MLAs' suspension: uproar in

CHANDIGARH, Feb 4 — The Haryana Vidhan Sabha today again witnessed uproarious scenes, culminating in the naming of the Leader of Opposition, Mr Om Prakash Chautala, and a boycott of the proceedings of the House for the remainder of the day by the entire Opposition.

As soon as the House assembled Lok Dal and Congress MLAs pleaded with the Speaker with "folded hands" to revoke the suspension of nine Opposition MLAs.

The Speaker, Prof Chhattar Singh Chauhan, too, requested the Opposition with "folded hands" not to disrupt question hour and have their say during zero hour. He was supported by Education Minister Ram Bilas Sharma, Public Works Minister Karan Singh Dalal and Public Health Minister, Jagan Nath.

Home Minister Mani Ram Godara pointed out that the Speaker had no role in suspending the members or in revoking it. This was the decision of the House. Prof Chauhan agreed with him.

Mr Chautala, who was to initiate the debate on the Budget estimates, kept his cool for about 25 minutes and let his colleagues take up the cudgels for the suspended members. Even provocations from Mr Dalal and Mr Jagan Nath failed to move him.

However, after Mr Dev Raj Diwan (Ind) did not read out his question on the Speaker's asking and Prof Chauhan called the next question, Mr Chautala rose to say something. He was not allowed to speak by the Speaker. This led to sharp exchanges between Mr Chauhan and Mr Chautala. Ultimately, the Speaker named Mr Chautala and asked him to leave the House.

Initially certain Lok Dal members sat in dharna in the well of the House. But they were persuaded by Mr Khurshid Ahmed to join the Congress in a walkout. Later, the Opposition announced its decision to boycott the rest of the proceedings. The debate on the Budget was initiated by the Minister of State for Housing, Mr Sat Narain Lathar, instead of an MLA, as is the tradition.

Zee TV to telecast KU programmes

KURUKSHETRA, Feb 4 — The educational programme of the Directorate of Correspondence Courses Kurukshetra University, will be telecast on Zee TV.

Stating this here today, the Vice-Chancellor of Kurukshetra University, Dr M.L. Ranga, said that the university administration and the Zee TV management had almost reached an agreement to beam the educational programme for the students of the DCC Kurukshetra University on the pattern of Doordarshan which telecasts educational programmes for the students of Indira Gandhi National Open University (IGNOU) and University Grants Commission (UGC).

Dr Ranga said that an MoU with Zee TV meant for Zed was in the pipeline and once it was done, it would benefit thousands of students of the DCC who would learn from the Zed programme regarding their courses.

Dr Ranga said that popularity of the DCC courses had become so widespread that even Arabian students had shown interest in joining various professional courses of the DCC. Their strength was so high that a new study centre would be set up in Dubai in the ensuing academic session to meet the demand, he added.

Dr Ranga said that the Personal Contact Programme (PCP) of various courses organised by the Directorate of Correspondence Courses was drawing a large number of students in its classes. The attendance in the PCP classes had touched the high of 95 per cent.

He said that the first phase of the PCP was over. About 6,000 students of undergraduate courses got coaching and interaction with the teachers at the 10 PCP centres set up in the state for the purpose. The second phase of PCP classes had started in which the students of courses like the diploma in tourism and hotel management, diploma in tour and travel management, diploma in library sciences, bachelor of library sciences, postgraduate diploma in translation, MA in history, English, Punjabi, Sanskrit, financial management, BBA, PG diploma in journalism and mass communication, LL.M. and M.Phil in economics were attending classes.

Dr Ranga said that a special PCP centre had to be created in the Government Polytechnic College for Women, Ambala City, for the students of library sciences information science. Since a large number of students particularly girls from Himachal Pradesh and Punjab, had joined this course, the PCP classes at the Ambala centre would continue to be organised up to April.

In spite of girls being allowed to appear in the examinations privately for various courses, the strength of the registered students with the DCC had touched the high of 24,000 by January 31, 1999, he added.

Haryana Open School exam results declared

BHIWANI, Feb 4 — The result of Matric and Senior Secondary examinations, December, 1998, of Haryana Open School have been declared. The results show unprecedented increase in the overall pass percentage.

Disclosing this the Secretary of the Board of School Education, Haryana, Mr Mansa Ram Sharma, said here today that the result of Matric examination was 25.27 per cent this year as compared to 21.24 per cent last year. The pass percentage of the Senior Secondary examination turned out to be 18.32 this year whereas last year it was 14.10.

The Secretary further said that 4432 candidates appeared in the Matric examination and 1120 were declared successful. He said 3498 male candidates took the examination and 845 were declared pass giving a pass percentage of 24.15. On the other hand 934 female candidates appeared in the examination and 275 got through. The pass percentage was 20.44.

He said 3596 candidates appeared in the Senior Secondary examination and 659 were declared successful. He said 2332 male candidates took the examination. He said 1264 female candidates appeared in the examination and 271 were declared pass giving a pass percentage of 21.43.

The Secretary said that the results of Matric and Senior Secondary examinations, December, 1998 of Haryana Open School would be available at all the District Co-ordination centres of the Board. He said that candidates could also see their results at the offices of District Education officers in those districts where District co-ordination centres of the Board had not been established.

He said that the last date for depositing examination forms for Matric and Senior Secondary examinations, June, 1999, was March 30, 1999, without any late fee. After this date a late fee of Rs 200 would be payable upto April 15. The candidates could also deposit their forms after April 15 up to one month before the commencement of the examinations with a late fee of Rs 300.

Medicos decry govt decision

ROHTAK, Feb 4 — Resident doctors and medical students of the Pt B.D. Sharma PGIMS here are up in arms against the government's decision to deny 10 per cent advantage for students of the institute in MD and MS entrance examinations.

Through a memorandum submitted to the Director of the institute, they demanded that the government should reverse its decision within 72 hours failing which they would launch an agitation.

The classes today remained suspended as the students protested against the "autocratic" decision of the government. The doctors and the students wore black badges and held a general body meeting to denounce the decision.

They said the advantage to the internal candidates of an institute was being given in every state and by premier institutes like the AIIMS and JIPMER.

The Resident Doctors Association, in a statement said the decision would result in unemployment among the doctors. The exodus of the doctors from the PGI had further added to the acute shortage of doctors.

It said the pay being given to the resident doctors was meagre as compared to other institutes.

The association also criticised the government for enhancing the HCMS quota to 33 per cent without increasing the qualifying marks which were presently 20 per cent against the open merit of over 65 per cent.

Besides demanding the withdrawal of the hike in hostel fee, the association said supplementary students of the 1993 batch should be allowed to take the MD/MS examinations.

Jat society awaits administrator

ROHTAK, Feb 4 — Failure to appoint an administrator for the Jat Education Society here has jeopardised the day-to-day functioning of the Jat educational institutions.

The three-year term of the Jat Education Society ended on December 23, last year and it failed to hold elections for electing the new committee. The government appointed the Additional Deputy Commissioner, Mr Anand Mohan Sharan, as administrator for three educational institutes — Maharani Kishori Kanya Mahavidyalaya, C.R. College of Education and All-India Jat Heroes Memorial College — only on December 24.

However, the government did not appoint any administrator either to run the affairs of the society and other educational institutes, including the World Bank-funded C.R. Polytechnic and C.R. Public School. This lapse on the part of the government has created many problems in running the Society and the institutes run by it.

The C.R. Public School is presently affiliated with the CBSE up to the Matric standard. It has to apply for affiliation for plus one and two classes from the next academic year. The Principal is unaware as to who would sign these papers.

Similarly the headmaster of Jat High School wants to resign on health grounds. He was appointed after his retirement from the state government service. He does not know whom to submit his papers. One teacher wants to go on a six-month leave but he does not know whom to apply. Who will decide about the introduction of new trades in the polytechnic, is anybody's guess.

PU student held for smuggling

AMBALA, Feb 4 — The Government Railway Police, Haryana, has arrested a student of Panjab University, Chandigarh, Ms Mariam Kumali Mevani, on a charge of smuggling brown sugar.

The SP, Railways, Mr Attar Singh Ahlawat, said at a press conference here today that Ms Mariam, an Iranian national, was alleged to be a courier for an international gang of drug smugglers whose kingpin was residing at Chandigarh.

Some Nigerians were also suspected to be involved in smuggling, Mr Ahlawat said and added that the suspect was carrying a bag containing 5.4 kg of brown sugar while travelling by Shatabdi Express on November 17. When G.R.P. personnel started checking the luggage of the passengers, she disembarked at Ambala cantonment railway station.

The bag was seized by the police and a case under the Narcotics Act was registered in this connection. After investigations, she was arrested by the police on January 29. Her interrogation led to clues to the gang operating in the region and smuggling narcotics from the Pakistan side.

She was remanded in judicial custody by a court at Kurukshetra.

MDU exams from April

ROHTAK, Feb 4 — The annual examinations for under-graduate and post-graduate students of Maharshi Dayanand University will commence from April 1 and May 1, respectively.

The Controller of Examination, Dr K.C. Bhardwaj, told TNS that nearly 1.40 lakh students would appear in these examinations. The students appearing for compartment papers in their second attempt and those appearing for improvement would have to take examination as per the latest syllabus applicable in the current session.

The practical examinations for under-graduate classes would start from March 8 and roll numbers would be despatched to the candidates by the third week of February.

He said the results of various engineering and other examinations held in December and January would be declared by the end of this month.

The entrance examinations for admission to various courses like MBA, LL.B, and B.Pharmacy would be conducted in May. The prospectus would be released in the first week of March.

The practical examination of B.Ed. classes would be conducted on April 21 after the theory papers. However, the practical examination for MA and M.Sc. classes would be conducted before the theory examination in April.

Claims on power supply "false"

ROHTAK, Feb 4 — The Haryana State Electricity Board Workers Union, affiliated with the Haryana Karamchari Mahasangh, has charged the state government with making false claims regarding round-the-clock power supply in the state by June.

In a statement here today, Mr S.D. Kapoor, a former President of the union and state President of the mahasangh, alleged that the Chief Minister had been making such "baseless" claims with a view to getting the second instalment of Rs 1,100 crore from the World Bank. He said the instalment by the World Bank scheduled to be released in January last had been delayed by June next as the board's revenue had not been increased as per the World Bank's prescriptions.

He also criticised the state Finance Minister for his reported statement in the Assembly regarding the pay scales of state employees on central pattern. He claimed there was difference in various allowances given to the state employees and to the central employees.

Fraud by 2 traders hits mandi work

FATEHABAD, Feb 4 — After the running away of two partners in December last, with debts of Rs 8 crore, business in the local grain market is in a shambles.

The businessmen, who ran the two cotton mills at Rattia and Fatehabad owed this amount to the business firms of Fatehabad, Rattia, Dabwali, Choutala and surrounding areas which supplied raw cotton to these mills. Though the partners of this firm had come back through the efforts of the district police, they have not yet made any payment or assurance to their creditors. This has resulted in mutual mistrust among the mill owners, market dealers and cotton suppliers from outside this district.

Fatehabad is considered to be one of the largest cotton markets of the state. Dealers from Rajasthan and far flung areas of Haryana come to sell their cotton here. But, the incident has shattered their confidence in the local market and most of them now preferred to go to the neighbouring Sirsa and Adampur instead.

The effect of the incident on the local grain market can be judged from the fact that the total arrival of cotton to the market till the end of December this season was 1.50 lakh quintals only. It is less than half of the arrival of last year during the corresponding period which was 3.1 lakh quintals. According to sources, arrival of cotton at Mandi Adampur had increased by 100 per cent, while the Sirsa grain market had also registered a considerable increase.

The incident has directly hit the traders of the local grain market and affected the millers, the income of the market committee and the sales tax collections. Due to the adverse effect of the incident three of the six cotton millers have been forced to close their units.

Slum dwellers’ fast enters 4th day

FARIDABAD, Feb 4 — Relay fast of the local Slum Jan Kalyan Manch entered its fourth day today. The manch is demanding housing schemes for slum dwellers whose houses were demolished and permanent ration cards for them instead of temporary ration cards.

President of the manch J.S. Walia said the municipal corporation had passed a resolution, proposing ownership right to the slum dwellers and charging Rs 250 per sq yard from them.

He said temporary ration cards would deprive them of facilities like schools admissions, employment registration and domicile certificates.

He alleged that over Rs 1 crore, under slum development schemes, was lying unutilised with the corporation, but state government had ordered that the money not be spent on slums situated on the government land.

The fast would continue till their demands were not accepted.

One killed after taking liquor

GURGAON, Feb 4 — One person died after reportedly consuming adulterated liquor from a shop of a liquor contractor.

According to a case registered at the DLF police station, Hira Lal of Mandi village and his friends, Vikram Singh and Raj Kumar, had consumed liquor which they had bought from the wine shop at Sikanderpur.

Soon after consuming it they started feeling giddy. Hira Lal was rushed to Safdarjang Hospital but he died there.

In a complaint, Vikram Singh has alleged that the whisky was spurious.

A case has been registered against M/s Kulwant Singh and Co under Sections 304, 328 and 486 IPC.

Malerkotla mufti

AMBALA, Feb 4 — Mufti Fazail-ur-Rehman Hilal Usmani of Malerkotla has been appointed Sadar Nigran of the Punjab Wakf Board, according to a spokesman for the board.

He will supervise work of imams of all mosques maintained and managed by the boards and 'illaqua nigrans' and verify grants to mosques, mektabs and other shrines.
