CM urged to evolve consensus on MC posts
KARNAL, May 17 — The Union Minister of State for Home Affairs, Mr I.D. Swami, has asked the Haryana Chief Minister, Mr Om Prakash Chautala, to evolve a consensus regarding the elections of the presidents of the municipal committees and chairmen of municipal councils in Haryana.

CHANDIGARH, May 17 — The Haryana Government has decided to add 400 new buses to its fleet of 3685 buses during the current financial year.

Moreover, an anaesthetist allegedly manipulated his transfer to the Karnal Civil Hospital some time back and the patients are forced to take the services of private doctors for giving anaesthetics at Rs 500 or above.

AMBALA May 17 — They still use thumb impression to disclose their identity on papers. They are unaware about the literacy campaign on which crores of rupees were spent by the government in the country a few years ago. There are hundred of people living in slum area in Ambala who are still totally illiterate.

  Woman abducted, gang-raped
ROHTAK, May 17 — A married woman was allegedly ‘abducted’ and gang raped by three persons at a nearby village in the district. According to police sources the victim, a resident of Gizhi village and a mother of two children had been missing from her house for the past three days.

289 cr sanctioned for 1,343 rural roads
CHANDIGARH, May 17 — The Haryana State Agricultural Marketing Board has sanctioned Rs 289 crore for the construction of 1,343 new rural roads measuring 3,652 km of length following the announcement made by the Chief Minister, Mr Om Prakash Chautala, under “sarkar aapke dwar” programme in different constituencies of the state.

CM urged to evolve consensus on MC posts

KARNAL, May 17 — The Union Minister of State for Home Affairs, Mr I.D. Swami, has asked the Haryana Chief Minister, Mr Om Prakash Chautala, to evolve a consensus regarding the elections of the presidents of the municipal committees and chairmen of municipal councils in Haryana.

Mr Swami told TNS today that as the BJP and the INLD were the two coalition partners in the state, it would be worthwhile to elect heads of these bodies from amongst the elected councillors through mutual consent. The State Home Minister also said that he had conveyed his sentiments to Mr Chautala some days back. The minister, who is in charge of the BJP municipal affairs in Karnal and Panipat, had urged Mr Chautala to support the BJP candidates in these two cities.

Mr Swami also told Mr Chautala that BJP leadership had little interest in contesting the elections to the chairman of zila parishads and block samities in the state because the representation of the party in block samities and zila parishads was minimal. But in some of the cities, the BJP candidates were in majority.

In Karnal 13 councillors had been elected to the Municipal Council on the BJP symbol.

However, despite the BJP enjoying an edge over others in Karnal Municipal Committee, the Chief Minister during his visit to Karnal about three days back reportedly tipped Mr Gian Singh Chawla to be the INLD candidate for chairmanship of the council. Mr Chautala, though overtly agreed with Mr Swami yet he chalked out a strategy the same day for the election of the INLD candidate to the chairmanship of the Karnal Municipal Council. The day he had discussions with Mr Swami, Mr Chautala made INLD’s intentions clear at a meeting held at the residence of Mr Gian Singh Chawla.

According to sources the INLD was keen to wrest presidentships of maximum number of municipal committee.

It would not be easy for the INLD candidate, Mr Gian Singh Chawla, to muster majority. The INLD as such has very poor base amongst the citizens in Karnal. But as the party is in power it could tilt the balance in its favour through the influence of official machinery. Already some senior officers in the district administration seem to be bending backwards to muster support for the INLD candidate in order to please the Chief Minister. However, so far no official date for the election of the Chairman of the council has been fixed.

VC decentralises powers

KURUKSHETRA, May 17 — The Vice-Chancellor of Kurukshetra University, Prof Hoshiar Singh, by decentralising his powers has authorised the Principals of affiliated colleges of the university to admit students by paying a maximum late fee of Rs 300 in the forthcoming academic session, 2000-2001. Besides this, the Vice-Chancellor has also authorised the Principals to fill the paid seats at their own level with a condition that 10 per cent share of the paid seats will be payable to the university.

The Vice-Chancellor took these decisions at a meeting of the Admission Committee of the university. Some other major decisions were also taken at the meeting which included that for admission to the post-graduate and other courses, a candidate must be a graduate with 50 per cent marks. A provision for special weightage to those candidates who obtain first division in their first attempt without any gap has also been made.

In another decision, a provision for granting 5 marks for an NSS merit certificate has also been amended. Now the weightage of 5 marks will be given to the NSS volunteers who have completed 240 hours of regular participation and to those who attend one annual special camp of 10 days also those who have donated blood at least twice or who have imparted literacy to at least four illiterate persons or have shown exemplary courage or bravery in saving some one from drowning, fire, natural man-made calamities.

The committee kept the same norms for ex-servicemen, their dependants, dependants of freedom fighter and for handicapped candidates.

Dalal for stir against LADT

CHANDIGARH, May 17 — The lone RPI MLA of Haryana and former minister, Mr Karan Singh Dalal, has given a call to all political parties, labour unions, organisations of industry and trade, farmers and other citizens to rise against the imposition of the Local Area Development Tax (LADT) and other anti-people acts of the Chautala Government.

In a statement issued here today Mr Dalal said the LADT Ordinance was ultra-vires of the 73rd Constitutional Amendment which empowered the local bodies to sustain themselves by moping up the resources locally for development of the area under their jurisdiction. But the LADT Ordinance, he said, negated the basic idea of the 73rd Amendment by taking away the authority of the local bodies to levy the entry tax and by retaining the authority of distributing the proceeds of this levy by the State Government vide Section 22 of the Ordinance.

Describing LADT as a retrogressive step, Mr Dalal claimed that no economic activity, what to talk of industry or trade, had been left out of the ambit of the tax, except information technology units or the units which exported 75 per cent of their production, which, he said, were negligible in the state at present or the units which were already availing of exemptions under the Haryana General Sales Tax Act which was being phased out.

Meanwhile, the Deputy Chairman of the Haryana State Planning Board, Mr R.S. Chaudhary, has termed the statement of Mr Dalal as “fulminations of an inveterate liar”. He alleged that Mr Dalal had been repeatedly levelling baseless allegations against the State Government by “hijacking the press” to nurse his vested interests.

Mr Chaudhary said the government did not intend to put any undue burden on consumers and had not imposed any new taxes affecting the common man. The LADT would not affect trade and industry in general, but only those industries would come under its ambit which used the infrastructure and facilities of the State but did not contribute to the tax revenue or the State.

LADT would not be payable on goods purchased within the State and it was not applicable to traders. The number to assesses actuallypaying LADT would be less than 5 per cent of the total registered dealers in the State.

Haryana Roadways to add 400 buses

CHANDIGARH, May 17 — The Haryana Government has decided to add 400 new buses to its fleet of 3685 buses during the current financial year.

Disclosing this here today, the Transport Minister, Mr Ashok Kumar Arora, said at present the State Roadways buses were covering 10.30 lakh km per day and carrying about 10.29 lakh passengers daily.

Mr Arora said Rs 36.85 crore had been earmarked during the current financial year for acquisition of these buses and the repayment of loan. During the Ninth Five Year Plan, a provision of Rs 227.93 crore had been made for the replacement of 2382 buses.

It may be added that no addition to the fleet of Haryana Roadways buses had been made since 1993-94 and the additional demand in traffic was being met through privatisation.

The Minister said that an intensive drive against unauthorised vehicles operating in the State had been stepped up. The organisation of SP(Traffic) had been revived and put under the State Transport Commissioner. On return from CBI, Mr V.Kamraj has been posted as SP (Traffic) and given a free hand. The checking of the buses was now being undertaken jointly by the Regional Transport Authorities and the police.

Hospital without anaesthetist

PANIPAT, May 17 — The Civil Hospital here has been carrying out operations, both minor and major, without the services of an anaesthetist. Moreover, an anaesthetist allegedly manipulated his transfer to the Karnal Civil Hospital some time back and the patients are forced to take the services of private doctors for giving anaesthetics at Rs 500 or above.

According to available information, the anaesthetist got himself transferred and left the hospital without leaving any substitute. More than nine months have passed and the hospital is still awaiting the services of an anaesthetist. Sources confirmed that the same anaesthetist was again transferred to Panipat, but after joining on January 27, he did not resume his duty.

The Ministry of Health and Family Planning did not think it fit to depute any doctor with similar qualification at the Civil Hospital.

The surgeon at the Civil Hospital used to perform operations daily but due to the indifference of the hospital authorities the number of operations now has declined considerably.

It is further alleged that radiologist Gauri Shanker Arora of the same hospital has been absent from his duty for the past over two-and-half years and no alternate arrangement has been made so far.

Moreover the post of Dr Munjal, a psychiatrist at the hospital, who left service 10 years ago, is still lying vacant for want of suitable alternate arrangement.

Literacy drive failed to make them literate

AMBALA May 17 — They still use thumb impression to disclose their identity on papers. They are unaware about the literacy campaign on which crores of rupees were spent by the government in the country a few years ago. There are hundred of people living in slum area in Ambala who are still totally illiterate.

Around five-six years ago most of the walls of the city and adjoining villages were painted with the slogans like “angootha tek rahe na ek”, The entire administration and some of the non-official organisations had actively participated in the campaign. The outcome of all the efforts and money spent on the campaign was said to be almost demoralising. A district-level literacy society, Nav Jioyi, was also formed in which, besides the district officers, some non-official organisations were also involved. Although the campaign has discontinued for the present, a gate named Saksharta Dwar set up at that time at the entry of Ambala cantonment is still there.

According to information, the campaign remained successful in those districts where the full-time Chief Coordinators were appointed. In some districts like Ambala the charge of Chief Coordinator was handed over either to the City Magistrate, the Secretary, Red Cross Society or the District Education Officer. In the adjoining district of Yamunanagar the campaign has been running till today as full-time coordinator was appointed there. However, in Ambala it could not be managed and the grants being given by the state and central governments for this purpose were also discontinued.

Mrs Chandler belongs to backward class. She was married to a peon at Ambala working in a government department. She hails from a remote village at Saharanpur where there was no school for the girls like her. When she came to Ambala in 1994 after marriage, some one told her about the literacy campaign. She was keen that she could write her name in English and Hindi, but none of the volunteers came to contact her.

Purohit is a palledar in Anaj Mandi. Basically, he is from Bihar. He disclosed: “Around five to six years back some volunteers of the adult education campaign came to our mandi and registered our names to make us literate. We were also provided books free of cost. The classes were conducted for a few months during the evening. Neither we nor the volunteers showed much interest in it. Later none of the volunteers turn up to ask our output.”

An officer, who does not want to disclose his identity, stated that in fact it was a national wastage.

Mr Prem Singh, a retired headmaster, who was a block Coordinator in the literacy campaign, said that the scheme could prove a grand success if the administration had continued to take interest in it.

Meanwhile, it is learnt that the Deputy Commissioner, Ambala, Mr Ram Niwas, has planned to restart the campaign. A meeting in this regard was held a few days ago.

Woman abducted, gang-raped

ROHTAK, May 17 — A married woman was allegedly ‘abducted’ and gang raped by three persons at a nearby village in the district.

According to police sources the victim, a resident of Gizhi village and a mother of two children had been missing from her house for the past three days. She returned to her house yesterday and lodged a complaint with the police that she was abducted and raped by three persons of the same village.

The police has registered a case under Sections 363, 366 and 376 of the IPC. No arrest has been made so far.

In another incident, a liquor contractor here was injured when he was shot at by three persons Sooraj, Kalu and Bhima, last night. The assailants came in a jeep while the victim Arjun was in a car.

Transferred within days

FARIDABAD, May 17 — Mr Anurag Agarwal, Commissioner of the Faridabad Municipal Corporation, has been transferred within 18 days of joining here.

It is for the first time in the history of the corporation which came into being in 1994 that any Commissioner had such a short stay in Faridabad. A total of 12 Commissioners have so far been appointed, each serving an average tenure of six months.

During his short stay, Mr, Agarwal adopted a tough stand against encroachments by demolishing these. He also suspended a number of erring employees of the civic body.

It is stated that there are political reasons behind the sudden transfer of Mr Agarwal who had reportedly angered local ruling party leaders.

Mr Agarwal has been posted as Additional Deputy Commissioner of Fatehabad. His place in Faridabad has been taken over by Mr Ankur Gupta, who earlier was Administrator, HUDA, Gurgaon

289 cr sanctioned for 1,343 rural roads

CHANDIGARH, May 17 — The Haryana State Agricultural Marketing Board has sanctioned Rs 289 crore for the construction of 1,343 new rural roads measuring 3,652 km of length following the announcement made by the Chief Minister, Mr Om Prakash Chautala, under “sarkar aapke dwar” programme in different constituencies of the state.

Stating this here today, the Agriculture Minister, Mr Jaswinder Singh Sandhu, said the Board had approved Rs 122 crore for repair of rural roads measuring 6,000 km of length. The Board had already repaired 1,824 km length of roads. The remaining repair work of roads was likely to be completed by July.

Eunuch’s foray into journalism

ROHTAK, May 17 (UNI) — After making it to the legislature and civic bodies in Madhya Pradesh , eunuchs have now entered the field of journalism in Haryana.

Mangalmukh, a Hindi monthly magazine edited by Ram Babu, a eunuch, was released at an impressive function here yesterday by Harbans Lal Khattar, Editor of an eveninger.

A graduate, Ram Babu has been active in various social, religious and academic activities.

Speaking on the occasion, he said the magazine had been started under the guidance of Haryana State Eunuchs Organisation president Leelo.
