panchayat circles SHIMLA, May 17 — The Himachal Government has decided to reorganise the panchayat sabha circles with a view to creating new ones to increase accessibility and ensure better management at the grassroots level. The decision was taken by the state Cabinet which met under the chairmanship of Mr P.K. Dhumal, Chief Minister, here today. The criterion for carving new panchayat sabha circles was also laid down. A panchayat circle will be created for a population of 1200. In case of smaller panchayats with a population not less than 500, the distance of the farthest village will not be more than 12 km from the existing headquarter. In all, 70 panchayat circles will be created putting an additional recurring burden of about Rs 60 lakh annually. The Cabinet also approved the draft agreement for the execution of 192 mw Allain Duhangan hydel project in Kulu district, which is being assigned to Rajasthan Spinning Mills. The state will get 12 per cent free power for the first 12 years and 18 per cent for the remaining 28 years. The project, which is likely to cost Rs 1200 crore, will be completed in seven years from the date of signing of agreement. Draft memoranda of understanding were also approved for assigning eight more hydel power projects to independent power producers. These included Hadsar (60 mw), Bharmour (45 mw) Budhil (70 mw), Kugti (45 mw) and Sal-1 (6.5 mw), all in Chamba district, and Sainj (5.5 mw), Patikari (16 mw) and Fozal (6 mw) in Kulu district. While the projects up to 25 mw capacity will sell power to the state electricity board at the rate of Rs 2.25 per unit, the bigger projects will be free to supply it outside the state. The Cabinet also approved a draft policy to attract the private sector for setting up institutions of excellence in higher education, particularly medical and dental colleges, engineering colleges and information technology and management institutes in the state. The policy will be discussed with the Confederation of Indian Industries which is organising a two-day seminar here on May 19 and 20. The modus operandi for providing land, reservation of seats for local students and the mode of selection of candidates from part of the policy. There is also a provision for setting up a high-level committee headed by the Chief Secretary for clearances of projects on the fast track once the policy is finalised. |
RI for causing
serious injury SUNDERNAGAR, May 17 — Mr D.D. Sharma, Additional Sessions Judge, Mandi Division has convicted one Ashok Kumar, son of Amar Singh, a resident of Darkohal of Sarkaghat subdivision, and sentenced him to one year’s rigorous imprisonment and fined him Rs 2,000 for causing grievous hurt to Raj Kumar with a knife. According to the prosecution, the convict along with his father and another accused Dilbagh Singh had raised a wall due to which the water flow was diverted towards the land of Raj Kumar. When the victim asked them not to do so, the convict stabbed him thrice and the other accused Dilbagh Singh caused injuries to the brother of victim on June 20, 1995. The police had filed a charge sheet under Sections 307, 323 and 341 of the IPC. Thirteen witnesses were examined to establish the case of the prosecution. The court in its judgement held that Ashok Kumar was guilty and convicted him under Section 325 of the IPC, while the
other accused Dilbagh Singh was acquitted.

Shifting of HRTC workshop resented MANDI, May 17 — The decision of the Himachal Pradesh Government to shift the divisional workshop of the HRTC from Mandi to Jassur has sparked off resentment against the
BJP-HVC government here. The District Congress Committee President, Thakur Sher Singh, CPM leaders Amar Singh Raghwa and Ashok Vaidya and Congress spokesman Vikas Kapur have issued statements warning the government to immediately withdraw the decision. They have alleged the second biggest district of the state was being discriminated against in a well-planed manner. Opposition leaders have alleged that the government first decided to close the offices of the Divisional Commissioners of Mandi and Kangra ignoring the inconvenience it would cause to the public and wasting the investment done on residential and office buildings running into
crore. The so-called austerity measures had not resulted in any savings. According to them the decision to shift the divisional workshop to Jassur will not only unsettle more than 200 families, but also render the vast infrastructure laid for the workshop useless. The Opposition leaders have criticised the HVC factions who are ‘engaged in a battle for power’ ignoring the interests of the district which they alleged was being “economically ignored and politically weakened”.

HP to have private educational institutions SHIMLA, MAY 17 — The Himachal Pradesh Government has decided to open educational institutions of excellence in the private sector in various parts of the state. This was decided at a meeting held under the chairmanship of Mr Prem Kumar Dhumal, Chief Minister, to review the working of the Education Department here today. The Chief Minister said the Education Department would identify plots in various parts of the state by June 30 for setting up of such institutions. It was decided at the meeting to follow the University Grants Commission’s (UGC) guidelines strictly especially in respect of admission to the colleges. Reviewing the progress of Transport Department, the Chief Minister said the State Transport Corporation should identify uneconomical routes and start mini bus or even maxi cab service on these routes. |
Safai karamcharis dump garbage
in front of shop KANGRA, May 17 — Local safai karamcharis dumped garbage and carcasses in front of a shop on the college road yesterday. The shopkeeper had allegedly indulged in some altercation with a municipal committee truck driver on Monday. According to the affected shopkeeper Mr Rajeev Kumar, alias Minoo, the vehicle was hit by the municipal truck. This resulted in an altercation between the two. The driver however complained to the police that he had been manhandled by Mr Rajeev and four others. The situation was defused following an agreement between the two parties in the presence of the Vice-President of the municipality, Mr Bal Krishen. Yesterday the sweepers’ union refused to honour the agreement. |

joins Congress SHIMLA, May 17 — The President of the Bahujan Samaj Party (BSP), Dr Ganesh Dutt Bherwal, on Monday joined the Congress party along with several office-bearers of the party. The announcement of Mr Bherwal joining the Congress was made at the headquarters of the PCC by the CLP leader, Mr Virbhadra Singh, while talking to newsmen. Dr Bherwal was also present. Dr Bherwal, who is a former MLA, said only the Congress was capable of fighting the “fascist” forces which were ruling the country at present. Repression on weaker sections had increased under the present rule both at the Centre and in the state, he alleged. Dr Bherwal, who is also Vice-President of the Backward Classes Association, claimed that the Congress would be strengthened as the OBCs were in substantial number in the state. The BJP government had miserably failed and prices were skyrocketing. Taxes were being imposed from the backdoor. The BJP-HVC combine government headed by Mr P.K. Dhumal was only making promises and encouraging government officials to participate in the activities of the RSS, he

for Shimla SHIMLA, May 17 — The first centre of Telecommunications Consultants India Ltd (TCIL), a Government of India undertaking, was inaugurated by the Chief Minister here today. Mr P.K. Dhumal said efforts are afoot to set up a software and technology park in Solan district. The government has decided to introduce computer education in 100 senior secondary school in the State in the first phase. Mr P.C. Chabra, Managing Director of TCIL, said that the centre will spread computer literacy in Himachal Pradesh and create global-level computer professionals. |
Philately for school courses suggested SHIMLA, May 17 — The Department of Posts has recommended to the Centre to include philately in the curriculum of schoolchildren. Disclosing this to newsmen here yesterday, the Chief Post Master-General (CPMG), Mr Vijay Bhushan, said the suggestion had been made because postal stamps were an effective media for educating schoolchildren. Mr Bhushan, who was heading the philately section in the department before being appointed CPMG in Himachal Pradesh, said the Indian stamps depicted a vast area, including history and geography, which could be an effective medium for education. He took newsmen around the philately section which has been set up in the state museum here. This is the second such specially set-up section in any museum in the country after Chandigarh. In fact, the section is the brain child of Mr Bhushan. Stamps depicting various aspects of life, including rural arts and crafts, Tabo monastery, sea shells of Andaman and Nicobar, rare and vanishing species of wildlife and Indian dances are some of the series. |

Mr Vijay Bhushan, Chief Post-master General, decorated five best employees of the circle, Mr Ghanshyam Sharma, lorry driver, Shimla, Mr Harish Kashyap, Telegraphist, Rekong Peo, Mr Desh Raj, senior TOA (G) GMTD Shimla, Mr Manohar Lal, senior TOA (P), Rajgarh, and Mr Kamal Kishore, TTA, Solan, with the 1999-2000 awards. The “Sanchar Shree” award consisted of a silver medal, Rs 10,000 in cash and a citation of one’s performance, whereas “Sanchar Sarthi” award comprised a silver medal, a cash prize of Rs 5,000 and a citation of the individual. Earlier, Mr N.S. Gill, Chief General Manager, Himachal Telecommunication circle, inaugurated an automatic call distribution system in the CTO building. He said with this system in place special services like 197 would improve further. |
