Chandigarh-Ludhiana rail line AMBALA, March 9 The Chandigarh-Ludhiana railway line has been formally sanctioned by the Railway Ministry and funds have been received for building coaches' terminal at Chandigarh. This was disclosed by Mr S.P. Mehta, General Manager Northern Railway, at a press conference here yesterday. Mr Mehta said among the new works sanctioned for the next year were a railway line bypass for Saharanpur and link between Beas Goindwal and Tarn Taran. The Ludhiana-Amritsar track has been approved for electrification. He said the Ambala-Chandigarh and Saharanpur-Ambala sections would be electrified by the month-end. The General Manager said an underbridge had been sanctioned for Karnal and two overbridges for Rajpura and Sunam. Rs 24.68 crore would be spent on amenities for passengers in the next year which was 30 per cent higher than the amount spent in the current year. He disclosed that in order to meet the rush of passengers, composition of the Andhra Pradesh Express, Gondwana Express, Gomti Express, Pooja Express, Vaishali Express and the Magadh Express had been increased to 24. As a summer special, Kalka-Bombay train would run four times a week. He said 892 special extra trains would be run to meet the summer rush and 866 additional coaches would be added. Mr Mehta said a new survey, Rohtak to Hisar via Hansi had been sanctioned. Computerised reservation facility would be extended to railway stations at Mandi, Roorkee, Roorkee University, Kotdwar, Rewari, Abohar, Press Club Delhi, Sonepat and Muzzafarnagar, by March 31. He said this facility would be provided during the next year at Naini, Partap Sultanpur, Amethi, Shahjanpur, Hanumangarh and Katra. Proposal had been sent to the government to provide the facility at Manali, Ajmeri Gate (40 posts) Delhi, Pali Marwar, Noida, Shamli, Hapur, Rampur, Gobindpuri and Jalandhar cantonment. He said that eight self-dial facility booths for enquiries had been set up at the New Delhi station. Passengers would be able to book tickets on the telephone through a scheme introduced with the help of the Standard Chartered Bank. Indian Airlines would act as an agent for the Railways for foreign tourists. He denied there was any immediate plan to introduce a Shatabdi from Pathankot to Delhi as claimed by Mr Shanta Kumar, former Chief Minister of Himachal Pradesh. He said routes in the hilly areas were not financially viable. A new complex for railway reservation would be built at Ambala cantonment railway station he added. He said to mark the

station had been developed as a model railway station. |
Auction of liquor shops criticised ROHTAK, March 9 The auction of the country liquor and Indian-made foreign liquor (IMFL) shops in Rohtak and Jhajjar districts has shown a substantial revenue increase for 1999-2000 financial year. Shops in Jhajjar district, including those in the Bahadurgarh industrial town, were auctioned today for Rs 22.86 crore as against Rs 17.52 crore last year, an increase of 38 per cent. The auction of country and IMFL shops in Rohtak district fetched Rs 26.10 crore against Rs 20.46 crore in 1998-99, an increase of 27.5 per cent. Mr D.P.S. Nagpal, Additional Commissioner, Excise and Taxation, told TNS that he was satisfied over the increase in the excise revenue. The overall trend in the state indicate that the increase in the revenue from the auction of shops ranged between 30 to 35 per cent, which was very reasonable. Meanwhile, students of gurukuls and Arya Samaj activists took out a procession in the main bazar and staged a dharna in front of the Deputy Commissioner's office to protest against the auction of liquor shops and demanded the imposition of prohibition. In a memorandum submitted to the Deputy Commissioner, the Arya Pratinidhi Sabha, Haryana, alleged that the government was auctioning liquor shops in villages in violation of the Gram Panchayat Act. The shops were being set up on the government land in violation of rules. Prominent Arya Samaj leaders, Swami Indervesh and Prof Sher Singh described the auction as illegal and threatened to challenge it in court. The panchayats, they said, would impose a ban on sale of liquor in their respective villages and impose fine on the violators. The Janvadi Mahila Samiti, the Students Federation of India and the Democratic Youth Federation of India, in a joint statement, have criticised the government for lowering custom duty on liquor and beer. They described the government policy as "anti-people" and "opportunistic". They urged the government
to review its decision and provide essential commodities
to poor at half the price. |
Mass copying turns exams into
farce SONEPAT, March 9 Large-scale interference by outsiders and mass copying by students in the ongoing matric and senior secondary examinations being conducted by the Board of School Education, Haryana, were reported from many centres in this city and other parts of the district, though the authorities declined to make any comment. According to informed sources, the examinations in some centres have been reportedly turned into a farce by anti-social elements. Many invigilators confessed to being witness to answers being supplied from outside openly and used by students inside the examination hall. They were compelled to remain helpless spectators in order to save their skin. According to reluctant testimonies given by experienced invigilators, malpractices were indulged in on an unprecedented scale this year with the help of outsiders. The Headmaster of a school in this city which is an examination centre complained miscreants tried to break the cordon put up as a precautionary measure during the past few days of the examination. In almost all centres this correspondent visited yesterday, groups of toughs, obviously outsiders, were roaming around. Residents living near a school in the Chah Dayalwala area alleged since too examinations began, they had been witnessing many persons filling answer sheets sitting outside the doors of their houses. These prepared answers were then passed through people whom they described as "toughs". Reports from other areas said boys were soon climbing to the second floor through drainpipes for delivering answer papers. Stones wrapped in paper in which the answers were written were flung through windows. An examination centre at Government High School in Mahmoodpur village has turned into a copying centre. It is alleged certain invigilators and the teachers has openly dictated answers to the examinees. If anyone tried to raise objection, he was threatened with dire consequences. While entering an examination centre on the Gohana-Sonepat road, this correspondent was asked by a group of persons standing outside the school gate whether their services were required to deliver answers to any of the correspondent's relatives. When this was pointed out to the centre in-charge, he denied there was any malpractice. However, a teacher of that school said large-scale copying was going on inside which could not be made public for fear of personal security and the reputation of the institution. In one centre, a group of "helpers" was seen fleeing and being hotly chased by two policemen. But to the cops dismay another similar group was making a bid to enter from the other side. The general complaint from invigilators was that despite the fact that every conceivable malpractice was being indulged in at examination centres, they could challenge the culprits in very few instances owing to lack of adequate protection. An officer of the school education board, however, maintained examinations were going on smoothly. A few cases of copying had been brought to the notice of the board, he added. Whether copying was on an unprecedented scale could be confirmed only when the papers were evaluated, the officer said. The SDO (C) of Gohana, Mr S.C. Goel, has recommended departmental action against an officer of the Education Department for his alleged failure in implementing the decisions taken by the district authorities to conduct annual examinations in the area. Mr Goel has also recommended cancellation of English paper held on March 6 at the Chhichhrana examination centre and at the examination centre at Bichpari village. Meanwhile, the management had not issued roll numbers to 25 students of Dayanand Modern School, Sonepat, and they could not appear in the examination. The students have lodged a complaint with the Deputy Commissioner in this regard. Our Correspondent adds from Sirsa that mass copying in annual examinations of Class X and plus two being conducted by the Board of School Education, Haryana, Bhiwani, were being reported at various examination centres in rural areas of this district. According to informed sources superintendents and supervisors of some centres at the behest of politicians were helping students in copying. Though flying squads were also conducting checks but no fruitful result has been reported. In many villages people were violating order of Section 144 of Cr PC imposed by District Magistrate in the circumference of 200 metre area around the examination centres. Crowds could be seen outside examination halls at certain places. Teachers who were not backing copying were reportedly pressurised to "help" students. PANIPAT: In view of the Central Secondary Education Board examination which started on March 4, Mr Anurag Rastogi, District Magistrate, has promulgated Section 144 within the circumference of 200 meter area around examination centres in the district. It has been done for the peaceful conduct of examination. Under the order assembling of five or more persons is prohibited. The District Magistrate
appealed to the people to cooperate in the conduct of
examinations. The order shall remain in force till April
5, 1999. |
Threatening calls from jail? GURGAON, March 9 In a development that could have a bearing on the administration of jails in Haryana, the government today formally accepted the possibility that hardcore criminals undergoing trial could be linked with the anonymous threat calls to businessmen for extorting money. The version from the administration, the first after the phenomenon of threat calls started more than a month back, said that the District and Sessions Judge would be approached for the transfers of the notorious gangsters from the jail here to custodies in far flung areas of the district. It was stated that the administration "suspected" that gangsters mastermind phone call from within the precincts of the jail. Recently notorious criminals, including those involved in inter-gang war were nabbed. The fact that businessmen continue to receive phone calls in spite of hardened criminals behind the bars goaded the administration to keep a tab on the happening in the jail. While the residents continued to live in fear following the phone call threats the administration chose to keep silent. However, Chief Minister Bansi Lal, during his visit here last month, threatened the miscreants of punitive action. But instead of having a deterring effect on them the number of anonymous calls to businessmen increased. The callers even hiked the demand from Rs 5 lakh to Rs 10 lakh from each of their targets after Mr Bansi Lals visit. Stung by the impunity of the miscreants those who were receiving the threat calls took up the matter with the Commissioner, Gurgaon Division,, Mr Bhagwati Prasad. Mr Bhagwati Prasad had recently held meeting with the police authorities. The administration today
stated that it was taking all possible measures to nab
those behind the threat calls. |
Major train accident averted BHIWANI, March 9 A major train accident was averted on the Bhiwani-Delhi railway line today. According to information received here some anti-social elements removed four fish plates from a 200 -metre area of the Bhiwani-Delhi broad gauge section last night. According to sources, this was the third attempt to remove fish plates in the area between Bhiwani city and Bamla station in the past few months. Two gangmen on patrol duty on the railway line found the fish plates removed before the departure of 2 R.K.B. passenger train at 7-20 a.m. They put up a red flag on the railway line to stop the train. The Bhiwani G.R.P. Station and Rohtak R.P.F. were informed on the telephone. However, according to the sources, no security personnel allegedly reached the spot on time. Later, the G.R.P.
registered a case of theft of fish plates. |
Rape of bonded labourer HISAR, March 9 The medical report of Lalu Bhai, has "not ruled out" rape, police sources told TNS. The police has registered a case against the six accused. Although the police claims to have registered the case on March 5 no arrest has been made so far. The sources said, preliminary investigations confirmed that one of the sons of Atma Ram, Rajinder and the driver, both accused in the case regularly visited the farm, where Lalu Bhai has alleged, she was raped. It was after sustained public pressure that the police registered a case against Atma Ram, his four sons and two drivers. Lalu Bhai had complained to the district administration that she was repeatedly raped by five sons of Atma Ram and two drivers, while her husband was chained in an adjacent room. The couple, according to Lalu Bhai were kept as bonded labourers for two years at Atma Ram's farm. Lalu Bhai, her husband Krishen Kumar and Chanderbhan, who was also made to work as a bonded labourer had alleged that the police was being partial. They charged the inquiry officer, DSP Chiranjeet Singh of having taken their thumb impressions on a blank paper. Following these allegations, the case has been transferred to another officer Sultan Singh. The police sources claimed that the preliminary investigations had established that these labourers owed some money to Atma Ram. It had also been established that Lalu Bhai, who is married to Krishen Kumar was "purchased" from Alwar and the money was taken as loan from Atma Ram. Although the medical report has not ruled out rape of Lalu Bhai, yet she is not satisfied with the medical examination. She said, the clothes, she was wearing at the time of the crime were still lying in the farmhouse. Moreover, she pointed out it was after about 20 days of the incident that she was medically examined. She alleged that her medical examination was deliberately delayed to eliminate proof. The police sources did appear sure as when they would be able to arrest the accused. A police official claimed, it (the police) was having difficulty in even tracing the complainants. Krishen Kumar, Lalu Bhai
and Chanderbhan pointed out that the police was
"deliberately delaying the arrest" of the
accused. They claimed, all accused were present in
Khajoori village, only a few kilometre away from
Fatehabad. |
3.5 cr Gulzari Lal Nanda
project cleared KURUKSHETRA, March 9 A Rs 3.5 crore project for the late Gulzari Lal Nanda Memorial has been cleared by the state government and sent to the Union Government for the required grant. Stating this to mediapersons at Pipli, 5 km from here, yesterday the Chief Minister, Mr Bansi Lal, said that Mr I.K. Gujral, the then Prime Minister had promised a grant of Rs 1 crore from the Central Government for the proposed project, at the time of Mr Nanda's death last year. Expressing his desire to develop the island, presently known as 'Purushotam Pura Bagh', situated in the middle of the Braham Sarovar here, Mr Bansi Lal said it would be developed in such a way that it would attract pilgrims from all over the world. He said an attractive building of marble stone would be built at the island and all 'shlokas' of the Bhagwad Gita would be engraved on the walls of the building. He said the Union Minister for Human Resource, Mr Murli Manohar Joshi, had shown keen interest in the project. The island was initially known as 'Mughal Pura', where the then Muslim rulers used to charge 'jazia' (tax) of a 'taka' (two paisa) for having a dip in the Braham Sarovar and to carry a 'lota' (jug) of holy water. It was in the late sixties, when Mr Gulzari Lal Nanda became Chairman of the Kurukshetra Development Board (KDB) and he renamed it as 'Purushotam Pura Bagh' and developed it as a place for organising various functions. Appreciating the efforts
of Mr Nanda in the restoration work of the holy and
religious places in and around Kurukshetra, Mr Bansi Lal
said the 101st birth anniversary of Gulzari Lal Nanda
would be celebrated as a national event on July 4, next
at Kurukshetra. |
Power generation may begin in
April ROHTAK, March 9 The first unit of the gas-based power plant at Faridabad is likely to start generation by the middle of April. The HVPN Chairman, Mr Ranjit Issar, told TNS that two units (143 MW each) of the Faridabad plant were nearing completion. While one unit would start generation early in April, the second unit would join the grid before June 30. The foundation stone for the power plant was laid by the then Prime Minister, Mr Inder Kumar Gujral, in 1997. The entire generation of 430 MW from this Rs 1200-crore power plant was dedicated to Haryana only. Mr Issar said the two distribution companies DISCOM (North) and DISCOM (South) constituted recently would start functioning from April 1. The transfer policy for HVPN engineers and other employees was being prepared and would be announced soon after the approval of the Cabinet. Mr Issar, however, denied that 1200 engineers and other employees of the HVPN had sought voluntary retirement, as was reported in a section of the Press today. He described the report as 'unfounded'. The Superintending
engineer, Rohtak, Mr R.S. Malik, told that since October
last year, only five persons had sought premature
retirement due to personal and family problems. One
executive engineer had sought voluntary retirement
following the death of his young son. |

Bhajan CHANDIGARH, March 9 Deposing for the second consecutive day before Mr Justice Swatantar Kumar, a Judge of the Punjab and Haryana High Court, Mr Bhajan Lal, former Chief Minister of Haryana, said his opponents knew that he would win the election. Therefore, they made some complaints so as to create evidence for filing an election. Mr Bhajan Lal deposed in an election petition filed by Mr Gurmesh Bishnoi, a former Chairman of the Haryana Public Service Commission, contesting the formers election from the Adampur Vidhan Sabha Assembly constituency held in 1996. In reply to a question he said he never read any report made by the Returning Officer or any other officer which resulted in a repoll at certain booths. He denied that he talked to the Returning Officer. "I did not read any paper in which it was allegedly reported that there was booth capturing and complaints were made by my opponents to the Election Office." He revealed that he had
gone to his constituency on April 27, 1996. He did not
remember the car number in which he travelled. He,
however, added that he had used some private car and not
the official car. It was correct that there was a ban on
the use of official vehicles. |
60 phone exchanges to be set
up SONEPAT, March 9 The Department of Telecommunications will give at least one lakh new telephone connections in Haryana by the end of the current financial year. Of these, 60,000 new telephone connections had already been given to the subscribers on waiting lists. According to Dr D.P.S. Seth, Chief General Manager, Telecom, Haryana, the installation capacity of all telephone exchanges in the state had crossed more than six lakh lines so far. The department, he said, had set up 25 new telephone exchanges so far in Haryana during 1998-99 as compared to 10 set up in 1997-98. The department Plans to set up at least 60 new telephone exchanges by March-end. The on going work on the telephone exchanges will be accelerated in different parts of Haryana. Dr Seth said the department had introduced Internet service last year and under this scheme as many as 250 telephone connections had been given so far. The department, he said, also had plans to give 250 more telephone connections under this scheme in the near future. He further disclosed the
department had started an integrated service digital
nature (ISDN) service in Faridabad and Gurgaon districts
on an experimental basis. So far, 10 connections had been
given to the subscribers in both the districts. Similar
service would also be introduced in Panipat and Sonepat
shortly. |
Class IV staff go on indefinite
stir FATEHABAD, March 9 Members of the district unit of the Haryana State Fourth Class Employees Union went on an indefinite dharna in front of the Civil Surgeon office here yesterday to press for the acceptance of their demands. Addressing the employees, president of the union Mr Ramesh Sharma, and Mr Verender Rawat alleged that the government had yet paid them the bonus for 1996-97. The annual increment which should be given every year, has been withheld for the past many years. Also the payment of ex-gratia to kin of the deceased employees were not being paid on time. The union also condemned
the indifferent attitude of the administration towards
the problems of the Class IV employees posted in Civil
Surgeon office. |
Anti-encroachment drive
continues GURGAON, March 9 The government today continued its drive against encroachment in Sector 17 HUDA, which is carrying out the demolition has decided to extend the exercise in all the Sectors, including the housing board colonies. The HUDAs demolition squad zeroed in on the encroachments by the residents in the green belt areas in Sector 17. Although official confirmation could not be made at least 400 houses were affected in todays drive. Following complaints from residents of the Housing Board Colony whose houses were affected in the demolitions a few day ago, the authorities assured them of completing all formalities before initiating further demolitions. The HUDA authorities have also cautioned residents in other sectors and Housing Board Colonies to demolish their illegal structures However, residents allege
that the demolitions were undertaken without giving them
prior notice. This, however, has been denied by the
Administrators, HUDA, Mr Ankur Gupta. |
IOC urged to hold talks PANIPAT, March 9 A mahapanchayat was organised here yesterday to perform the final rites of Lal Singh, who died on February 23 while on a sit-in agitation at the gate of the Panipat refinery. The agitation, under the banner of Andolan Samiti, has been on since February 1. The agitators have been demanding proper rehabilitation of the 483 uprooted families and a job each for members of these families. Around 1500 persons attended the meeting which was addressed by Mr Surinder Singh Hooda, chief convener, Mr Aman Kumar Nagra, MP, Ambala, and president of the Haryana unit of the BSP, Mr Krishan Lal Pawar, MLA, Asandh, Mr Prem Singh Dahiya, president, Bharatiya Kisan Union, Chaudhary Raghubir Singh, state secretary, CPI and Mr Ishwar Kaur Narwal, president, Mahila Bahujan Samaj Party. Mr Nagra said his question with regard to the residents agitation in the Lok Sabha on March 1, was not even answered by the Minister for Petroleum and Natural Gas. Mr Pawar, requested the
Indian Oil Corporation authorities to settle the
agitation through negotiations with the representatives
of the agitators. |
Man sentenced to 1-year RI FARIDABAD, March 9 A local court yesterday sentenced Moti Lal, a shopkeeper of Sharan, to one year's rigorous imprisonment and asked him to pay a fine of Rs 5,000 for storing grain stocks beyond the ceiling. In case he fails to pay the fine, he will undergo further imprisonment of three months. According to the prosecution, Moti Lal was found having 94.37 quintals of wheat and 14.64 quintals of rice in excess of the prescribed limit under the government order. Mr P.L. Goyal, Additional
District and Sessions Judge, rejected the plea of Moti
Lal that wheat belonged to certain farmers. He also
refused to release Moti Lal on probation and observed
that economic offences did not deserve leniency. |
Seminar on tourism KURUKSHETRA, March 9 A three-day University Grants Commission-sponsored seminar on Indian Tourism organised by the Department of Tourism of Kurukshetra University was inaugurated by Mr Inder Sharma, a Padmashri award winner here yesterday. Prof S.K. Kaushil, Economist and Proctor of the University presided over the session. Prof D.S. Bhardwaj of the Management Department of the University pointed out limitations like poor accommodation and transportation services and bureaucratic set-up. Mr Inder Sharma suggested
that a satellite accounting system should be introduced

Employees' rally today CHANDIGARH, March 9 Haryana Government employees will organise a rally near 30-Bays Building in Sector 17 here tomorrow on a call given by the coordination committee of Haryana employees based in Chandigarh and Panchkula. In a joint statement
issued here today, two senior Vice-Presidents of the
committee, Mr Rameshwar Khasa and Mr Balbir Singh, said
the rally had been organised to protest against the
"negative" attitude of the Haryana Government
towards the demands of its employees. |
HUDCO loan for police housing
corpn CHANDIGARH, March 9 The Housing and Urban Development Corporation (HUDCO) has sanctioned a loan of Rs 446.39 lakh to the Haryana Police Housing Corporation for development of social infrastructure facilities in the police lines at Madhuban, Sirsa and Hisar. Stating this here today the Chairman and Managing Director of HUDCO, Mr V. Suresh, said so far the corporation had sanctioned 352 projects worth over Rs 451 crore to various housing agencies and development authorities of the state. These projects had been sanctioned loan assistance of Rs 274.23 crore of which Rs 204 crore had already been released. Mr Suresh said HUDCO had
also sanctioned a loan of about Rs 2,996 lakh to the
Himachal Pradesh Housing Board for the Government Rental
Housing Scheme in Shimla and Dharamsala and for the
police rental housing scheme of Himachal Pradesh. |
Plan to drain out flood water: CM KARNAL, March 9 (UNI) The Haryana Chief Minister, Mr Bansi Lal, yesterday said that the state government has prepared a Rs 2300 crore master plan to drain out the flood water into the Ghaggar and Yamuna rivers. A proposal for constructing a Ghaggar drain at a cost of Rs 218 crore had been sent to NABARD for approval. The Chief Minister was addressing a well attended public meeting at Assandh, about 40 km from here, today. Mr Bansi Lal said that the state government had formulated an ambitious scheme for the benefit of farmers under which they would be able to get credit up to 75 per cent of the value of their produce deposited with the Haryana State Warehousing Corporation. They would be able to sell their produce as and when they get a good price for it and it would help them in obtaining better profit of their produce. To celebrate the Khalsa tercentenary in the state, the government had constituted a state-level committee. Taking strong exception to the statement of Mr Om Parkash Chautala, INLD leader, in which he had alleged that the law and order situation in the state had become worse than that in Bihar, Mr Bansi Lal said that it was far better than Bihar and recalled that the people of the state had not forgotten the happenings of Meham where nine people were mercilessly done to death. The Chief Minister said that it was not feasible to provide power and water to the people free of charge as was announced by the Opposition leader. Due to desilting of drains and canals in the state, six lakh acres of additional land would be irrigated. The farmers should consult experts of CCSHAU, Hisar and Punjab Agricultural University, Ludhiana, for optimum use of their agriculture land and maximum return. Reiterating the promises
being fulfilled by his government, the Chief Minister
said that most of the promises had already been fulfilled
which include old-age pension by seventh of every month. |
Poppy husk seized, 4 held FATEHABAD, March 9 The police today arrested four persons, including two women, for the possessing poppy husk and registered a case against them. According to the SP 6.5 kg of poppy husk was seized from Angrej Kaur of Kotkapura in Punjab and 5 kg from Bachana of Bhunchokalan village near Bathinda. The others have been identified as Sukhbir of Rathora village in Uttar Pradesh and Prithpal of Bathinda. In another case, the
police has registered a case under Section 419 of the IPC
against a person who was appearing in the plus+2 board
examination here for another candidate. Ashok Kumar fled
from the examination hall, leaving the question paper and
the answer sheet, when he was found out. |
