CM's no to friendly contests NUH (Gurgaon), Jan 19 The Haryana Chief Minister, Mr Om Prakash Chautala, today changed his stand. There will be no friendly contest at any place between the BJP and INLD, Mr Chautala told newsmen at Tigra village, near here today. Mr Chautala also said there were no differences between the two parties over the seats to be shared between them. He hastened to add differences remained on the candidates to be fielded. Later addressing a public meeting here, Mr Chautala declared Mr Hamid Hussain as his party's candidate for the Nuh Assembly segment. Nuh is considered to be the political headquarters of Mewat. He also declared Mr Illiyaa Mohammad as his party nominee from the Ferozepur Jhirka Assembly constituency. Responding to a question from newsmen at Tigra, he said that Prime Minister Atal Behari Vajpayee was the accepted leader of the INLD and the BJP and that he would abide by whetever he decided on the formula for sharing of seats between the two parties. When pointed out reports about resentment among a section of the BJP leaders from Haryana about ignoring them on the seat sharing issue and his talking to the Prime Minister, he quipped: "They should understand that I am a national leader. The INLD has also been recognised as a national party by the Election Commission." He said BJP leaders were wrong in saying that he had promised the party 35 seats before dissolution of the Haryana Assembly. He further said that the BJP leaders have not yet talked to him directly on the issue of sharing of seats. Regarding his meeting with the Prime Minister he said he had met him only once, "long ago," but later corrected himself by saying a few days ago. Notwithstanding the assertions of Mr Chautala, the sources said his change of stand on the issue of friendly contest with the BJP on certain seats and his statement that there was no dispute on the identification of seats to be shared by the two parties was the result of his reported meeting with Mr Vajpayee on January 17. Mr Chautala stuck to his stand that senior BJP leader Mr Sitaram Singla could not win the Gurgaon seat. He said the INLD president of Gurgaon, Mr Gopi Chand Gehlot, would be a better candidate than Mr Singla. On the issue of the Punjab and Haryana High Court's directive for holding the panchayat elections by the end of February, he said the government has made an appeal to the same court and the issue was sub judice. He said he was aware
that Mewat was one of the most backward areas of Haryana
and that he would give priority to the Mewat canal water

Chautala's attitude irks BJP
leaders HISAR, Jan 19 A section of the state BJP leadership is said to be irked at the attempts by Chief Minister and Indian National Lok Dal chief Om Prakash Chautala to sideline the state unit of the party by establishing a direct rapport with the Prime Minister on the seat sharing arrangement in the state. Mr Chautala is understood to have been trying for past several days to influence Prime Minister Atal Behari Vajpayee on the issue of seat sharing for the forthcoming assembly elections. While one group in the party is arguing for 35 seats, another group more close to Mr Chautala, has been maintaining that the party should scale down its demand for seats, according to the prevailing situation. The INLD leader is reported to have agreed to "concede a few extra seats than his earlier of 25 seats. But he is said to have strongly contested the claims of the state BJP leadership on 35 seats during his recent meeting with the Prime Minister. The latter is likely to seek the opinion of the central high command of the BJP and the state leadership, before taking any final decision. It is likely that the agreement may be reached within a few days. The way Mr Chautala has been frequently meeting the Prime Minister has turned out to be a cause of concern for the state BJP leadership. He is reportedly trying to capitalise on the differences within the state unit of the party. Party sources said state BJP leaders will be meeting the central leaders, including the Prime Minister, in a few days to explain their position and claim for 35 seats. But ultimately the BJP may also "leave it to the Prime Minister in the best interests of the alliance," the sources said. Mr Chautala has already strengthened his position vis-a-vis the BJPs central leadership, particularly the Prime Minister. Interestingly, of late, he has been speaking more about Mr Vajpayee than his father Mr Devi Lal. Mr Chautala has frequently been saying that Mr Vajpayee was his leader and his decision would be binding on him (Mr Chautala). Recently at a press conference here, he termed Mr Devi Lal's suggestion of giving not more than 20 seats to the BJP as his (Mr Devi Lal's) personal opinion. Obviously, the INLD leader wants to capitalise on the charisma of Mr Vajpayee than his father, who is living an almost a retired life, his Rajya Sabha membership notwithstanding. |

to keep Chautala in check AMBALA, Jan 19 The BJP's gameplan in demanding 35 seats from the INLD in the coming Haryana Assembly elections is obviously to keep the ruling party under its control after the elections. This is the impression one got after talking to a cross-section of the senior BJP leaders who had come here today to attend the reception hosted by the Governor of UP, Mr Suraj Bhan, in connection with the marriage of his youngest son, Mr Arun Kumar. Among the BJP leaders who attended the reception were Mrs Sushma Swaraj, Union Minister of State for Home, Mr I.D. Swami; Haryana BJP chief Om Prakash Grover; Mr Ram Bilas Sharma, Prof Ganeshi Lal, Mr Mahinder Singh Lather, Mr Rattan Lal Kataria, MP; and Mr Shashi Pal Mehta. The RSS was represented by Mr Darshan Lal Jain and Mr Bajrang Lal Garg, top brass of the Sangh in Haryana. Thinking in the BJP camp is that if the INLD is able to get a majority of its own by contesting the Assembly elections in alliance with the BJP, the Chief Minister, Mr Om Prakash Chautala, will most certainly ignore the BJP and its leaders in running the government, as he had done in the past five months. BJP leaders feel that if the Chautala Government will be dependent upon their support to remain in saddle, it will be difficult for the Chief Minister to ignore the aspirations and expectations of BJP workers and supporters. The rationale behind the BJP demand for 35 seats is that it will be very difficult for the INLD to secure a majority of its own by contesting just 55 seats in the House of 90. Since the stakes for the INLD and Mr Chautala are very high in the coming elections, the BJP has been able to virtually hold its alliance partner to ransom. It seems that Mr Chautala, who was keen on making the BJP agreeable to the dissolution of the Assembly, in some weaker moments agreed to give 35 seats to the BJP before the party general secretary in charge of Haryana, Mr Narendra Modi. Had the negotiations been held with the state leaders, the BJP high command might not have given much weight to their version. But it is not easy to ignore what Mr Modi says. According to one of the
BJP leaders, who were present at the Chautala-Modi
meeting, initially the BJP negotiators sought to contest
45 seats after the dissolution of the House. To this
demand Mr Chautala's response was a big no. His argument
was that the sharing of the Lok Sabha seats on a 50:50
basis was an exception which could not be made a guiding
formula for the Assembly elections. |
Strike hits MDU functioning ROHTAK, Jan 19 Functioning of Maharshi Dayanand University (MDU) was paralysed today as the non-teaching employees went on strike to protest against non-acceptance of their demands. The agitating employees are also opposing the new policy adopted by the Vice-Chancellor about the regularisation of services of ad hoc employees. Mr Niranjan Singh, President, Non-Teaching Employees Association, said the Vice-Chancellor had on Tuesday approved the policy which envisaged confirmation of those ad hoc employees who had completed two-year service on December 31, 1999 and were working against vacant posts. This policy, if implemented, would benefit 85 employees but an equal number of such employees would be sufferer, though they were senior to the beneficiaries. He said Jai Singh and Maha Singh, are working as beldar on daily wage basis in the Engineering Department for the past 15 years. These two employees would retire after one year without the regularisation of their services, he remarked. Mr Niranjan Singh said following the break down of their negotiations with the Vice-Chancellor today, the association had served strike notice till Friday. The association, he said would review the situation on Monday and decide the future course of action if its demands were not accepted by the Vice-Chancellor by then.@@Almost all offices in the university wore a deserted look. The Registrar, who went round various branches on the orders of the Vice-Chancellor, said nearly 90 employees were present in various offices. Perhaps these were those employees who have been benefited by the new policy. Mr Niranjan Singh alleged that the Vice-Chancellor has not taken any action so far on those demands which he had agreed on December 31, 1999 despite assurances that these would be implemented forthwith. The employees demand payment of arrears of revised pay scales, reinstatement of suspended employees and regularisation and confirmation of non-teaching employees appointed against UGC posts. The demand charter also include the regularisation of the services of part-time, daily wage earners, ad hoc and work-charged employees. The association want that allotment of houses should be made strictly according to rules the violation of rules should be rectified immediately. The association has also demanded that preference should be given to eligible non-teaching employees for appointment to the post of lecturers in the university and affiliated colleges. The non-teaching employees engaged in teaching work should be paid remuneration at par with lecturers. Besides demanding
reservation of 20 per cent posts for Class IV employees
in the promotion to the post of clerks, the association
has stressed that one benefit should be given to
employees belonging to the backward community either at
the time of appointment or promotion. |

Passengers question GRP's role PANIPAT, Jan 1 9 The GRP has a questionable record in performing their duties in the trains in their respective beat areas, an investigation reveals. It is required to clear the passage for three-tier sleeper coaches where many unauthorised persons, including beggars, travel sometimes in collusion with the law enforcement agencies. Resentment prevails among long-distance travellers on these trains who face considerable inconvenience in moving from their seats to the pantry or to the toilets in the three-tier sleeper class, especially on the Amritsar-bound Paschim Express coming from Mumbai. The passengers allege that the GRP staff allow unauthorised travellers on the train, which sometimes include anti-social elements, and protect them. They harass genuine travellers to show them their belongings on the pretext of routine checking and trouble them for one reason or the other by putting irrelevant questions. Many such cases were witnessed by this correspondent between Panipat and Sonepat for which no satisfactory reply was received. One of the persons who seemed to be a 'carrier' of goods said that he was getting Rs 100 to Rs 200 per consignment from Delhi to Rajpura, Khanna and Ludhiana in the Paschim Express and Patiala, Barnala and Dhuri in the Bathinda Express in connivance with the GRP staff, who, he said, helped him in carrying the consignment in lieu of a consideration. A ticket examiner said that they were helpless in stopping these unauthorised people from travelling by these trains without the help of the GRP staff. One of the GRP men told this correspondent that to check the belongings of the travellers was a part of their duty, but he kept quiet when asked about his duty to disallow anti-social elements, and that too without ticket, to board these trains. When this correspondent visited the chowki in charge of the GRP, Panipat railway station, he admitted that instructions had been received from headquarters to conduct a search on doubtful passengers only. Civil Judge restrains
administration AMBALA Jan 19 The Civil Judge (Senior Division), Mr J.S. Dhanjal, has ordered that the status quo be maintained and restrained the administration to act on the resumption notices issued to the owners of nine bungalows by the Estate Officer, Excise Area Sadar. The court issued the notice to the state for February 3. Eight owners of the bungalows, including Mr Ashok Jain, Mr Om Parkash and Mr A.K. Jain, have filed separate applications in the court against the order of Estate Officer. The Estate Officer, Excise Area Ambala Sadar had issued order for resumption of nine bungalows last month. Mr Om Parkash stated through his counsel in his application that the order of the Estate Officer was illegal, unconstitutional, null and void, arbitrary, mala fide and against the principles of natural justice and without jurisdiction. He stated that the plaintiff was duly entered as absolute and full owner of the property in the municipal record and the committee was even charging house tax and other taxes. He stated that for some time past at the instance of local politicians, the plaintiff was being harassed by officers of municipal committee, Ambala Sadar. The application stated that the Estate Officer or the Haryana Government had no right to resume the property in question and it is not an old grant as alleged in notices issued to them. The property was
situated in the area of Ambala cantonment was alleged to
have been excluded from cantonment area and handed over
to state of Haryana vide a letter issued by the Central
Government. It is now alleged to be an excision
agreement. No transfer of property is legally possible in
the absence of a valid transfer deed. |
Plea for criminal case against Jt
Secy CHANDIGARH, Jan 19 Mr Dharam Pal Jangra, a District Food and Supplies Controller of Haryana, today preferred a writ petition in the Punjab and Haryana High Court seeking registration of a criminal case against Mr S.S. Prasad, a former Deputy Commissioner of Narnaul (now Joint Secretary, Rural Development) and Mr Baljit Singh Kulharia, Deputy Director of Food and Supplies (under suspension), who were allegedly found guilty by the CBI for implicating the petitioner in a false case. Mr Justice T.H.B. Chalapathi, before whom the case came up for hearing, issued notice to the respondents for March 9. The petitioner stated that he was a nephew of Mr Ramji Lala, a member of the Rajya Sabha and associate of former Chief Minister, Mr Bhajan Lal. Mr Kulharia, the petitioner said, was a relative of former Chief Minister Bansi Lal. He exerted his influence on Mr Prasad, when he was Deputy Commissioner of Narnaul, and got him implicated in a false case. Purporting to act on secret information that two wholesale kerosene firms, Santosh Oil and Chhano Oil, had received supply which they had sold in the black-market, the Deputy Commissioner got an inquiry conducted through the B.D.P.O. about the supply and distribution of kerosene by retail depots. He submitted a report to the Director of Food and Supplies Department. In this inquiry neither was the petitioner nor any other officer found guilty. On getting this report the then Deputy Commissioner and the Director of Food and Supplies asked the petitioner to hold an inquiry into the allegation or the report of the Deputy Commissioner. He conducted the inquiry and sent his report to the Director of Food and Supplies on July 23, 1997. He claimed that his report was still under the department's consideration that Mr Kulharia exercised his influence on the Deputy Commissioner and got a case registered against him on August 4, 1997, under the Essential Commodities Act. The petitioner said he approached the High Court for quashing this F.I.R. The High Court took into account the facts and circumstances and directed the CBI to conduct an investigation into the case. In its finding the CBI held that the petitioner was implicated in a false and baseless case and Mr Kulharia was instrumental in getting the case registered. The petitioner said he made an application to the SHO of Narnaul and another application to the SSP for registering a case against Mr Kulharia and Mr Prasad for getting a false case registered against him. However, both of them did not take any action. He urged the High Court to issue the necessary directions to the state government for getting a case registered against both officers. Our Legal Correspondent adds: Mr Justice C.H.B. Chalapathi of the Punjab and Haryana High Court today issued notice to Haryanas Public Prosecutor on a petition filed by Mr Surinder Singh, former MP, and son of former Chief Minister Bansi Lal, for staying further investigation of F.I.R. No 324 dated November 12, 1997, registered at Bhiwani police station for murder of Dr Lal Bhandari. The petitioner challenged the order passed by the Additional District and Sessions Judge, Bhiwani, granting permission for further investigation into the FIR on the ground that the further investigation in the case, in which challan had been put up was being sought by the Chief Minister, Mr O.P. Chautala, and his son, Ajay to embarrass the petitioner. Mr Surinder Singh sought the stay of further investigation also on the ground that Mr Laik Ram, SP of Bhiwani, who applied for further investigation of the case, nursed a grudge against the petitioner. Meanwhile Mr Justice R.L. Anand extended the stay on the arrest of Mr Bansi Lal and Mr Surinder Singh, who had filed a petition for blanket anticipatory bail in all the cases that might be registered against them throughout the state. |
9 persons nabbed in Sirsa district SIRSA, Jan 19 Nine persons, including two absconding criminals, were arrested by the district police yesterday. According to a police spokesman, police arrested Madan Lal of Cunge village, Bathinda, an absconding smuggler injuring Kirpal Singh and his wife and son by hitting his jeep in Kirpals Maruti and leaving 120 kg. of poppy husk in the car. The investigations revealed that several cases had been registered against Madan Lal in Punjab and Haryana. The district police also arrested Devi Lal of Pohadkan village, a proclaimed offender, under the Excise Act. Besides, the police also arrested Jaswant of Jagma Lera village, Mohan Lal of Kariwala village, Devi Lal Jodhian village and Budh Singh of Lakrawwali village with narcotics under the Excise Act. Ram Karan of Jhulthi Kera village and Bheen Singh of Leelan-Wali were arrested under the Gambling Act. Kala Ram of Haripura village, Fatehabad, was arrested for negligence while driving. In other case nine persons were injured over the collection of money. According to the police Jagdish and his sons were collecting money being showered on a "doli" and Hans Raj and his sons were also there. Soon a tussle started over the collected money leaving nine persons injured. All of them were admitted to the local civil hospital. Meanwhile, prohibitory orders under Section 144 have been promulgated in the district by the District Magistrate, Mr Amit Jha. These orders will remain in effect till the declaration of the coming Vidhan Sabha elections result. |
Tax collection up in Haryana ROHTAK, Jan 19 The Deputy Chairman of the Planning Board, Haryana, Mr R.S. Chaudhary, has claimed that the recovery of the revenue by the Excise and Taxation Department had increased since the Chautala Government came to power in the State. Talking to mediapersons after addressing a gathering of the traders at Shourie Cloth Market here last evening, Mr Chaudhary said several steps taken by the present government to end "Inspector Raj" had led to the recovery of more taxes in the past four months. He said tax recovery had become positive since last October and it had gone up to 25 to 40 per cent this month. He said that abolition of ST-14 and ST-15 forms and the provision of making self assessment up to a turnover of Rs 50 lakh a year had not only made the trading hassle free, but also the business community had responded well in terms of paying the revenue and taxes to the government. He promised that the reforms would continue if the government romped home after the poll next month. Regarding the seat sharing with the BJP in Haryana, Mr Chaudhary, who is also the spokesperson for the party, said that his party would soon decide about the number of seats to be given to its partner. He reiterated that the point of fielding winning candidates was quite important as far as the matter of sharing the seats with the BJP was concerned. |
Job sought for BSF
constables widow SONEPAT, Jan 19 Former Haryana minister and a veteran Congress leader, Mr Krishan Murti Hooda, appealed to the Prime Minister, Mr Atal Behari Vajpayee, today to treat the BSF, CRPF and ITBP personnel on par with the Indian Army personnel and grant the same honour and incentives to them as are given to the Army martyrs. In a press note issued here, he said that in order to keep up the morale of the security personnel, it was essential to encourage the security forces deployed at the border. He said a number of the BSF, CRPF, and ITBP personals were killed every year while fighting terrorist and intruders within the country and at border. Mr Hooda also urged the
Chief Minister, Mr Om Parkash Chautala, to provide
suitable jobs to the bereaved families of the martyrs
particularly to the widow of a BSF Constable, Sadhu Ram

of sugar mill held YAMUNANAGAR, Jan 19 The police has arrested 15 workers of Saraswati Sugar Mill, who were allegedly involved in an arson incident here, according to a report lodged by the Deputy Manager (Security) of the Mill, Mr Parkash Kumar Dixit, at the police station yesterday. He alleged that nearly 60 workers entered the mill at 10.30 a.m. and beat security employees. The management alleged that the workers also stopped the water supply to boilers. The workers alleged that
the management had falsely implicated them in the case as
they were not involved in any arson incident. They said
the management had not implemented the agreement which
was signed on January 3. |
Bail granted to L.D. Kataria ROHTAK, Jan 19 Mr L.D. Kataria, a former Chairman, Haryana Public Service Commission, who is facing charges under various Sections of the IPC and the Prevention of Corruption Act, was today granted bail till January 29 by the Additional District Judge. The Judge directed Mr Kataria to file his bail application in a court at Karnal before January 29. The State Vigilance Bureau had registered a case under Sections 420, 487, 488 and 471, IPC and Section 7/133 of the Prevention of Corruption Act against Mr Kataria on January 8, 1998. Mr Kataria was formally arrested on December 28 last but was bailed out on the orders of the court. The charge against Mr Kataria is that he accepted Rs 4 lakh from one Kuldip Kumar of Panipat for favouring him in the Haryana Civil Services Examination. The complainant had alleged that another Rs 6 lakh were to be given to Mr Kataria after his selection. The complainant had
alleged that neither he was selected nor his money was
refunded. |
Dismissed cop remanded ROHTAK, Jan 19 The Chief Judicial Magistrate today remanded Naresh, alias Kala of Bohar village, in police custody for one day in a murder case. The suspect, a dismissed constable of Haryana is allegedly involved in the murder of Devender Coach, a former president of Maharshi Dayanand University Students' Union in June, 1998, and the murder of Subhash Ruhil last year. Subhash was a close associate of Devender and was said to be a witness in his murder case. It is learnt the accused
is a member of the Anup gang in Delhi and is allegedly
involved in several criminal cases there. |
