professional courses KURUKSHETRA, April 1 Kurukshetra University has planned to start professional courses in order to offset its budgetary deficit and also to earn more revenue for its developmental plans. The decision was taken at a meeting of the court of the university yesterday. It is officially learnt that the university was envisaging to start courses in information technology as well as identify other thrust areas to promote job-oriented courses. The meeting was presided over by the Vice-Chancellor, Dr Hoshiar Singh. The court passed the annual budget of the university for the year 2000-2001 with anticipated an income of Rs 5739.71 lakh as against the expenditure of Rs 6751.08 lakh. This leaving a deficit of Rs 1011.00 lakh. It was decided that this would be offset by cutting expenditure and additional grant-in-aid from the State Government. Prior to the passage of the budget, by the court, it was discussed and passed both by the finance committee and the executive council at their respective meetings. Official sources told TNS that the state governments grant was Rs 1728 lakh. It met about 56.60 per cent only of the total salary expenditure of the university. It has been pointed out that the state government was providing Rs 500 lakh on account of the payment of arrears of pay scale revision of the non-teaching staff. But the liability on this account works out to be Rs 988.24 lakh. This leaves a liability of Rs 488.24 lakh even for the payment of arrears of pay-scale revision. Besides in order to meet the expenditure pay scale revision for the teaching staff, the liability of arrears is estimated at Rs 840 lakh. The court and other bodies decided to approach the State Government for seeking more financial aid to meet this gap. It is being felt that as the new Vice-Chancellor, Dr Hoshiar Singh, has a good equation with the powers that be in the state, he would be able to persuade the government to give additional grant-in-aid to the university for meeting its non-plan expenditure. It is also learnt that Dr Hoshiar Singh has had a number of meetings with the top administrative officers of the State Government for seeking more funds. It is reported that during last year, the university has been receiving a nominal grant of Rs 38 lakh per year on the plan side. It is because of this that the university has to fend for itself by generating additional resources to meet the expenditure on developmental activities. Because of financial constraints and the rising cost of construction, the varsity is finding difficult to take up more developmental works. In the budget estimates, a provision of Rs 347.64 lakh has been made for strengthening and augmenting the existing departments. The university has been meeting the deficitory gap on non-Plan expenditure by raising resources, since 1992-93 onwards. So far it has raised Rs 20 crore to meet such an expenditure by generating new resources. This is considered a commendable effort on the part of the university to continue to strive for meeting its additional expenditure on developmental phase. It was also decided to start classes at the Post-Graduate Regional Centre of the university at Sirsa from the coming academic session. The university has become aware of the need as the Centre falls in the home district of the Haryana Chief Minister, Mr Om Prakash Chautala. The Centre could not speedily come up because of financial constraints. The court decided to reduce Rs 50 lakh on the construction works to be taken up at the Centre. Against a total budgetary out-lay of Rs 199.50 lakh for the Centre. only expenditure of Rs 129.50 lakh was approved in the budget estimates for construction. Furthermore, the UGC is also providing grant-in-aid of Rs 37.50 lakh during the Ninth Five Year Plan for the centre. The State Government is yet to communicate the quantum of grant-in-aid to be made available to the university during the year 2000-2001 for the Sirsa centre. It is learnt that the creation of posts for the non-teaching as well as teaching staff for the centre has been deferred for the time being. As far as the non-teaching posts are concerned, the university is likely to make internal adjustments to man various posts. The court elected Mr
R.R. Malik of R.K.S.D. College, Kaithal, to the executive
council. The court also elected three members for the
academic council unanimously. These are Mr K.K. Sirohi,
principal, RKSD College, Kaithal Mr I.C. Goyal, Lecturer,
S.D. College, Panipat and Ms Swaran Lata of Arya Girls
College, Ambala Cantt. The court also approved the annual
report of the university prepared by its Public Relations
Department. |
Undertrial escapes from hospital AMBALA, April 1 An undertrial, lodged in the Ambala Central Jail, escaped after he was admitted to Civil Hospital in the town today. The undertrial, 35-year-old Sanjay Kumar, was involved in a robbery case in Panipat and had been shifted to Central Jail on March 30. According to a jail official, Sanjay Kumar, a smack addict had complained of being unwell yesterday. The Medical Officer at Central Jail referred him to Civil Hospital where he was admitted past night. In the morning today, Sanjay went to the toilet located on the third floor of the hospital. Not suspecting anything, the person on duty had permitted him to go. After about 15 minutes, the person on duty realised that the jailbird had escaped. Sanjay had escaped through the ventilation window of the toilet after removing the glass pane. A complaint has been lodged at the Baldev Nagar police station regarding the incident. Two wardens who were on duty, have, reportedly, been questioned by the area police. A senior jail official
confirmed the incident and said that the police was on
the lookout for Sanjay. |
Gurus shastras to be displayed AMBALA, April 1 The holy shastras of Guru Gobind Singh at Gurdwara Paonta Sahib in Himachal Pradesh will be displayed to the public as part of the statewide Khalsa March, being organised from April 8 by the state-level committee, celebrating the completion of year-long ceremonies of tercentenary functions of the Khalsa Panth, in Haryana. According to information, the Additional Principal Secretary to Chief Minister, Haryana, had written a letter to Jathedar Kartar Singh Takkar, General Secretary, Gurdwara Paonta Sahib, to allow the Haryana Government to display the holy shastras of the Guru in the Khalsa March. Mr Kaushal had also reportedly assured the Gurdwara committee for the maintenance of the sanctity of the same and due protection for their conservation. Meanwhile, Mr Takkar, who is also the member of tercentenary of the birth of the Khalsa Celebration Committee, Haryana, said the Gurdwara authorities of Paonta Sahib had agreed to the proposal of the Haryana Government to make available the holy shastras for the Khalsa March. Last week, a meeting of
the committee was held in Yamunanagar under the
chairmanship of Chief Minister, Haryana, where this
proposal was considered, Mr Takkar added. |
Polling in 60 wards today AMBALA, April 1 Sixty Municipal Council wards in Ambala City and Ambala Cant will go to the polls tomorrow with an electorate of more than 2 lakh exercising its franchise. The District Administration has made elaborate arrangements for the polling. Around three dozen polling booths have been identified as sensitive by the Administration. Like the Assembly elections in Ambala Cant the main fight is among the Congress, the BJP and the Nagar Vikas Parishad. There are 130 candidates contesting the councillor elections from 29 wards. In Ambala City, 117
candidates are in the fray for the 31 wards. The BJP and
the Congress are the main contenders to capture the
council. The INLD has forged seat adjustment with Mr
Nirmal Vij, a former Chairman of the council and a
defeated candidate of the BJP in the recent Assembly
poll. |
Lawyers start indefinite fast KAITHAL, April 1 Lawyers here started an indefinite relay fast today and threatened to intensify their agitation if the central government failed to withdraw the proposed amendment to the CPC and the Advocates Act. Mr Janeshar Dass, president of the district Bar association demanded that the police personnel responsible for the lathi-charge on the protesting lawyers in Delhi on February 24 be immediately suspended. He urged the Haryana Chief Minister Mr Om Parkash Chautala to take up the issue regarding their agitation with the Centre. He further said the
government should withdraw the proposed amendment before
April 16, otherwise the peaceful agitation could take an
ugly turn. |
Chaitra Chaudas fair from today KURUKSHETRA, April 1 Necessary arrangements have been made by the Mela Administration to facilitate visit of lakhs of devotees on the annual Chaitra Chaudas Fair to be held from April 2 to April 4 at Pehowa 27 km from here. On the significance of the mela, Mr Gurmeet Singh Panjeta, Mela Administration and SDM Pehowa said that the fair symbolised a significant link of the Hindu Sikh unity. About five lakh pilgrims are likely to have holy dip in the sacred Saraswati tank here during the three-day mela. About 80 per cent of the pilgrims are Sikhs from the districts of Sangrur, Patiala, Ropar, Bathinda, Faridkot and Ferozepore which is known as the Malwa region of Punjab, Mr Panjeta said. According to Hindu mythology, Prithudak Teeratha has rich past. It was here the Lord Brahma is believed to have prayed before the creation of this universe. Again sages like Vahishtha, Vishwamitra and even August Muni are believed to have prayed here for years on the banks of the river Saraswati. The name Prithudak was derived from King Prithudak whose son Vain was freed from the bane of leprosy after a dip in the sacred waters of the Saraswati. Highlighting historical aspects of the mela the administrator stated that it was here the Yudhisthra-Kuru King, had prayed and offered "pinds" in memory of his ancestors, who were killed in the Mahabharta War. Mr Panjeta said that the
government had granted Rs 5 lakh for the fair. About 600
policemen and homeguard volunteers are expected to be
deployed during the mela day for the convenience of
pilgrims. The Haryana Roadways and the Punjab Roadways
will ply special buses from different places in Punjab
and Haryana for pilgrims. |
Lining of WYC channel completed YAMUNANAGAR: Lining work on the Western Yamuna Canal Link Channel which connects it with the Hathni Kund Barrage, has been nearly completed. Larsen and Toubro Ltd started the Rs 27.5 crore project a year back and the excavation of the channel was completed within six months. Mr K.B. Vashistha, Superintending Engineer of the Irrigation Department, stated that lining of the channel was nearly over with the latest technology i.e. with vibratory concrete paver, not used earlier by the Irrigation Department. He said the work of installing electrically operated gates was in progress. It was beyond doubt that the channel would be operational much before the monsoon. Mr Vashistha stated that link channel was required to connect new head regulator at the barrage with the Western Yamuna Canal. he stated that it would take off from the head regulator with a carrying capacity of 25,000 cusecs of water. The work on the channel was inaugurated on January 4,1999, and the deadline for completion was 15 months. The Chief Minister, Mr Om Parkash Chautala, had visited the project in September 1999 and appreciated the efforts made by Larsen & Toubro Company and Irrigation Department. he urged them to finish the job ahead of schedule. Mr Vashistha said the

Man arrested for duping
housewife KAITHAL, April 1 A person cheated a woman on the pretext of cleaning her gold ornaments today. The cheat approached a housewife residing on the Ambala road here and told her that he could clean the gold ornaments with a chemical which would make them look like new ones. The woman gave him four gold bangles. He returned the bangles to her after putting them in a chemical solution. When the woman felt that
the bangles had become lighter after cleaning, she raised
the alarm. People caught the cheat. Later, the culprit
was handed over to the police. |
College convocation held YAMUNANAGAR, April 1 "Education is the sine qua non of a nations greatness, this deserves first consideration" said Mr Vishnu Bhagwan, Principal Secretary to Chief Minister, Haryana, while delivering Convocation address to graduates and Post-graduates of local Mukand Lal National Colleges here on Thursday. He went on to add that various institutions including this college established by Seth Mukand Lal and his family were performing a commendable job in providing quality education to students and enjoy the reputation of achieving good results in academies, sports and extra curricular activities. He hoped that they would serve their country to the best of their ability. They should keep the ideal of service before self. He complimented the college management for imparting education on modern lines. Traditional courses have outlived their utility and now that we have entered 21st century our education must also change. He lauded services of the Seth family in the field of education and social service and called upon others to follow in their footsteps. Earlier Principal Dr Ramesh Kumar read out the college progress report of students in the academics, sports and extra curricular activities. Dr K.L. Johar, former Vice-Chancellor of G.J.U. Hisar and General Secretary College Managing Committee welcomed the chief guest. As many as 586 graduates

12 buffaloes stolen HISAR, April 1 A group of 12 thieves stole 12 buffaloes, besides other house hold items from the house of Babir Singh at Rajli village in Barwala tehsil. Balbir Singh, said he and his family was sleeping at their farmhouse when the thieves armed with sharp-edged weapons attacked their house and tied them up to the cots. They took away 12 buffaloes in a truck besides some cash. He alleged that the police was not taking any action. He said his son Joginder approached the police post at Suryawala and Hansi, but nobody turned up. Villagers have
threatened to block the Hisar-Chandigarh highway if the
police failed to trace the buffaloes. |
Family looted at gunpoint ROHTAK, April 1 A family was looted at gunpoint near Meham town, 30 km from here, today. They were going in a car when the incident occurred. According to the complaint by Mr Ravi Kant Verma of Daryaganj in Delhi, the incident took place at about 4.30 a.m. near Bhaini Maharajpur village when they were coming towards Meham from Jind. He said four youths armed with a pistol intercepted their Fiat car and took away all valuables and some cash. He added that the youths, who were in a Jeep bearing no registration number, asked them to get out of the car after looting them and then deflated the tyres before fleeing. A case under Sections
392 and 397 of the IPC has been registered. |
Consumer forums notice to 2
airlines HISAR, April 1 The Consumer Dispute Redressal Forum has issued notices to the United Airlines and Gulf Airlines in connection with a complaint filed by V.S. Malik for compensation. In his complaint Mr Malik alleged that inconvenience had been caused to him and his family by the two airlines. While on way to Delhi from Chicago, Mr Malik was abandoned by the two airlines. Only after about 30 hours which the family passed in uncertainty at Frankfurt airport they put on a flight to Bombay instead of Delhi. From Bombay they had to purchase tickets for Delhi for onward journey to Hisar. Both the airlines have
apologised to Mr Malik and one of them have already sent
a cheque of $500 to him, which he is refusing to encash
in protest. Mr Malik has sought the total reimbursement
of the expenditure including the air fare and also the
compensation for agony caused to him and his family due
to the negligence of the officials of the two airlines. |

Speaking on the occasion, Mr Vishnu Bhagwan, said women are performing well in all fields, according to a press note. Principal of the college, Dr I.D.
