Mobilise own funds, varsities told

ROHTAK, May 29 — The government has reportedly advised the universities in Haryana to mobilise their own resources and become self-reliant in the next four years.

The universities have been told that it will not be possible for the fund-starved government to continue financial help after that. These universities have been further advised to minimise their expenses, mobilise more resources and abolish, if possible, the unviable departments.

The advice was reportedly tendered at a meeting of the Vice-Chancellors of Maharshi Dayanand University and Kurukshetra University held at Chandigarh on May 16. The Commissioner and Secretary Education, Mr Prem Parshant, the Director Higher Education, Mrs Shakhuntala Jakhu and the Joint Secretary, Finance, Mr Alok Joshi, also attended the meeting.

Dr Preet Singh, Registrar, Maharshi Dayanand University represented the Vice-Chancellor who could not attend the meeting.

The universities have been told that the government will slash the grants-in-aid by 25 per cent every year from the next year to achieve the target of zero financing after four years. It however, offered to review the matter after two years.

The universities, however, described the government proposals as unviable and pleaded for treating 70 per cent of the grant-in-aid as committed expenses for the payment of salary to its teaching and non-teaching employees. Maharshi Dayanand University, it may be recalled, had to raise loan from banks to disburse salary to its staff during the last financial year.

Maharshi Dayanand University (MDU) is, to a large extent, dependent on grant-in-aid from the state government to meet its developmental and other expenses, including salary to the employees. It has impressed upon the government to increase the grant-in-aid from Rs 10 crore to Rs 28 crore in view of the implementation of the revised pay scales as per the decision of the Justice Dr K Punnayya Committee.

MDU had generated substantial resources by introducing BEd (correspondence) from 1988-89 and MEd from the 1992-93 sessions. During 1995-96, the income from courses run by the Distance Education Department was to the tune of Rs 1540 lakh as compared to a grant-in-aid of only Rs 818.50 lakh.

However, these courses were closed from the 1996-97 session when the UGC and NCTE restricted admission to 250 seats only. The MEd course was discontinued from the 1999-2000 academic session.

MDU has decided to introduce ‘diploma in ayurvedic pharmacy’ course from the coming academic session. The details like fee structure and eligibility for admission to the proposed course are likely to be finalised by the Academic Council of the university at its meeting scheduled for tomorrow.

The Academic Council will also discuss the show-cause notice issued to Baba Mast Nath Dental College on February 25 by the then Vice-Chancellor, Lt Gen O.P. Kaushik (retd) before laying down office on February 26. The institute has been charged with flouting government and university rules in the matter admissions against the minority quota seats during the 1997-98 and 1998-99 sessions.

Meanwhile, the Governor-cum-Chancellor of Maharshi Dayanand University, Mr Mahabir Prasad, has reportedly nominated Mr R.S. Chaudhary, Deputy Chairman, State Planning Board as his nominee on the selection committee set up to recommend a panel for the post of Vice-Chancellor which has been lying vacant since February 26.

The selection committee, it is learnt, is likely to meet in the first week of June and recommend names for appointment as Vice-Chancellor. The government is likely to fill the post by the middle of June.

Bhajan, Hooda rift on ‘Cabinet’ issue

CHANDIGARH, May 29 — The Haryana Pradesh Congress Committee (HPCC) chief, Mr Bhupinder Singh Hooda’s supporters’ claim that the Shadow Cabinet announced by the Congress Legislature Party (CLP) leader, Mr Bhajan Lal, did not have the support of the Congress MLAs.

Mr Bhajan Lal told TNS today that first meeting of the Shadow Cabinet would be either on June 3 or on June 5, depending on his availability in Chandigarh. Apart from discussing various issues in the meeting, it would also be demanded that the Shadow Ministers were provided with an office each, telephones and cars to facilitate their work of monitoring the functioning of the State Government.

“In Britain the government provides these facilities to the Shadow Ministers”, the CLP leader said. He asserted that all the 20 Congress MLAs, who were inducted by him in the Shadow Cabinet, would turn up for the meeting. On Mr Hooda’s statement dissociating himself from the Shadow Cabinet, Mr Bhajan Lal said that he had not received Mr Hooda’s resignation letter.

“It is the prerogative of the Leader of the Opposition to form a Shadow Cabinet, he does not have to consult the party MLAs before that”, the CLP leader said. He added that the AICC General Secretary, Mr Motilal Vora, had told presspersons at Sirsa that the Shadow Cabinet had the AICC’s approval. Mr Bhajan Lal said that he had also sought the approval of Ms Sonia Gandhi, who, in turn, lauded his effort in writing.

The former Congress Chief Minister said that under the INLD Government, there has been all round deterioration in Haryana.

The government has failed to do anything in power and water fronts. Its conduct regarding the old age pension is regrettable”, he said. He added that within a few months the government will become unpopular and it will collapse under its own weight.

The CLP chief also indicated that the ensuing organisational elections, of the Congress party would witness a showdown between him and Mr Hooda. The party’s election committee has already appointed Mr Balkavi Bairagi, Rajya Sabha member form Madhya Pradesh, and Ms Sukhbinder Kaur Bhinder, former Gurdaspur MP, as the Pradesh Returning Officers (PROs) for Haryana and they will decide the modalities of the poll. While the deadline for enrollment of new members will expire in May, the elections of AICC president and PCC chiefs will have to be completed by November 1.

Mr Bhajan Lal said that he had two Jat candidates, Mr Dharam Bir, MLA from Tosham, and Mr Jagdish Nehra, from Sirsa, and one non-Jat, Mr Balbir Pal Shah, MLA from Panipat, and one of them would be put up for the PCC chief’s office” We have also made large number of members from all over the State”. he said.

100 pc primary education by 2003

CHANDIGARH, May 29 — The Haryana Government is making concerted efforts to enrol all children in the age group of 6-14 years in primary schools by 2003.

This was stated here today by Mr Sampat Singh, Finance Minister, Haryana, while presiding over a meeting held to give shape to a new education policy for Haryana. While expressing concern at the existing system of education, he said that there was no interaction between teachers and parents in government schools. The present system was also lacking in building confidence and self dependence in a child, he said.

He said the state would endeavour to remove the disparities in education among different social and economic groups, males and females and rural and urban areas. The state would endorse any proposal of the Government of India to make compulsory education a fundamental right of the child, he said.

The Minister said the allocation of funds for education from the present 2.1 per cent of the state GDP would be increased to 6 per cent as recommended by Planning Commission. The state would encourage private initiative in this regard so that the burden of the additional allocation was shared by both public and private sectors. The curriculum in the new education policy would be made relevant to the changing socioeconomic environment. Relevant vocational subjects like agriculture, home science etc would be introduced. In order to remove the disparities between the rural and urban areas, English would also be introduced from class-I.

Mr Bahadur Singh, Education Minister, Mr Prem Prashant, Financial Commissioner, Education, Director, Education, Mrs Shakuntala Jakhu and Mr P.K. Mahapatra Director, Higher Education, as well as educationists, college teachers and academicians were also present at the meeting.

Engg colleges ‘to remain’ with KU

KARNAL, May 29 — The Haryana Government, it is reported, has decided not to affiliate private engineering colleges which are affiliated to Kurukshetra University to Guru Jambheshwar University, Hisar.

According to sources in the government, the step had been taken to remove fear lurking in the minds of hundreds of students of these colleges about the affiliation. Students of these colleges had gone on strike in protest against the reported move of the government to disaffiliate their colleges from Kurukshetra University and to affiliate them with Guru Jambheshwar University. The seven colleges which were facing uncertain future are situated at Mullana, Radaur, Kurukshetra, Panipat, Yamunanagar etc.

The agitating students were assured by the Haryana Chief Minister, Mr Om Prakash Chautala, that the government would continue their affiliation with Kurukshetra University and would not in anyway endanger their future.

In the meanwhile, the Director, Technical Education, held two meetings to find out the viability of affiliation of these colleges with Guru Jambheshwar University, because the university was created as a technical university. This move angered the student community and they went on strike and started an agitation. At one time, the Director, Technical Education, called a meeting of the Registrars of Maharishi Dayanand University, Rohtak, Kurukshetra University and Guru Jambheshwar University to know views on affiliation.

The sources told TNS that the feeling was that GJU should continue and be developed as a residential technical university. The engineering colleges should continue with Kurukshetra University. The government decision has come as a welcome relief to the agitating students and their parents.

At one time, the students were so agitated against the move that they had blocked traffic on the G.T. Road at Pipli and clashed with the Haryana police. A number of them were arrested and released only after their parents gave surety to the authorities that they would not indulge in any type of violence or vandalism.

ISO bug bites Ambala industries

AMBALA, May 29 — Winds of change are slowly yet steadily blowing through the scientific-instruments industry in Ambala with companies opting for the ISO compliance.

Mr Laxmi Sagar of OSAW Industrial Products (P) Ltd said, "In India, people welcome ISO-compliant companies, but, in foreign nations, they insist on it. These days, it is important to have the ISO compliance."

"We are a ISO-9002 company. We have got the certification because we are well organised," he said.

Mr Kundan Lal Sud of Shiv Dyal Sud and Sons said the ISO-9002 certificate for his company meant that its work was systematic. "We are streamlined and our efficiency has increased. Our customers also feel more satisfied as we are now an ISO-compliant company," he said.

The President of the Ambala Scientific Instruments Manufacturers Association (ASIMA), Mr M.S. Tandon of Globe Scientific Industries, said the ISO-compliance was crucial in these days of fierce competition. "There is a need for creating awareness among scientific-instruments industries of Ambala regarding the ISO-compliance," he said.

He said the association was planning to launch a special campaign to make companies know more about the ISO standards. "Now, there are only a handful of companies which are ISO-compliant, but, things should change," he said. "An ISO certificate means that nothing is left to chance in the system," he added.

Even companies of the other trades are also moving towards the ISO-compliance in Ambala.

Mr A.P. Bansal of Kshitij International, which makes power-conditioning equipment, has recently got the ISO-9002 certification. Mr Bansal said, "These days, customers are more aware and they ask whether the company is ISO-compliant or not. For us, it means that our company is system-certified and quality-control is developed. It is basically a management system."

"An ISO certification also translates into reduction in wastage, scrap and rework. It means that the unit is doing it right the first time," he said.

State Vice-President of the Haryana Chamber of Commerce and Industry, Mr N.C. Jain, said the ISO-compliance was the need of the hour. "However, very small companies find it difficult to get the ISO certification due to their size. They will suffer for no fault of theirs, as they will not be able to pay the huge sum for getting the certification," he said.

"The quality-marking system of the Haryana Government should be made more accessible. It will go a long way in helping local industries maintain quality control," he said.

According to a press note issued here by the Office of the Development Commissioner (Small-Scale Industries), the Government of India has launched a scheme in March 1994 to give incentive to small-scale and ancillary units which have acquired the ISO-9000 certificate or its equivalent. According to the norms, the scheme provides for reimbursement of charges for acquiring the certification. Upto 75 per cent of the cost of this (Rs 75,000 at the maximum) could be reimbursed in each case."

"The norms for submitting copies of various documents like vouchers and receipts of payments made to the certification agencies and consultants or the application to claim reimbursements have been simplified," the press note said.

Charan Singh remembered

HISAR, May 29 — Chaudhry Charan Singh Haryana Agricultural University here paid homage to former Prime Minister Charan Singh on his 13th death anniversary.

At a well-attended ceremony, Vice-Chancellor Vinay Kumar garlanded a statue of the late Prime Minister while other faculty members, employees’ representatives and students paid floral tributes and pledged to follow his ideals.

The Vice-Chancellor described him as a legendary leader of the peasantry and the toiling rural masses. The Vice-Chancellor said the former Prime Minister was instrumental in transforming the agricultural economy of the country.

SHO arrested

ROHTAK, May 29 — Mr Dayanand Pannu, SHO Sadar, was arrested for intimidating and threatening people under the influence of liquor last night.

Am FIR under Sections 323, 506, 332 and 352 of the IPC and 25/54/59 of the Arms Act has been registered against him on the complaint of DSP Shiv Dayal.

It is alleged that Mr Pannu after getting drunken abused the passers- by and threatened them with his service revolver.

Road blocked over power crisis

SONEPAT, May 29 — Irate residents of Bayyanpur village held up traffic on the Sonepat-Rohtak road for about five hours yesterday to register their protest against the power and water crisis in the village for the past six months.

A large number of vehicles, including buses, trucks, cars and four-wheelers, were lined up on both sides of the road, leaving many people stranded. On the receipt of information, Mr Hardeep Singh Doon, DSP (Headquarters), arrived on the scene and made a series of attempts to lift the blockade, but the irate residents declined to lift it without any concrete assurance on the supply of power and water to them.

Thereupon, Mr Sultan Singh, SDO (C), Mr Suresh Kumar, Tehsildar-cum-Executive Magistrate, and officials of the Uttar Haryana Bijli Vitran Nigam rushed to the site and pacified the irate residents by assuring them about the regular supply of electricity and drinking water to the village. Thereafter, the residents lifted the blockade and dispersed peacefully.

The residents alleged that the entire village was in the grip of power and water crisis for the past few months and the authorities concerned had failed to redress their grievances. They thus had no alternative but to block the road for getting justice from the authorities.

They also demanded that their village should be connected with the industrial feeder and the work on the laying of sewers should be completed soon as the dug-up roads and streets had become death traps.

Addressing farmers, Mr Kumar stressed the need for balanced use of fertilisers for sustained crop production. He lamented that the farmers were not using fertilisers judiciously.

To maintain fertility and health of the soil, he said, apart from chemical fertilisers, the farmers should also use organic and green manures. He added that quantity of fertilisers to be applied should be decided on the basis of test report of the soil.

In this district, cotton is sown over 2 hectares of land and only 60 per cent sowing has been completed so far. A large number of saplings have been damaged dur to the heat. Scarcity of canal water for irrigation and low voltage to run tubewells have aggravated the problem. Besides the cotton crop, the scorching heat has greatly affected the sowing of paddy in the area.

There are complaints from the farmers of non-availability of quality cotton seeds, which in the past, too, had caused them substantial loss. They have demanded that the administration ensure the supply of original and standard quality seeds so that they don’t have to suffer loss on account of spurious seeds.

Stabbed to death by brother

SONEPAT, May 29 — Kishore Yadav was stabbed to death allegedly by his younger brother, Rajoo in broad daylight at Ahir Majra village, about 20 km from here, on Sunday.

According to a report received here, the victim had gone to his fields in the morning. After some time, Rajoo reached there and both exchanged hot words over a land dispute. Thereupon, Rajoo allegedly took out a knife and assaulted his elder brother, who sustained multiple injuries and fell unconscious.

Rajoo left the place immediately and reached his brother’s house, where he is alleged to have attacked Kishore’s wife and son with a stick. Both of them sustained serious injuries and raised an alarm. However, Rajoo along with his family members escaped from the village.

On hearing the cries for help, a number of residents rushed to the field where Kishore was lying in a pool of blood. They arranged a car to take him to hospital, but the succumbed to his injuries after a few minutes.

The Ganaur police has registered a case of murder and launched a massive hunt to apprehend the accused. A land dispute is stated to be the main cause of this murder.

Meanwhile, Mr Ankur Gupta, Commissioner, Municipal Corporation, said yesterday that he would firstly visit the area along with the Mayor and request the people to remove the encroachments and if they did not comply, the department would demolish these.

Mr Anand reached Ambala Cantt by Shatabdi Express, where he was given a warm welcome by the district administration and the Judiciary officials. The Deputy Commissioner and the District and Sessions Judge of Ambala were also present on the occasion. Mr Anand went to the residence of Mr Punit Seth at Ambala city, who is one of his close relatives. Mr Anand will stay there for two days, after which, he will leave for Chandigarh on Tuesday.Top



 

Water crisis in Kalka

KALKA, May 29 — With the increase in the mercury, the problem of drinking water shortage has once again surfaced. The residents of the town are crying for water.

In most areas the supply has been restricted to once a day. Moreover, the pressure of water supplied is very low. There is also no fixed timing of water supply.

Mr Sangat Singh Nanda, Municipal Commissioner from Ward No 11, and his wife, Mohini, who is Commissioner from Ward No 13 and was also the President of the outgoing Municipal Committee, have come forward and started providing drinking water to residents of their wards by pressing into service a private tanker.

Couple killed in road mishap

AMBALA, May 29 — A couple was killed in a road accident yesterday near Mulana on the Ambala-Jagadhri road, 25 km from here.

According to the police, the couple died on the spot when the scooter on which they were riding collided with a tractor-trolley.

The couple, Manjit Kaur and Amarjit Singh, belonged to Yamunanagar.

Their bodies were sent to Civil Hospital at Ambala Cantonment. According to the hospital sources, they were brought dead to the hospital.

The police has registered a case against the driver of the tractor-trolley.

CET candidates ‘misled’

KAITHAL, May 29 — The students who appeared in the CET conducted at Regional Engineering College, Kurukshetra, yesterday complained that they had been deprived of an attempt to solve the full paper in physics.

In a written complaint to the Chief Coordinator, CET, Punjab Technical University, Jalandhar, the students alleged that the invigilator on duty in room No 316-A at their centre had announced that students had the option to attempt only one part — either objective or subjective — in the physics paper, as per the changed pattern.

Accordingly, the students went on to solve the paper as per the directions of the invigilator.

But to their utter dismay, fifteen minutes before the paper was to end, someone in the centre told them that both parts in the question paper were to be attempted compulsorily. They were thus left with no alternative but to attempt the second part in only 10 to 15 minutes, thus depriving them of enough time to solve the second part of the paper.

The students pointed out that on the completion of the paper they brought the matter to the notice of the Exam Superintendent and the Principal of the college, who called the Superintendent for explanation, but no solution could be found.

The students have demanded an immediate inquiry into the matter and some relief or concession to them so that their future is not spoiled. The students also released copies of the memorandum to the Press.
