ordered CHANDIGARH, June 8 — A Division Bench of the Punjab and Haryana High Court comprising Mr Justice R. S. Mongia and Mr Justice K C Gupta has directed the Haryana Government to appoint Mr P S Ranga, DSP, Haryana Police, to the Indian Police Service. Mr Ranga had filed a writ petition in that regard. This order of the High Court will, however, be subject to the final order that may be passed in the writ petition. Mr Ranga had filed a writ petition for considering him for appointment to the IPS but the Haryana Government had refused the same on the ground of pendency of an inquiry against him. The High Court had ordered that his result be kept in sealed cover. The Department Promotion Committee (DPC) met on May 26, 1999, to consider the names of officers for placing in the IPS select list and Mr Ranga was also found fit. The Commissioner, Haryana,
exonerated the petitioner in the inquiry pending against him in November, 1999. However, again on December 30, 1999, another inquiry was slapped on the petitioner which was also endorsed by the Chief Minister, Haryana. The inquiry was ordered on the basis of a complaint that Mr Ranga had influenced the inquiry officer. On this basis the Haryana Government pleaded that in view of Regulation 9 (2) of the Indian Police Service ( Appointment by Promotion Regulations), 1955, the petitioner could not be promoted. But counsel for the petitioner brought to the notice of the court that by notification dated December 31, 1997, the Regulation 9(2) had been omitted. In view of this, the Bench directed the respondents to pass the appointment order of the petitioner. The question whether further probe can be continued or not would be considered by the Bench during further proceedings on the writ petition. |
Govt ‘apathetic’ towards POWs FARIDABAD, June 8 — Three families of defence personnel here whose kin had been taken prisoner by Pakistan in the 1971 war are a sad lot today. The reason is that the Government of India has done little to get them
repatriated even after 29 years. The brave soldiers who are reported to be languishing in Pakistani jails are Major A.K. Suri of 5 Assam Rifles, Flt Lt Sudhir Kumar Goswami and Major A.K. Ghosh of 15 Rajput. Mr Maninderjit Singh Bitta, former Punjab minister and presently president of the Anti-Terrorist Front, has taken upon himself the task of bringing the families of 54 defence personnel in the country who are lodged in Pakistani jails on a platform to put pressure on the government to act to get them released. Mr Bitta also called upon the families of the three prisoners of war here yesterday. He said so far two families of POWs had been contacted in Amritsar, four in Gurdaspur, two in Ludhiana, three in Jammu and two in Chandigarh. Dr B.K. Suri, elder brother of Major Suri, regretted that the heroes of the 1971 war were being ignored by the government. They had knocked at various doors but no concrete steps had been taken to get the release of POWs. He asked who would like to join the Army if such a treatment was meted out to the soldiers. Dr R.S. Suri, 87, father of Major Suri, who could not bear the shock of his son’s plight in Pakistani jails, is bed-ridden and has lost his speech for the past several years. He had also gone to Sialkot jail in Pakistan in search of his son in 1987 with the next of kin of the other POWs belonging to Faridabad. A jail official told him that his son was not there but was in the custody of the Army. Mr Surinder Kumar Goswami, father of Flight Lieutenant Goswami, said his son’s plane was shot down near Sargodha on December 5, 1971. The same day radio Pakistan, Lahore, had broadcast that the plane of Flight Lieutenant Goswami had been shot down and he had been captured alive. Since then nothing had been heard about his son. Warrant Officer A. Ghosh (retd) of the Air Force said his son Major Ghosh of 15 Rajput was captured near the Fazilka border when his company was encircled by the Pakistani army. He had also seen the photo of his son in the “Time” magazine’s issue of December 7, 1971. Mr Bitta alleged that successive governments since 1971 had not taken up the issue of the repatriation of the POWs vigorously with Pakistan. This was despite the fact that a number of Prime Ministers had visited Pakistan to hold talks for normalisation of relations. He said Mr Jaswant Singh, External Affairs Minister, had recently assured him in reply to his letter that the matter of repatriation of the POWs would be taken up seriously with Pakistan whenever the talks with Islamabad were resumed. |
Prasad inaugurates
development projects KURUKSHETRA, June 8 — The Haryana Governor, Mr Mahabir Prasad, inaugurated many development projects costing about Rs 4 crore under the
auspices of the Kurukshetra Development Board (KDB) and dedicated them to the people thus raising the cultural, religious and tourism status of the district. The Governor, who is also the Chairman of the KDB, inaugurated Gita Dwar by unveiling a statue of Gita Updesh at Pipli. He also inaugurated Surya Dwar by unveiling the image of Surya on the banks of the sacred Sannehit Sarovar. The Governor suggested that ‘shlokas and important references from the Bhagvadgita and the Mahabharta should be recited from the Gita Dwar for acquainting the pilgrims about the importance of these holy scriptures. He also dedicated two other projects to the people by inaugurating the first phase of beautification of Jyotisar and renovation scheme for the Bhishma Kund tirath at Narkatari for which the KDB has spent Rs 17 lakh and Rs 13 lakh, respectively. Mr Prasad also
inaugurated a storm water drain for discharging flood water from the mela area and the Sannehit Sarovar. The Governor also laid the foundation stone of Haryana Kala Parisar which will be developed by the Haryana Kala Parishad on six acres of land at a cost of Rs 2 crore. While inaugurating these projects, he complimented the state government the district administration and the KDB for timely completion of these development schemes. Briefing the Governor about the details of these projects, Mr Manik Sonawane, Member Secretary of the KDB, said the Gita Dwar had been constructed at a cost of Rs 25 lakh on the Pipli Pehowa road which has a huge double passway gate constructed at a height of about 26 feet from the ground level. It depicts the epoch making event at Kurukshetra during the historic battle of Mahabharta when Lord Krishna delivered his message of the Bhagvadgita to Arjuna. Mr Sonawane also informed the Governor that the Surya Dwar was constructed at a cost of Rs 12 lakh to beautify the Sannehit Sarovar. It will remind the pilgrims of the sanctity of Sannehit Sarovar and its deep association with solar eclipse melas. Briefing the Governor about the Kala Parisar, Mr Sanjeev Kaushal, Additional Principal Secretary to the Chief Minister and Director, Cultural Affairs, said the main objective of the parisar was to promote the rich cultural heritage of Haryana through literature, paintings, music, dance, plays and other folk arts. He said a sum of Rs 2 crore would be spent on the construction of this parisar, out of which Rs 1 crore would be contributed by the Union Ministry of Human Resource Development. The Haryana Kala Parishad has already received the first instalment of Rs 25 lakh. The parisar would have an indoor auditorium with a seating capacity of 500 persons and an open air theatre with a seating capacity of 800 persons. |
Dangi’s bail plea rejected CHANDIGARH, June 8 — Haryana’s former Minister Anand Singh Dangi’s application for the grant of anticipatory bail in a cheating and forgery case was today rejected by the Punjab and Haryana High Court here. Pronouncing the orders in the open court, Mr Justice Gill of the High Court observed that no case was made out for the grant of anticipatory bail to Dangi. The former minister was apprehending arrest in a case under Sections 218, 406, 418, 420, 467, 468, 471 and 120-B of the Indian Penal Code, besides under Section 13 (1) (d) of the Prevention of Corruption Act, registered by the State Vigilance Bureau on the basis of a letter written by the Special Secretary to the Government of Haryana’s Rehabilitation Department. According to the prosecution, in 24 cases several hundred acres of land were illegally allotted to persons without verifying the claims as per the instructions of the State of Haryana. Seeking the grant of anticipatory bail, counsel for the petitioner had stated on his behalf that Dangi was being implicated in the case. The FIR was false and motivated, he had added. Counsel had stated that the present Chief Minister was “not merely a political rival, but was deadly inimical towards him”. He had added that the petitioner had filed a writ petition for follow up action on the Justice K.N. Saikia Commission report on the Meham firing “which had given findings against the Police and Mr Chautala”. |
Factory making fake
coins unearthed ROHTAK, June 8 — The police has unearthed a factory manufacturing fake coins of Rs 5 denomination and arrested its owner Hari Ram of Amrit Colony here. The Senior Superintendent of Police, Mr P.K. Aggarwal, said the machine dyes and raw material used in the manufacture of the fake coins was seized. A case under various sections of the IPC had been registered against Hari Ram and his accomplice Ram Singh, a local resident, who has absconded. Mr Aggarwal said the accused had installed the machine in a rented house in Shiv Nagar Colony at Nazafgarh in Delhi and used to market the fake coins here. Hari Ram, who originally belongs to Ridhana village (Sonepat) was arrested while selling 153 fake coins of Rs 5 denomination here yesterday. During the interrogation he revealed that he had installed his factory in a locality in Delhi. The police raided the factory and recovered 910 fake coins of Rs 5 denomination. He reportedly told the police that the machine was prepared by Trilok Singh of Khyala village in Vishnu Garden area and dyes were supplied by Sat

MDU’s Pro-VC ROHTAK, June 8 — Mr J.K. Sharma, a local lawyer, has been appointed as Pro-Vice-Chancellor of Maharshi Dayanand University. He will assume the charge today. Considered to be a staunch supporter of Chief Minister Om Prakash Chautala, Mr Sharma used to publish a weekly newspaper earlier. The newly appointed Pro-Vice-Chancellor told The Tribune that he received the fax message regarding his appointment yesterday. Asked about his priority, he said he would go into the details of various problems being faced by the university to seek the best possible solution for them. Evading other questions, he said he would be in a better position to their questions after getting familiar with the functioning of the university. |
New weir for Sirsa coming up SIRSA: Construction work on Ottu weir is in full swing. The new weir will replace the 100-year-old weir, 16 km from here. This weir will provide additional water to three canals and channels. With this paddy production is likely to go up. The foundation stone of this weir was laid on Haryana Day last year by the Chief Minister, Mr O.P. Chautala. The new weir to be constructed at a cost of Rs 28 crore is likely to be completed next year. The weir, which will be 30 metres downstream from the existing weir, will have 63,500 cusecs capacity instead of 20,000 cusecs as of now. Water for irrigation would be available for 90 days at a stretch in the area. The existing weir had old systems of water control through wooden sleepers, which resulted in water loss, whereas the new weir based on modern headworks system would help in reducing water loss and eliminating silt. This would increase the water capacity threefold. The weir would have a broader overbridge for smooth flow of traffic replacing the single-lane bridge on the weir. Mr Chautala has also announced that a lake would be developed in this area to tap tourism. |
Water crisis: DC warns of action SONEPAT, June 8 — Mr Sudhir Rajpal, Deputy Commissioner, toured areas facing water shortage here yesterday. During his tour, the Deputy Commissioner went around Sector 23, a residential colony of the HUDA, the tehsil premises and the subzi mandi. He was accompanied by the Superintending Engineer and other officials of the Public Health Department as well as the Secretary, municipal council, Mr Y.S. Gupta, and officials of other government agencies. The DC is reported to have expressed his unhappiness at the slow pace of progress of the ongoing work for the construction of the waterworks in Sector 23 and directed the PHD authorities to complete the work as soon as possible to avoid water shortage during the next summer. He also warned that the district administration would take stern action against the employees who were found responsible for the water crisis in the city. He asked the PHD authorities to place those employees under suspension who were found absent during the duty hours. He also inspected the water tank in the tehsil office area and found it empty and some employees were found absent from duty. He pulled up the officials of the PHD for being indifferent to public complaints. Inhabitants of the Ram Nagar area told the DC that they had got the supply of drinking water after three days. The DC also took serious note of the public complaints in the old section of the town and directed the officials of the PHD to ensure water supply to the tail-end areas. He also asked the Superintending Engineer, PHD, to personally
supervise the arrangements for the supply of drinking water in all areas of the city. |
7 buried alive in roof collapse KARNAL, June 8 (PTI) — Seven persons were buried alive and four were injured when a roof of a mud house collapsed at Kachwa village, about 6 km from here, late last night. According to Superintendent of Police A.S. Ahlawat, the dead have been identified as Basanti (35), Dinesh (25), Indu (20), Chandni (3), Rakesh, Ranjeet (2), Kavita (4), and Sarita (10). The injured, Bhudhan, Naresh, Moti, Parkash and Meena have been admitted to the Civil Hospital here. All deceased belonged to Begusarai (Bihar). A case has been registered against the owner of the mud house who is the Junior Engineer in the Haryana Vidyut Prasaran Nigam (HVPN), the SP added. Women, daughter killed

visits PF office CHANDIGARH, June 8 — Mr A.N. Roy, Additional CPFC, Head Office, New Delhi, today reviewed the functioning relating to the pension scheme at the local Regional Provident Fund office. He advised officials to expedite the settlement of cases and release the revised
pension. A seminar on EPF and pension scheme was also organised. Mr Roy distributed cheques and pension papers among pensioners and widows. Mr M.L. Meena, Regional provident fund commissioner(I) also spoke at the seminar. He said the minimum widow pension had been increased from Rs 250 to Rs 450 per month. The children’s pension had been raised from Rs 115 to Rs 150 per month. The orphan pension had been increased to Rs 250 from Rs 170 per month.

saving schemes SIRSA, June 8 — The role of small savings in enhancing the investment in development works and strengthening the economy of the nation was emphasised by the Commissioner of Hisar Division, Mr Bhagwati Prasad, while speaking yesterday at the annual prize distribution function of the small saving units organised at the local Panchayat Bhavan. Stressing on the need to motivate people to do savings, he said Japan had emerged as an economic giant mainly because of the savings done by its citizens. Mr Prasad expressed satisfaction over the pace of development works undertaken as part of the ‘Sarkar Aapke Dwar’ programme of the government. He complimented residents and the voluntary organisations for their significant contributions in achieving the target fixed for small saving schemes. Earlier, in his welcome address, the Deputy Commissioner, Mr Amit Jha, said the district had collected Rs 44.36 crore under small savings scheme, during the last financial year which was much above the target. |
Health awareness
programme over CHANDIGARH, June 8 — The first phase of family health awareness campaign launched in Haryana on June 1 to cover targeted 31 lakh people in Panchkula, Kaithal, Karnal, Kurukshetra, Sonepat, Gurgaon, Narnaul, Bhiwani, Sirsa and Jhajjar districts concluded today. The Haryana Minister for State for Health, Dr M.L. Ranga, said the campaign proved successful as it generated tremendous response for preventive measures and treatment of sexually transmitted diseases and reproductive tract infections among the people between the age of 15 to 49 years. He said 540 doctors and 2000 health workers were deputed and 243 camps were organised to diagnose and treat patients. The minister said now the second phase of the campaign had been launched in the remaining districts of the
State. |

in land dispute ROHTAK, June 8 — One person was murdered allegedly over a feud regarding the ownership of a piece of land in Jhajjar district. According to police sources, the deceased Ajit, a resident of Ukhalchawa village, had a dispute with his brother Krishan over a plot. It is learnt that Krishan had threatened his brother Ajit with dire consequences when the latter asked him to vacate his plot. It is alleged that Ajit was murdered while sleeping allegedly by his brother with a help of another person. Krishan has been arrested and a case of murder has been registered. |

Yamunanagar and Ambala depots. Sensing this action to be preliminary to retrenchment of staff and privatisation of roadways’ the roadways staff are very perturbed. It is pertinent to mention here that the staff transferred to Yamunanagar depot was not given any duty in the absence of a vacancy. The president of the Panipat Sarv Karamchari Sangh, Mr Ishwar Singh, said that the sangh would take appropriate action against the management. A plan for this purpose would be ready within two to four days. |
