BJP
parliamentary board to meet today CHANDIGARH, Jan 17 Even as the BJP parliamentary board will meet in Delhi tomorrow to take a decision, among other things, on the issue of the party's alliance with the Indian National Lok Dal (INLD), the party's Haryana unit has started making preparations to contest all the 90 Assembly seats in case there is no alliance. Lok Dal sources here expressed the confidence that the two parties would reach an amicable settlement over the seat adjustment in the next couple of days. They said the desire of both parties to keep the Congress out of power would drive them into an alliance. They also said that senior leaders of the BJP would not make the number of seats to be contested by their party a prestige issue. In any case, they said, the BJP would be offered a respectable and realistic number of seats by the INLD. However, after the BJP General Secretary in charge of Haryana, Mr Narendra Modi's assertion that if the INLD supremo, Mr Om Prakash Chautala, backs out of the December 4 agreement of 35:55 seats between the BJP and the INLD, it clearly means that the INLD wants to contest all 90 seats, the Haryana unit of the BJP has started making preparations to go alone in the elections. A meeting of the BJP
Election Committee was held in Rohtak yesterday at which,
according to informed sources, it was decided as a matter
of strategy that if the BJP had to go alone, it should
field its own men from 50 seats. In the rest of the 40
seats the party should nominate those leaders who would
be denied the ticket by the INLD but wield influence in
their respective constituencies. |
Notice to
Haryana on panchayat poll CHANDIGARH, Jan 17 The Haryana State Election Commission today filed a petition in the Punjab and Haryana High Court seeking a direction to the state government to issue the necessary notification for holding elections to panchayati raj institutions and providing it election material. Mr Justice H S Bedi and Mr Justice A S Garg, before whom the case came up for hearing, issued notice to the government for January 19. The Bench also adjourned to the same date the review petition preferred by government against the High Court judgement dated December 27. The Election Commission stated that it wrote to the Chief Secretary on December 27 for issuing the necessary notification for holding these elections, as was required under Sections 211(1) and 161 of the Haryana Panchayat Act. It added that it also requested the Financial Commissioner and Secretary, Printing and Stationery Department, to complete the printing of forms and other election material immediately. Its copies were also sent to the Controller of Printing and Stationery Department. The petition claimed that a series of reminders were sent to the government on January 7, 9 and 13. However, the government did not accept its request. The petition stated that the Chief Electoral Officer of Haryana informed him that since the state Assembly had already been dissolved and its elections were to be held shortly, he had requested the Election Commission to provide ballot boxes to the state poll panel. The ballot boxes available with the Haryana Electoral Officer were needed for Assembly elections. The state Election
Commission urged the High Court that since it had not
heard anything from the government in response to its
communications, the necessary directions might be issued
for holding panchayat elections as was ordered in its
order dated December 27. |
Chautala
forms executive panel CHANDIGARH, Jan 17 The President of the Haryana unit of the Indian National Lol Dal (INLD), Mr Om Prakash Chautala, has announced the formation of executive committee of the party. None of the former HVP legislators, who had deserted Mr Bansi Lal and had subsequently become part of the INLD, figured in the list of 22 names who were chosen by Mr Chautala to be the members. An INLD press statement issued here today said that Mr Chautala had nominated four vice-presidents Master Hukam Singh, Mr Hazar Chand Kamboj, Mr Krishan Lal Panwar and Ms Phoolwati. Dr M C Gambhir had been nominated as Secretary-General of the committee. The general secretaries nominated are: Rao Rajinder Lodha, Pradeep Chaudhary, Sri Kishan Sharma, Satbir Singh Kadyan and Master Raj Kumar Saini. The secretaries are, Inder Singh Dhul, Ramesh Khatak, Ashok Kumar Jain, Sultan Khan and Shashi Kumar Walia. Ms Krishna Dalal would be the publicity secretary and Ram Pal Majra would act as the organising secretary. R S Chaudhary would be the spokesman of the party and Deep Chand Goyal the treasurer. Sampat Singh, Finance Minister of Haryana and an old Chautala loyalist, would be the chairman of committee constituted to decide the policies and programmes. Dhirpal Singh, another senior INLD leader and also the Town and Country Planning Minister, was made the chairman of the disciplinary committee. Dharamvir Singh was appointed the office secretary of the executive committee. |
EVMs to be
used in Fatehabad FATEHABAD, Jan 17 Electronic voting machines (EVMs) will be used for the first time in the Bhattu Kalan and Fatehabad assembly segments of this district in the forthcoming assembly poll. According to Mr Anil Malik, Deputy Commissioner-cum District Election Officer, all tehsildars, naib tehsildars, block development officers, and panchayat officers have been directed to go to all villages in these constituencies to train the electorate about the use of the EVMs. The officials of the local municipal committee would train the electorate of Fatehabad town about the use of these machines. Mr Malik said that officials on poll duty would also be trained about the use of EVMs. He said the filing of nominations for the assembly poll would start from January 27, 2000. The last date for filing nomination papers was February 3,2000. Scrutiny would be held on February 4, while the last date for the withdrawals was February7, 2000. The Deputy Commissioner
advised all voters to get their photo identity cards

BKU to
contest assembly poll KARNAL, Jan 17 The Bharatiya Kisan Union (BKU) at a sammelan held here today, announced its decision to contest the coming assembly poll in Haryana. Mr Chanda Singh, president of the B.K.U. (Haryana unit) and Mr Prem Singh Dahiya, national president of the kisan coordination committee, stated that the BKU would enter the poll fray along with other political parties like the CPI, CPM and R.J.D. The two leaders said they were in touch with these parties in this regard. Last time, the BKU had supported the Indian National Lok Dal led by Mr Om Prakash Chautala. The two leaders alleged that after the last assembly poll, Mr Chautala had ditched them. They said the farming community was punished by the B.J.P. government by raising the rates of diesel and fertilisers. They alleged after coming to power, Mr Chautala had backed out of the promise of providing free water and power to the farmers. The BKU leaders

Rors to
contest 14 seats in Haryana PANIPAT, Jan 17 The Ror community has decided to field its candidates in 14 assembly constituencies of Haryana. The decision was taken at a meeting of the Ror Mahasabha held here yesterday. The meeting was presided over by the Ror leader, Mr Babu Ram. The secretary of the Mahasabha, Mr Amarnath, told media persons that the Ror community, constituted about 3 per cent of the total population of the state. The constituencies where it will contest include Pundri, Nilokheri, Rajondh, Indri, Gharonda, Panipat, Naultha, Pai, Kurukhestra, Karnal, Safidon, Sonepat and reserved seats of Assandh and Jundla. To ensure political participation of the Ror community, a state-level sammelan would be held at Karnal on January 30. The names of the Ror candidates would be announced at the sammelan. Mr Amarnath said, there used to be four legislators from the Ror community in the assembly in 1950. However, there was no MLA from the Ror community in the recently dissolved Haryana Assembly. He claimed that all four assembly constituencies from where Ror MLAs were elected in 1950, had been bifurcated in to 14 assembly segments. He said the number of
Ror voters was 33000 in Nilokheri, 30000 in Pundri, 18000
in Jundla and between 10000 to 15000 in Rajondh, Indri,
Gharonda, Panipat and Naultha. |

frame norms on slogans AMBALA, Jan 17 (PTI) The Haryana Congress appears to be framing guidelines for their cadres by restricting them from raising slogans in favour of any state party leader during the ensuing Assembly poll in the state in an apparent bid to put up a show of unity. The Haryana Pradesh Congress Committee will issue directions to supporters of senior party leaders, including the party President, Mr Bhupinder Singh Hooda, a former Chief Minister, Mr Bhajan Lal, Mr Shamsher Singh Surjewala and Mr Birender Singh, the main state-level leaders, to adhere to such guidelines, party sources said here yesterday. During last Lok Sabha elections most of the rallies were organised by senior Congress leaders of the state by their lone efforts as most of them had been contesting the Lok Sabha election. In some of the rallies, several senior leaders had reportedly criticised others, which conveyed to the voters that the Congress in Haryana was a divided house. According to HPCC

CPM for
probe into cotton procurement ROHTAK, Jan 17 The Haryana unit of the CPM has described the reduction in the interest rate on the small savings and PPF as cheating with lakhs of employees, industrial workers and common citizens. The state committee of the party which met here yesterday said the BJP government at the Centre and the BJP-supported Chautala government in the state had failed on all fronts. The reduction in the interest rate on the small savings would make the life miserable for the people, particularly senior citizens. Mr Inderjit Singh, state secretary of the party alleged that the government agencies had failed to purchase paddy and cotton during the past season as a result of which the farmers had suffered a loss of Rs 1000 crore as compared to the previous year. He alleged that the purchases made by the traders were shown as purchased by the government agencies. The party demanded a thorough probe into this bungling by the CBI or by a sitting judge of the high court. The CPM charged the INLD and BJP alliance with depriving the state of the SYL Canal water by bracketing the territorial issues with it. The SYL Canal, the party said, was the central issue for the people of Haryana and these two parties had sabotaged its completion by opposing the Rajiv-Longowal accord. The party constituted a four-member committee to draft the election manifesto and contest the assembly elections in alliance with the CPI. The party also advocated for strengthening the third front, particularly the Left forces, in the state as INLD-BJP alliance has failed and the Congress had no constructive programmes. The party demanded decentralisation of power, participation of the people and their empowerment through devolution of powers at the grassroots level. The government, had no policy on agriculture which was the root cause for the socio-economic crisis in the state. The CPM would focus on
the problems being faced by urban and rural poor,
particularly women. |
Ambala
all set for high profile wedding AMBALA, Jan 17 It promises to be a wedding with a difference. While 1999 drew to a close with Bihar Chief Minister Ms Rabri Devis daughters wedding, 2000 is going to witness another high-profile marriage at Ambala in which the Governor of Uttar Pradesh, Mr Suraj Bhans youngest son, Arun, will tie the nuptial knot with a local girl, Teena, on January 18. Talking to The Tribune, Mr Suraj Bhan, who hails from Ambala, said Arun is the youngest of his four daughters and three sons. We had been looking for a match for Arun for the past two years. He is 28 and has taken his final year chemical engineering examination from Murthal, Mr Bhan said. Arun had told us that he was not willing to get married outside Ambala: We learnt about Mr Balwant Singhs daughter who hails from Ambala. Our family members liked Teena, and later Arun also liked the girl. This whole process took place in December. Arun is getting married in January. Literally, Chat mangni, pat byah, said Mr Bhan, while sitting in the courtyard of his house at Ambala Cantonment. Mr Suraj Bhan, adds with a smile, that Mr Balwant Singh, incidentally, had contested parliamentary elections against him in 1996. Mr Balwant Singh is currently the Director of Haryana Housing Board and resides at Ambala City, he said. The UP Governor points out that certain persons had requested him to arrange the marriage at Raj Bhavan in UP. But I shot down the idea saying that the marriage will take place where I belong to and that is in Ambala. Giving details about the marriage, Mr Suraj Bhan said that the marriage will be solemnised on January 18. The barat will leave Mr Bhans residence at 10 am and reach the marriage venue at Ambala City at 11 am. The marriage will be solemnised before 1 Oclock, he emphasised. On January 19, the reception will be held at the War Heroes Memorial stadium, Ambala Cantonment. I have kept the reception in the day time to cut down on excess display of lights and other things, he said. There will be another reception at the Raj Bhavan in Lucknow, he added. He stated that he has given strict instructions simplicity must be maintained and there should not be any ostentatious display. There will be only the shehnai and no orchestra or dancing. The arrangements are on as more than 5,000 guests are expected at the reception to be held in Ambala. Security will naturally be stepped up as several dignitaries are expected to attend the reception. There will be a separate VIP enclosure, he said. While a special booth will be set up at the railway station for the invitees who arrive at Ambala by the Shatabadi, two large hoardings will be put up on the GT Road for the convenience of those reaching Ambala by road. Spurned
lovers add to crime against women ROHTAK, Jan 17 Murderous attacks on girls by spurned youths and dejected lovers has added a new dimension to crimes against women in the town. At least six such incidents have taken place in the town in the past two to three months. A plus two student of the local Government Girls Senior Secondary School, was going with her mother to school on November 22. On the way, she was intercepted by a youth, Satpal, who attacked her with a sword in Bharat Colony. The girl was seriously injured and taken to the PGIMS, where immediate treatment by the doctors saved her life. The accused was allegedly annoyed with the girl as she had turned down his proposal. Another woman was shot from point-blank range by two youths in the old Housing Board locality on December 1 last. Her sister-in-law was feeding her child in one of the bedrooms at the time of the incident. She told the police that the victim sustained several bullet injuries and died within a few minutes. She was married in May last and was reportedly two months pregnant. Her husband, who is a lecturer in a government school, was away on duty at the time of the incident. One of the assailants was reportedly a dejected lover of the deceased. Sudhir (17), a son of Head Constable Jaidev, had reportedly expressed his love to a school-going girl of Prem Nagar locality, who had rejected his proposal. After that he allegedly started teasing the girl, who reported the matter to her parents. Her parents scolded the boy. Enraged over this, Sudhir came to their house on December 17 with a double-barrelled gun and fired at the deaf and dumb pregnant sister of the girl. The sister succumbed to her injuries at the PGIMS. The girl concerned also received bullet injuries in her foot. The accused was overpowered by the people who had gathered there and handed over to the police. A teenaged Dalit girl of Nehru Colony here was harassed for several months by an upper caste youth, Sunil (21), after she reportedly rejected his proposal. The father of the girl said the boy used to make passes at his daughter when she went to school daily and was pressurising her to marry him. He said their repeated complaints to Sunils parents and the police evoked no response. Finally, fed up by the harassment, the girl consumed poison on January 8 after returning from school and died on the way to the PGIMS. Commenting on this trend, Dr S.C. Bhargava, of the Psychiatry Department, PGIMS, says a few of these youths may be sick in mind but a majority of them are influenced by environmental factors. In olden times, the family used to have a restraining influences. Now the society has become individual-oriented and the restraining influence of the family is diminishing. Secondly, he says, both parents these days are working and may not find enough attention to the problems of their children. Thirdly, effective ways of channelising the energy of the adolescents are lacking these days. Television and computer games have replaced various sports activities. Besides, effective role models are also lacking in the present society. For instance, youths want to adopt the style of film star Shahrukh, who obsessed with love, commits crime in the film, "Darr". He suggested that the
bad effects of the environment on a child can be checked
to a large extent if, among other things, there is proper
communication between parents and children. |

This drive is on for those whose names are on the electoral roll but do not have the ID card or have not received the voter ID card, a district administration press note said. The Deputy
Commissioner-cum-District Election officer, Mr Ram Niwas,
said the photos of persons residing in Ambala City and
Naggal assembly segments would be clicked at the district
election office in Ambala City. For the persons residing
in the Ambala cantonment assembly segment, they would be
clicked at the Municipal Committee office in the
cantonment. For the persons residing in Naraingarh
assembly segment, the photos would be clicked at the
SDMs office and those of Mullana, at the tehsil
office in Barara. |

pc HIV cases in 15-25 age group AMBALA, Jan 17 In a survey conducted among 17,033 persons in Haryana, as many as 632 were found to be HIV positive cases, the Ambala District Health Officer, Dr Umesh Lamba, said here today. Speaking at a conference on Health Awareness in Haryana, organised by the Directorate of Field Publicity (North-West region), Dr Lamba observed that till now no vaccine has been developed against AIDS as the HIV virus can regularly change shape. "Even if a vaccine is developed, it becomes ineffective after some time as the virus can change its shape," he said. He pointed out that those who are affected by HIV "don't realise that they are affected by the deadly virus. It is only later when various diseases attack the body system and no treatment works, does the fact about AIDS emerge. Any disease can attack the person who is suffering from AIDS." Giving details about the means by which HIV virus is transmitted, Dr Lamba said, "There should not be more than one partner for sexual intercourse. Also, one should use contraceptives as an extra precaution, if there is even a shred of doubt. Incidentally, nearly 80 per cent of the HIV cases are due to this reason," he said. About 9 per cent of the HIV cases are through blood transfusion. "Earlier, the figure was comparatively higher, but now it has come down," he said. Blood testing is now compulsory and there are authorised blood banks in every district, he added. Nearly 7 per cent of the HIV virus is transferred through infected needles and syringes. "We have already given instructions that needles which have to be re-used, must be boiled for at least 20 minutes. Also, the doctors have been instructed to break needles which have been used in their presence," Dr Lamba, who is also the nodal AIDS officer said. The fourth way for the HIV virus to transmit from one person to another is from mother to the child during the period of pregnancy. In India, of the 35 lakh people surveyed recently 32,312 persons were HIV positive. As many as 7,844 males and 2,122 females were confirmed AIDS cases, Dr Lamba said. Dr S. L. Kaushik, Principal Medical Officer, said that AIDS and polio were two major issues concerning them and there was need to generate awareness so that people did not fall prey to them. Mr Ashok Kumar, Joint Director, Field Publicity under the I&B Ministry, observed that India has reached a stage where some of the African countries were a decade back. "We have 1 per cent of HIV patients in the reproductive sector of our population and this was the case with African countries 10 years back. "The main issue causing concern is the fact that 50 per cent of those infected with HIV belong to the age group of 15 to 25 years. This is a very grave situation. Therefore, the world AIDS campaign is focussed more on children and young people. According to WHO, every minute, six young people under 25 years are affected by HIV," Mr Kumar said. "Another area where serious concentration is required is the spread of sexually transmitted diseases where it is estimated that 20 per cent of our population carries one or another form of such virus. Out of this, about 5 per cent population is susceptible to the HIV virus," he added. Dr L. M. Garg, Ambala district immunisation officer, speaking on the drive against polio, said that the age group of the children who are to be administered polio drops had been increased to five years. "The number of polio cases has been steadily decreasing, and in 1999, there were no polio cases here. Among other things, we are utilising the acute flaccid paralysis surveillance to check polio," he said. Dr Garg informed that
the pulse polio drive will only be discontinued when
there is not a single polio case in an area for at least
three consecutive years. "Even if there is a single
case, then a mopping up round will take place and all
children in the area from which the case has been
detected would be immunised against polio," he said.
The number of pulse polio rounds has also been increased
to four this time. "While October, November and
December rounds are already over, the last round will
take place on January 23," he added. |

The traffic block continued for about two hours under the leadership of Mr Umesh Sahni against allowing heavy traffic on the road. Govt
reinstates engineer CHANDIGARH, Jan 17 The Haryana Government has quietly reinstated the Assistant Mining Engineer, Faridabad, Mr S.P. Malhotra, who was placed under suspension after The Tribune had written about the large-scale illegal mining in Faridabad district last month. The state government had also constituted committees comprising the Deputy Commissioners and the Superintendents of Police of Faridabad and Gurgaon to check illegal mining. Sources in the State Mining Department say that Mr Malhotra was reinstated within a fortnight of his suspension. After reinstatement he was posted in Mahendragarh district from where he was transferred back to Faridabad. The sources, however,
say that all mining activity, legal or illegal, has been
stopped in the area falling between 2 km to 5 km radius
of the Surajkund and Badkhal tourist resorts. This has
been done after this paper highlighted how the mining
activity in this area was a violation of the Supreme
Court orders because the lease-holders had not fulfilled
certain conditions imposed by the court. |
Stolen
truck recovered ROHTAK, Jan 17 Four jeep-borne miscreants allegedly taken away a truck loaded with caustic soda at gunpoint near Bhalaut village on Saturday. According to an FIR lodged yesterday by Badri Lal, driver, the truck (RJ 14-1G-1422) was on its way from Gujarat to Sonepat. The driver said as the truck reached near Bhalaut village it was intercepted by a jeep around 10.30 p.m. Three miscreants managed to board the truck and over powered the driver at gunpoint. A few kilometres away both the driver and a cleaner were forced to alight from the truck and tied them with a tree. They were freed by villagers in the morning.
