Hooda should quit, says Bhajan
Lal HISAR, Oct 16 Senior Congress leader and former Haryana Chief Minister Bhajan Lal today said the Haryana Pradesh Congress Committee (HPCC) must be revamped at the earliest and the PCC chief should resign on moral grounds. Talking to reporters at his residence here, he said Mr Boopinder Singh Hooda must own moral responsibility for the Congress performance in the parliamentary poll in the state. He pointed out that the PCC chief had adopted a "confrontationist attitude towards me! Listing reasons for the poor performance of the party in the state, the former Chief Minister said the support to the Bansi Lal government at a time when his popularity was at its lowest proved costly for the Congress. Besides, he admitted, there was a Vajpayee wave in the first two phases of the elections. Mr Bhajan Lal also admitted that internal dissentions also played an important role in the party's poor performance at the hustings. He said the party high command should handover the reins of the party in the state to a person who commanded influence throughout the state and was respected by all communities. He admitted that he was also in the race for the PCC presidentship. Mr Bhajan Lal, who was defeated in the elections for the first time appeared upset over his humiliating defeat from Karnal at the hands of Mr I.D. Swamy of the BJP. However, he added, "I have accepted the verdict of people with all humility". He said he was upset over the defeat of the Congress candidate in the Mandi Adampur assembly segment of the Bhiwani parliamentary constituency. He said the elections
were rigged in Adampur. He also alleged widespread booth
capturing. However, he could not explain as why no
protest or complaint was lodged on the day of the
elections. |
Paddy purchase picks up in
Haryana CHANDIGARH, Oct 16 The purchase of paddy has started picking up in the Haryana mandis following relaxation in specifications of levy rice by the union government early this week. Rice millers have been hesitant in making large-scale procurement due to the change in specifications this season, which did not make any allowance for small brokens, and the delay in announcement of rates for the levy rice. While the procurement season, which normally starts from October 1, was advanced to September 15, the rates of levy rice were announced only on September. Private millers who were not sure of the economics of procurement, refrained from making large-scale purchases. As a result, the farmers had to dispose of their produce at prices lower than the minimum support price fixed by the government in the early part of the season. Moreover, the millers also faced difficulties in procuring and milling rice without small brokens in accordance with the new specifications. The government agencies which stepped in to maintain the market at the minimum support price level, had to purchase much larger quantities than they usually did. Paddy in the state is purchased mostly by private millers who accounted for 95 per cent to 97 per cent of the total procurement. However, this year the situation has been different and the share of the government agencies has been over 22 per cent till October 14. Of the total 7.75 lakh tonnes of paddy procured so far nearly 1.70 lakh tonnes has been purchased by government agencies. In contrast, last year the government agencies had purchased only 3 per cent paddy in the same period and the remaining 97 per cent was procured by rice millers. In 1997, of the total procurement of 30.47 lakh tonnes, the government agencies purchased 1.61 lakh tonnes, about 5 per cent, and their share was only 4.5 per cent in a procurement of 24.19 lakh tonnes last year. Millers came forward to make purchase after the Government of India relaxed the specifications of levy rice and allowed small brokens up to a maximum of 1 per cent within the overall limit of broken percentage of 25 per cent and 16 per cent for raw and parboiled rice, respectively. The share of government agencies which had increased from 15 per cent on October 6 to 37 per cent on October 12 when out of the total arrivals of 62,264 tonnes as many as 22,336 tonnes was purchased by them. The impact of relaxation in specifications was felt immediately and the very next day the percentage of paddy procured by rice millers shot up from 63 per cent to 72 per cent. According to Mr H.C. Disodia, Commissioner, Food and Supplies, Haryana, the trend will continue over the next one month and private procurement will gain momentum. However, even then at the close of the season the share of the government agencies in the procurement will be more than 10 per cent. He said the severe
drought, which hit parts of the state, had not hit the
paddy crop and, in fact, the production was likely to go
up from 36.37 lakh tonnes last year to over 44 lakh
tonnes this season. The total arrival in the market was
expected to be around 33 lakh tonnes. |
VVIP security MANESAR (Haryana), Oct 16 (PTI) The government will review the role of the National Security Guards (NSG) in providing security to VVIPs, Union Home Minister L.K. Advani said today. "The Home Ministry will review whether the NSG, which was raised primarily to counter terrorism in the country, should be delinked from providing security cover to the VVIPs", Mr Advani, who participated in the NSGs 15th raising day celebrations here, told reporters. "I feel that it would be a better justice for the NSG if it is saved from the VVIP security," he said. The Home Minister, however, denied that there was any proposal from the government to raise a separate unit for the VIP security. "We have no proposal to raise separate unit for the VIP security," he said. At present, the NSG provides security cover to 20 VVIPs across the country. Expressing satisfaction over the performance of the elite force raised in 1985, he said his department would allocate additional resources to the NSG to acquire more sophisticated weapons and technology to meet challenges in the coming century. Addressing jawans, Vice-President Krishan Kant, who was the chief guest at the function, said security outfits had to prepare themselves to comprehend and to face challenges in the new millennium. Mr Kant said "as we enter the new millennium with ever-widening access to newer technologies, easy and fast travel across continents and growing prosperity, newer security challenges have begun to manifest". Lauding the leadership and the men of NSG, the Vice-President said "a well-trained, experienced and well-led force enjoys a distinct advantage over others in responding to new threats to security". Stating that discipline had a deeper connotation than outer appearance, he said a force, which was required to act within a fraction of a second, within the four corners of law, with respect for individual liberty, must have high levels of discipline in action, behaviour and thinking. "Discipline is one element in our lives which will largely decide how we respond to the challenges of the new millennium," he added. The highlight of the

during counter-terrorist, counter-hijack, bomb detection,

SC defers Lok Ayukta case
by 6 weeks CHANDIGARH, Oct 16 The Supreme Court yesterday adjourned for six weeks the petition filed by the Faridabad District Bar Association questioning the ordinance issued by the Haryana Government repealing the Haryana Lok Ayukta Act, 1997. By repealing the Act, the Haryana Government had done away with the services of Mr I.P. Vashisth, who was appointed Lok Pal during the Bansi Lal regime. After hearing the Attorney-General, Mr Soli J. Sorabjee, and Haryana's Advocate-General, Mr Mohan Jain, Mr Justice S.P. Bharucha and Mr Justice Syed Shah Mohammed Quadri observed in their interim order: The Attorney-General states that in the forthcoming session of the state legislative assembly an appropriate Bill to reintroduce the Lok Ayukta system is being introduced. Adjourned for six weeks". The repeal of the Lok Ayukta Act was questioned primarily on the ground that it was aimed at terminating the services of Mr Vashisth, who was appointed Lok Ayukta. During the course of
hearing, reference was made to another petition preferred
by Mr Vashisth himself questioning his removal on the
ground of mala fides and praying for protecting his pay
and perks for the duration he would have remained a Judge
of the High Court, if he had not accepted the office of
Lok Ayukta. |
Attempt to implicate audit staff
flayed FATEHABAD, Oct 16 The Haryana State Cooperative Audit Staff Association has taken exception to the action of the management of the Bhuna Cooperative Sugar mill in trying to falsely implicate the members of the audit party in a case of embezzlement of Rs 26 lakhs by a cashier of the mill. The mill management had written to the Registrar Cooperative Societies, Haryana alleging involvement of members of the party in the embezzlement. In a press release issued here today, Mr Dhup Singh and Mr Ashok Kumar, executive members of the association, said it was members of the audit party who had brought the fraud to the notice of the management. But the officers of the mill had abused and manhandled the members and the Registrar had been informed of this. The association members
said that para 15 of the page 44 of the audit report
submitted to the mill management mentioned serious
discrepancies in the accounts of the mills. Page 45 and
46 of the report too show that the audit team had
revealed fraud. The mill management to cover up the fraud
was trying to shift responsibility on the audit team. |
Anticipatory bail plea rejected ROHTAK, Oct 16 The Additional District Judge, Mr M.S. Sullar, today rejected the anticipatory bail application of Sunil, alias Kullu, chairman, Meham panchayat samiti, in connection with the assault on the Meham police station on Sept 6 last. As many as three policemen, including a Sub-Inspector, were injured seriously when nearly two dozen persons attacked the police station. The police had registered a case under Sections 353, 307, 452, 148, 149 and 332 of the IPC. Jagjit, Om Narayan,
Rajender and Jai Bhagwan had already been arrested and
released on bail in this connection, while Krishan, who
was arrested on Thursday, is in jail. |

Cong SONEPAT, Oct 16 Former Haryana minister and veteran Congress leader, Mr Krishan Murti Hooda today charged Prime Minister Atal Behari Vajpayee of adopting an anti-farmer attitude. In a signed press statement issued here, Mr Hooda said the composition of the Union Cabinet clearly showed this as Mr Hukam Singh Yadav, Minister of State was the only representative of the farmers in the Cabinet. He said most leaders
inducted in the Union Cabinet were urban-oriented and
would safeguard the interests of only urban people. |
Garbage dump pollutes temple
path AMBALA: Must one walk through hell to reach heaven? No, necessarily not. But when it is Ambala City, one must. Mata Amba Devi Mandir is the only religious place in the city where devotees find peace and happiness yet to reach the temple one has to pass by a garbage dump set up by the Municipal Council. This hurts the devotees most. The temple is the most renowned and historic temple of the area. Thousands of people from the surrounding areas come to worship Devi Amba, every year. It is said that Ambala got its name from the temple deity, Amba Devi. The Municipal Council has set up a garbage dump just adjoining the temple boundary, where garbage of a part of the city and dung from nearby dairies are collected. This garbage is at times not lifted from here for several days and the smell of garbage pollutes the atmosphere. Moreover the devotees have to reach the temple after walking past this garbage heap. In fact, there is no justification for a garbage dump on the main road of the city, adjoining a temple. During the rainy season the situation worsens as rain water, which brings with it the filth and dung, floods the road and the devotees cannot reach the temple. Since there is no sewerage system in this area, the road is under two to three feet of water and that too for days together. The rubbish lying there mixes with the rain water. During those days the devotees have to move through dirty water to reach the temple. The residents have been urging the administration to shift the dump to some another place. There are so many places nearby, where this dump can be shifted. They are very much surprised to see that though that the Municipal Council is controlled and the city is represented by the BJP in the assembly, yet that party is a silent partner in the state government. Nothing has been done in this regard. During the Navratras hundreds of devotees throng the temple, but the stink that permeates the area hurts the religious sentiments of the people. Why the Municipal
Council cannot shift the garbage dump to another place,
conceding the repeated demand of the devotees, is beyond
one's perception. |
Ration card form not supplied KALKA, Oct 16 Residents of this town have been facing inconvenience due to staff functioning of the Food and Supplies Department office here. Ms Ujjala Bakshi, Municipal Commissioner from ward No 15 and who is also president of the Social Welfare Association, alleged that staff were seldom found in their seats and people have to return disappointed. Though office remains open but the staff are always found missing. She further complained that the forms for the issue of new ration cards have not been distributed in many parts of the town by the department. Position of the Public
Health Department in the town is no different. She added
there were complaints of malfunctioning of sewers in the
town, but in ward No 15 sewers have been choked for the
past many days. Sullage overflowing from manholes is
flooding streets of the ward, giving out stench. Though
complaints, she alleged, have been made to the department
concerned but to no avail. Foul smell from sewers has
made the life of the residents miserable, break-out of
diseases is also feared. |
Fall in octroi collection SONEPAT, Oct 16 The local municipal council is facing severe financial crisis following considerable decline in the income from octroi duty. According to official sources, octroi collection had shown 25 per cent decline since the announcement about abolition of octroi duty was made by Haryana Chief Minister Om Parkash Chautala. Many transport operators backed by certain politicians now do not stop at the octroi posts for the payment of octroi. Instead they argue with the staff and take away their vehicles loaded with a variety of goods without the payment of octroi. The authorities
dont know how to deal with the current situation.
They fear that if they took any action against erring
transporters, they will be manhandled. |

Cotton purchase: resentment
among farmers SIRSA, Oct 16 Resentment prevails among farmers of the Mandi Kaanwali area and several other villages over the failure of government agencies to start the purchase of cotton in mandis. They have alleged that they were not being given support prices fixed by the government and were being victimised by private purchasers. They have demanded that the government should give them compensation "since their crops were damaged" due to low rainfall. Mr Jiwan Ram Chaperwal
of the RJD has demanded that these villages be declared
draught affected and adequate compensation be given to
farmers. |
Raising day celebrated AMBALA, Oct 16 144 Air Defence Regiment (self-propelled) celebrated golden jubilee of its raising here today. A special sainik sammelan, nari sammelan and inauguration of a heritage room were highlights of the celebrations. Lt-Gen A. Mukherjee, Senior Colonel Commandant of the Regiment, addressed the sainik sammelan and released the first day cover. The unit was raised as a
field regiment (Territorial Army) at Nasirabad on August
22, 1949. The unit took part in 1962 and 1965 operations.
In 1966 the unit was converted to an air defence
regiment. In 1971 it took part in the Indo-Pak war as an
air defence Regiment and protected Chandigarh air field
and Baroda refinery. In 1973 the unit became a regular
air defence regiment. |
