early advantage NEW DELHI, Dec 28 India and Sri Lanka today signed a historic free trade agreement (FTA), setting the pace for economic cooperation in the South Asian region. The agreement, which was signed at Rashtrapati Bhavan this evening, became a reality after a decisive go ahead by the Prime Minister, Mr Atal Behari Vajpayee, after a one-to-one 30-minute talk with the visiting Sri Lankan President, Mrs Chandrika Kumaratunga, at Hyderabad House. A memorandum of understanding for setting up a India- Sri Lanka foundation was also signed. The agreement, which had been worked out during the recent visit of the Sri Lankan Foreign Minister, Mr Lakshman Kadirgamar for a joint commission meeting, had run into last-minute problems. Senior External Affairs Ministry officials said till this morning there was no indication whether the trade agreement would be signed today. Even a handwritten entry on signing of a trade agreement in the typed official programme was included later. It was only after the 30-minute one-to-one meeting between Mrs Kumaratunga and Mr Vajpayee that a decision on the matter was taken. Differences reportedly cropped up between the two sides on the issue on value-addition to third-country goods by Sri Lanka which may find their way to India and adversely affect smaller Indian business establishments. The agreement would pave the way for reduction in tariff which would give a decisive push to bilateral economic cooperation. The fast-track bilateral trade agreement would help diversify two-way trade. Sri Lanka is the first country in the SAARC region to accept Indias offer. However, Bhutan and Nepal have traditionally had free trade arrangements with this country. At the SAARC summit Mr Vajpayee had unilaterally announced reduction of quantitative restrictions on imports from SAARC countries and offered removal of all barriers. During their half-an-hour talk, the two leaders discussed bilateral and regional issues and reaffirmed convergence of views on these, a Ministry of External Affairs spokesman said, adding that talks were held in a cordial atmosphere based on trust and friendship. Both Mrs Kumaratunga and Mr Vajpayee agreed that efforts should be increased to accelerate economic cooperation in the region. Asked whether Sri Lanka had sought Indias mediation in resolving the LTTE problem in the island-nation, the spokesman said New Delhi had already clarified that the issue had to be resolved by Colombo. Mrs Kumaratunga, who arrived here yesterday on a three-day visit, was accorded a warm ceremonial welcome at the forecourt of Rashtrapati Bhavan where she was received by the President, Mr K.R. Narayanan, the Prime Minister and his senior cabinet colleagues. The Sri Lankan President held parleys with Mr Vajpayee and the External Affairs Minister, Mr Jaswant Singh. Later, Mrs Kumaratunga held separate meetings with the Vice-President, Mr Krishan Kant and the Home Minister, Mr L.K. Advani. Earlier, both Mrs Kumaratunga and Mr Vajpayee laid the foundation stone for the expansion of the Sri Lanka pilgrims rest house in New Delhi for which land was gifted to Sri Lanka by Indias first Prime Minister Jawaharlal Nehru. Speaking on the occasion, the Sri Lankan President said that pilgrims rest house "will stand tall as a monument to the abiding friendship between the people of India and Sri Lanka, as well as a becon of tolerance and peace". "It will also be a landmark that will signal traditional hospitality extended by the government and people of India towards Buddhist and other pilgrims who come to India from distant lands", she said. The Prime Minister said: "A centre of this kind will provide opportunity to travellers from Sri Lanka, India and perhaps elsewhere to rest a while, to interact and share their thoughts and experiences and draw sustenance from one another so that they can move on, refreshed in body, mind and spirit." The President, Mr K.R. Narayanan held a banquet in honour of the visiting Sri Lankan President. In his speech on the occasion, he said Indo-Sri Lankan cooperation would help the region rise to its full stature in the world. The President said Mrs Kumaratungas visit had provided an opportunity for a purposeful review of bilateral cooperation and for updating strategies and initiatives for the future. "Of fundamental importance among these is the proposal for a bilateral free trade area which is now being actively pursued. This is an imaginative concept with great promise for growth and divsersification of trade, investment and other economic exchanges. India is committed to the realisation of this proposal which we believe, can initiate a pattern for the South Asian region", Mr Narayanan said. Expressing satisfaction over the visit, he said India and Sri Lanka had established a tradition of collaboration beyond SAARC. He said that these interactions in the international field which encompassed a wide range of crucial and complex issues, relating in particular to reform and restructuring of the United Nations Security Council, the questions on world economic devlopment, as well as disarmament and international terrorism reinforced "our capabilities in dealing with the challenges of the present-day world." The President said India
could look forward to a new era of active and dynamic
cooperation on friendship and mutual trust that existed
between the two countries. |
Gough puts England back in game SYDNEY, Jan 2 (Reuters) A Darren Gough hat-trick prompted an Australian collapse on the first day of the fifth and final Ashes Test today. The England pace bowler
claimed the wickets of Ian Healy, Stuart MacGill and
Colin Miller with successive balls as Australia lost
their last five wickets for three runs in the space of 15
deliveries. They were all out for 322. The collapse was triggered by the dismissal of Mark Waugh, caught by wicketkeeper Warren Hegg off Dean Headley. Healy followed in the next over when he edged Gough to Hegg for 14. Gough then bowled MacGill and Miller with his next two balls to become the first Englishman this century to take a hat-trick against Australia. Headley, who finished with four for 62 to follow his match-winning six for 60 in the fourth Test, picked up the final wicket in the next over when he found the edge of Glenn McGraths bat. Australia have already retained the Ashes but need to win or draw the final Test to complete a record sixth successive series win after England scored a dramatic 12-run victory in the Melbourne Test to go into the final match just 2-1 behind. Their victory breathed new life into the series to the point that ground officials were forced to turn away thousands of spectators at the gate after the opening day was sold out for the first time in Sydney for 25 years. Englands late fightback was in stark contrast to the rest of the day when Australia appeared to have all the luck. The touring team suffered an early blow when opener Mike Atherton pulled out of the match with back pain then another when Australian skipper Mark Taylor won the toss for the fifth time in the series. But England overcame their early setbacks, picking up the wickets of Taylor (2), Michael Slater (18) and Justin Langer (26) to reduce Australia to 52 for three in the first hour before the Waugh twins turned the match Australias way. The Waughs came together midway through the first session and were not separated for three and a half hours. They completed their fifth century stand in Test cricket shortly after lunch then reached their fifties shortly afterwards. But Steve, who passed Greg chappell as Australias fourth highest run scorer in Tests early on in his innings, fell four runs short of his 18th Test century after tea when he was deceived and bowled by off-spinner Peter Such. His 202-minute innings came from 171 balls and included 10 boundaries. He claimed an unwanted slice of cricketing history as the first player to finish a Test in the 90s on nine separate occasions. He had previously shared the record of eight with West Indian Alvin Kallicharan. Brother Mark went on to
complete his 16th Test hundred after four hours six
minutes. He faced 175 deliveries. |
BCCI refuses match to honour Gavaskar MUMBAI, Jan 2 (PTI) The Indian cricket board (BCCI) has not acceded to Mumbai Cricket Associations (MCA) request to grant a match to felicitate "Maharashtra Bhushan" Sunil Gavaskar as the proposal "had been brought up abruptly" at its Working Committee meeting in Delhi on December 30. BCCI chief Raj Singh Dungarpur told PTI, "Yes, we did not accede to the request due to a couple of reasons. It was brought up abruptly (by MCAs Joint Secretary Pravin Barve) and it is difficult to fix a date (for the match) because of Indias tight schedule. "There was also the proposal to invite foreign players, which we could not accept. Otherwise, there was no question of not granting a match to honour a person of Gavaskars stature", he added. MCA President and Maharashtra Chief Minister Manohar Joshi had announced at MCAs prize distribution function here in November that a cricket match would be specially organised and Gavaskar conferred "Maharashtra Bhushan" award, already announced earlier, during the tie in a befitting manner. Dungarpur also revealed that the board has received a request from the widow of Raman Lamba for a benefit tie and indicated "hers was a deserving case like (another ex-Test player) Ramnath Parkar". Lamba died after being hit
on the head by the ball while fielding close-in at Dhaka
during a local league match while Parkar is virtually
bed-ridden after suffering a serious head injury in a
scooter accident here in December 1995. |
UT team
prepares for nationals CHANDIGARH, Jan 2 The Chandigarh (under 21 years) team tasted victory in the North Zone National Football Championship at Varanasi (UP) in December last and qualified for the All India Inter Zonal National Football Championship (under 21years) to be held at Jodhpur in the middle of February. The credit for this victory goes to the young budding city players and their coach Harjinder Singh, a former international player and coach of the Chandigarh Sports Department. The players and the coach worked tirelessly for this achievement, according to Mr Rakesh Bakshi, Secretary of the Chandigarh Football Association. The Chandigarh Football Association got affiliation with the AIFF in 1996 and fielded it team in the Junior National Football Championship at Midnapur (West Bengal) in 1996. The coaching camp for the team was held under the supervision of Harjinder Singh. The team gave an excellent performance and reached the quarter-final. The same team was fielded in the under-21 years National Championship which was held at Kapurthala in 1997 and reached the semi-final stage and then lost to Indian Railways 2-1, who went on to win the title. The same team was retained for the 1998 National Championship. The coaching camp started ahead of the North Zone National Championship under the supervision of Harjinder Singh and the rest is history. Chandigarh beat Himachal Pradesh and lost to UP in the initial league matches. However, in the semi-finals Chandigarh boys beat mighty Punjab 2-0. Chandigarh then best hosts UP by 2-1 goals in the final and lifted the winners trophy. Gurminder Singh of Chandigarh was declared the best player of the championship. The coaching camp for the Chandigarh (under-21) team has started at Government Model Senior Secondary School, Sector 23, under the supervision of Harjinder Singh. He is hopeful that the team will perform well at Jodhpur also. The performance of the Chandigarh team has won appreciation at the just concluded annual general meeting of the All India Football Federation at Bangalore. According to Mr Bakshi, Mr P.R. Dass Munshi, President, AIFF, specially mentioned the achievement of Chandigarh players and congratulated the team players and officials of the Chandigarh Football Association. Similarly, a coaching camp
for the Chandigarh (under-19) team is in progress at DAV
Senior Secondary School, Sector 8. The team will
participate in the Junior National Championship to be
held at Imphal (Manipur) from January 17. Twentytwo
probables are attending the coaching camp. |

girls win JALANDHAR, Jan 2 After trailing by one goal in the first-half, Guru Nanak Dev University, Amritsar defeated Indo-Cal Hockey Club of California (USA) in a Pool B match of the third Surjit Women's Hockey Tournament, which started here at the local Olympian Surjit Hockey stadium Burlton Park, here. In this inaugural match of the day Guru Nanak Dev University Amritsar defeated Indo Cal Hockey Club of California (USA) by 2-1. Earlier Mr Manoranjan Kalia Minister for Health and Family Welfare, Punjab inaugurated the tournament. The inaugural match of the day provided clean and positive hockey. The American girls exhibited European style hockey of long passes while the university girls played Asian style hockey of short passes. The American team opened their account in the 14th minute when their inside-right Jordyn Kramer drove down a through pass to inside left Megan Sainsbury who sounded the board. After the lemon brake the university girls restored parity in the 49th minute when their outside-left Rajrani sounded the board (1-1). The university girls did
not reduced the pressure and continued their attacks. In
the 69th minute just before the final hooter, Rajrani
again sounded the board to give a 2-1 victory to her

Major upset
in Junior chess JALANDHAR, Jan 2 On the eighth day of the 28th National Junior Chess Championship in the local MGN Public School, Jalandhar, it was a day of draws on top tables. The day also saw a major upset with international master Tejas Bakre going down to less fancied V.R. Kamble of Maharashtra, ranked 25th in the tournament. The picture in the tournament remained most unclear at the end of the eighth round with five players emerging as leaders with 6½ points, keeping the question wide open as to who will take the national junior champion title. The first two tables witnessed cautious approach by leaders of yesterday's round leading to drawn games. However, on table No. 4 Pramod N. of Maharashtra blundered his rook in the very early game and lost the game to T.V. Karthekeyan of Tamil Nadu in just 14 moves. V.R. Kamble of Maharashtra, playing white, was aggressive from the beginning and rebuffed all attempts by international master Tejas Bakre of Indian Airlines to equalise. On move 37 Kamble sacked his bishop exposing Bakre's King threatening the mate by his Queen. Bakre didn't have any sound reply and went down in just 45 moves. On table No. 5 Beenish Bhatia of Hyderabad played under par and could not match tactics of fancied Abhey Karnataki of Maharashtra. In the complicated middle game Beenish gave up his Queen for two pieces and thereafter was uncomfortable and went down in just 27 moves. On table No. 3 P. Harikrishna, Former under-10 world championship from Andhra Pradesh, playing white against Rishipal Singh of Hyderabad, attacked from the very start of the game in English Symmetrical Opening has put Rishipal Singh on the defensive. On move 17 he offered a knight for sacrifice on d6 and the Hyderabadi player under pressure accepted the sacrifice loosing his Queen for two pieces and the rest of the game was technique for the young Andhra player who closed on the black King in 39 moves. At the end of the eighth round, International master K. Sasikiran, S. Kidambe, R. Karthik, T.V. Karthekeyan all from Tamil Nadu, P. Harikrishna of Andhra Pradesh were leading with 6½ points. leads Bihar fightback PATIALA, Jan 2 If it was 13-year-old Hyderabadi batsman at Rayudu's day yesterday, the spotlight today was on Bihar's gritty opening batsman Munish Vardhan, who scored a fluent unbeaten 94, on day two of the All-India Vijay Merchant Trophy pre-quarter final match played at the Dhruv Pandove Stadium here today. In reply to Hyderabad's score of 320, Bihar had clawed their way back into the game, being 136 for two at the draw of stumps. Shrugging of his initial tentativeness, Munish Vardhan opened up to play some dazzling strokes, on both sides of the wicket to lead Bihar's fightback on a day when the match once again started two hours behind schedule due to bad light. Bihar started their reply on a steady note with openers Vardhan and Sandeep Vig putting on 83 for the opening wicket before right-arm leggie Jatin Mehta struck for Hyderabad, effecting a double strike. Vardhan could have easily completed his century today but towards the end of the days play, he replaced dash with doggedness to remain unbeaten on 94 in his team's total of 136 for two. Earlier, resuming from
their overnight score of 223 for four, the dice seemed to
be rolling favourably for Hyderabad till left-arm spinner

International meet in city CHANDIGARH, Jan 2 (BOSR) Chandigarh will play host to the International Tennis Tournament from January 11, where some of the top ranked tennis players of the world drawn from twentyfive countries would vie for honours, according to Mr Rajan Kashyap, Chairman, Chandigarh Lawn Tennis Association the organiser of this biggest extravaganza. The tournament, named Gold Flake Aces ITF Men's Future Circuit will have prize money to the tune of 10,000 dollars. Mr Jagdish Sagar, Adviser to the Chandigarh Administrator presided over a meeting of the organising committee, said Mr Kashyap and the UT Administration had promised full support to the smooth conduct of the tournament. The main draw of 32 would comprise of 20 direct entry on the basis of international rank and eight players to be selected from a total of 64 players participating in the qualifying tournament which would be conducted on January 9 and 10. The organising committee would be giving wild card entry to four players in the main draw. Moreover, the world ranking of the participants in the main draw as per ATP points is between 300 to 600. The present tournament is the first of the Indian International circuit which consists of three independent tournaments carrying vital ATP points. The remaining two such tournaments will be played at Ahmedabad and Mumbai later this month. Chandigarh has earlier successfully conducted four International Satellite tournaments in 1990, 1994, 1996 and1998. Like in the past, this tournament will also be played on grass, with matches till the semifinal to be played in the Chandigarh Club and the semifinals onwards at the centre court of the CLTA Stadium, Sector 10, Chandigarh. Mr Gurpal Singh, Secretary of the CLTA, told that so far 87 foreign players had sent their entries and the tournament was evoking tremendous response from the Indian players also. There would be a tough draw for the qualifiers to get entry in the main draw. The players with the highest ATP points like Luke Milligan (373) of the UK and Amir Hadad (380) of Israel, are among the top ranked players who would participate in the tournament. The Indian challenge will include Harsh Mankand and Vijay Kanan. Promising and the budding youngsters of Chandigarh will also have the opportunity to play with top players in the qualifying rounds. Mr Luigi Branambilla of Italy will be the ITF superviser. The countries whose players will figure in the tournament include, Great Britain, Israel, France, Switzerland, Sweden, the USA, Canada, Czech Republic, Russia, Japan, Ireland, South Korea, Thailand, Croatia, Pakistan, Italy, Hungary, Slovania, Poland, Uzbekistan, Romania, Slovakia and host India.
