ground realities on the other hand.

According to knowledgeable sources, the implementation of the three most important features of the new policy is proving to be difficult. These are — handing over primary schools to panchayats, computer education and introduction of teaching of English from Class 1.

The government plans to hand over administration of schools to local bodies on the Rajasthan pattern is proving to be a herculean task. The plans had met with strong opposition from schoolteachers’ organisations, forcing the policy-drafting panel to limit the exercise to primary schools on an experimental basis. However, officials preparing action plans for implementation of the policy now find that even this experiment will have to be limited to about 100 schools only.

The sources said it was now planned to select a few primary schools in each district for the purpose. Tentatively, it is planned to transfer teachers of these schools against vacant posts to other schools and allow panchayats to recruit new teachers for these schools. The government has little option since no government school teacher wants to be governed by a panchayat or a municipal body.

In the long term, new incumbents recruited by the local bodies concerned alone will fill all posts falling vacant from time to time. It is hoped that in time the number of government teachers will go down and the number of teachers in the service of local bodies will rise correspondingly. Nevertheless, officials say the exercise could well stretch to 20 years or more by which time circumstances could be entirely different.

The introduction of teaching of English is proving to be ticklish too. Firstly, there are not enough teachers available. Already hundreds of schools are either headless or without teachers of different subjects. There is no way the government can introduce the subject at the Class 1 level without large-scale recruitment of English language teachers. This could prove a tough task.

Even after the proposed recruitment of about 9000 teachers, approved by the Cabinet last week, there would still be a shortage of English teachers. The forthcoming recruitment does not take into account the new posts of English teacher, which will have to be created to introduce the subject at Class 1 level.

The third important feature of the new policy is the introduction of computer education in higher classes. Poor infrastructure in government schools is the biggest obstacle in the way. It is learnt that an overwhelming number of government schools do not even have power connections. The recent disconnections for non-payment of bills have aggravated the problem.

The classrooms are in such a bad shape that finding a proper place to install computers will be difficult as more than two-thirds of the state’s area experiences severe duststorms. With most classrooms lacking proper doors and windows, maintaining computers could prove difficult. Besides, the computer education companies now vying to bag the contract will find it hard to find enough students to make their efforts financially viable.

It is now proposed to select only a few clusters of schools with better facilities in each district for the purpose and gradually introduce these courses all over the state.

Critics of the policy agree that the objectives of the new policy are laudable but its framers did not take into consideration the ground realities. However, they want the government to spare enough funds to improve the infrastructure and implement the policy in toto from the next financial year.

Chaudhry appointed KU VC

CHANDIGARH, June 12 — Mr R.S. Chaudhry, Deputy Chairman of the State Planning Board of Haryana, was today appointed Vice-Chancellor of Kurukshetra University for a period of three years.

When asked for comments, Mr Chaudhry that he would react only after receiving the official intimation from Raj Bhavan. Mr Chaudhry, who was born in Sirsa in April, 1938, did his graduation from Hisar and subsequently did his degree in law from Delhi University. He joined the state services in 1964 and subsequently he was drafted to the HCS in 1973. In 1985 he was incorporated in the IAS. When he retired in 1996, Mr Chaudhry was Joint Secretary in the Wildlife Department.

Known for his proximity with the INLD, Mr Chaudhry was Officer on Special Duty to Mr Devi Lal as well as Mr Om Prakash Chautala during their stints as Chief Minister of Haryana. He was, however, OSD also to former Chief Ministers, Banarasi Das Gupta and Master Hukam Singh.

After his retirement in 1996, Mr Chaudhry became fully involved with the INLD. He is now the official spokesman of the INLD and also a member of the Political Affairs Committee of the party.

The Kurukshetra University VC’s post, it may be recalled, had fallen vacant following the resignation of Mr M.L. Ranga, who quit his office to fight in the Assembly election on INLD ticket. Since then Mr Hoshiar Singh was officiating as the VC of Kurukshetra University.

Another vigilance case against Dangi

CHANDIGARH, June 12 — The Haryana State Vigilance Bureau has registered another case against Mr Anand Singh Dangi, former Revenue Minister; Mr Didar Singh, Assistant Registrar, Rehabilitation; Mr Rajinder Krishan, the then Section Officer, and some close confidants of the ex-Minister belonging to Madina village (Rohtak) who have been allegedly found involved in a land scandal. This case has been registered under Sections 218/406/409/419/420/467/ 468/471/120-B, I.P.C., and 13 (1) d, P.C. Act, at Police Station, State Vigilance Bureau, Rohtak.

A spokesman of the State Vigilance Bureau said here today that during investigation of FIR No. 3 dated April 8 of the Police Station, State Vigilance Bureau, Ambala, it was found that they had been involved in allotment of land measuring 112 acres, 6 kanals and 6 marlas on the basis of a bogus GPA.

About 92 allotment files of the Rehabilitation Department regarding allotment of land to the persons who had migrated from West Punjab, Pakistan, had been taken into possession. Out of these files, 23 related to the districts of Sonepat and Rohtak.

On examining the files of Ram Saran, son of Husnak Rai, Sawan Ram, son of Token Ram, Jiwan Dass, son of Bhagi Ram, Attar Chand, son of Mehri Ram, Hans Raj, son of Nand Lal, Bihari Lal, son of Chhotu Ram, Sant Lal, son of Nand Rai, Mrs Bira Bhai and Ram Gopal, son of Hari Chand, it was found that in all these cases the claim had already been taken, settled and accepted by the original allottees/legal heirs before the prescribed date.

Market Committee suffers losses

SONEPAT, June 12 — The Local Market Committee is suffering loss of revenue on account of the evasion of market fee by some arhtiyas of the Subzi Mandi here in connivance with officials of the Committee.

Several truckloads of vegetables and fruits are reportedly being brought here daily by some arhtiyas and retailers who are selling them without making entries in their registers. Some officials of the Committee are allegedly receiving money from them regularly. In return, they are showing fewer arrivals and lesser sale of vegetables and fruits in their registers.

It is said that such arhtiyas and retailers never present their account books, thus making it difficult for the officials to probe into the matter.

Enquiries have revealed that 300 to 400 bags of potatoes are being brought to the vegetable market for sale daily by some arhtiyas who have been storing them in cold storage here. The staff of the committee has reportedly not taken any action against them so far.

Meanwhile, some members of the Arhtiyas Association and the Retailers Welfare Association today presented a memorandum to the Chief Minister, Mr Om Parkash Chautala, demanding a high-level probe and stern action against the arhtiyas and the officials of the Committee allegedly involved in the racked.

Immediate transfer of the Secretary, Market Committee, in order to ensure an independent and impartial probe, is also being demanded.

Demolition without notice: tenants

AMBALA June 12 — A controversy is brewing over the effort of authorities of the Cantonment Board to demolish parts of a dwelling unit within a bungalow on the Mall Road. While residents allege that they are being victimised, Cantonment Board officials maintain that encroachment will not be permitted.

The tenants of bungalow no 105 claim that parts of a pathway and a compound wall were partially demolished without any notice being served.

Mr Shailendra Khanna, a tenant, alleged that on May 31, a board employee, Mr Sant Singh, had begun questioning “a minor repair” work which was being undertaken by a tenant. “The tenant was not at home and only the lady was present. Mr Sant Singh spoke very rudely and had stopped the work which was underway,” he said.

He said that the next day in the morning, “several board personnel came here and began to break up my pathway which is definitely not an encroachment. They also then proceeded to partially demolish the boundary wall of another tenant. Our protestations and pleas were not heard.”

Mr Khanna alleged that the board officials had an ulterior motive behind partial demolition. “Had they actually been so keen to demolish, they would have completely broken the pathway as well as the compound wall. That they only partially broke it reflects that there was an ulterior motive behind their act,” he alleged.

He pointed out that before any demolition can be carried out, the officials concerned are supposed to serve a notice. “However, in this case, no notice was served and they came without any warning,” he stated.

However, the board officials justified their decision and stated that there was nothing wrong in their action. They also maintained that any violations would be strictly dealt with.

On his part, Mr Sant Singh said that on May 31, he saw a ‘mistri’ and two labourers working on the roof of a dwelling unit in the bungalow no 105. “I objected to them and told them to stop work immediately. It was then that a verbal altercation took place between me and Mr Khanna, even though Mr Khanna is not even a tenant there.”

Mr Sant Singh said that on June 1, a team of Junior Engineer, himself and the Sanitary Inspector went to clear encroachment there. “A drain in the area had been encroached upon and we went to clear that. Mr Khanna had built a pathway which was running across the drain. We only broke the portion which was covering the drain. Again an altercation took place,” he said.

On June 6, a team of the board officials led by the Deputy CEO, Mr R N Shukla, went to the bungalow as there had been a report of water supply being tampered with. The team also took measurements of the encroached area.

The Chief Executive Officer of the board, Mr S S Chahal, said that encroachments would not be permitted. “If we find encroachments, we are going to swiftly remove it. In this particular case, there had been encroachment and we dealt with it firmly,” he said.

Mr Chahal observed that there was a difference between encroachment and unauthorised construction. “In the case of unauthorised construction, we always give notice but in the case of encroachment, there is no need for it,” he said.

He pointed out that an altercation had taken place between the board employees and Mr Khanna when the team had gone for demolition. “A delegation of the employees is going to meet the police officials seeking for withdrawal of an FIR lodged against them and for lodging of a fresh FIR against the tenant for obstructing the officials from carrying out their duty,” he said.

A member of the Bungalow Owners Association said that before taking any action, notice should have been served to the person concerned. “Apparently, the action seems arbitrary because the residents were not given any opportunity to explain their position. At least the board officials should have served appropriate notice before demolishing,” he said.

Plea to reactivate coordination panel

CHANDIGARH, June 12 — The Haryana unit of the BJP has demanded that the Chief Minister Mr Om Prakash Chautala, must reactivate the coordination committee of the INLD and the BJP to ensure better relation and mutual cooperation between the two allies.

Mr Manohar Lal, General Secretary of the party in Haryana, said the committee, which was set up before the Assembly elections, had held a couple of meetings earlier. However, after the INLD returned to power with an absolute majority, not a single meeting of the committee had been held. He said if the committee was activated, it would provide the BJP legislators with a forum to air their views to the government. “At present there is no mechanism through which we can get our views across”, the BJP leader said.

Mr Manohar Lal also ruled out any possibility of the party legislators joining the Chautala-led Ministry. He said there was no pressure from the party legislators for joining the government.



Action plan to check water-borne diseases

CHANDIGARH, June 12 — The Haryana Government today prepared an action plan on water-borne diseases to prevent the spread of diarrhoea, vomiting, gastroenteritis, hepatitis and cholera which were a common occurrence during summer and rainy months.

Dr M.L. Ranga, Minister of State for Health, said monitoring of water borne diseases was done regularly at district and state-levels. A committee for the control of such diseases was functioning under the chairmanship of Deputy Commissioners concerned. He said the civil surgeons had also been directed to take necessary and timely action in their respective districts.

The minister said all water sources were being chlorinated and water samples were tested for the presence of residual chlorine and bacteriological counts. Halozen tablets and bleaching powder were being distributed for the chlorination of water. Leaking water pipes were being repaired, he added.

ROHTAK, June 12 — The state government has directed the district administration to take the requisite measures for minimising the chances of flood and countering the threat of flooding of low-lying areas during the impending monsoon.

At a meeting of the Deputy Commissioners of Rohtak zone comprising Rohtak, Sonepat, Panipat, Jhajjar and Karnal, the state Revenue Commissioner, Mr L.M. Goel, asked officials, including those of the Irrigation and Public Health Department, not to take any chance with arrangements for tackling the monsoon and any possibility of floods during the season. Mr Goel asked the official to take the matter seriously and ensure completion of various works on time.

The problem of flooding has assumed significance in the region during the monsoon. The floods during 1995 had caused a huge loss to property and thrown life out of gear in Rohtak and the nearby areas for over a month.

It is reported that the construction of the Rohtak link drain has been completed. This will help in draining water in case of flooding in Rohtak town. A large number of water pumps have been made ready or are in the process of being installed.

The officials were informed that Rs 92 lakh had been sanctioned for the purpose of purchasing generator sets for these pumps. The Revenue Commissioner assured supply of additional water pumps for Sonepat district of a request made by the Deputy Commissioner.

The Deputy Commissioner of Panipat demanded availability of sewage cleaning machines. Mr Goel asked the Irrigation and Public Health Department officials to get all pumps repaired before the onset of the rainy season. He said the Deputy Commissioners should take personal interest in getting the work done in time. Mrs Anita Chaudhary, Commissioner, Rohtak division, assured that all adequate measures would be taken.

The Special Secretary, Revenue, Mr Maha Singh, the Deputy Commissioners of the five districts and the Superintending Engineers of Public Health Department took part in this meeting.

Kidnapped boy recovered, woman held

FARIDABAD, June 12 — The police has recovered a nine-year-old boy from Mainpuri in UP who was kidnapped for ransom from Faridabad in December last year. A woman has been arrested but her three other accomplices are still at large.

Mr Ranbir Sharma, SP, said today Satpal of Baselwa Colony had reported on December 14, 1999, that his son Ravi was missing. On January 11 he received a letter saying that he could take back Ravi from the ravines of the Chambal after paying Rs 3 lakh as ransom. The letter was signed by Raju Kushwaha, a dreaded dacoit of the Chambal area.

The Madhya Pradesh police told its counterpart in Faridabad that Raju was lodged in Gwalior jail. Raju told the police he had nothing to do with the kidnapping.

A careful look at the letter revealed it had been posted at Mainpuri and not somewhere from the Chambal area. A police party raided the house of Jitendra in Mainpuri, who was earlier a tenant of Satpal in Faridabad, and found the boy there.

Kamlesh, wife of Jitendra has been arrested. She told the police that her husband, Jitendra, his brother-in-law and his wife Radha had kidnapped Ravi.

The three are yet to be arrested.

Applications invited for Type IV houses

CHANDIGARH, June 12 — The Haryana Government today invited applications from eligible employees for the allotment of Type IV houses in Chandigarh.

The applications so received will be forwarded to the House Allotment Committee of the Union Territory Administration by June 30.

A press note issued by the government said the date for determining seniority for the allotment of houses was January 1, 1999. Employees of the Punjab and Haryana governments, Chandigarh Administration and the Punjab and Haryana High Court working in Chandigarh on regular basis could apply for accommodation.

The applicant should be a Class I or II officer drawing a basis pay not exceeding Rs 12,750 per month and presently posted at Chandigarh, Panchkula or Mohali.

The applicant should indicate his preference of sector in his application only. Any request for a change of sector at a later date would not be entertained.

The employees should submit their applications to their respective departments by June 26.

Four arrested on murder charge

KAITHAL, June 12 — The police has registered a case against a Deputy Superintendent ( Jails) and three other officials of District Jail ( Jind) the conspiring with some anti-social elements to kill a local businessman, Romesh Miglani alias Ravan.

SP Parbhat Ranjan Deo told media persons here yesterday that a case had been registered following the interrogation of three persons, who were arrested on Saturday on the charge of murdering Miglani on April 21. The jail officials booked are R.K. Yadav, Deputy Superintendent (Jail), Roshanlal, Rajbir and Prem. The SP said that the alleged killers had met the kingpin Satbir alias Jabbal in the Jind jail and conspired to commit the crime.

As such no entry was made in the register when they visited the jail. The accused further revealed to the police that they were frequent visitors to the jail where they used to meet Jabbal. The Superintendent of Police revealed that Jabbal used to provide them with money. They also bought arms for committing various crimes.

The police has also booked two more persons for assisting the killers. They are Rajbir of Kithana village and Hoshiar Singh Saini of Kaithal.

Miglani murder case co-accused held

KAITHAL, June 12 — The police today arrested Hoshiar Singh, a co-accused in the Miglani murder case, which took place here on April 21.

The SP, Mr Parbhat Ranjan Deo, said that two. 315 bore pistols were seized from the culprits who were arrested earlier, Interrogation of the arrested persons had revealed that Hoshiar Singh had helped the killers in identifying their victim and also provided with shelter.

In another incident, the Cheeka police seized l kg opium from Mohal Lal, a resident of Housing Board Colony at Cheeka. The suspect was arrested yesterday under the NDPS Act.

‘Water problem to be solved’

KALKA June 12 — In order to tackle the problem of shortage of drinking water in the town, the President of the Municipal Committee, Mr Sushil Kumar Garg, today said that priority would be given to overcome it.

He said that an 8-inch pipe line from Housing Board Colony to the main water tank, located in the centre of the town, would be laid to carry water. Presently, water from Lohgarh is being carried up to Housing Board Colony. After laying of this pipeline, the problem is likely to be solved to a great extent.

He further said the development work in every ward would be taken up without any discrimination.




Three labourers drowned

FARIDABAD, June 12 — Three labourers who were dismantling the pontoon bridge on the flooded Yamuna at Maholi village in Hasanpur have been washed away by the swirling current of the river.

Mr Anand Mohan Sharan, Deputy Commissioner, said today that the labourers who were in one of the pontoons located at Shergarhi village were safe. A rescue boat had been sent to bring them to the shore.
