SAD misusing Takht: Cong AMRITSAR, Jan 10 Even as ten out of the 15 executive members of the Shiromani Gurdwara Parbandhak Committee having allegiance to Mr Parkash Singh Badal have urged the Akal Takht chief to review the 'hukamnama'. (edict) issued by him to stall action against Mr Tohra till April 30 the Punjab Pradesh Congress Committee has alleged that the SAD leadership had been 'misusing' Sikh institutions, including Akal Takht and SGPC for political ends. Addressing a press conference here today, Mr Partap Singh Bajwa, General Secretary PPCC and former Cabinet Minister alleged that the Akali leaders had exploited the sentiments of the Sikh masses to come to power. But after coming to power, they forgot them. He said the Akalis got the Akal Takht to mediate and issue edicts from time to time for 'vested interest' yet challenged its authority. Their challenging the 'hukamnama' and levelling of serious charges of corruption against Mr Tohra had vindicated the stand of the Congress that the SAD had been misusing religion for its vested interest since Independence. The SGPC had become a den of corruption and its funds had been misused for political purposes, Mr Bajwa said. He said though even if Udham Singh Nagar was included in the proposed hill state Uttaranchal the SAD was unlikely to keep its promise to withdraw support to the Vajpayee government. Similarly though the SAD leadership exploited the sentiments of common Sikhs for more autonomy for states after coming to power they failed to take up the issue with the Centre. Mr Bajwa sought an immediate ban on the Bajrang Dal, Vishav Hindu Parishad and Shiv Sena following attacks on minorities. He said if Mr Vajpayee was indeed secular he must take stern action to curb the activities of organisations spreading Hindutva. He also condemned the SAD
for not raising its voice against the attack on Sikh
women in Sirsawa (Uttar Pradesh) recently. |
Mann pleads for visa to Akal Takht chief JALANDHAR, Jan 10 (PTI) Akali leader Simranjit Singh Mann said today that the US and Canadian governments should not have denied a visa to Akal Takht Jathedar Ranjit Singh on grounds of an earlier conviction, claiming that such grounds did not normally apply to political leaders. "Leaders emerging out of political or social revolutions or bringing in new ideas are often convicted. Even Nelson Mandela was convicted by the South African apartheid regime but that did not stop the USA from granting him a visa," Mr Mann told PTI here. He said the US action of withdrawing the visa after issuing it on December 22 was "nothing but utter humiliation meted to the Sikh community" as the Jathedar represented the supreme temporal authority. Mr Mann, who has been himself denied a passport since 1989 and has filed a writ in the Punjab and Haryana High Court regarding it, said Chief Minister Parkash Singh Badal and the Central Government were behind the denial of a visa to the Takht chief. He urged the USA and Canada to immediately grant a visa to the Jathedar, a key player in Mr Badals power tussle with the rival power centre, SGPC President Gurcharan Singh Tohra. Quacks spreading AIDS JALALABAD: AIDS has spreading in villages also. This is confirmed by a dual death due to AIDS in a small village of Chak Bazida (Tahliwala), 10 km from here. Dalip Singh, 30, son of a poor peasant Milkha Singh, dead of AIDS on October 6, 1998. He was admitted to PGI, Chandigarh, a few days before his death where the doctors found him as HIV positive. While going through the case history, it was revealed that Dalip Singhs wife also died of AIDS about one year ago at the PGI. But the reason of her death was not conveyed to her attendants by the PGI authorities because her body was taken back to her native place before the report of her HIV test could be known. However, an HIV positive blood report was attached to her file after the death. But the PGI authorities never bothered to inform the family of the deceased. Further investigation is more startling. As reported, the effected couple had allegedly no history of adultery. In fact, the lady had gone through a number of blood transfusion during her pregnancy and even after the delivery. Everytime the blood required was arranged from professional donors through various private clinical labs in nearby towns. It may be mentioned here that in this area a number of such clinical laboratories are being run by quacks, who also arrange blood from professional donors without HIV test. There is also no blood bank facility at Jalalabad subdivision. Another factor for the spread of AIDS is the use of non-sterilised syringes by quacks who mushroom in abundance in this area. According to an estimate there are about 500 quacks in this area. About six to seven quacks are practising in that very village. These quacks never bother to use disposable or sterilised syringes. However, the story does not end here. The deceased Dalip Singh, after the death of his wife Sheelo Bibi, through whom he got infected, remarried but the woman left Dalip Singhs house as soon as she came to know about the illness of her husband. It is not known whether she also got infected or not. The sad part of the story
is no-body has bothered to track down the woman who left
Dalip Singhs house, for she is potential danger for
whosoever comes sexually in contact with her. |
PSEB generating surplus power PATIALA, Jan 10 Owing to the commissioning of new power-generation units and low demand for energy in winter, Punjab State Electricity Board has 'surplus' power. Sale of this "excess" power to the neighbouring states of Haryana, Rajasthan, Delhi, Jammu and Kashmir has brought in more revenue. But board official are also hard put to ensure a match between production and demand. Chief Engineer Systems Operation, which monitors production and distribution of power of PSEB, Mr J.M. Vashisht told this correspondent that compared to average summer demand of 900 to 1000 MW daily, the power consumption is now down to between 580 to 610 MW. Though heaters are used in offices and households demand is nevertheless lower Mr Vashisht said. At present PSEB is generating an average of 640-680 MW daily leaving nearly 60 MW as surplus. This quantity is being sold to the neighbouring states especially Rajasthan and Haryana. Mr Vashisht said that the PSEB has already earned Rs 70 crore from the sale of this power and by the end of this financial year the amount is likely to cross Rs 200 crore. Rajasthan is buying six hours of power daily and has now requested an additional two hour supply as the sowing season is in full swing in the state in these months. Even Haryana has sent a request for additional supply of 15 lakh units. Similar requests are coming from states like Madhya Pradesh, Mr Vashisht said. Going by the trend, he
said, PSEB won't mind if winter stretches on as the
board's bottomline will improve. Mr Vashisht said that by
summer new units like Lehra Mohabbat and Ranjit Sagar Dam
would also work to full capacity and PSEB would have
excess power in summer as well. |
Tohra questions SAD stand on LUDHIANA, Jan 10 (PTI) "I have never said anything that might even remotely or indirectly damage the interests or image of the Punjab government or the Shiromani Akali Dal (SAD)", SGPC president Gurcharan Singh Tohra said here on Sunday. Addressing the audience after inaugurating a public school at Rajpura Road here, he said that the Akali-BJP alliance government in Punjab is bound to last its full term. I was prepared, to make any sacrifice including even my exit from the state, to see that the government lived upto the aspirations and hopes of the people who elected it and completed its full term", Mr Tohra said. Without giving any referring to the present crisis in the SAD arising out of his utterances suggesting Punjab Chief Minister and SAD President Prakash Singh Badal to relinquish the post Mr Tohra said his party had always stood for human rights, freedom of speech and press freedom and had fought tooth and nail against restrictions on them when Emergency was clamped on the country in 1975. He said his party ought to sit back and rethink its stand vis a vis such restrictions. Were they right in fighting for freedom of expression then or are they right in curbing it now, he asked. Referring to the financial
crisis in Punjab, Mr Tohra said that the government was
doing its best to overcome the same. He assured the
people that nobody would be allowed to disturb peace in
the state. |
Kidnapped man rescued GURDASPUR, Jan 10 (UNI) A local youth who was kidnapped by two car-borne men in the town on Friday evening, was rescued yesterday allegedly from the house of close relatives of Punjab Minister of State for Public Relations Sewa Singh Sekhwan, police sources said today. The police sources said Varinderjit Singh, in his early twenties, was recovered from the house of Nabipur village sarpanch Maninder Singh and his brother Joban Singh, whose sister is married to the minister. The two brothers managed to escape, the sources added. The city police has registered a case of abduction and criminal intimidation under Sections 364 and 506 of IPC against the two brothers on the complaint of the victim. Meanwhile, All India Sikh Student Federation (Gill) senior vice-president Kanwaljit Singh Bitta today appealed to the Punjab Chief Minister to take suitable action against the minister. alleged that the abducted youth was tortured the whole
night in the house of the sarpanch. |
BJP satisfied with Badal govt HOSHIARPUR, Jan 10 After presiding over the quarterly meeting of the state executive of BJP here today, Mr Daya Singh Sodhi president Punjab BJP, said that the political situation in the state was discussed and the executive was satisfied with the performance of its organisations. He was talking to media persons here this afternoon. He said SAD-BJP relations were also discussed and it was felt that due representation in the formations of market committees and some corporations and boards had not been given to the party. However, the meeting was satisfied with the overall functioning of the SAD-BJP government. Replying to a question Mr Sodhi said that present crisis of SAD leadership was an inner-matter of party. Its alliance was with the SAD and not with any individual leader. Replying to another question he said that leaders of the BJP would participate in the tercentenary celebrations of the birth of the Khalsa in their individual capacity. Participation at the party level was not discussed. He said after joining the government the party had gained popularity in rural areas of Punjab. He said that 1187 sarpanches and 1400 panches of the BJP had been elected in the last panchayat elections whereas previously it had hardly any. He said workers camps would also be organised to mobilise them further party office-bearers, ministers and central leaders would participate in these camps to guide workers for strengthening the party further. He said that meeting also appreciated the Centre for reducing the price of diesel. Replying to a question he said that BJP would approach the state government to reduce bus fares in light of the reduction of diesel prices. He said that the meeting of all the district presidents of the state was held here yesterday in which organisational matters were discussed. Mr Balramjidass Tandon, Minister for Local Bodies who was also with Mr Sodhi said abolition of octroi was not possible. However some changes were being done in the octroi schedule to benefit the common man. Thus a single transit pass for goods would be introduced within this month for the entire state. Bitta TAPA (Sangrur), Jan 10 The former, Indian Youth Congress (IYC) president, Maninderjit Singh Bitta today urged the centre to award the death sentence to terrorists. Addressing a well-attended rally organised by the Shaheed Bhagat Singh Club in association with the local unit of the Youth Congress, Mr Bitta demanded that BJP-led coalition government should pass a bill in this regard in Parliament at the earliest. He said the Union Home Minister Mr L K Advani, who advocated the death sentence for terrorists possessing explosives like RDX was now backtracking on his promise. He said India government should hold talks with USA and Canada for destroying training camps of Punjab and Kashmiri terrorists in Pakistan. He said Mr Farooq Abdullah's statement that Kashmiris training in Pakistan camps should return was not in the interest of the nation. He also condemned the setting free of the killers of Lala Jagat Narain and Sant Harchand Singh Longowal. He said the allegation by Mr Jagmeet Brar that Mr Badal had taken crores of rupees as commission in the oil refinery project was Mr Brar's personal view and the PPCC had nothing to do with it. He said the Congress would take out a secular march on the eve of the tercentenary occasion of birth of Khalsa from Patna Sahib, for which a 41 member committee had been set up. call for bandh on Feb 22 PATIALA, Jan 10 The state unit of the Shiv Sena (Bal Thackeray) has decided to observe February 22 as 'chetawani diwas' and for that hold a bandh in the state. Stating this at a press conference here today, Mr Pawan Kumar Gupta, state President, Shiv Sena (Bal Thackeray), said the call had been given in protest against the policies of the SAD-BJP government. Mr Gupta has demanded action against police officers responsible for torturing party activists at Patiala and Sangrur and withdrawal of taxes, including octroi. He also criticised the government for giving too many benefits to the farmers and putting financial pressure on trading community. The Shiv Sena also reiterated its threat not to allow the Test match between India and Pakistan scheduled at Mohali on March 31. He supported the stand of

Computers from primary level ROPAR, Jan 10 The Punjab Government has formulated a programme to introduce computer education at the primary level in the state from the next academic session to cater to the needs of rural as well as urban students, studying in government schools. This was disclosed by Mrs Surjit Kaur Sandhu, Education Secretary, Punjab, while presiding over the inaugural function of Sardar Gurdev Singh Kang Memorial Rural Institute for Career Courses at Bassi Gujran village about 25 kilometres from here yesterday afternoon. The institute has been set up by the Malwa Rural Education Society, Chamkaur Sahib. Mrs Sandhu said the government had taken the decision in view of the importance of computers in every sphere of the life. With the introduction of computer education in primary schools the new generation would be able to cope with information technology. Mrs Sandhu said that our government was committed to promote education in rural areas of the state, so that our rural children could compete with the urbanites at the state level national level competitive examinations. She said the state government had approved a sum of Rs 60 crore for providing infrastructure in rural schools including water, chairs and stables and improvement of buildings etc. She said, recruitment of teachers would be done at the earliest and stressed upon the need for job-oriented education as the prevailing education system had failed in curbing unemployment. Mrs Sandhu, while appreciating the Malwa Rural Education Society for promoting career education in rural areas said state government would provide all facilities to such institutions. She also assured the institution of affiliation on a priority basis. Mrs Sandhu announced a Rs 2 lakh award for the institution. Dr Kaler who inaugurated the school stressed upon the need of computer education and not depending on the financial assistance of the government also. He also donated Rs 5 lakh for the institution. Panchayats to sell subsidised flour BATHINDA, Jan 10 The Punjab Government has contemplated a plan to sell "atta" (flour) through panchayats at a subsidised rate of Rs 7.45 per kg. The proposal to sell flour through panchayats, floated by state Food Minister, Mr Chiranji Lal Garg, is being considered by the Chief Minister, Mr Parkash Singh Badal, and a final decision in this regard would be taken shortly. Talking to TNS, Mr Garg said the Punjab Government had decided to sell flour, at a subsidised rate in the open market and ration depots. He said flour mill owners had been asked to contact their respective food and supply controllers to take the required quantity of wheat to make flour. Mr Garg said the government would sell 1 quintal of wheat to the mill owners at a rate of Rs 645, who in turn would sell flour at 715 per quintal in a single bag and Rs 745 per quintal in 10 bags of 10 Kg each. He said Rs 65 per quintal would be paid to the mill owners as transportation washing and grinding charges adding that, every mill owner would print his mill's name and minimum rate on the bag of wheat. He said to check any type of bungling, flying squads had been constituted and Deputy Commissioners had been made chairmen of the wheat allocation committees. To a question, he said the Central Government had permitted the Punjab Government to take as much wheat as was required from the central pool for selling flour in the open market on subsidised rates. He said there was no ceiling on mill owners for stocking wheat. He disclosed that if the government succeeded in keeping the wheat flour prices under control, Punsup would contact the mill owners of the neighbouring states to sell flour on subsidised rates. GURDASPUR (FOC): People belonging to the weaker sections in Punjab have to purchase flour at an exhorbitant price of more than Rs 8 per kg. The situation has reportedly been brought about by the "discriminatory" tax structure prevalent in northern states. According to Mr Raman Aggarwal, Vice-President, Punjab Flour Millers Association, wheat is being sold at Rs 700 per quintal in Punjab as compared to Rs 650 per quintal in Delhi, Himachal Pradesh and Jammu and Kashmir. This was due to the varied tax structure. He said a uniform tax structure should be established. He said the supply of flour had suffered due to procedural delays. As many as 40 lakh tonnes of wheat had been released by the Central Government about two months ago but flour mills in Punjab had not got the wheat supplies so far. This had adversely affected the public distribution system. Mr Aggarwal alleged that
the working conditions of the mills had been on the
decline for the past two years. Only 25 per cent of the
total capacity of milling was being utilised. |

quota for women JALANDHAR, Jan 10 Former Union Minister Mrs Margaret Alva, defended "reservation for women", without which women would not get due representation in the decision making structure. Speaking here today at a seminar on "Women Reservation" organised by "Thinkers Forum" Mrs Alva, said that the time had come to make space within our power structure for women who constitute 50 per cent of the population so that they can become "decision makers". Agreeing that "reservations" always generate tension in all political parties she said that it was unfortunate that after 50 years of independence women comprised nearly 10 per cent of members of Assemblies and Parliament although the percentage of winning woman candidates was higher than males. She said the RJD-was opposing the "Reservation Bill", in Parliament but its party president, Mr Laloo Prasad Yadav had his wife Rabri Devi elected as Chief Minister. She was however, against division of women in the name of "religion, caste or social status" Blaming, political parties for delaying the bill on women reservation she alleged that "they will never vote against the bill also as, 50 per cent of their voters are women". Parties and the Congress has assured support for the
bill, some political parties are not interested in
passing it. |

stone of 30-cr plant JALANDHAR, Jan 10 Chief Minister Parkash Singh Badal, today laid the foundation stone of a Rs 30-crore potato flakes manufacturing project at Rasulpur Kalan by Nalley's Canada Limited in collaboration with PAIC and P.S. Sangha and Sons of Jalandhar. Speaking on the occasion, the Chief Minister stressed the need to develop strong agro-industry linkage for producing processed products. He said the Punjab Government had already upgraded the international air-port at Amritsar with cargo facility which would give a fillip to export. He said the government would set up various units with an investment of Rs 100 crore to process products from wheat, paddy and cotton. Meanwhile, addressing a gathering of NRI investors organised by the NRI Sabha here, Mr Badal vowed to redress all problems being faced by the NRIs desirous of investing in the state but lamented that they were lagging behind in participating in the country's development compared to other nations. BSP flays attacks on Dalits FEROZEPORE, Jan 10 The proposal of the Punjab Government to downsize the bureaucracy and impose a 15 per cent on non-plan expenditure to tide over the present financial crisis would be ineffective in tackling the crisis. Talking to mediapersons at a press conference here today, Mr Avtar Singh Karimpuri, general secretary, Bahujan Samaj Party, Punjab, added that if the SAD-BJP government really wanted to reduce expenditure it should implement a "right" economic policies. Mr Karimpuri said that the present state government was not a "Panthic government" as Mr Badal and the Akalis were claiming. Regarding tercentenary celebrations of birth of Khalsa the BSP leader suggested that it should be celebrated as a commitment for abolishing casteism in society. Cabinet BARETA (Mansa), Jan 10 A number of industrial organisations, panchayats and goldsmiths union representatives here have urged the Prime Minister, Mr Atal Behari Vajpayee, to give representation to Mansa district in the Cabinet by making the Rajya Sabha member, Mr Balwinder Singh Bhunder, a minister. In a letter written to the Prime Minister, these organisations pointed out that in the past 51 years Mansa district has not been represented in the Union Cabinet. It stated that Mansa

Rapist teachers in police custody HOSHIARPUR, Jan 10 (UNI) With the arrest of second teacher, also of Government Senior Secondary School at Sariala Mundia, on a charge of raping a school student at Anandpur Sahib on December 7, both Mohan Singh (45) and Iqbal Singh (30) have been remanded in custody of the Anandpur Sahib police till tomorrow. The remand was given by Judicial Magistrate Baldev Singh Sodhi on January 8, police sources said here today. The Anandpur sahib police had registered a case of rape and illegal confinement against both accused under Sections 376, 342/34 of IPC on December 22 after the victim, a teenaged Dalit girl student of plus two class, lodged a complaint with the Hoshiarpur police who, in turn, took up the case with the Ropar police. The girl was allegedly raped during a school trip to the holy town on December 7 last year. Both Mohan Singh and Iqbal
Singh have been suspended and transferred out of the
district, according to Education Department sources. |

Addressing a meeting of Excise and Taxation officers he said while mopping up revenue the officers must ensure "transparency" and work within the parameter of the rules. The Chief Minister
directed the Police Department to check illegal
distillation in some areas as reported from different
quarters. Strengthening the check-posts in the border
areas is a must to stop illegal flow of liquor from other
states. He also directed the DGP to make available more
force to the Excise Department for checking the illegal
activities by unscrupulous elements in the trade. |
'Road Safety Week' functions PATIALA, Jan 10 The Transport Department, district traffic police and social organisation here celebrated "Road Safety Week". A programme was held on Saturday at Polo Ground ADC Capt R.S. Randhawa spoke on road safety. Programmes were organised at Dera Bassi, Zirakpur, Rajpura, Samana, Patran and Patiala to guide truck drivers and other on road safety. College teachers to protest from
Jan 12 PHAGWARA, Jan 10 After remaining on strike for 26 days in August and September, private college teachers are again on the warpath, both at state and national levels, to press for the acceptance of their demands. According to sources here today, the Punjab and Chandigarh College Teachers Union has announced plans to stage dharna's at GNDU (January 12), January fifteenth Punjab University (January 15) and Punjab University (January 16) to press for their demands. Besides, three massive rallies would be held in the constituencies of the Chief Minister, the Finance Minister and the Education Minister. The first would be held at Banur, the Finance Minister's constituency, on January 19. Teachers from various colleges of Patiala, Ropar, Sangrur, Fatehgarh Sahib, Ludhiana, Nawanshahr and Chandigarh would participate. The members of the

Seminar on South Asian languages PATIALA, Jan 10 On the second day of the International Conference of South Asian Languages (ICOSAL-II) being hosted by the Punjabi University, Patiala, many eminent linguists from India and abroad presented their research papers on various topics. A research paper presented by K Bhattacharya and U N Singh discussed strategies for translating and interpreting abstract poetic texts. Dr K Kapoor in his lecture on parts of speech, in Indian grammer dwelt on the usefulness of grammer. Dr Baris Zakharyin said that the first challenge to Panini was raised not by linguists but by philosophers, namely by Vasubandhu. Other prominent linguists

have new judicial complex MALERKOTLA, Jan 10 The government has sanctioned new civil and judicial complex at Dhuri, according to Mr Hussan Lal, SDM Dhuri. The SDM said a new Sub-tehsil complex would be built at Sherpur in Dhuri subdivision. A grant of Rs 34.73 lakh
had been distributed in Dhuri subdivision among 681 SC
girls for their marriage under the "Shagun"
scheme of the Punjab Government. |
