Revise recruitment policy:
Dhumal BHANU (Ambala), Nov 17 The Chief Ministers of Himachal Pradesh, Punjab and Haryana have demanded immediate revision of the recruitable male population (RMP) formula for recruitment to forces. The Himachal Pradesh Chief Minister, Mr Prem Kumar Dhumal, said after the introduction of this formula, the northern states of Punjab, Haryana and Himachal Pradesh have suffered the maximum. "When there is no such formula for recruitment to the railways, civil services or any other service, why for defence forces? When I took up this issue with the Prime Minister a few days ago, the Punjab Chief Minister, Mr Parkash Singh Badal, not only seconded it but also supported it," Mr Dhumal said maintaining that the recent Kargil conflict had proved beyond beyond doubt the role of Himachalis. At present, there were 1.12 lakh Himachalis in the defence forces and 75,000 ex-servicemen in the State. The Chief Minister said there was no rationale for this formula and it must be withdrawn. It may be recalled here that the Punjab Government had made a similar demand last year. Mr Prem Kumar Dhumal said the Himachal Government has also taken up with the Union Ministry of Defence the demand for raising a Himachal Pradesh regiment on the lines of Punjab Regiment, Bihar Regiment and others. "The contribution of Himachal Pradesh to defence forces is no less than any other State. It has been rather more than most of the States," he said claiming that another demand for setting up of cantonments at Hamirpur and Una has also been taken up with the Union Government. He disclosed that Himachal Pradesh would set up training centres for para-military forces in the State. The Central Reserve Police Force is setting up a group training centre near Nurpur. The State Government would extend all possible help to the Indo-Tibetan Border Police in case it wants any land or other facilities for spreading its activities in the State. Regarding treating men and officers of para-military forces on a par with defence forces for deciding grants for kin of those who sacrifices defending the sanctity of the borders, Mr Dhumal said this issue was taken up at the last meeting held a few days ago in New Delhi where besides the six chief ministers, the Union Defence and finance ministers were present. It was suggested at the meeting to make amendments, wherever necessary, so that relief given to the para-military personnel seriously wounded or killed in action is on a par with their counterparts in defence forces. Mr Dhumal claimed that in Himachal Pradesh, the State Government on its own was treating men and officers from para-military forces on a par with defence personnel. "But the need is to review the national policy," he added. In the recent Kargil operations, 2 winner of the Param Vir Chakra and five winners of Vir Chakras were from Himachal Pradesh. Earlier, speaking at the concluding function of the 19th annual sports meet of the Indo-Tibetan Border Police, Mr Prem Kumar Dhumal, lauded the good work done by the ITBP and particularly in Himachal while combating militants who sneaked into from Doda district of Jammu and Kashmir. Mr Dhumal said it was gratifying for him to learn that nearly 23.75 per cent of the total strength of the ITBP came from Himachal Pradesh.. He also suggested that the shortest, safest route to Kailash Mansarovar was through Himachal Pradesh. "We have asked the Union Government to develop this route," he said. Mr Prem Kumar Dhumal also announced a grant of Rs 2 lakh from his discretionary fund for the Jawan Welfare Fund of the ITBP. Earlier on his arrival,

Bus blocks traffic on Delhi
route LALRU (AMBALA) No, 17 Traffic on the Chandigarh-Ambala highway was disrupted for over six hours after a Delhi-bound Haryana Roadways bus crashed into the bridge railing and became suspended over a bridge near Jharmari village here, blocking passage. No information regarding injuries sustained by the commuters or the cause of accident was available because of confusion over jurisdiction between the authorities of Punjab and Haryana. Police parties of neither state had reached the spot till about 10 pm causing great inconvenience to stranded commuters. Those stranded managed to cross the bridge after controlling traffic themselves. According to an eyewitness the bus (HR-37-1482) hit the railing of the bridge at about 5 p.m. Scared passengers caught inside started crying and managed to get out only after breaking windowpanes. The driver and the conductor of the bus fled the spot. With half of the road blocked it created a major bottleneck. Commuters from Ambala and Chandigarh were delayed as a consequence. A nearly 10 km long queue on both sides of the road resulted. Many road users opted for alternative routes to reach their destinations. The Ambala Sadar police
station when contacted said that they were not aware of
the accident or even whether it occurred within their
jurisdiction. The Lalru police was similarly noncomittal. |
3.09 cr for land
computerisation Chandigarh, Nov 16 Outdated yellowing land records will soon be a thing of the past, at least in Haryana, where land records are being computerised to facilitate easier access to farmers. Under this scheme, a grant of Rs 3.09 crore has been received from the Centre of which over Rs 1.27 crore has already been released to deputy commissioners, a release issued here today said. The Haryana Minister of State for Revenue, Mr Kailash Chand Sharma, said that initially, "the date of jamabandis, mutation registers, and khasra girdawaris would be computerised". In Rewari district, the date of jamabandis for all the villages had been fed into computers and "as much as 75 per cent data entry work of jamabandis of all districts except Jhajjar and Fatehabad had been completed." An amount of Rs 50 lakh had been sanctioned for the year 1999-2000 for implementation of the scheme at the tehsil level, the release stated. Mr Sharma also informed that a patwar training institute including a hostel block was under construction at a cost of over Rs 1.34 crore. "This institute would accommodate 250 patwar trainees. It would also undertake refresher courses for patwaris, kanoongoes, naib-tehsildars and registration clerks." The institution would be converted into a full fledged revenue training institution in which revenue training to fresh entrants to Indian Administrative Services and Haryana Civil Services and allied services would be imparted besides giving training to other categories of revenue staff. A sum of Rs 1.70 crore
has been placed at the disposal of the PWD for
construction of 17 record rooms at a cost of Rs 10 lakhs
each in various districts. |
Capt Paramjit Singh cremated DAULTABAD KUNI (Gurgaon), Nov 17 It was mourning for the residents of Daulatabad Kuni village for the second time in less than three months today. Capt Paramjit Singh of Reccee and Observation unit "c/o 56 APO"of the Army succumbed to his injuries in the Kargil conflict and his mortal remains was brought here this morning. Capt Paramjit Singh, who expired on November 13, was the first commissioned officer with the Army from the village which is dominated by families having links with the armed forces. He is stated to have received injuries following the crash of the chopper in which he was flying in the operation area immediately after Pakistani army regulars had formally started withdrawing from the Line of Control which they had breached in the Indian territory. The Army officials, who accompanied the body to the village, however, declined to comment on the cause of the crash of the chopper which was being piloted by Capt Paramjit Singh. It was a heartrending experience for all present on the occasion of the cremation in the village. Capt Santosh Yadav, wife of the war hero, was present on the occasion in full uniform along with top officials of the forces to offer the last salute to him. According to observers, the visibly shaken Captain Yadav exemplified endurance even in the face of such a tragedy. Stiffness in her gait besides her father, Lt-Commander Gajraj Singh, caught the imagination of all present on the occasion. The presence of the one-year daughter of the hero at the site imbued the occasion with all possible human elements. Lt-Commander Gajraj Singh, whose younger daughter is undergoing training with the Air Force to be a commissioned officer in Hyderabad, stoically said Capt Santosh Yadav was shaken by the loss of her husband but she had the mental toughness of a warrior to endure the loss. Capt Paramjit Singh and Capt Santosh Yadav, married in 1997, were posted in Jalandhar. In August, a soldier from the village, Mr Brijender Singh sacrificed his life in Kargil at less than 18 years of age. Mr Ram Avtar, father of Capt Paramjit, and who retired from the Air Force, said his son had done him and the country proud. In a moment when he was overwhelmed with emotion, he said the number 13 proved to be lucky for his family as the hero was born on the 13th, passed his training, commission and then earned martyrdom on this date though different months. Although the residents of this village were proud of the sacrifice the hero had made they were outraged at the behaviour of the leaders of the ruling party in Haryana, the Indian National Lok Dal, and its ally, the BJP, which, they alleged, had made Kargil an issue in the last Lok Sabha elections, especially in the Mahendergarh parliamentary constituency. The BJP, supported by the INLD, had fielded Mrs Sudha Yadav, a widow of a war hero.The BJP and the INLD had claimed that giving ticket to the widow of a war hero reflected the BJP governments concern for the soldiers. Mrs Sudha Yadav won the the election with handsome margin. But today no one from the BJP or any leader of consequence from the INLD showed up at the cremation site. The absence of the political personalities was in marked contrast to their approach to the bodies arriving in the villages during the run up the Lok Sabha elections. Residents of this village, including the Sarpanch, Mr Lal Singh, alleged the Chief Minister, Mr Om Prakash Chautala, who had visited the village on the occasion of the last rites of Mr Brijender Singh was yet to redeem the promises he had made. The Chief Minister had promised to upgrade the primary school in the village, construct a road linking the village to Rewari and give Rs 2 lakh from the MPs development works fund of former Deputy Prime Minister, Devi Lal, for setting up a memorial in honour of Mr Brijender Singh. Those present on the
occasion, included the vice-president of the Haryana
Pradesh Congress Committee, Rao Dharam Pal, and Mr Ram
Vir Singh, a local leader of the INLD. |
ASI suspended for stealing
liquor JIND, Nov 17 Mr B.K. Sinha, SP, on Tuesday suspended Mr Hazari Lal, an Assistant Sub-Inspector, in connection with the pilferage of 17 boxes of liquor from the police station and on the charge of dereliction of duty. According to the reports, officers of the local Excise and Taxation Department stopped a truck for checking on Monday. Seeing the officers the driver ran away. The checking staff searched documents of the truck. According to the documents 600 boxes of Indian made Foreign Liquor were consigned from Madhya Pradesh to Tara Devi in Himachal Pradesh. But, they found that the truck contained 740 boxes of the liquor. The police seized the truck for further investigation. While unloading the liquor at the city police station labourers stole 17 boxes of liquor allegedly in connivance with the police officials. According to Mr J.D.
Kaushal, Deputy Excise and Taxation Commissioner,the
authorities have taken samples of seized liquor for test.
The police has registered a case under the Excise Act and
arrested the cleaner of the truck. The driver of the
truck is absconding. |
Hi-tech park for Gurgaon CHANDIGARH, Nov 17 A hi-tech industrial park will be developed at Gurgaon by the Haryana Urban Development Authority (HUDA) at a cost of Rs 266 crore. The industrial park will be set up in 70 acres in sectors 33-34, Gurgaon. The complex is proposed to be completed within a period of 30 months, a press note issued here today said. The complex will be a one-stop-shop providing ready to move in facilities, including industrial and commercial, for multi-national corporations, planning to invest in manufacturing units in India. "It will be set up in collaboration with Singapore Consortium and Unitech Limited." The park will provide
industrial plots, built up factories and flatted
(software units). The park will also provide the
facilities like business centre, health centre, banks,
shopping complex and landscaped gardens. A 66 KV
sub-station of Haryana Vidyut Prasaran Nigam will
regulate the supply of the electricity to the complex. |
Delay in trains irks commuters SONEPAT, Nov 17 A large number of passengers, mostly commuters, are facing inconvenience owing to the sudden change of the rakes of 1 DPM and 4 DPM (EMU) passenger trains by the Railways. According to many commuters, the railways suddenly replaced the rakes of these trains by ordinary rakes which resulted in slowing down in the speed of trains running on this route causing delay of two to three hours daily between Delhi and Panipat. Earlier, the running time of these trains between Delhi and Sonepat was only an hour 45 and between Delhi and Panipat was one hour and 45 minutes but the replacement of the rakes had increased the travelling time as the speed of the trains with these rakes is less than the EMU rakes. On account of outdated technique of these rakes, the trains could not pick up the normal speed of running. The trains were running behind schedule for more than two hours daily on this account. As a result, large number of office-goers, school teachers and students travelling by these trains, never reached their destinations on time. Repeated complaints by the passengers to the Railway authorities in this regard have fallen on deaf ears. Meanwhile, the Daily
Railway Passengers Welfare Association has threatened the
Railways that if the EMU rakes were not restored
immediately and nothing was done about the delays, the
commuters would picket the railway tracks and resort to
the agitation. |
Traders' plea on sale of
property Chandigarh, Nov 16 The Ambala Traders Federation has demanded the registration of the sale and purchase of properties in Ambala Sadar, Ambala Cantonment and Mahesh Nagar area. In a memorandum submitted to Chief Minister of Haryana, Mr O. P. Chautala, the federation has demanded that necessary instructions should be issued to Deputy Commissioner Ambala over the issue. A press note issued by the chairman of the federation, Dr N C Jain, claimed that there is no proviso in the law to stop the registration of sale and purchase deals of properties. "There is a lot of harassment by the municipal authority as well as the office of the DC for the issue of No- Objection Certificate," the press note alleged. The note observed that
the DC Ambala has issued an order on August 17, 1997
making NOC necessary, "which is in violation of the
order dated August 28, 1995, order, wherein the Chief
Minister of Haryana had issued instructions that no NOC
is required for the sale and purchase of properties in
Ambala Cantonment area. But later on the DC Ambala
rectified his order on November 8, 1997, issuing
instructions that NOC was not required for Mahesh Nagar
only." |
Security beefed up for trains AMBALA, Nov 17 The central and state vigilance agencies have been alerted to make tight security arrangements for the mail and express trains, passing through Haryana. Following a bomb blast in the Pooja Express near Pathankot recently in which over 10 persons were killed. According to official sources, Director-General Police, Haryana, had held a meeting recently in this regard in which the DIG, Railways, was also present. The sources said vigilance agencies had received some information that a militant group was planning to increase its activities in the state. Recently, the state police nabbed a militant from a village of Kurukshetra who was involved in planting RDX on the rail track near Shahabad. Two incidents of RDX planting had also been reported in the Punjab area bordering Haryana. One of the officers of a
vigilance agency said the ISI, which had some hideouts
around Ambala, might make an attempt to disrupt the rail
traffic. |

holidays Chandigarh, Nov 16 The Haryana Government has "notified public holidays in its offices during the calendar year 2000", a full six weeks before the year ends. All Saturdays and Sundays will be closed days, a press note issued here today said. The holidays include Guru Gobind Singh's birthday (January 5), Republic Day (January 26), Basant Panchami and Sir Chhotu Ram Jayanti (Feb 10), Maharshi Dayanand Saraswati Jayanti (Feb 29), Id-ul-Juha (Bakrid) (March 17), Holi (March 20), Ram Navami (April 12), Baisakhi (April 13), Dr B R Ambedkar's Jayanti (April 14), Maharana Pratap Jayanti (June 5), Janamashtami (Aug 23), Maharaja Aggarsain Jayanti (Sept 28), Mahatma Gandhi's birthday (Oct 2), Maharishi Vishvakarma Day (Oct 27), Haryana Day (Nov 1), Christmas (December 25), Shaheed Udham Singh's birthday (December 26) and Id-ul-Fitr (December 28). The state government has
also notified public holidays in the state during the
calendar year 2000 "within the meaning of Section 25
of the Negotiable Instruments Act, 1881". |
Former MC chief reinstated SHAHABAD, Nov 17 The Haryana Government has revoked the suspension order issued against a former president of the local Municipal Committee, Mr Surinder Sharma, and reinstated him as a member of the committee. Mr Sharma presented a copy of the government's order to mediapersons today and stated that he would contest the presidential election of the committee tomorrow. The Deputy Commissioner
has appointed the SDM, Mr R.P. Gupta, for conducting the
election on November. 18. |

Association AMBALA, Nov 17 Mr M.G. Bagga has been appointed acting President of the Bar Association, Ambala Cantt, following the removal of Mr S.S. Rao from the post. A special meeting of the association held recently decided that the conduct of Mr Rao was "not up to the mark" and his impeachment was necessary. Detailed allegations were recorded in the proceedings book and Mr Rao was removed from the post. A few members asserted
that the Vice-President, Mr Mehta, may be appointed
acting President, but Mr Mehta declined the offer and
proposed the name of Mr Bagga, which was approved by a
majority of the members. |
Two arrested for murder SIRSA, Nov 17 Dharamvir and Jaikishan of Sherpura village in the district were arrested yesterday on a charge of murder. Mr Kameshver Kumar Mishra, SP, said here today that both accused along with Sukhvir and Jaikarn had assaulted Telu Ram and Raj Kumar of the same village on October 13, when the former was going to a Harijan colony to engage a labourer for picking up cotton from the field. The SP further said the
accused disappeared after inflicting serious injuries on
Telu Ram. He was shifted to the Civil Hospital for
treatment, where he succumbed to his injuries. The
remaining two accused would also be arrested, the SP
added. |

Pulse polio: Haryana to cover
32 lakh children CHANDIGARH, Nov 17 The second phase of the pulse polio immunisation campaign by the Haryana Health Department will be held on November 21. The Haryana Health Minister, Mr Om Prakash Mahajan, today said that over 11,000 pulse polio immunisation posts (PPIPs) had been set up to administer polio drops to 32 lakh children below the age of five on that day. A press note issued by the department said more than 31 lakh children below the age of five were administered polio drops in the first phase of the programme, out of which "23,68,911 children were in the rural areas and 8,16,678 were in urban areas". The minister, while seeking the support of all sections of the society, said that besides November 21, the campaign would also be held on December 19 and January 23, 2000. He said 500 mobile immunisation posts would be pressed into service so as to ensure that all children below the age of five get polio drops. "Special committees, each comprising at least four members, would be posted at each immunisation post. In all, 44032 employees and workers would be deputed for the campaign," the press note quoting Mr Mahajan stated. He said there was a need
to ensure the coverage of children residing in 'dhanis',
factories, brick-kilns and also those living in the
localities of the backward sections of the society. |
One shot dead KAITHAL, Nov 17 Charan Singh of Naina village in Pundri sub-tehsil was killed when he was allegedly attacked by two persons at the same village late last night. He was shot at point blank range by the assailants. He died on the spot. His sister was injured in the shooting. The deceased, who was charged with murdering his stepmother, escaped an attempt on this life in May 1997 after being acquitted by the Additional Sessions Judge here. He was then attacked on the court premises by one of his assailants. Fearing danger to his life he had left the village, but returned recently to collect lease money from his tenant. The police has
registered a case and started investigation. INLD to pressure PM on SYL CHANDIGARH, Nov 17 The Indian National Lok Dal (INLD) plans to sent its Members of Parliament to the Prime Minister, Mr Atal Behari Vajpayee, to press for early completion of the SYL canal in Punjab and for the transfer of Hindi-speaking areas from Punjab to Haryana. The president of the youth wing of the INLD, Mr Ajay Singh Chautala, who is also the MP from Bhiwani, said here today that the INLD would give utmost priority to finding an amicable solution to all inter-state disputes concerning Haryana. Mr Chautala claimed that the Haryana Vikas Party and the Congress had moved the no-confidence motion against the INLD government as these parties had been unnerved by the success of his government. He said the HVP and the
Congress should learn a lesson from their humiliating
defeat at the hands of the INLD and the BJP in the recent
Lok Sabha elections and desist from making irresponsible
statements. |
