shifts from cricket to LoC HISAR, May 29 Cricket has gone to the background overnight. It is the situation along the Line of Control (LoC) that is of concern now. These has been overwhelming support for the decision to launch air strikes in the Kargil sector of Jammu and Kashmir. Young and old, all endorsed the country's stand on air strikes against infiltrators. Abdul Aziz, a student from Jammu and Kashmir, studying at Guru Jambeshwar University, was most vocal in supporting Indian action against the infiltration in the Kargil sector. He condemned Pakistan for shooting down Indian fighter planes. He justified the action of by the Indian armed forces, saying the infiltrators needed to be taught a lesson so that they did not dare to do something like this again. Yudhvir Singh Jamwal, Sahib Godara and Sunil Abrol favoured stronger action against the infiltrators, lest Pakistan might succeed in turning Kashmir into another Afghanistan. The positive and encouraging response from the USA to India was also another positive development that was received well by the people. "It is a healthy and welcome development that the USA has taken an objective and unbiased stance at this times", said Mr Deepak Bhandari of Haryana Agricultural University, adding that Pakistan would not dare to provoke Indian anymore, as the USA had refused to interfere in the matter. While only a few days back, the prospects of the Indian cricket team in the World Cup were discussed every where, now the focus seems to have shifted to the possible war between India and Pakistan. Most people believed that there would not be a direct armed confrontation between the two countries. According to Mr M.R. Patra, who is from Orissa and is currently working in the Department of Communication Management and Technology, GJU, Pakistan had suffered humiliating defeats on earlier occasions. It would not dare to risk another defeat. He said Pakistan was already "benefiting" from the proxy war so it did not need to resort to direct confrontation. Lieut-Col Surinder Singh (retd), who has served in Dras and Kargil areas, while justifying the air strikes, said that for the first time Pakistan had tried infiltration through this sector. Since the area was the second most coldest place inhabited in the world, usually during the winter, some posts remained unmanned on both sides. Apparently due to the pressure from other sides, the infiltrators tried this route and partially succeeded, he said. However, he disclosed, it might not take much time to flush them out. A group of students in
Haryana Agricultural University expressed their wish to
join the armed forces in their fight against the
infiltrators. They said if they got a chance, they would
love to fight the enemy at any cost. The group included
few girls who shared the same sentiments. They said girls
were already serving in the defence forces and if needed
they would not remain behind. |
Agroha
students' future uncertain ROHTAK, May 29 The future of the students of Agroha Medical College appears uncertain as the Medical Council of India (MCI) has refused to approve their transfer to the medical college at Rohtak. As many as 152 students of the Agroha college were transferred by the government to the local medical college following its closure on April 1. Though these students were given provisional admission here, the MCI has not approved the action as the Agroha college was not recognised by it. Eighteen students of the Agroha college, who have passed the final examination, have been roaming on the roads since May 1 for want of provisional registration by the MCI. They are unable to do internship without registration. Similarly, the MCI has not yet approved the migration of six students from various medical institutions in the country to the local medical college. Their migration was allowed by Maharshi Dayanand University in April, 1998, but the MCI refused to approve the action. Five of these six students, however, were allowed to appear in the examination on the orders of a court. Informed sources at the medical college here told TNS that these students, too, would not be entitled to do internship unless their migration was approved by the MCI. The Director of Pt B.D. Sharma Postgraduate Institute of Medical Sciences (PGIMS), Dr D.S. Dubey, has reportedly written to the Vice-Chancellor of Maharshi Dayanand University to revert these six students to their respective parent institutions as the MCI was repeatedly threatening to derecognise the local medical college. Meanwhile, the government has decided to hold interviews to fill two posts of "floating professor" in the PGIMS from among associate professors. The interviews are scheduled to be held on June 2 at Haryana Bhavan, Delhi, and will be conducted by a high-powered selection committee comprising the Chief Secretary, the Secretary, Health Department, and the Director, PGIMS, besides internal and external experts and a representative of the Vice-Chancellor. The government had, some years ago, created five posts of "floating professor" so as to end stagnation in the faculty. In the previous years, these posts were filled on the basis of seniority, but the procedure was changed after the HVP-BJP government came to power. Of the five posts of
"floating professor", only two are vacant and
the selection committee has invited at least 12
candidates who have put in over 10 years' service as
associate professor in the PGIMS. Interestingly, two of
these candidates, Dr A.K. Sood and Dr M.S. Gupta, have
been working as Professor on an ad hoc basis for the past
six years. |

register case against complainant HISAR, May 29 Chief Minister Bansi Lal today ordered the registration of a case against Balwant Singh of Barwala for reportedly filing a false complaint against a doctor and a nurse. Presiding over a grievances redressal committee meeting here today, Mr Bansi Lal asked officials to ensure that only the guilty were punished. Balwant Singh, in a complaint had alleged that a doctor and a nurse of a local hospital had demanded Rs 1000 and Rs 200, respectively, from him for getting one of his relatives admitted to the hospital. After an inquiry the complaint was found to be fabricated. The Chief Minister also ordered the registration of a case against Relu Ram of Adampur, who in a complaint had alleged that the Principal of a private school has assured him to get one of his wards passed in an examination if he paid him Rs 2,500. Relu Ram claimed that he had paid Rs 2,000 but the Principal, Hawa Singh, had not kept to his end of the bargain. The Chief Minister said since both of them were guilty, a case should be registered against them. Mr Bansi Lal said adequate funds would be made available for the development of Hisar. He said funds had been allocated for the repair of roads. Reiterating his commitment of providing round-the-clock electricity from July, the Chief Minister said only those people who paid regular electricity bills would get 24-hour power supply, while those failing to pay the bills would not get any power.

Another
quack nabbed ROHTAK, May 29 The District Drug Control authorities have nabbed another "famous" quack today who had been playing with the lives of innocent persons by giving them powered pouches, suspected to contain steroids. The inspection team raided the premises of the said quack, Ramesh Chander Shivan, at Chara mandi on the Katcha Beri road here. He was found distributing pouches and allopathic medicines to the patients who had come from different places. About 30 to 40 patients were found waiting for their turn. Officials seized seven samples of drugs and sent them to government analyst at Chandigarh for testing. As many as 185 unlabelled pouches containing powered medicines and 4,100 chlordiazepoxide tablets (an anti-psychotic drug) were recovered along with other allopathic medicines. He informed the authorities in his statement that he had been practising for the past 10 years. He was not found possessing any degree, diploma or certificate, authorising him to treat patients. He had reportedly engaged a person for the registration of patients at a rate of Rs 5. Nearly 100 patients used to visit him daily for treatment. He used to charge Rs 40 to 50 per patient. The quack claimed treatment for asthma, arthritis, back ache, pneumonia, jaundice, typhoid etc. He had fixed every Saturday for Rohtak, Tuesday for Nazafgarh (Delhi) and Friday for Jind. A case has been registered against him under Section 420, IPC, and the Indian Medical Council Act, 1956. The authorities had recently nabbed another such quack belonging to Dhuri (Punjab) and who is in judicial custody. Dr B.D. Kalra, Civil
Surgeon, appealed to the public to avoid treatment from
such quacks whose treatment might give quick relief but
the patients become addicted because of the
presence of steroids and anti-psychotic drugs. |
Rail traffic disrupted for
over 10 hours CHANDIGARH, May 29 Following a blast along the rail tracks near Shambhu on the Punjab-Haryana border, traffic on the busy Ambala-Amritsar rail section was disrupted for more than 10 hours last night. Normal train traffic could be restored only about 8 a.m. Several long-distance trains that reach Amritsar during the morning hours were delayed between six to 10 hours. Special teams rushed to the spot to make an assessment of the tracks. About 80 cm of the track had been blown up in the explosion last night. Railway sources said trains bound for Howrah, Chattisgarh, Jammu, Amritsar and Jaipur resumed their journey after detention at Ambala, Rajpura and other nearby stations. At least two Delhi-bound trains, the Kashmir Mail and the Pooja Express were diverted onto the Ludhiana - Dhuri - Jakhal - Narwana - Jind - Rohtak section. However, this section was so busy that more trains could not be accommodated. As one goes from Ambala to Ludhiana, the right track of double track had been blown off, the sources said. Meanwhile the police has
not ruled out sabotage. Forensic experts are still trying
to ascertain the nature of the explosive. |
Identity
cards for the disabled PANIPAT, May 29 The Haryana Government recently conducted a survey and identified 2.2 lakh persons as handicapped. Out of the total number 33000 were blind. This was stated by the State Social Welfare Minister, Ms Kamla Verma, after laying the foundation stone of a hostel for blind girls here yesterday. The hostel, first of its kind in the state, would be constructed at a cost of Rs 40 lakh, out of which Rs 20 lakh would be spent on its construction in the first phase. The minister said to make the state free from disability, a number of orthopaedic camps had already been organised and eye camps would be organised at every district headquarters. Identity cards would be issued to all disabled persons, she said. As many as 44,000 handicapped persons were getting a monthly pension of Rs 100. Educated handicapped persons whose names were registered with employment exchanges were being given unemployment allowance, ranging from Rs 150 to Rs 260 per month. Similarly, scholarships ranging from Rs 100 to 500 were being given to disabled students. Scholarships were given to 8,000 such students during 1998-99 and Rs 98.5 lakh had been earmarked for disbursement during 1999-2000. The Financial Commissioner for Social Welfare Department of Haryana, Ms Meenakshi Anand Chaudhry, disclosed that over Rs 8.42 crore had been allotted for providing facilities to handicapped persons during the current financial year against Rs 8.13 crore allotted during last year. She said the Haryana Government would spend Rs 648.23 crore during the Ninth Five Year Plan on various welfare schemes for the handicapped. The government had reserved 3 per cent posts in government services and there was an age relaxation of 10 years for enrolment in government services. The Special Secretary and Director Social Defence and Security Department said blind persons in the age group of 18-45 were being imparted a three-year training in different trades at the Adult Blind Training Centre, Sonepat, free of cost, to make them self-reliant. A sum of Rs 13.15 lakh had been earmarked for this purpose during the current financial year. The Deputy Commissioner, Mr Anurag Rastogi, sanctioned Rs 15,000 for the purchase of musical instruments for the school.

Roadways
staff hold gate meeting FATEHABAD, May 29 The Haryana Roadways Workers Union affiliated to the Sarv Karamchari Sangh has demanded a strict observance of duties hour norms for drivers and conductors of the Haryana Roadways. The union organised a gate meeting in front of the local roadways depot today. Mr Joginder Singh, state president and Mr Bhim Singh, state general secretary of the union addressed the workers. The union leaders alleged that the government had been sitting over the bonus of the roadways workers for the past three years and even the overtime allowance of the roadways drivers and conductors had not been paid since 1998. The leaders alleged that the attitude of the HVP-BJP government towards government employees had been dictatorial since beginning and was a reminder of emergency days. The leaders alleged that the state government was conspiring to abolish the Haryana Roadways and a effect total privatisation of the roadways even though the department had a good record. The union leaders also alleged that the roadways drivers and conductors were made to work for 14-16 hours a day and they were not being paid any overtime or night allowance and that the government was exploiting the drivers and conductors employed on contract basis by making them to work for a paltry sum of Rs 1400 to 1800 per month. They alleged that the number of employees in the roadways was less in proportion to the work load and the government was not making any efforts to fill the vacancies. The leaders said the
union had initiated depot-level gate meetings throughout
the state. The meetings which began on May 25 at Jind
would conclude on July 12, at Rewari, they added. |
10 Haryana
districts under green cover YAMUNANAGAR, May 29 The Haryana Government has decided to launch a community forestry project in 10 districts for the purpose of greenery in the state. Mr Jagdish Yadav, Forest Minister, Haryana, while talking to newsmen here today stated that the project would cost Rs 1.26 crore and had been funded by the European Union. He said out of the said amount 78 per cent was a grant whereas 22 per cent would be the state's share. The minister stated that 300 villages of the 10 districts of Haryana had been identified i.e. Panchkula, Yamunanagar, Kurukshetra, Ambala, Sirsa, Fatehabad, Hisar, Bhiwani, Rewari, and Mohindragarh. The minister stated that in nine years money would be spent in the 300 villages with the active participation of the people. Mr Yadav reviewed the forestry development programme. He talked about the genetic improvement of the planting stock in eucalyptus. He said for this purpose three research stations at Hisar, Gurgaon and Kurukshetra had been set up. The clones which were suitable for Haryana and were high yielding, would be developed and planted under the Agro Forestry and Forestry Development programmes. Mr Yadav informed that
the department had sent a case to the government to
provide arms to forest guards for self-protection. |

postings, transfers CHANDIGARH, May 29 Mrs Keshni Anand Arora, IAS, has become the first woman Managing Director of the Haryana Financial Corporation. The posting orders of Mrs Arora, who was earlier the first woman Managing Director of Haryana Tourism, were issued today as part of a mini administrative reshuffle in Haryana. The charge of Managing Director, Haryana Tourism, has been given to Mr R.K. Khullar, IAS, who will continue to work as the Director, Public Relations, Grievances, Cultural Affairs, and Hospitality. A big surprise in todays reshuffle is the shifting of Mr P. Raghavendra Rao, Chief Administrator, HUDA; and Adviser, Civil Aviation. He was also the Director, Town and Country Planning and Urban Estaters. Mr Rao, an upright officer, who had been holding good posts under the Bansi Lal Government, has now been shifted as Director, Land Records and Consolidation, considered to be a sideline posting. Even when Mr Rao was appointed Secretary of the Vidhan Sabha when Mr Sumit Kumar had proceeded on leave, he had continued to work as Adviser, Civil Aviation. Mr Alok Nigam, MD, Haryana Financial Corporation, will take over the departments so far held by Mr Rao. The Indian National Lok Dal today alleged that Mr Rao had become a victim of the controversy over the state plane and Mrs Sushma Swaraj, a senior BJP leader. The plane was recently made available to Mrs Swaraj for her private use. Mr Sushil Kumar, who was recently shifted from the post of Chief Administrator, Agriculture Marketing Board, to the post of the Director, Land Records and Consolidation, has now been moved as Special Secretary, Home-II. On return from leave Mr Maha Singh becomes the Special Secretary, Revenue, vice Mr Samir Mathur, who goes as Joint Secretary, Rehabilitation-cum-Chief Settlement Commissioner, the post which was also held by Mr Sushil Kumar. for forging vehicle permits KURUKSHETRA, MAY 29 Following the arrest of four persons, a gang involved in forging national permits for vehicles has been busted. Claiming this here today the district police chief, Mr Alok Roy, said the arrested gang members had been identified as Kashmir Lal, Angrez Singh alias Bittu, Kishan Gopal and Satpal, all residents of Pehowa in the district. Mr Roy said Inspector Om Parkash, acting on a tip off, laid a trap and nabbed Angrez Singh, alias Bittu, red-handed during a raid. Mr said Angrez Singh had confessed his crime . He also told the police that his accomplice Kashmir Lal helped him in securing customers and arranging the forms and Krishan Gopal charged Rs 100 to put a stamp on the documents securing while Satpal helped in filling up the forms. Further investigations were in progress, the district police chief added.

Digging
work irks residents SONEPAT, May 29 Large scale digging is being undertaken by the Department of Telecommunications for laying cables for augmenting the capacity of the existing telephone exchange. The capacity of the existing exchange is being augmented by about 5,000 lines, according to sources. The trenches in front of houses, however, are causing a lot of inconvenience to the residents of the city and similar complaints are also pouring in from a number of villages. Mr Suraj Mal, an INLD MLA from Rai, along with a number of residents of several villages, had complained to Mr Chander Shekhar, Telephone District Manager, who assured them that the trenches would be filled up by the labourers immediately after the completion of the digging operations. Meanwhile, subscribers complain that they have to face inconvenience when it comes to filing a complaint or making an enquiry from the DoT. Moreover the telephone
lines are out of order often. Large scale corruption was
also alleged for getting any job, like the shifting of
telephones, getting a new connection or getting an O.B.
number issued, done. They further alleged that the
department and the authorities concerned had failed to
check over-charging by PCO operators. |
Election officials refuse to
photograph voters HISAR, May 29 Hundreds of voters of the Ghirai Assembly segment returned disappointed as election officials allegedly refused to take their photographs. Hundreds of people today submitted a representation to the Deputy Commissioner and the District Electoral Officer, alleging that their photographs for the preparation of identity cards were not taken at the instance of a local minister, who apprehended that they might vote against the HVP. All these voters are working in the HP Cotton Mills near Mayarh village. They quoted some revenue officials as having told them that they were helpless as they had instructions to ensure only genuine voters get photographed. They argued that they had been working there for the past several years and had furnished all requisite proof. The Deputy Commissioner,
Mr Apoorva Kumar Singh, however, allayed apprehensions
and assured them that all genuine voters would get the
cards. At the same time, he pointed out that about 50,000
fresh applications had been received which needed to be
scrutinised. |
479 lakh
spent on new water works FATEHABAD, May 29 The district administration has spent Rs 479.02 lakh on the construction of new water works and to augment the supply of drinking water in the rural and urban areas of the district. According to the Deputy Commissioner, Mr V. Raja Shekhar, Rs 10.30 lakh had been spent on improving the water supply at Rattia while Rs 75.34 lakh had been spent in the rural areas. He said Rs 178.92 lakh
were spent on the improvement of water facilities at
Bhattu while Rs 133.24 lakh and Rs 2.90 lakh had been
spent in the rural and urban areas, respectively of the
Fatehabad block. At Tohana, Rs 46.88 lakh were spent in
the rural and Rs 31.36 lakh in the urban sector,
respectively. |
15-year-old
held for killing brother SONEPAT, May 29 The Rai police has arrested 15-year-old Pardeep Kumar of Bindrauli village in connection with the alleged murder of his 13-year-old brother, Satish, on May 8. The SSP, Mr K. Selvraj, told mediapersons here today that this followed the registration of an FIR with the police by Mr Dharampal alleging that the murder of his son was committed by certain persons of the same village. However, investigations revealed that Pardeep and Satish, were seeing the television when some altercation took place between the two. Pardeep allegedly strangled his brother following the quarrel. The SSP further
disclosed that in a bid to save himself, the accused
brought a rope and tied it around the neck of his brother
so that it would seem like a suicide. |
Proclaimed
offender arrested KURUKSHETRA, May 29 The offenders arresting cell of the Kurukshetra Police claims to have succeeded in rearresting Balvinder Singh, alias Balli, of Ekta Colony, Karnal, who had been absconding for the past three years after duping unemployed youths of lakhs of rupees. Stating this here today, the District Police Chief, Mr Alok Roy, said in July, 1996, a case was registered against Balvinder Singh and his father Mangat Singh Gill in this regard. Consequently, the
accused were arrested in September, 1996, and were bailed
out. However, on the termination of the bail period, they
did not appear before the Chief Judicial Magistrate and
were declared offenders. Although Balvinder Singh has
been rearrested, his father is still at large. |
VHP: declare Pak terrorist state AMBALA, May 29 (PTI) A senior leader of the Vishwa Hindu Parishad (VHP), Swami Parmanand, yesterday urged the Union Government to declare Pakistan a "terrorist state" following the incidents in Kargil and Dras sectors of Jammu and Kashmir. Talking to reporters here, he said India would immediately end diplomatic relations with Pakistan and should ask friend countries to support it on this issue. He said some areas of
the Kargil sector occupied by the pro-Pakistani
intruders, should be defended at very cost and that the
government should give free hand to the Army to trace
infiltrators. |
