Bhajan’s show of strength
Shadow Cabinet meeting held
Tribune News Service

CHANDIGARH, June 9 — The maiden meeting of the first Shadow Cabinet of Haryana was held under the chairmanship of the Leader of Opposition, Mr Bhajan Lal, here today, more as a show of strength within the Congress than to rap the Chautala Government.

If the Haryana Congress President, Mr Bhupinder Singh Hooda, along with his supporters stayed away from the meeting, Mr Bhajan Lal effectively demonstrated his strength within the Congress Legislature Party (CLP) by ensuring the presence of at least 11 out of the 21 party MLAs at the meeting. Besides he read out the letters of two MLAs, Mr Jai Prakash (Barwala) and noted industrialist-turned-politician, O.P. Jindal, who could not attend the meeting but extended their support to “whatever decisions it will take”.

Mr Jindal informed Mr Bhajan Lal that since he was away to the USA, he was unable to attend the meeting. Mr Jai Prakash said he had already fixed certain public meetings in various villages of Kaithal district for today.

While Mr Bhajan Lal was briefing newsmen about the meeting, he received two calls on his mobile, which, he said were from Mr Daan Singh and Mr Inderjit Singh, who had been held up in a traffic jam.

Though Mr Hooda and some of his supporters have publicly dissociated themselves from the Shadow Cabinet, Mr Bhajan Lal claimed that even Mr Hooda informed him telephonically that he was unable to attend the meeting because he was preoccupied with a meeting of a party cell in Karnal.

To silence his critics who say that the Shadow Cabinet does not have the approval of the party high command, Mr Bhajan Lal also read out a letter by the AICC General Secretary in charge of Haryana affairs, Mr Moti Lal Vora, directing Mr Bhajan Lal to form the Shadow Cabinet before April 15, 2000. Mr Vora had also written that Mrs Sonia Gandhi had desired that all members of the Shadow Cabinet should submit monthly reports about the activities of various ministries under their supervision.

The meeting had an unexpected fall out. A number of party MLAs, most of them first timers, are believed to have felt disgusted at the party infighting. According to informed sources, these MLAs held a meeting of their own later and decided to meet the high command next week to urge it to take steps to check fighting between the Bhajan Lal group and the Hooda group so that the party could be strengthened in the State.

The sources say the MLAs who decided to meet the high command are Mrs Anita Yadav, Mr Dharambir, Mr Zakir Hussain, Mr Sher Singh and Dr J.P. Sharma.

Those who attended the meeting besides Mr Bhajan Lal were Mr Lachhman Dass Arora, Mr Mange Ram Gupta, Mr Sher Singh, Mr Dharambir, Dr Sharma, Mrs Yadav, Mr Hussain, Mr Chander Mohan, Mr Narinder Singh and Mr Balbir Pal Shah.

Mr Bhajan Lal demanded that as a healthy convention; the State Government should recognise the Shadow Cabinet and provide its members with cars, staff and telephones. The Leader of Opposition should be given a office in the Vidhan Sabha. Each MLA should be given a grant of Rs 2 crore per annum for the development of his constituency.

Mr Bhajan Lal criticised the Chautala Government for its failures on various fronts like water, power, law and order and development. He said it was wrong on the part of the Chief Minister to say that the Chandigarh issue was dead. He said the issue of the SYL canal and Chandigarh were alive and the Congress would not allow the transfer of Chandigarh without simultaneous transfer of Abohar-Fazilka and 105 villages to Haryana.

INLD bid to woo Rohtak MCs
From Jatinder Sharma

ROHTAK, June 9 — Too many cooks appear to have spoiled the broth for the ruling INLD which was keen to install its own person as President of the prestigious Rohtak Municipal Committee.

Elections to the 31-member municipal council were held simultaneously with other civic bodies in the state on April 2 and its elected members were administered oath on April 25. But despite a lapse of over one and a half months, the newly-elected councillors have not been able to elect the President and the Vice-President.

Although Rohtak is considered a stronghold of the BJP, an electoral ally of the INLD, it has failed to secure a majority in the municipal council. While only five members were elected on the BJP symbol, the INLD suffered a major defeat as it could score a win only in one ward.

Notwithstanding the numerical strength of the INLD, its supremo and Chief Minister Om Prakash Chautala has been striving hard to muster majority in the municipal council so that his own candidate could be installed its President.

Immediately after the municipal elections, Mr Chautala had deputed the District President (Urban), Mr Sushil Sharma, and Mr Inder Singh Dhull, Chiarman, Agro Industries Corporation, to mobilise support for the INLD among the newly-elected municipal councillors.

Keen to capture municipal committee so as to spread the base of the INLD to the urban areas also, Mr Chautala opened alternate channel to woo the municipal councillors to his fold. The job was, it is learnt, also assigned to former minister Subhash Batra, who had resigned from the Congress in the wake of the last Vidhan Sabha elections, and Mr Munish Grover, a defeated candidate of the BJP from the Rohtak assembly constituency.

Both these leaders reportedly gathered 21 municipal councillors and arrived at an agreement that they would repose confidence in the leadership of Mr Om Prakash Chautala. According to an understanding reached among these councillors, the presidentship was to go to an Independent candidate and vice-presidentship to the BJP, which had elected Mr Subhash Dang as its leader in the municipal council.

The Chief Minister and the district administration were informed accordingly which fixed May 25 for electing the new President and the Vice-President. But the meeting was adjourned on certain technical grounds and the newly-elected members, too, did not attend the election meeting.

The situation rapidly changed thereafter as the Hassangarh MLA and President, District Committee (Rural), Mr Balwant Singh Myna, also jumped in the fray and started efforts to install an INLD man at the helm of affairs in the civic body. He claimed on Tuesday that nine municipal commissioners had joined the INLD and that the ruling party in alliance with the BJP would elect the President and the Vice-President.

The overenthusiastic INLD legislator, who had also the backing of Mr Grover of the BJP, assured Mr Chautala that he would take all the newly-converted INLD councillors and those of the BJP and its supporters to Chandigarh on June 8 to seek the blessings of the Chief Minister.

A bus was chartered today morning to take these councillors to Chandigarh but the organisers of the trip kept on waiting for the ‘distinguished passengers’. These passengers numbering 16, reportedly gathered at a secret place and decided to meet the Chief Minister independently.

To avoid any sort of pressure, these municipal councillors left the city in hired Tata Sumo on Wednesday night for an undisclosed destination. Majority of these 16 municipal councillors owe allegiance to Mr Batra and Mr Dharam Pal Makrauli, Chairman, Zila Parishad, Rohtak.

Mr Batra later said the President and Vice-President of the municipal council would be elected by the decision of Mr Chautala. These 16 municipal councillors, he said, would shortly meet the Chief Minister to seek his blessings, but he refused to give any specific date.

Haryana school board changes exam pattern
From Our Correspondent

ROHTAK, June 9 — The Haryana State Education Board has decided to change the pattern of the annual examination system for the middle, matric and plus two classes next year.

Stating this, the Secretary of the board, Mr Jagdish Sihag, said here yesterday that the board had decided to introduce the system of setting up question papers in five different sets for the same class so that students sitting in one classroom were not able to copy from one another.

Claiming that the new system would be able to check the menace of copying to a large extent, he said a majority of the cases of copying pertained to candidates sitting nearby in the examination hails.

He said such an experiment adopted in Punjab had yielded good results.

Besides, he said the board authorities would soon launch an awareness campaign depicting the fallout of copying.

He said through meetings, seminars and conferences students and teachers would be involved the campaign. Mr Sihag said the students and the teachers who would play an active role in the campaign, would be honoured and incentives would be provided to the staff and students who help in checking copying.

He said in Bhiwani, Rohtak, Sonepat, Hisar, Faridabad and Mahendergarh districts the need to create an awareness against copying was even more as cases of using unfair mean (UMC) by candidates maximum there. The board authorities registered 2,800 UMC cases in the annual exams of matric, middle and plus two classes held in March-April this year. He said Bhiwani topped in the number of UMC cases.

He said 16 teachers were booked for allegedly helping in copying. He said a Principal of a school in Shahbad Markanda was suspended in connection with the leakage of a paper.

Mr Sihag said the board had also decided to change the system of spot marking. The answersheets would be sent to the examiners’ residences for checking from next year. This, he added, would end the problems being faced at present.

He said the board was also thinking of introducing the system of re-evaluation of answersheets in the near future. He disclosed that the result of the matric exams were likely to be out by June 14 or 16 and the result of the plus two exams were likely to be declared by the end of June.

Compensation sought for lightning victims
From Our Correspondent

ROHTAK, June 9 — The Guru Ravidas Samaj Mahasabha has demanded compensation to the next of kin of those killed due to lightning in the recent duststorm.

The mahasabha president, Mr Ram Mehar, in a letter to the Chief Minister, Mr Om Prakash Chautala, said three women and a girl were killed due to the lightning on June 3 at Samargopalpur village while working in their fields.

He said the government had been paying compensation to the farmers for the loss of the their crops due to natural calamities but no compensation was paid to the families of those killed due to the lightning, also a natural calamity.

Besides, a teacher was also killed at Mehrera village on the same day due to lightning.

Sandeep, son of Mr Dayanand of Madina village, was partially burnt due to lightning in the field on June 3. He was admitted to the medical college and hospital here when he complained of loss of eyesight. His eyesight was restored after about 12 hours by doctors at the hospital.

A pregnant woman and her four-year-old son had also died here after a wall collapsed on them due to the rain followed by storm on June 3.

Mr Mehar urged the Chief Minister to pay an ex-gratia of Rs 1 lakh to the families of those killed and Rs 5,000 to the affected persons.

In another letter addressed to the Prime Minister, Mr Atal Behari Vajpayee, Mr Mehar has urged him to roll back the retirement age of Central Government employees from 60 to 58 years as was the case before the implementation of the recommendations of the Fifth Pay Commission.

Adopting the old pattern of retirement, he said, would help in solving unemployment to a great extent.

Academic as VC favoured
From K.G. Dutt
Tribune News Service

KARNAL, June 9 — The selection of the Vice-Chancellor of Kurukshetra University is likely to be made early next week. According to sources, the search committee is meeting within a couple of days to recommend a panel of names for consideration of the Government and the Chancellor of the university, Mr Mahabir Prashad.

Since the term of the Governor, who is also the Chancellor of Kurukshetra University, is coming to an end on June 14, therefore he is likely to appoint a permanent Vice-Chancellor before he demits office. At present, Dr Hoshiar Singh, a known academician, is the acting Vice-Chancellor of Kurukshetra University.

This news has raised numerous eyebrows in the academic circles against the trend of appointment of non-academicians to the post of Vice-Chancellor and Pro-Vice-Chancellor in the universities of Haryana.

Dr Ramesh Kumar, a very senior principal, commenting on the state of affairs stated that the appointment of non-academicians to the posts of Vice-Chancellors and Pro-Vice-Chancellors did little to raise “academic standards” in the universities and turn them into centres of ‘academic excellence’. In fact, non-academicians were not very conversant with the intricate problems being faced by the teaching community, the students as well as the non-teaching staff. Therefore, the universities suffered losses in the field of academics. The need of the hour was to appoint top academicians as Vice-Chancellors.

Another scholar, Dr R. Dass, while endorsing the views of Dr Ramesh Kumar, stated that the appointment of administrators could improve discipline in the universities, but the academic standards would suffer.

A large number of academicians at Kurukshetra University and colleges maintained that the trend started by the Haryana Government to appoint ‘anybody to the high posts of administration in the universities needed to be reversed’. they were upset that an advocate, Mr Jai Kishan Sharma, who had no association with the university work, has been appointed as the pro-vice-chancellor of Maharshi Dayanand University, Rohtak. Otherwise also the MDU has seen administrators as Vice-Chancellors than academicians in the recent past. During the earlier regime of Mr Om Prakash Chautala, Brig O.P. Chaudhary, who was working as Principal in a sports school at Rai, was made to head the MDU. Even during the regime of Mr Bansi Lal, Lt General O.P. Kaushik, who had little to do with the academic world as such, was appointed the Vice-Chancellor. The present regime of Mr Chautala has also appointed Major General B.S. Sihag as the Vice-Chancellor.

There is a feeling in the academic world that Generals of the Army could do ‘better policing’ and bring discipline to the universities but to grapple with the academic problems to convert them into “centres of excellence of learning” was beyond their capacity.

The Haryana Government had earlier appointed Mr Vinay Kumar as Vice-Chancellor of Ch Charan Singh Haryana Agriculture University, Hisar. Though, Mr Vinay Kumar had risen from the ranks and had remained associated with affairs of the HAU for a long period, yet he could not be termed academician in the true sense of the word. Vice-Chancellors are to be appointed for the two universities — Guru Jambeshwar University and Kurukshetra University. In the GJU, the acting Vice-Chancellor Dr K.C. Bangar has been a reader before his appointment as Pro-Vice-Chancellor. In Kurukshetra University, the acting Vice-Chancellor who is in the field of Public Administration, could be rated as a top academician. Despite the opposition by some detractors of the two present incumbents they fill the bill as far as the academic standards for appointment for a Vice-Chancellor are concerned.

There is a general opinion amongst the academic fraternity that the ills which afflict the universities in Haryana could not be removed until and unless top academicians with long associations with the university work and the faculty were appointed as Vice-Chancellors. The method of pick and choose from amongst its favourites by the Government would not do the job.

Lokayukta for Haryana demanded
From Our Correspondent

SONEPAT, June 9 — Lok Dal leader Ajit Singh has charged the Haryana Chief Minister, Mr Om Parkash Chautala, with pursuing anti-people and anti-farmer policies and alleged that corruption was rampant at all levels particularly in the administration and the Chief Minister has failed to provide a clean government as promised before the assembly elections.

Talking to mediapersons here today, he criticised registration of criminal cases against some former Haryana Ministers and MLAs and alleged that the industrialists and big traders were being terrorised by the Chief Minister in a bid to get money from them.

The Lok Dal leader demanded immediate appointment of a Lokayukta in Haryana from other state so that he could function independently.

He alleged that Mr Chautala, instigated the farmers during the regime of Mr Bansi Lal and asked them not to pay the pending power bills. But now he himself had taken coercive methods to recover the electricity bills. Similarly, the aged persons are being denied the pensions and asked to produce proof of their claim.

Farmers not to give up agitation
Tribune News Service

GURGAON, June 9 — The Kisan Sangharsh Panchayat will go ahead with its proposed agitation of enforcing “Chakka Jam” on Delhi-Jaipur Road here to press the state government not to collect the enhanced compensation given to farmers against their land acquired, notwithstanding Haryana Chief Minister Om Prakash Chautala’s assurance to examine their case.

The Collectorate had announced awards against the land of the farmers of villages, falling in Gurgaon Subdivision, acquired by HUDA to set up sectors. The farmers went in appeal in the District Sessions Court. The court enhanced the compensation amount. The enhanced amount was paid by HUDA through the court to the farmers after they furnished sureties.

In the meantime, HUDA appealed in the Punjab and Haryana High Court against the decision of the Sessions Court. Interestingly, the farmers also appealed in the High Court against the Sessions Court on ground that the amount of enhanced compensation was less.

The court upheld the claim of HUDA, against the decision of the lower court. Consequently, the farmers who had already taken the money by way of enhanced compensation have now to return the amount to HUDA. As a follow-up measure HUDA has allegedly issued notices for recovery of the amount to about 1,000 farmers. The notices to another 25,000 farmers are said to be in the pipe-line.

The farmers said hundreds of members of 17 villages had been affected by the court’s decision. According to them the total amount of enhanced compensation was about Rs 400 crore.

The farmers met Mr Chautala along with Mr Gopi Lal Gehlot on June 5. According to Mr Gehlot the government would take a sympathetic view of the case in favour of the farmers.
