Man strangled in hospital; 2
held FATEHABAD, Nov 2 Om Prakash Bishnoi of Chabla Mori, 10 km from here, was allegedly strangled by his uncle, aunt and two cousins while he was undergoing treatment at the local Civil Hospital. According to an FIR registered on the basis of a complaint lodged by Sadhu Ram, brother of the victim, Om Prakash had been admitted to private ward number 5 of the Civil Hospital following injuries in a scuffle with his uncle Het Ram and his cousins on October 30. Sadhu Ram said his brother and his (Sadhu's wife) Bimla Devi were admitted to the private wards 5 and 6, respectively. In the general ward of the same hospital, Het Ram's wife Sheela Devi and one of their sons Jagat Pal were also admitted. They had also suffered some injuries in the scuffle. Sadhu Ram alleged that last morning he heard shouts and screams coming from the adjacent room, while he was attending upon his injured wife. When he went to the ward, he saw Het Ram's sons, Jagat Pal and Mahinder strangling Om Prakash with trousers, while Het Ram and his wife had tied his feet. He said the moment he entered the room he raised the alarm and all four accused fled the room. Although doctors rushed to the room immediately, Om Parkash had already died by then. Sheela Devi and Jagat Pal have been arrested while Het Ram and Mahinder are reportedly missing. It is reported that Het
Ram's and Om Parkash's family had a dispute over a piece
of land. The scuffle was a result of the use of a pathway
by Om Prakash, which ran through Het Ram's fields. Het
Ram had reportedly objected to it. |
Unrealistic loan norms hinder credit
flow CHANDIGARH, Nov 2 Unrealistic scales of finance (SOF) on the basis of which loans are advanced to farmers have been affecting the flow of credit for crop production in Haryana. Although the short-term credit limit sanctioned by the National Bank for Rural and Agriculture Development (NABARD) to various state cooperative banks and regional rural banks for seasonal farm operations increased to Rs 6,041 crore in 1997-98 from Rs 5,979 crore in the preceding year, the coverage of farmers by the existing institutional set-up has been relatively low, indicating inadequacy of credit flow at the aggregate level. The main reason for this, as per a study conducted by Dr A.S. Kahlon, assistant general manager of NABARD, is failure to carry out timely revision of the SOF for various crops and its computation on realistic basis. As per the norms fixed by the Reserve Bank of India the SOF for each crop has to be reviewed and revised annually, taking into account the cost of material inputs and labour well before the commencement of the crop season. However, the exercise was not carried out regularly in the state over the past decade except in the last three years. The scale of finance were revised for the year 1991-92 and thereafter in 1994-95, after a gap of three years. This was a glaring lapse, the study points out, particularly, when the minimum support prices of certain major crops, based on cost of cultivation, had been registering a significant rise every year. The SOF for major crops, the study revealed, had been much lower than the actual cost of cultivation. For instance for the year 1998 the operational cost of cotton crop worked out to Rs 5,583 per acre where as the SOF for it for the year was fixed at only Rs 4,000 per acre. Thus, the cost of cultivation was almost 40 per cent higher than the SOF. Similarly, the cost of cultivation was found to be higher than the SOF in case of wheat by 34 per cent, paddy (31 per cent), bajra (38 per cent), gram (38 per cent) and mustard (65 per cent). Even after taking into consideration the latest revised SOF, applicable for the current kharif season, the operational cost for cotton works out to be higher by 27 per cent and for Bajra by 29 per cent. The position was no different for rabi crops. The operational cost for gram was higher than the SOF in vogue by 30 per cent and for mustard by 55 per cent. Thus the SOF for these
crops fell short of the farmers' requirements. The flow
of credit to the small and marginal farmers will increase
only if the SOF was revised to realistic levels, the
study concludes. |
Campaigning with pomp and show ROHTAK, Nov 2 These days the town is witnessing the pomp and show money can bring during elections to the Jat Education Society which runs a group of institutions here. Some of the main candidates for the post of the presidentship of the society tried to exhibit their show of strength here today when they came in huge processions to file their nominations in the office of the Additional Deputy Commissioner who is in charge of the election. It is reported that one of the processions which started from Sonepat road here had about 100 vehicles, including a large number of tractor trailors carrying supporters from rural areas. It looked as if a candidate for the Vidhan Sabha or the Lok Sabha was going to file his nomination. The election which is due to be held on November 14, has already generated heat. The issuance of press notes, claiming the support of sarpanches, panches and other influential persons have become a daily routine. Supporters were busy covering villages and district places where life members of the society were residing. According to an estimate, an active candidate was likely to spend between Rs 10 to Rs 20 lakh in this election which until a few years ago was used to be held unanimously. According to some observers, the use of money power during the elections in the recent past had increased because of the alleged misuse of power or authority while appointing and making purchases for the institutions run by the society. They claimed that now the candidates wanted to grab power by the use of money and other resources. Allegations of bogus voting and use of muscle power during election has also become common. Some of the candidates have even apprehended violence during the elections and have sought security arrangements from the district authorities. The society has about
27,000 members spread all over the state and the country
and even abroad who have a voting right in these
elections. The main candidates in the fray include Mr Hai
Bhagwan, member of the Zila Parishad, Mr Raj Singh
Nandal, a former President of the Society and Mr Paramjit
Singh, a former President of the students union of

1 killed, 11 hurt in mishap KURUKSHETRA, Nov 2 (UNI) One person was killed and 11 others, two of them seriously, when a tempo smashed into a bus from West Bengal near Umri village, on the Sher Shah Suri Marg (national highway number one) last night, the police today said. All the injured were from West Bengal on a tourist trip in the bus. The deceased was travelling in the tempo. Mr Shyam Sunder and Mr Vijay Krishna, who were seriously injured have been referred to the PGI at Chandigarh. The other injured were convalescing at the Civil Hospital here. They were identified as Padmavati Sen, Shyamopadho Gar, Bhagwati Gar, Chandra, Niranjan Dular, Sushila Patro, Paramkrishna Bhana, Ombal Das and Durga. According to the police the tempo hit the tourist bus coming from the Delhi side, on the rear. The police has
registered a case against the tempo driver, who fled away
from the scene after the accident. |
HPCC to hold rally on Nov 15 SONEPAT, Nov 2 The Haryana Pradesh Congress Committee (HPCC) has decided to hold a demonstration on November 15 at Chandigarh in protest against the anti-people and anti-farmer policies of the state government and for naming former Prime Minister Rajiv Gandhi as an accused in the Bofors charge sheet. This was announced by Mr Bhupinder Singh Hooda, President of the HPCC, while speaking at a Divali milan samaroh, organised by Mr Dev Raj Diwan, an Independent MLA and an associate member of the Congress here yesterday. Mr Sajjan Kumar, former MP Mr Sultan Singh, former Governor of Tripura and Mr Dharamvir Gabba, MLA, were also present. Expressing concern over
the non-purchase of paddy by procurement agencies, Mr
Hooda said the paddy growers were being forced to sell
their product at Rs 350 per quintal against Rs 350 per

HPCC flays hike in diesel
prices KAITHAL, Nov 2 The Congress took out a march yesterday to protest against the recent hike in diesel prices, procurement of paddy at lower rates than announced by the Central government, power shortage and worsening of law and order situation in the state. The march which started from the Congress Bhawan reached the Deputy Commissioner's office, where a memorandum was submitted. Besides, a large number of Congressmen, some prominent Congress leaders also participated. Earlier addressing a press conference, Mr Birender Singh, former HPCC leader said a memorandum would be submitted to the Haryana Governor also. He alleged that the sons
of the Chief Minister were interfering in the functioning
of the state government. He also criticised the
government for its mishandling of the situation on power
and deterioration in law and order situation. |
Rs 7 cr grant for medical
college HISAR, Nov 2 The Haryana Government has reportedly sanctioned a grant of Rs 7 crore for Agroha Medical College. The amount will be released in the next few days. Official sources told TNS that the decision was taken as a follow up of the September 27 meeting that was held in Delhi. The college management has been maintaining that any delay in the release of the grant to the college will effect the starting of the MBBS course from the next academic session. However, the government
sources reiterated their stand that the college would be
provided with the funds and it would start functioning
from the next session. |
Yuva morcha for more power in
Haryana AMBALA, Nov 2 The Haryana unit of the Bharatiya Janata Yuva Morcha expressed concern over the severe shortage of power in the state. The executive meeting, which concluded here yesterday, urged the state government to provide sufficient power to the people at every cost. Talking to mediapersons, the president of the morcha, Mr Dev Kumar, said the demand for OBC status for Jats would not be beneficial in the state. He stated that the morcha would, however, follow the direction of party high command in this regard. Mr Dev Kumar said the
morcha had urged the state government to regularise the
services of the ad hoc employees who had completed the
three years service. |
BJP convention on Nov 21 ROHTAK, Nov 2 The BJP will hold a state-level convention of its functionaries here on November 21 to take stock of the political situation in Haryana and chalkout strategies in case mid-term elections are held in the state in February next year. Union Home Minister, Mr Lal Krishan Advani and Himachal Pradesh Chief Minister Prem Kumar Dhumal will address workers. Mr Narender Modi, in charge of the Haryana BJP, will also participate in the convention which has been named as "shakti sammelan." The proposed convention is significant following the statement of pradesh organising secretary Manohar Lal that the BJP would decide about its chief ministerial candidate and the number of seats it would contest in the Vidhan Sabha elections. Mr Pardeep Jain,

Residents go on indefinite fast SONEPAT, Nov 2 A group of seven persons, led by Mr Raj Singh Dalal, began an indefinite fast near a petrol pump here yesterday to press the demand for the construction of street and improvement in the sewerage system of the area. Residents of the area, however, ended their dharna and relay fast and extended wholehearted support to the persons who resorted to fast unto death. Mr Dharampal, SDM,

in murder case FARIDABAD, Nov 2 The police has arrested four persons in connection with the murder and looting of a resident of Bamni Khera on April 30. They are Raj Kumar and Ravikant of Gurgaon and Sudhir and Anupam of Ghaziabad (UP). A police spokesman said here today that they had shot Deepak Mahajan and escaped with Rs 5.95 lakh which he had withdrawn from a Palwal bank. The culprits, who were
produced before a local court yesterday, have been
remanded in police custody for seven days. |
